Editorial
Life Insurance and Financial Literacy for Filipinos
T
hings are indeed looking up for the Philippine life
insurance industry this year. Should the life sector
continue its performance during the first half of
2015, with premium collections registering at P98.8 Billion
Pesos from January to June, the industry shall cap the year
with an increase of almost 50%, year-on-year. Consistent
with the economic growth that the country has seen over the
past 5 years, the Philippine insurance industry’s total assets
jumped by 92.18% from P554.7 Billion in 2009 to over P1
Trillion in 2014, according to the preliminary figures obtained
from the Insurance Commission. The combined assets of
all Mutual Benefit Associations (MBAs) also saw a jump of
108.31% to P55.4 Billion in 2014 from only P26.6 Billion in
2009.
More so, the government has recognized the need to
provide risk protection for the marginalized and efforts to
promote microinsurance has increased awareness among
government agencies and insurance companies to develop
the insurance market for the underprivileged.
The aggressive promotion of financial literacy among
Filipinos could pave the way for better personal budgeting
and more stable finances for the family. Unlike some of
our more financially savvy Asian neighbors, the building
of one’s retirement fund for instance, or the relationship
between inflation and one’s interest income, or even the
acquisition of life insurance for estate tax purposes are
financial concepts that we as Filipinos have yet to fully
grasp and consider in our lives as salary earners. For most
of us, the family budget is first and foremost utilized for
purchasing food, medicines, housing and other expenses.
Life insurance, savings and investments take a back seat
in the order of one’s financial priorities.
The family income of Juan de la Cruz was estimated at
P235,000 per year as of 2012, according to the Philippine
Statistics Authority, with an estimated annual family
expenditure of P193,000. About 42.8% of the family income
goes to food expenses, about 2.7% goes to housing and
utilities, 7.5% goes to transportation, 4.1% for education,
3.7% goes to health expenses while the rest are spent on
communication, clothing, household equipment, furnishings
and other expenses. This leaves the Filipino family with
about P42,000 a year for savings/investment or for
purchasing insurance products.
Based on the preliminary data of the Statistics
and Research Division of the Insurance Commission,
Market Penetration Rate for Life Insurance as of 2014
is at 37.39% or 37.35 Million out of the total Philippine
population of 99.9 Million. Insurance Density is at PHP
1,653.30 per capita (average amount a Filipino spent on

life insurance for one year). This means a lot of Filipinos
are still uninsured and those who do have life insurance
might still be underinsured. A thorough financial needs
analysis would allow one to determine how much insurance
coverage an income-earner has to have, based on factors
such as income, family size, detailed expenses, etc.
Private sector initiatives are crucial for the promotion of
the life insurance industry. For some Filipinos, their employers
or organizations become a channel to acquire affordable
life insurance. As of May this year, there are about thirtyfour MBAs whose certificates of authority were extended
for License Year 2014-2015. They cover various sectors
such as public safety, education, agriculture and energy.
MBAs provide products specifically created for the market
they serve. Members are able to get insurance coverage
at group rates, with payment schemes that make it easy for
the insured to make his monthly payments, minimizing the
danger of lapsation. A uniformed public safety practitioner for
instance, on an optional basis, may purchase a life insurance
product through the MBA/insurance company accredited by
his institution, with benefits that address the specific needs
of uniformed personnel. Should one choose not to join an
insurance MBA, he has to search for and obtain a suitable
insurance product for himself, and for some agencies, only if
and when the employee so decides.
No matter how aggressive the government and private
sector efforts are to promote financial literacy, the most
important step still starts within the family. A father or
mother should be able to show their children by example,
how to set aside money for savings, and how to forego
unnecessary purchases. Parents should be able to inculcate
among the kids the value of financial preparedness and to
give importance to obtaining life insurance as a primary
responsibility of a breadwinner to his family. At the end of
the day, even when government policies are in place to
make sure that people secure themselves and their families
with insurance products, a person’s preparedness still boils
down to the individual’s financial literacy and willingness to
straighten out his finances.
The time has come for Filipinos to sit down, take the
dusty calculator out of the drawer (or hit the calculator app
for others) and make sense of how much is earned or should
be earned, how much should be saved and invested, and
how much is spent on what are and are not necessary.

