President’s Message
As you begin to read this month’s issue of the newsletter, please appreciate the effort that goes into the
production of each issue. The community has been so very fortunate to have had a succession of great
people working on The View from Paradise. I want to thank Iris Goldhaber for all her hard work and effort in
getting the contributors to submit their monthly columns in a timely fashion. Some of us procrastinate. Iris
has now stepped down from her role on the newsletter, and someone needs to raise a hand to volunteer.
The pay may not be great (think “zero”), but the satisfaction of being part of a vital team should be enough.
Please give it some thought as we sure could use your help.
The Finance Committee, along with committee chairs and board liaisons, has been working to update
our Reserve Study. This report guides us each year in knowing how much money should be set aside in the
Reserve Fund. This money comes out of your quarterly maintenance payments. The Reserve Fund allows
us to have the money “in the bank” when it becomes necessary to repair or replace major components of
the common ground of the community. Examples of items covered in the Reserve Study are: clubhouse
air conditioners, irrigation pumps and motors, the surface of the tennis courts, the roofs of the clubhouse
and guardhouse, the sidewalks and roadways, fitness equipment, etc. The actual report is prepared by a
certified Professional Reserve Specialist.
Both Janet Ellis (our property manager) and I have been receiving complaints about cars speeding through
the community. This is not new. I remember having to address this years ago. We established and posted
a speed limit of 25 mph. The problem is very evident on Caprio Dr and Trapani Ln, as cars keep accelerating
as they come down the block, in either direction. The problem is especially bad as cars negotiate the curves
on Viniste and Campania Drive. Add the rollings stops (or no stops at all) and the extremely wide turns (or
very tight turns), and we have accidents just waiting to happen...except that we have already experienced
several accidents within the community. Please do your part in making our community safer. Please also
remember that as we age, the excellent skills and reflexes of our youth have aged as well.

Fall is really here. But first I want to thank Arlene Ostrowsky who with the help of Sandy Clark put together
a wonderful dinner at Longhorn. Even though there was a threat of rain so many of our members came
and enjoyed a delicious meal. Our summer dinners help support PAP's fight against cancer. Thank you to
those members who came and broke bread with us. We want to continue to see all of you enjoy other

Dear Friend,
I want to thank you for entrusting me to serve Palm Beach County as your
constitutionally elected Tax Collector. Despite our name, the Tax Collector’s Office is
not funded by tax dollars. We collect fees on services provided. The Florida Department
of Revenue approves our operating budget, and every excess dollar is passed along to
your local taxing authorities such as the School District, County, and municipalities.
Cyber Safety
October is National Cyber Security Awareness Month. Practicing safe judgment is
critical whether you’re online banking, shopping, or downloading the latest app. Here
are a few simple cyber safety tips:



Avoid imitation sites. Visit www.pbctax.com for all your driver license and motor
vehicle needs.
Do not enter credit car information on unsecure websites. Secure websites begin
with “https” so check your browser. Our online payment page
(https://www.pbctax.com/pay-online) is an example of a secure website.
Pay attention to your home Wi-Fi. Use a strong password to protect your router.
Identity Safety
The Tax Collector’s Office is committed to protecting the
public from identity theft. This is especially important as the
sole driver license and ID card issuing agency in Palm Beach
County.
The Florida driver licenses and ID cards issued in our offices
are compliant with the Federal REAL ID Act of 2005. This law
set new standards to improve the integrity of ID cards. REAL
ID standardsreduce the risk of fraud.
The U.S. Department of Homeland Security requires
everyone to have a REAL ID by October 1, 2020. Not sure if your ID is REAL
IDcompliant? Check for a star in the upper right corner. If you do not have a REAL ID,
visit our office before the REAL ID deadline. You cannot upgrade to a REAL ID online.

