Business Development Manager Development Officer – North West ANNUAL REPORT 2013 3 Report from the Chair Audrey Mills 2013 began with the appointment of our new CEO, Andrew Winch. Andrew undertook a thorough review of all of Hockey Tasmania’s operations throughout the State and has implemented a number of changes and new initiatives to increase participation and strengthen the financial position of Hockey Tasmania. The Board expresses our thanks to Andrew for his enthusiasm and commitment to his role. Following the CEO’s review, the Board implemented the staff restructure which involved several difficult decisions. However, with the completion of the restructure the organisation is now on a sustainable footing for the future. We express our thanks to Jo Traynor for her long and dedicated service to the hockey community. The Board thanks all members of staff for their hard work and persistence throughout the year. The Board re-affirmed its commitment to our strategic goals of increasing participation, improving our representative success, maintaining our infrastructure and facilities and operating to best practice organisational standards. During the year there were significant initiatives undertaken throughout the State to increase junior participation which is crucial for the growth of the sport. These initiatives have resulted in a significant increase in junior participation. The Board congratulates all those players who were successful in achieving National representation and at the international level. The Under 16 School Girl and School Boys Championships were held very successfully at the Tasmanian Hockey Centre. The Women’s AHL and Under 13 National Girls Championships were also held together at the THC. Combining these two tournaments proved very successful and I am sure it will encourage many of those junior players on a path to national success. We congratulate all our State teams. 4 H O C K E Y TA S M A N I A During 2013 the Board obtained costings for the replacement of the turf on Ground 3 at the THC and also engaged with the Launceston City Council regarding the replacement of the turf for their second ground. It was ascertained that Commonwealth money was no longer available. However, the Board is confident that these projects will be able to be completed in the next two to three years as a result of commitments recently received from the State Government. As part of the restructure the Board appointed a Food and Beverage Manager to manage the THC Function Centre. The Board sees this as an important role in maximising the return from this valuable asset to benefit the hockey community. The Board has been pleased with the improvement in the finances and increased use. A review of the financial software and budgeting process lead to some major changes in the accounting reporting and the software. This has enabled costs to be properly allocated and more accurate budgeting to be undertaken. This will allow us to provide our members with increased transparency of our levy costs. We have maintained strong relationships with Hockey Australia, through Presidents meetings, Council meetings and the CEO’s network. The Board expresses its thanks to Ken Read for his dedicated service to the Board of Hockey Australia which concluded in 2013. There has been a significant change in the allocation of international events which resulted in Hockey Australia not obtaining any international events for the next year. The Board remains committed to obtaining national and international events at the THC but only on the basis that they are financially viable. The Board met with members and convenors of our committees through the year and thanks all our committees, the competition, umpires, coaching, state teams for their hard work, passion and dedication to hockey around the State. We also met with our stakeholders – the TIS, Department of Sport and Recreation, Hobart City Council – during the year. All our major sponsorships have been renewed including RACT, ANZ, Coca-Cola, Boags, Tasmanian Bakeries, Iris Computing, Just Hockey and GJ Gardner Homes. We thank our sponsors for their ongoing support. During 2013 two Board members resigned: Belinda Webster and Christine Bennett. Christine was an inaugural member of the Board since amalgamation and we thank her for her enthusiasm and commitment to hockey in Tasmania. Belinda’s skills in governance and stakeholder relations greatly assisted the Board and we thank her for her service. I personally express my thanks to my fellow Board members who have always been ready to assist and deal with matters at short notice when required and for their support and friendship during my time on the Board. I joined the Board on amalgamation without any structures or policies in place and am pleased that the organisation is now in a strong position going forward with the appropriate systems and policies to lead to its next phase of growth and success. Audrey Mills ANNUAL REPORT 2013 5 Report from the CEO Andrew Winch As this is my first CEO report for Hockey Tasmania, I would like to start by thanking all the amazing people that dedicate themselves to the success of our sport. The long list of contributors includes volunteers, committee members, technical officials, competition convenors, umpires, selectors, coaches, team officials and Board members who all give a great deal of their own time to see hockey prosper in Tasmania. 