ABOUT DEPELCHIN CHILDREN’S CENTER
DePelchin Children’s Center believes that every child deserves to be safe and healthy. An accredited
foster care and adoption agency, DePelchin serves the most vulnerable children and families in
Texas and works to break the cycles of abuse and neglect. Our approach to caring for children
integrates prevention, foster care, adoption and post-adoption programs to improve the mental
health and physical well-being of children at risk of entering or within the State’s child welfare
system. Founded as an orphanage in 1892, DePelchin is a nonprofit organization with locations
throughout Houston and across Texas and gratefully receives support from individuals, foundations,
corporations, government grants and the United Way.

DEAR FRIENDS,
Every child is entitled to a happy and healthy
childhood. Sadly, this is not the case for many children
in our community.
In taking on the role of Board Chairman this year, I have
become more aware of the harsh reality that for many
innocent children across Texas, their childhood is anything
but happy. For example, did you know that every 8 minutes
in Texas, a child becomes a victim of child abuse and
neglect? More than half of these children are under the
age of six years old, experiencing the trauma of abuse and
neglect at such a critical time in their lives. Last year, more
than 17,000 children in Texas were removed from their
homes and their parents, who often struggled with issues
such as poverty and addiction.
DePelchin is there for these children, welcoming them into
loving foster families across Texas and helping them heal
from their past wounds of abuse and neglect. DePelchin
is also there to find loving forever families for children
whose parental rights are terminated and are looking for
an adoptive home. The 2015 Annual Report for DePelchin
Children’s Center details the amazing work of this
organization and the generous donors and volunteers
who made it all possible.
Our multi-year plan will be to:
1)grow our foster care presence state-wide;
2) help children heal by offering a new model of
home-based therapeutic support; and
3) work with at-risk families to prevent children from entering the system.
Our efforts focus on the most vulnerable children and
families in Texas and work to break the cycles of abuse
and neglect.
It is my hope that with this new strategy, we can better
fulfill our mission and in turn, give more children back
their childhoods.

Beating the Odds After Foster Care
The majority of children who enter foster
care are either returned to their birth
family or are adopted into loving homes.
However, every year in Texas, hundreds
of children age out of foster care at age
18 without a family to call their own, and
face the almost insurmountable odds
of making it in the world alone. Sadly,
one in five youths will become homeless
when they turn 18, and half of aging
out youths are unemployed at age 24.
DePelchin gives these young adults the
opportunity to beat the odds through
its TAGS program, or Transitioning
to Adulthood through Guidance and
Support. The TAGS program offers a
temporary residence on DePelchin’s
main campus for homeless youths ages
18-22. Nineteen year-old Alaina Clark, a
current resident, was accepted into the
TAGS program after aging out of foster
care in 2015. In addition to providing
a safe living environment, the TAGS
Program provides youths like Alaina
with the opportunities, knowledge
and skills necessary to mature into
productive, responsible adults capable
of becoming independent. Last year,
with funding from The Frees Foundation
and the Enrico and Sandra di Portanova
Charitable Foundation, DePelchin
created on campus job opportunities
to help residents build their resume,
learn basic on-the-job skills and grow
their savings by earning a salary. Alaina
is currently working in DePelchin’s
Facilities department, getting the muchneeded experience to start a career
in welding. Her hope is to receive her
advanced welding certificate over the
next two years while building up her
savings to get her own apartment and
live independently. DePelchin’s TAGS
program gives Alaina and other young
adults without families the support they
need to beat the odds and become
successful members of our community.

1892 SOCIETY
The 1892 Society is a group of individuals dedicated
to carrying out the mission of DePelchin through a
planned gift. The Society was named for the year
Kezia DePelchin took into her care three orphaned
boys who had been abandoned at the county
hospital. Thanks to friends such as members of
the 1892 Society, the legacy inspired by Kezia will