Financial Safety
The 2016 Property Tax season is right around the corner. Our agency mails property
tax bills by November 1. Paying property taxes early has its benefits, especially for your
bottom line. There’s a 4% discount for Property Tax bills paid in November. The
discount drops to 3% in December, 2% in January, and 1% in February. There is no
discount for property tax bills paid in March. 2016 Property Taxes become delinquent
April 1, 2017.
Driver Safety
October 16th through 22nd is National Teen Driver Safety Week, but we all know driver
safety is a priority year-round. According to the National Safety Council, 95% of parents
who drive distracted admit they continue these unsafe habits in front of their teens.
Did you know we have a free driver license mobile app? “In the Driver’s Seat” is loaded
with helpful features, including:




Quick access to Florida’s driving laws
Easy online driver license appointments
Tools for first time drivers, including updated study materials, the official practice
test, and driving logs
Calendar of important dates and deadlines
“In the Driver’s Seat” is a helpful tool whether you’re preparing for your first license or
you’ve been driving for decades. It’s available for Apple and Android devices in the
Apple App Store and Google Play.

October is historically one of the most active months in the Atlantic Hurricane Season.
Is your family ready to weather the storm? A few simple steps ahead of time can make
all the difference.
There’s still time to access our free 2016 Hurricane Preparedness Guide. It’s loaded
with local insight, key phone numbers and tips to prepare your family and property. Print

square dance caller and DJ, Chris Phillips, will have you dancing in no time. Current and popular dance
music will be played as well. We’ll start the night with Subway sandwiches, chips, soda, coffee & dessert.

Calling All Pet Owners! We are having our first Howl-O-Ween Pet Costume Parade! Saturday,
October 27th at 9:30am. If you can dress it in a costume, put it on a leash and walk it…we

Saturday, November 12th at 8pm brings a “Tribute to Veterans” by America’s Sweethearts. In
the spirit of the Andrew Sisters, they are good-looking, classy dames with intricate harmonies
that will bring you back to the “Glory Days”. Their repertoire also includes music from the 50’s
through the 70’s! Beautiful costumes, choreography and inspirational music will guarantee a
memorable and romantic night that will have you squeezing the hand of the person next to you.

Membership Meeting in
September, we’re happy to
start the new season with a buffet dinner at
Aberdeen Country Club on October 23rd. This
is a new venue for us and we’re sure it will be
fun and delicious! The Board is busy working
on some new activities to include: a croquet
lesson and lunch at the National Croquet
Center, a concert (or lecture or art show) at
The Society of the Four Arts and lunch, a
show, lunch/dinner and a movie, and more.
Watch for announcements by email, snail mail
and postings in the clubhouse.
Please keep your suggestions coming in so we
can plan events of interest to our members.

In this issue two new ads came to us through
the efforts of a resident couple. All they did
was to approach merchants they regularly
visit. These merchants realized the benefit in
reaching out to the rest of our community and

We believe there are lots of businesses that will
do the same especially if they are approached
by repeat customers.
Of course, as an interested PVW resident you
should get satisfaction in helping to expand the
View, but we would like to do more. The View

two of the most riveting films of the past year.

The Finest Hours tells the incredible true story of the
greatest small-boat rescue in United States Coast
Guard history. In February, 1952, in Cape Cod
Massachusetts, the US Coast Guard station in Chatham
received a distress signal from the oil tankers SS
Pendleton and SS Fort Mercer. Daniel Cluff, Commander
of Chatham Station assigns Bernie Webber, along with
Richard Livesey, Andy Fitzgerald and Ervin Maske to
rescue the crew of these tankers using a small rescue
boat. Despite Bernie’s knowledge of the intensity of the
storm he sets out: “an order is an order”. Meanwhile,
damaged badly, the Mercer splits in two and sinks to the
bottom of the ocean.The Mercer’s rescued crew, now
aboard the Pendleton, depended upon Pendleton’s
skilled and experienced engineer, Ray Sybert, to use his
abilities to steer the tanker to a safer position, grounding
it on an unstable bank of sand to avoid sinking and await
the small rescue boat. “The Finest Hours” is an exciting
Disney thrill-ride from beginning to end.
Zev (Christopher Plummer) is living in an old age
home in New York and starting to lose his mind.
His wife of many decades, Ruth, has just passed
away. Max (Martin Landau), an old friend with an
agenda, is helping Zev deal with his loss. He
reminds Zev of an agreement they made before
Ruth died. Zev is going to track down Otto Walisch
alias, Rudy Kurlander, an 88-year-old German
immigrant. It was under the alias that Otto had
ordered the deaths of Zev’s and Max’s families at
Auschwitz. The only wrinkle in Max’s plan – aside
from Zev’s rapidly deteriorating memory – is that
there are four Rudy Kurlanders in North America.
Each is a German immigrant of the correct age.
Follow Zev on his harrowing quest to gain revenge
and closure.
(If you saw the movie before, see it again; now
look for the clues to the surprise ending – but
don’t tell anyone!).
The Cinema Club Steering Committee has changed the Membership Year from March – February to
a more traditional September – August. Current Members are now paid-up through August 31, 2017.
New Members: You are still able to join for only $10 per year. Free refreshments at every show!