2013 was a very challenging year for everyone at Hockey Tasmania. Our focus was on the restructure of the business, introducing organisational change and preparing for a stronger future. In my first year I have reviewed and refined all business operations in order to establish a sustainable model for our business moving forward. It has been important to review and restructure policy and process and establish strong guidelines for operational success. This greater focus on the commercial aspects of the business has resulted in financial efficiencies. For example my review of supplier contracts has resulted in significant net gains. It is vital that we operate as a leaner more efficient operation in order to achieve long term financial stability. My goal in this process of discovery and refinement has been greater levels of transparency in financial matters to the entire hockey community. In 2014 I will continue to provide improved accountability and communication. 6 H O C K E Y TA S M A N I A We must acknowledge that it has been a difficult year for staff, management and the Board with some tough decisions required to deliver on our strategy and prepare the organisation for a more positive future. I congratulate you all for your professionalism throughout and look forward to what we can achieve in 2014. Significant work was also done in 2013 to raise our sports profile with the media to increase awareness of our game within the greater community and help attract participants, volunteers and sponsors. Next year will see a stronger focus on achieving our sponsorship goals. Hockey Tasmania delivered two successful tournaments in 2013 and I wish to thank all the volunteers who supported those events, and my staff who ensured they ran smoothly and professionally. This, combined with the effort from the hockey community, has ensured our continued reputation as a world class venue. 2013 saw a renewed focus on promoting The Function Centre as a leading Hobart venue in order to realise its potential to earn revenue from non-core business. The later part of 2013 saw great improvement in return from our investment. To all of the athletes and officials that represented Tasmania this year and those who were selected in national and international squads I would like to congratulate and thank you for your contribution to Tasmanian hockey success. We established new development initiatives in 2013. One of these saw the AHL teams (our Van Demons and Tassie Tigers) playing exhibition games in regions across Tasmania and running kids’ clinics. Another was a joint initiative with Hockey Victoria, in which we ran an umpire exchange program between our two states. We are looking to extend that in 2014. On behalf of the Board and staff I would like to express our gratitude to all of the program partners and sponsors who have supported Hockey Tasmania in 2013. It is clear that without the support of these partners, Tasmanian hockey would not be in the position it is now. I would like to thank the Board for all their support in a difficult year and in particular recognise Audrey Mills for her tireless contribution to hockey in Tasmania. I would also like to sincerely thank my team at Hockey Tasmania: we have worked closely together over the year to build a better and more sustainable business and I thank you all for your efforts. Andrew Winch Game Development Report 2013 was a busy year: our School Development Program reached over 10,000 school children state wide and our ‘Come & Try’ days encouraged more regular participation. Our development staff did a fantastic job at delivering our programs and Hockey Tasmania would like to acknowledge and thank Leanne Bissett, Matt McGregor, Will Braid, Belinda Oakley, Celeste Knowles and our casual workforce for their great work throughout 2013. HookIn2Hockey HookIn2Hockey programs for children aged 5–12 years including ‘Come & Try’ days, Gala Days, ANZ Summer Sevens and 6–8 week block rosters were held throughout the year. The HookIn2Hockey brand is gaining traction in Tasmania, however it needs to be promoted as the inexpensive and fun way to get involved in Hockey in a safe environment. Participation in these programs was strong and many of children have moved into the Club hockey environment. School Development Program The School Development Program is well established across the state. In 2013, our Development Officers visited 75 primary schools from Cygnet to Bridport and Ulverstone and provided more than 10,000 children with a quality introduction to the hockey experience. We also saw a number of schools bring their students to the THC as part of the program, providing their students the opportunity to play on turf. The ongoing challenge is to improve the number of children transitioning from the School Development program to other programs. Active After School Communities (AASC) Development Officers have established strong links with AASC personnel in all regions and continue to work with them to increase junior participation in hockey. The focus in 2014 will be on recruiting more hockey players to undertake the AASC training and become involved in delivering the program in the 3 – 5pm after school timeslot. We must also look for ways to improve the transition to club hockey including encouraging club members to become involved in delivering the AASC program. School Holiday Clinics School Holiday clinics were run in Hobart in the July (49 participants) and September (57 participants). September’s clinic was held in conjunction with AHL, meaning participants were exposed to some of the best female players in the country while learning skills and making friends on what was a very windy day. School holiday clinics were well attended in Launceston. ANNUAL REPORT 2013 7 Officiating Report 2013 In 2013, the Officiating Committee comprised regional directors Brendan Moore (SCC), Sandra De Paoli & Richard Sherriff (NCC), Janine Hawkins (Burnie), Minka Woolley (Devonport) and Melissa Jelliff (Game Development Manager). Their commitment to the development of officiating is to be commended and I thank them for their support throughout the year. Also thanks to Lorraine Smith, Colin Pearson, David Saunders and Peri Buckley for their continued support and input during the year, which was vital for the smooth running the officiating portfolio. Also a special thanks to Gai Cross for her administration duties. Without these people volunteering their time, the gains the committee has made to benefit the wider hockey community would not be possible. The officiating group continued to be a productive and proactive committee. A formal meeting was held at the beginning of the season and a review and planning meeting was held in October. We continued to use Skype technology for meetings to discuss officiating issues throughout the year. Regions held forums and courses to increase people’s knowledge of the rules as well mentoring developing umpires with assistance from umpire coaches with in their regions. As part of the level 1 umpiring course we ran a webinar statewide, however we decided that this format was not suitable for our needs. Although Play the Whistle has been used in all 8 H O C K E Y TA S M A N I A regions, we need to consistently record and follow the protocols of this program if this is to be an effective means to improve both on and off field behaviour. Clubs need to continue to be proactive in their support of this program and diligent with their members to reinforce the principles so that we see an environment which encourages more people to become officials. The June Long Weekend tournament is an avenue for developing both umpires and technical bench personnel. With the tournament being held in Hobart, regional directors targeted developing umpires who received written and verbal feedback from umpire coaches. The identification of umpires earlier in the season will enable them to receive all relevant information before the beginning of the competition. The JLW also continues to be used as our avenue to select umpires for our junior interstate tournaments. The briefing meeting held at the beginning of the tournament for umpires introduces them to the format used in HA tournaments. Svelto Logistics NW Hockey Umpiring Academy was formed under the guidance of Minka Woolley to develop young North West umpires to build a strong umpiring base for the future. Svelto Logistics (David and Kylie Kenworthy) provided a $3000 sponsorship to assist with the program and McKenna Park committee provided their facilities at no cost. The umpires received umpiring packages. Mentors were a significant part of the course providing regular feedback and support over the course of the season. Although officials have continued to do the on line component of Hockey Ed courses there are still problems understanding the whole process. This is currently beginning addressed by Hockey Australia (HA). A new initiative in 2013 was the implementation of an exchange of umpires between Victoria and Tasmania. This was a great opportunity for our umpires to gain a different experience and coaching from another source. The continuation of this program is essential to give our national panel umpires the experience they need to umpire at the top level. In 2013, umpires were selected on most women’s HA panels, however we had only a small number of male umpires on the HA ranking list. We have continued to develop a strong group of younger umpires through our junior development program and interstate tournaments and we will see the benefit of this evolve over the coming years. We continue to see our experienced technical personnel and umpire coaches being involved in national and international tournaments and these people are to be congratulated for the time and effort they put into hockey at this level. Also, in many cases these people are very experienced in terms of their playing records and knowledge of the game. 10 H O C K E Y TA S M A N I A However, the pursuit of accreditation must be pursued for a number of reasons: Accreditation can provide the opportunity for further advancement in a coaching career. It legitimises coaching. Coaches receive a considerable amount of additional knowledge in relation to skills coaching, game analysis and strategies, managing teams and contemporary trends. Course participation provides opportunities for interaction and networking with peers and experienced coaches, as well as the course facilitators. Accreditation provides access to Hockey Australia resources through their coaching website and personnel. The over-riding theme that must be pursued is that accreditation is part of a process of coach education and continuous improvement. The next two years (2014 and 2015) are considered to be the critical period for further engaging people and their Clubs in the accreditation process, and it is hoped