Desde las 6 de la tarde, gran
cantidad de personas se dieron
cita en el inmueble, para después disfrutar de una deliciosa
cena, y después, el platillo fuerte de la noche, bajo la conducción del Sr. Henry L. “Hank”
Lacayo, se dio inicio a la entrega de los galardones, no sin antes hacer mención de los
patrocinadores de los mismos,
de las personas que colaboran
con El Concilio y por supuesto
también, del panel que eligió a
quienes este año se hicieron
acreedores de los premios.
Este año, los galardonados
fueron:
Miguel Ángel Rodríguez, un
joven nacido en México que fue
traído por sus padres a este país
a la edad de 8 años, quien ha
dedicado los últimos 3 años a
trabajar en CAUSE, para tratar
de establecer el primer grupo de
liderazgo latino en el área. Miguel está ayudando a desarrollar jóvenes líderes a vencer las
adversidades sociales y financieras que enfrentan, logrando
las metas que se han propuesto. “Miguel representa lo megos
de su generación, como persona y como líder comunitario. Él
se ha convertido en un ejemplo
a seguir para muchos, más jóvenes e incluso mayores que
él”, expresa la carta de nominación de Miguel.
La Barra de Abogados México-americanos del Condado de
Ventura fue la entidad que re-
cibió la segunda distinción este
2013. MABA, por sus siglas en
ingles, recibió el premio por su
gran labor en favor de la comunidad latina, trabajando en pro
de los derechos de los inmigrantes, de los trabajadores y
los derechos civiles, y ayudando a jóvenes a continuar con sus
estudios, sobre todo en el área
legal, a través de la entrega de
becas.
Haida Jimenez, también fue
galardonada con un premio.
Ella es la primera de su familia
en graduarse de la universidad,
recibiendo un titulo de CSU
Channel Islands, misma institución donde trabaja como
reclutadora de jóvenes. Al igual
que ella, estos jóvenes son la
primera generación tratando de
graduarse de la universidad, enfrentan las mismas dificultades
sociales y económicas que ella
enfrentó y logró superar. Ahora, Haida ayuda a más jóvenes
latinos a encontrar la forma de
superar estos obstáculos y completar sus estudios universitarios.
Hija de padres inmigrantes, y
también primera generación en
graduarse de la universidad y
obtener una maestría en Pólizas Públicas, Amanda Quintero, fue premiada por su constante labor y liderazgo en pro
de los estudiantes que enfrentan dificultades económicas y
sociales, al igual que ella tuvo
que hacerlo en el pasado.

el campo de la educación,

Amelia Sudgen ha logrado elevar el standard educativo en la
secundaria del Distrito Escolar
de Oxnard donde trabaja. La visión de Amelia ha logrando que
los padres de familia se
involucren en la educación de
sus hijos, que la comunicación
entre los mismos se incremente,
y que por lo tanto el aprovechamiento académico de los estudiantes también aumente.
Amelia, una de las galardonadas, es hija de inmigrantes
mexicanos y merecedora de un
premio al liderazgo latino en
este 2013.
El sindicato de trabajadores de
la construcción Laborers
International Local 585 fue distinguido también con el galardón, por su labor en favor de la
comunidad, ya que este grupo
de trabajadores ha mostrado su
disposición a prestar su trabajo
en un sin número de obras comunitarias y proporcionando
miles de horas de trabajo en
proyectos por los cuales en
múltiples ocasiones no reciben
contribuciones a cambio.
Un día, 4 soñadoras se dieron
cuenta que muchos chicos hispanos no continuaban sus estudios debido a que a ellos y a sus
padres les hacía falta información de como y donde conseguir los recursos educativos y
monetarios para continuar con
su educación más allá de la preparatoria. Soledad Barragán,
Fabiola Martínez, Hortencia
Languren y Teresa Torres, se
dieron a la tarea de llevar esta