luncheon/card and Mah Jongg party at the beautiful Indian Spring Country Club on El Clair Ranch. The date is
Wednesday November 16, 2016.
You'll enjoy salads, hot food, carving station and blintzes at

by the calling of raffle winners (we've got great prizes). The

When it was completed in 1902, the New York Herald proclaimed that Whitehall, Henry Flagler's Gilded
Age estate in Palm Beach, was "more wonderful than any palace in Europe, grander and more magnificent than any other private dwelling in the world." Today, Whitehall is a National Historic Landmark and
is open to the public as the Flagler Museum, featuring guided tours, changing exhibits, and special programs.
Each afternoon the Flagler Museum offers a Gilded Age style lunch, which features an array of delicacies
and refreshments reminiscent of the elegance of entertaining during the Gilded Age. Visitors will enjoy a

activities planned for this year.

our fun-filled TRIVIA NIGHT on Wednesday,
October 19 at 7pm in our clubhouse. We have
hired a professional trivia company to make
sure we all have fun. This is our first event for
this season and the reservations are coming

cutoff date. This event is free for members

On Wednesday, December 7th we have
reserved “Meet the Harid Dancers’ Luncheon”
to be held at the Harid Conservatory, 2285
Potomac, Road in Boca Raton. The Harid
Conservatory provides an enjoyable and
inspiring afternoon program that includes a
catered, sit-down lunch an informative talk
given by the director and an opportunity to
watch the schools talented young dancers in
their daily ballet class. The Conservatory is
a tuition-free professional training school for
gifted young dancers. The Meet the Dancers
Luncheon begins at 12:15. There is limited
seating so if you plan on attending, please
submit your tear-off to the Women’s Club
mailbox in Sandy’s office. The cost for this
exciting afternoon is $32 for members and
$37 for non-members. The cutoff date is
December 1st.

What Is The Electoral College? How It Works And Why It Matters
The Electoral College is made up of 538 electors
who cast votes to decide the President and VicePresident of the United States. When voters go to
the polls they will be choosing which candidate
receives their state’s electors. The candidate who
receives a majority of electoral votes (270) wins
the Presidency. The number 538 is the sum of the
nation’s 435 Representatives, 100 Senators, and 3
electors given to the District of Columbia.
How does the Electoral College work?
Every four years, voters go to the polls and select
a candidate for President and Vice-President. In all
but two states, the candidate who wins the majority
of votes in a state wins that state’s electoral votes. In
Nebraska and Maine, electoral votes are assigned
by proportional representation, meaning that the
top vote-getter in those states wins two electoral
votes (for the two Senators) while the remaining
electoral votes are allocated congressional district
by congressional district. These rules make it
possible for both candidates to receive electoral
votes from Nebraska and Maine, unlike the winnertake-all system in the other 48 states.
How are the electors selected?
This process varies from state to state. Usually,
political parties nominate electors at their state
conventions. Sometimes that process occurs by a
vote of the party’s central committee. The electors
are usually state-elected officials, party leaders, or
people with a strong affiliation with the Presidential
candidates.
Do electors have to vote for their party’s
candidate?
Neither the Constitution nor Federal election laws
compel electors to vote for their party’s candidate.
That said, twenty-seven states have laws on the
books that require electors to vote for their party’s
candidate if that candidate gets a majority of the
state’s popular vote. In 24 states, no such laws
apply, but common practice is for electors to vote
for their party’s nominee.
What happens if no one gets a majority of
Electoral College votes?
If no one gets a majority of electoral votes,
the election is thrown to the U.S. House of
Representatives. The top three contenders face off
with each state casting one vote. Whoever wins a
majority of states wins the election. The process is
the same for the Vice Presidency, except that the
U.S. Senate makes that selection.
Why does the Electoral College matter?
The Electoral College determines the President and
Vice-President of the United States. The Electoral
College system also distinguishes the United
States from other systems where the highest votegetter automatically wins. This so-called “indirect
election” process has been the subject of criticism
and attempted reform, though proponents of it
maintain that it ensures the rights of smaller states
and stands as an important piece of American
federalist democracy.