olice Director General Ricardo C. Marquez has been sworn-in as the
new Chairman of the Board of Trustees of the Public Safety Mutual
Benefit Fund, Inc. The ceremony which was held on August 2, 2015, was
witnessed by the trustees and officers of the Association.
Prior to assuming the top post at the
PNP, PDG Marquez was the chief of the
Directorate for Operations of the PNP.
He was also the taskforce commander
during the Papal visit early this year.
PDG Marquez has emphasized
crime prevention as his priority. Here are
some excerpts during his Assumption

been patiently advocating the
indispensability of patrolling in policing
and have involved dozens of people
in various offices from Nueva Ecija
PPO, to PRO1, and to the Directorate
for Operations to propagate the
concepts and to develop a manual
for police stations. This manual is
now ready for distribution after its
approval by PDDG Espina last May.
To make patrolling effective, I
hereby order the immediate and
systematic dispersal of personnel
from the national, regional and
provincial offices to our frontlines
– the Police Stations – based on
a well-conceived and properly
developed Patrol Plan.

Members Attend Financial Literacy Sessions of PSMBFI
PSMBFI conducts financial literacy sessions or integrate financial literacy lessons during its infodrives.
Topics such as investment options, financial needs analysis and monthly budgeting are discussed to
educate members on the need for financial planning.
PSMBFI has extended efforts to conduct financial literacy lectures not only to emphasize the need for life
insurance coverage but to allow members to examine their personal finances and prepare well for the financial
future of their families.
PSMBFI Visits PNP-SAF Members in Region 6
P
NP-Special Action Force (SAF) Personnel in Region 6 got the chance to update their membership
information and inquire about their benefits when PSMBFI representatives, headed by GM Sebastian
C Siga-an Jr., visited the 6th SAF Battalion in Sagay City and the different SAF Companies in Negros
and Panay.
PSMBFI intensifies its campaign to inform members of the need to update their membership information with
PSMBFI. Through the Data Update Form (DUF), a member may add or change his beneficiaries and update his
membership information with PSMBFI.

PSMBFI and NAMRIA Sign Memorandum of Agreement
The National Mapping and Resource Information Authority (NAMRIA) and the Public Safety Mutual
Benefit Fund, Inc., (PSMBFI), have recently inked an agreement that will allow PSMBFI to offer
membership and insurance coverage to NAMRIA employees.
The NAMRIA is an agency under the Department of Energy and Natural Resources which surveys and
maps the land and water resources of the Philippines and provides both the public and private sectors with
map-making services as well as geographic and
resource information.
PSMBFI was established in 1997 to provide
life insurance for the Philippine National Police
personnel who were excluded from the mandatory
insurance coverage of the Government Service
Insurance System.
It has since expanded its
services, insuring both uniformed and nonuniformed employees of other institutions.
Swarming Crew in Blue and White Visit PNP Offices
PSMBFI personnel, in teams of 5 or 6, conducted swarming activities in the different PNP Offices in Camp Crame
and other offices in the regions during the second and third quarter of this year. The teams aimed to distribute Data
Update Forms so members could update their personal information, their list of beneficiaries and apply for their
PSMBFI ID. On the spot infodrives were also conducted so members could be updated regarding their benefits and
the fund in general.

MMDA PERSONNEL JOIN PSMBFI

MDA personnel attended the series of PSMBFI
information drive sessions which started in
mid-August, 2015. These personnel come from the
Solid Waste Management, the Traffic Discipline, Health,
Public Safety and Environmental Protection, Flood
Control and Sewerage Management, Metropolitan
Development Planning Service, Physical Planning
and Special Service, Finance Service, Administrative
Service and top management offices.
Qualified MMDA employees who opted to get insured
by PSMBFI will be covered with the MyLife Plus Members
Equity Plan with monthly contributions ranging from P100
to P700 monthly. They may also purchase an additional
Burial Assistance Benefit Plan which costs as low as P16
per month.