información a los hogares latinos, mediante una organización que formaron en 2010 y
que llamaron Padres Promotores de Educación. Hoy en día,
esa labor se ha visto reconocida con la entrega de este premio al liderazgo latino 2013.
La Clínica FreSalud, fundada en enero del 2009 por
Reiter Affiliated Companies,
RAC, en colaboración con
Healthstat, Inc., fue también
reconocida por El Concilio por
ofrecer servicios de salud a los
empleados agrícolas de RAC
y sus familias. La Clínica
FreSalud cuenta con 3 localidades californianas, incluyendo Santa María, Watsonville y
Oxnard. La misión de La Clínica FreSalud es ofrecer servicios de salud de calidad, incluyendo servicios para condiciones crónicas y severas, y
ofreciendo programas innovadores como Sembrando Salud,
que fue desarrollado para crear
conciencia sobre los riesgos
asociados con la diabetes y la
obesidad entre la comunidad
agrícola en EE.UU. y en México. Labor que sin duda merece el reconocimiento que les

El Concilio, fundado en 1975
y cuyo presidente es Armando López, es una organización

Miguel Angel Rodriguez,
an organizer for CAUSE for
the last 3 years, was honored
by El Concilio Family Services for establishing the first
Latino Leadership Group in
the area. Born in Mexico
City, Rodriguez migrated to
the United States when he
was 8 years old. Rodriguez
helps develop young leaders
who have adversities to overcome due to financial and
social burdens, motivating
and empowering them to
raise their voices and play an
active role in shaping their
community. "Miguel represents the best of his generation, as a person and community leader, and he has become a role model to many,"
a nomination letter said.
The Ventura County Mexican American Bar Association, MABA, received El
Concilio's President Award.
With over 30 members,
many of them attorneys who
provide Pro Bono services to
the local underserved population, MABA has been active in immigrants rights,
farmworkers' rights, civil
rights issues, education of
minority
and
underrepresented individuals, access to justice for the
low-income or minority
members of our community.
MABA's labor has had a major impact in serving and benefiting the low income Latino
population.
Haida Jimenez, a first generation college graduate, is a bilingual admissions/recruitment
counselor at CSU Channel Islands. Jimenez was honored by
El Concilio for providing direct
service to first-generation migrant and low-income students
and parents and promoting
higher education among Latina
women through CSUCI's
Adelante Mujer group.
Amanda Quintero, also a firstgeneration college graduate,
completed a Master's Degree in
Public Policy and Administration from CSU Long Beach.
Quintero, a daughter of immigrant parents, received a Latino
Leadership Award for inspiring
students and community members alike through her service
and
outreach
to
underrepresented and first-generation students.
Amelia Sugden, an Oxnard
School District employee since
1998, was recognized for promoting leadership and advocacy skill-building in the adults
of this community. Sugden,
whose parents are immigrants
from Mexico, has significantly
contributed to the education of
community in Oxnard. Sugden
is a principal at Richard B.
Haydock Intermediate School.
Established in 1934, Laborers
International Local 585, has
participated in numerous com-
munity events, assisting non
profits and providing funding
and support. Local 585 was
recognized for their dedication
and contributions to the community.
Padres Promotores de
Educacion, a parent peer training group whose members include Soledad Barragan,
Fabiola Martinez, Hortencia
Languren and Teresa Torres,
was recognized by El Concilio
for the service they provide
helping increase the number of
Latino students graduating
from high school and continuing on to college. Promotores
trains Latino parents to support
their children in the home and
community.
The final 2013 Latino Leadership Awards recipient was La
Clinica FreSalud. Launched in
January 2009 by Reiter Affiliated Companies, RAC, in partnership with Healthstat, Inc.,
La Clinica FreSalud operates as
a primary care practice and offers acute, chronic and episodic
care to RAC employees and
their families. In addition to the
health services offered at La
Clinica FreSalud's three locations, including Oxnard, Santa
Maria, and Watsonville, RAC
offers workers and their families innovative programs such
as Sembrando Salud which was
created to address the risks associated with diabetes and obesity among the farmworker
community in both the U.S.
and Mexico.