World Trade Center Revisited

On September 11, 2001 I was driving to my
consulting assignment with Goldman Sachs in
lower Manhattan. It was by all accounts a beautiful
morning and I took my time driving over the GW
Bridge, down the Hudson River Pkwy and onto the
West Side Highway.
Normally by 8:45 I would be passing in front of
the World Trade Center Towers, turning left on
Bank Street and proceeding to my regular Parking
Garage. But this was not a typical day. It was an
unusually gorgeous morning and I was in no hurry
to get to work.
The sense of euphoria would soon end. On my left
I could see a plane flying over Manhattan and I was
keenly aware that that was prohibited. The plane
banked left and while my brain said that’s enough,
it continued turning left. I stopped the car and froze
while the plane disappeared into the North Tower.
I continued driving until I could make the first right
turn into the Financial District and parked along
the Hudson River. I was stunned and shaken. On
my left I could see objects falling from the tower
(unbeknownst to me at the time the falling objects
were Humans). Then the second plane came in
view flying north along the Hudson, banking west
and smashing into the South Tower. Shaken or not,
I realized it was time escape. I drove to the Tappan
Zee Bridge (purposely avoiding the GW, thinking it
was next).

So, with some trepidation , on August 30th 2016,
we visited the Freedom Tower, Memorial Pool and
Museum.
Visiting the Museum was therapeutic for me. For
years I’ve been reliving the events of 9/11 and the
subsequent commute by ferry to and from work,
passing the smoldering pile and breathing the
polluted air that permeated that area.
Seeing the Memorial Pool was helpful. But the best
medicine for me was to see the Freedom Tower up
close. It spoke to Me.
It said... NO to Tyranny... NO to Bigotry of all kinds...
NO to Religious Intolerance and above all it said
We will always Move Forward Not Backward in all
of aspects of Life and Society.

The Palm Beach County Health Department, Office
of Public Health Preparedness, has recommended
that communities in the county be prepared for
a possible biological or bioterrorist attack. The
primary concern is inhalation of anthrax, however,
early antibiotic intervention can help prevent the
disease and its complications.
The Palm Beach County Health Department has set
up Point of Distribution Centers in 50 Palm Beach
communities. A few years ago we joined with our
neighbor, Ponte Vecchio, to become one of these
“POD’s”, using their social hall.
This POD will dispense DOXYCLYCLINE or CIPRO
on a mass basis should the county declare an
emergency. This is only for residents of both
communities who visit the Ponte Vecchio social
hall to request the medications. This is a private
undertaking, closed to the general public. The
county’s objective is to get these medications to
our residents within a 48 hour time frame. You,
as the resident, can get medications for up to 15
people in your family and neighbors. However, you
will need to know if any of those individuals are
allergic to these medications or have health issues
that affect their use. Should the Department of
Health implement the use of the POD, a registration
request form will be distributed for you to bring to
the Ponte Vecchio social hall.
Thirteen of your neighbors have already been
trained in the function of the POD. However, there
is no action any of you need to take at this time as
this is just for your information. Should you have

COBWRA REPORT
Paul Fass, PVW COBWRA Representative
It was reported at the August 17th meeting of
COBWRA that additional stores are being requested
on the property that contains the Target store near
us at the intersection of Boynton Beach Blvd and
Hagen Ranch Rd.
It is not known as yet who will occupy those stores.
They will be added in front of the Target store by
the lake and no further changes will be made to
the present entrance/exits as they are presently
configured.
The COBWRA delegates gave its approval for this
addition. No further information was revealed
regarding the empty lot diagonally across from Target.
You will recall the owner of that property wants to
increase the number of stores and restaurants.

