1.0 INTRODUCTION
This guideline on installation and maintenance of a
centralized three phase Uninterruptible Power Supply (UPS)
was generated in response to the recent fire incidents that
occurred in UPS rooms throughout healthcare facilities under
the Ministry of Health (MOH). Most of the incidents happened
due to poor ventilation design and lack of maintenance
activities. This guideline will serve as a reference for all
designers,
implementers/installers,
and
maintenance
personnel, to ensure that UPS systems are installed
appropriately and are well maintained. This guideline is also
intended to serve as a resource for any future upgrading
projects related to UPS systems.

2.0 DEFINITION 1
An Uninterruptible Power Supply (UPS) is necessary for
providing a no-break three-phase supply to specific
equipment during blackouts, covering the period from the loss
of normal supply to the start-up and subsequent electrical
power generation of the emergency generator. Without a
UPS, even very short power breaks may cause disruption in
hospital operations.
Any UPS in Healthcare Facilities shall include the following
components:

3.0 LOCATION
In healthcare facilities, a UPS shall be installed to provide
uninterruptible power supply to all uninterruptible power/
lighting points and life supporting/monitoring equipment in
specific critical and emergency areas/departments at the
following locations1:

4.0 UPS INSTALLATION GENERAL REQUIREMENTS
4.1 The UPS shall be of sufficient capacity to handle the
present load and have a minimum of 20% spare
capacity for future extensions.
4.2 All UPS installations in new buildings shall avoid ANY
water/liquid/gases pathways, sources and outlets2 in the
ceiling above the battery bank and control system of the
UPS. It is an additional requirement that ceiling facilities
be waterproofed in existing UPS rooms.
4.3 All UPS installations in new buildings shall be designed
in two (2) connected compartments separated by a
two (2) hours fire rated brick wall partition and door or
something equivalent to a two (2) hours fire rated wall
and door. One compartment will contain the battery
bank and the other will house the control system. The
compartments must be well air-conditioned by an
independent 24-hour cooling system.
4.4 The battery capacity shall be at least one (1) hour1 full
load capacity with an electronic and/or manual bypass
switch and maintenance bypass switch (internal and
external). The UPS should be connected to the essential
services supply. The full load discharge capacity has to
be specified along with the battery calculation.

4.5 Batteries for the UPS system shall comply with the latest
standards set by the International Electrotechnical
Commission (IEC) and the Institute of Electrical and
Electronics Engineers (IEEE).
4.6 All cells in the same bank shall be of the same size and
type.
4.7 Batteries or chargers should not be located in areas of
vibration and restricted only to maintenance personnel1.
4.8 Any new UPS system installation must have a minimum
one (1) year warranty.
4.9 Any new UPS installation must be provided with
a minimum of eight (8) years spare parts availability.
A guarantee letter must be issued by the manufacturer
before installation.
4.10 The minimum design lifespan of batteries is ten (10)
years.
4.11 All battery bank compartments should display a clear
legible label or signage indicating the type of battery
electrolyte used. Explosion signage must be provided
due to the possibility of gas explosion arising from the
mishandling of acid and alkaline battery electrolytes.

4.12 The required specifications for the UPS are as follows:
a) Output efficiency ≥ 95%
b) Power factor ≥ 0.85
4.13 The required environmental conditions for the UPS are
as follows:
a) Operating Temperature : 0°C to 40°C
b) Relative Humidity ≤ 95%
c) Room Temperature ≤ 25°C
4.14 The UPS room shall be installed with a suitable
Automatic Fire Protection System in both compartments.
A smoke detector, heat detector, and clean agent
suppression system type substances shall be used in
the above system. Other latest fire protection systems
will be approved on a case by case basis.
4.15 Upon completion of the UPS installation, all relevant
technical documents shall be properly handed over to
the respective healthcare facilities. Technical documents
shall include but not be limited to the following:
a) A Manufacturer’s Operation and Maintenance Manual
complete with Manufacturer’s Maintenance Checklists
b) Warranty / Guarantee Certificate

c) As-Built Drawings - hardcopy and softcopy
d) A Testing & Commissioning Report, including a
factory acceptance test and safety test
4.16 The implementer or installer shall provide technical
training to the respective end user and technical
personnel upon completion of the installation.

5.0 MAINTENANCE OF THE UPS
5.1 The implementer or installer shall perform Planned
Preventive Maintenance (PPM) and rectify any failures
or defects during the warranty/defect liability period.

5.4 PPM shall be performed based on the manufacturer’s
recommendation or according to the MOH’s Hospital
Engineering Plan Preventive Maintenance (HEPPM).

5.5 The PPM’s activity details (semi-annually and annually)
shall be referred to HEPPM checklists.
5.6 Immediate action shall be taken if any abnormal
condition is detected (especially in the UPS battery) to
prevent any mishaps from happening. All RI and PPM
activities shall be recorded. A log book/log sheet must
be made available and updated at all times.
5.7 All spare parts shall be new and genuine, sourced from
equipment manufacturers or Original Equipment
Manufacturers (OEM) equivalents approved by the
government.
5.8 All workmanship shall be in accordance to approved
codes and good engineering practices.
5.9 Replacement of the batteries shall be carried out if:
a) Efficiency drops to a minimum level of 10% ±5
b) Battery fails or is in poor condition
c) Battery exceeds life span based on requirements set
by manufacturer