that all Clubs embrace the Hockey Tasmania strategy and principles. Ted Taylor High Performance and National Representation Andrew McDonald, Head Coach The TIS Hockey program continues to assist and develop players to enable international selection. n A number of athletes have benefitted from the drag flicking program The TIS Coaches and our network of consultants have worked closely to provide the necessary guidance to our aspiring International athletes. n All athletes have completed their ASADA online accreditation During 2012–13, the hockey program adopted a scholarship focus on potential international athletes, therefore lowering the focus on age. Olympic Bronze medals for Tim Deavin and Eddie Ockenden were a program highlight. Importantly we now have two more internationally capped players in Nick Budgeon and Jeremy Edwards. Amelia Spence has gained JWC selection along with past athlete Nina Khoury. Specialist Coach – Luke Doerner (Drag Flicking) Andrew McDonald ANNUAL REPORT 2013 11 The Emerging Talent Squad Ilene Carr, Head Coach The Emerging Talent Squad (ETS) comprised 46 athletes aged between 14–18 years of age, ultimately aiming to challenge these athletes to reach TIS selection standards and beyond through typical technical and tactical development as well as holistically with opportunities to grow as individuals through attendance at a number of educational forums. A number of ETS athletes had outstanding individual performances in 2013 and these were recognised by Hockey Australia. 12 H O C K E Y TA S M A N I A Four athletes were rewarded for their individual performances at the Under 18 nationals and won selection into Hockey Australia’s National Under 18’s Futures Program. Jai Walker Kidd, Patrick Todd and Jayden Pearson were selected in the boy’s squad while Madeleine Murphy was included in the girl’s squad. As the underpinning program to the TIS Hockey Scholarship program, one of the key objectives of the program is to transition athletes onto scholarship. Five athletes were rewarded for their 2013 performances and were announced as 2014 scholarship holders. These athletes were Benjamin Austin, Jayden Pearson, Jai Walker Kidd, Patrick Todd and Madeleine Murphy. Ilene Carr Finance Report Douglas Thomson, Chair, Finance & Audit Committee I am pleased to present the audited financial statements for Hockey Tasmania for the year ended 31 December 2013. It is fair to say that the financial result was disappointing being a deficit of $395k (2012 $482k). If depreciation is added back then the 2013 position shows a deficit of $117k compared with a surplus for 2012 of $56k. It must also be remembered that the 2012 result included the positive contribution from hosting the Men’s Australian Masters Tournament. There are many and varied differences by comparison to the two years. It is important however to mention a few major expenses that contributed significantly to the result. Wages and associated costs were influenced by factors including an extra pay period, redundancies and associated leave payouts following the restructure, the overlap of the change of the CEO, the employment of a full time function centre manager and employing paid kiosk staff rather than relying on volunteers. Other major differences are in computer expenses where by our contribution to HA increased for the IMG software, and costs charged by HA associated with State team equalisation were brought forward for the 2013 year whereby by two years of costs were levied in 2013. Another major unbudgeted item included ground hire for the National Indoor Tournament It is also noted that revenue and expenditure relating to January 2014 indoor tournaments that has traditionally been accounted for in the year in which the team has been selected has now been more correctly treated as being received and incurred in the year in which the tournament is held. There were, however, some very positive outcomes achieved during the year. Although we lost the Futsal organisations as ground users they were well and truly replaced by the AFL 9s. Strict budget controls have been imposed on all State teams with the result being significant reduction of deficits on a team by team basis. The engagement of a full time function centre manager will ensure that the Association’s major asset will produce revenue that will assist running hockey in Tasmania. The Board has already seen some results of this decision in the 2014 financial year by increased margins being obtained on sales and increased use and hire of the function centre. The 2014 budgetary process commenced early in November 2013 and in my view was a robust and exhaustive process. We also engaged members to ensure that the process and outcomes were as transparent as possible. The Association’s results as at the end of April 2014 indicates that revenue is tracking above budget, particularly in Function Centre operations, expenses below budget including wages and on costs. Lastly I would like to personal thank Andrew Winch and Lesley Smith for their dedication to the Association and acknowledge the many hours that they contribute to the organisation over and above what they are remunerated for. Douglas Thomson The Board also undertook a review of effective lives of some major assets and the result of this review is commented on in Note 1 of the financial statements. The outcome of this review is a significant reduction in depreciation expense.