How To Avoid Tech Support Scams
•
If you get a call from someone who claims
to be a tech support person, DO NOT RESPOND.
Hang up at once and call the company’s central
phone number on a number you know to be
genuine.
•
A caller who creates a sense of urgency
or uses high-pressure tactics is probably a scam
artist. Hang up!
•
Never grant a third party access to your
computer unless you can verify that he/she is a
legitimate representative of a computer support
team with whom you are already a customer.
•
Never provide credit card or financial
information over the phone, especially if you did
not initiate the call.
•
Never provide a password over the
phone.
•
If you receive a call claiming there is a
virus on your computer, hang up!
If You Become A Victim, Immediately:
•
Change the passwords for your computer,
email and online banking/credit card accounts.
•
Contact your credit card provider and
dispute charges for any bogus services rendered
or purchases made without your consent.
•
If you shared personal and banking
information with the scammer, place a fraud
alert on your credit report. The three major
credit report agencies are Experian, Equifax and
TransUnion.
•
Update or download security software
from a legitimate source and scan your computer.
Delete any malware or viruses that may have
been downloaded or installed through a third
party.

also do “short-list” supermarket shopping for you.
With enough advance notice, we can arrange rides
to and from local medical offices. We also maintain

temporary loan.

For those of you that are already enjoying
Comcast’s Xfinity X1 product, here is an
overview of the latest X1 Voice Remote. If you
haven’t gotten one yet it is really neat. For
those of you that don’t have the X1 product
yet don’t worry, you soon will be enjoying it as
part of the new bulk communications contract
that we just entered into with Comcast.
I know that you all must be wondering when
Comcast will be starting installing equipment.
What I can tell you is this. They are presently
in the design stage for the replacement of
the existing infrastructure with fiber. We
expect to have our first project management
meeting with Comcast in the near future.
Our expectations are that they will start the
“Rebuild” the latter part of Nov. 2016 and
complete the project late 1st quarter 2017 or
early 2nd quarter 2017. We will know more
once the project management meetings are
held. We will be reporting project status to
you on an on-going basis.
On another note, Comcast Business Services
will be installing new internet and telephone
services in our clubhouse and guardhouse.
Our expectations are that they will be
completed the latter part of October 2016.
We will be keeping you informed of the status
of this project as it progresses.
As you can see we have a lot going on involving
Comcast services in our development, both
residential and business services. Our intent
is to keep you informed as soon as we have
pertinent information to give to you. In the
meantime, please pick up a copy of The Voice
Remote from XFINITY Overview available
outside Sandy’s office. It will help you to
better utilize the X1 product if you already
have it or help you to prepare for it once
you have it installed in the future. I will be

How should core work fit into your overall exercise plan?
Your core muscles are the sturdy link between your lower body and upper body. Every
move you make starts in your core or transfers through it. So, a weak or tight core can
translate into less power from your arms and legs.
It’s well worth including core work in your exercise plan. The Physical Activity Guidelines
for Americans from the U.S. Department of Health and Human Services recommend the
following well-rounded plan:
• At least two-and-a-half hours (150 minutes) of moderate-intensity aerobic activity per
week, or one-and-a-quarter hours (75 minutes) of vigorous activity per week, or an
equivalent combination of the two
• Strength-training sessions twice a week for all major muscle groups, including your
core.
• Balance exercises.
•
Core work falls under the second and third categories: strength training and enhancing
balance.
Because many traditional strength training routines don’t include core work, your core
muscles may not be ready for a strenuous workout right away. A core exercise routine
that lets you ease into this training will allow you to make progress safely. Harvard Medical