Oxnard City Hall was full to capacity Tuesday, as Postal worker
Bert Perello, the longtime city
council watchdog, took oath as
Oxnard’s new councilmember after easily winning last week's special election.
Perello, a fixture at council meetings for years, won the remaining
seat on the council left open in November when Tim Flynn was
elected mayor.
The oath to office ceremony took
place Tuesday night at the Oxnard
City Council Chambers, after final election results were released
Friday.
Perello was first across the wire
in a field of 13, garnering 2,483
votes out of 9,576 cast—25.93
percent, or one out of every four—
in the June 4 special election.
Perello, a 62-year-old Democrat,
took his City Council member
oath to office from City Clerk
Daniel Martinez, who was assisted by former Oxnard Mayor
Jane Tolmach.
Perello, whose late father, Eugene, was an outspoken lemon
farmer, was welcomed to his new
position with a hearty applause by
a cheering crowd.
After the swearing-in ceremony,
public comments followed. Ed
Castillo, one of the public speakers, said his sister, Sally, “wanted

to remind you that she’s still not
married.” Perello, a widower,
blushed as the crowd chuckled.
"I hope there's a lot of smiling
faces later on," said Perello, who
is generally considered to be a serious individual.
Several of the 12 other candidates who ran against Perello in
the special election were also
present at the ceremony Tuesday
night to congratulate him. Mayor
Flynn’s father, former county Supervisor John Flynn, was also
present at the event.
After functioning with only four
members since late last year, the
Oxnard City Council is now complete. With an annual salary of
$20,412 plus some benefits,
Perello's part-time position will
run through late 2014.
For this election, Perello ran an
organized,
door-to-door
grassroots campaign and at several candidate forums outlined a
platform emphasizing fiscal responsibility and accountability to
voters. Those are the themes
Perello has consistently called the
City Council out on in remarks
during the public comment portion of meetings for years, questioning the amount and reasoning
behind expenditures.
It was Perello who last year discovered and pointed out to the
council that former city manager
Ed Sotello had apparently granted
unauthorized raises to several city
staff without City Council approval.
As an elected city council member, Perello will be a key element
in governing the City of Oxnard,
Ventura County's largest city, with
over 200,000 residents, 75 % of
them Hispanic.

CITY OF OXNARD LEVYING A SPECIAL
ASSESSMENT TAX FOR FISCAL YEAR 2013-2014
WITHIN THE MANDALAY BEACH
MAINTENANCE DISTRICT
WHEREAS, by Resolution No. 8586, adopted November
22, 1983, the City Council formed the Mandalay Beach
Maintenance District (“the District”) pursuant to the
maintenance district provisions of the Improvement Act
of 1911 (Streets and Highways Code section 5820 et.
seq.); and
WHEREAS, formation of the District was required as a
condition to development imposed by the California
Coastal Commission and also as part of a development
agreement between the City and the developer owning
all of the parcels subject to assessment at the time
assessments were initially imposed; and
WHEREAS, the City Council is required by Streets and
Highways Code section 5830 to estimate the cost of
maintaining and operating the improvements within the
District, to decide whether the cost of such maintenance
and operation shall be borne wholly or partially by the
District, and to levy a special assessment tax within the
District sufficient to raise the money to pay for such cost;
and
WHEREAS, the City Council wishes to levy such
assessments for FY 2013-2014 in an amount sufficient
to cover all of the expense of maintaining the landscaping
and to cover 60% of the expense of maintaining the beach
area, with the City paying the remaining 40% of the latter
expense; and
WHEREAS, assessments existed in the District
throughout FY 2012-2013, and such assessments are not
proposed to increase in FY 2013-2014; and
WHEREAS, the assessments are imposed exclusively to
finance the capital costs and maintenance and operation
expenses for sidewalks, streets, water, flood control,
drainage systems and vector control, inasmuch as the
beach is public right of way that serves much as a street,
manages water and is part of the flood control and
drainage systems in the District, and the landscaping is
located in or adjacent to sidewalks, streets and other
public rights of way and maintenance of the landscaping
involves irrigation and vector control; and
WHEREAS, for the foregoing reasons, the assessments

particularly set out in the agenda report. The $39,446 is
allocated as follows:

2. The $39,446 is apportioned among the property owners

Las adolescentes hispanas tenían la
tasa de nacimientos más alta por grupo étnico, que en 2007 se situaba el
21 % por encima de las menores afroamericanos, mientras que en 2011
solo la superaba en cuatro puntos

En el último período en estudio, las
tasas para adolescentes negras se redujeron el 24 %, mientras que las

El estudio no explica las razones de

En junio 2012, las autoridades recibieron informes de la compañia cibernética Yahoo y del Centro Nacional de Niños Perdidos y Explotados.
El alarmante reporte condujo al Departamento de Policía de Simi Valley
a llevar a cabo una orden de cateo en
el departamento de Kennedy, ubicado en la ciudad de Simi Valley.
Una inspección forense de la computadora de Kennedy reveló cientos
de videos e imágenes de pornografía infantil, gran parte de niños muy
pequeños y de bebés, indicaron las
autoridades.
De acuerdo a investigadores del
caso, récords obtenidos de parte
Yahoo y AOL revelaron que
Kennedy había mandado pornografía infantil por correo electrónico a
por lo menos tres personas.
Además de enviar material gráfico
del abuso sexual de pequeños, las autoridades indican que Kennedy participaba en un chat donde incitó el
asalto sexual de un bebé y pidió que
el acto fuese grabado, indicaron las
autoridades.
El Departamento de Policía de Simi
Valley, la agencia principal a cargo
de la investigación, logró identificar
a la persona que Kennedy pidió que
grabara el abuso sexual del bebé y
alertó al FBI sobre los hechos.
Después de que el FBI llevará a
cabo una investigación del caso, la
agencia federal condujo una orden de
cateo en la residencia de la persona
que Kennedy había solicitado, un
hombre identificado como Stephen
Laton, residente de Alum Creek en
el Estado de West Virginia.
Los investigadores del caso indicaron que durante la orden de cateo llevada a cabo en la casa de Laton, lograron decomisar pornografía infantil por lo cual se logró entablar cargos criminales en contra de Laton.
Laton enfrenta cargos por abuso
sexual a manos de un padre o guardián y por distribución de pornografía infantil por presuntamente difundir en Internet, por medio de una cámara web, los actos ilícitos contra un
menor, indicó la policía.
Además de la condena de prisión,
Kennedy deberá también registrarse
como un ofensor sexual, indicó el
Fiscal Totten.
El empleado del Servicio Postal Bert Perello, que cuenta con
62 años de edad y quien por años
ha estado muy involucrado en las
juntas del Concilio de Oxnard,
tomó su cargo oficialmente el
martes de esta semana en medio
mucha alegría y jubilo de los presentes en la sala de reuniones de
cabildo.
Perello ocupa ahora el único
puesto disponible que había en el
Concilio, el cual había quedado
vacante el pasado mes de noviembre cuando el Sr. Tim Flynn fue
electo como alcalde de la ciudad.
El Sr. Daniel Martínez, secretario municipal, auxiliado por la
Sra. Jane M. Tolmach, alcaldesa
de Oxnard en los años 70s, fueron quienes le tomaron la toma
de protesta a Perello, el ahora
nuevo concejal de Oxnard.
Perello, quien es demócrata, encabezó la lista de los 13 candidatos y obtuvo 2,483 de los 9,576
votos, es decir, el 25.93 por ciento o uno de cada cuatro votos en
las elecciones especiales del pasado 4 de junio.
Entre los que se presentaron a
la toma de protesta de Perello se
encontraban la mayoría de los 12
candidatos que estuvieron luchando junto a Perello por el mis-
mo puesto en las elecciones especiales del pasado 4 de junio.
Muchos otros de los presentes
eran simpatizantes y activistas
que han sido testigos de la presencia de Perello en las juntas del
concilio, en las que por años ha
expuesto sus puntos de vista y sus
indagaciones en las acciones del
gobierno municipal.
Algunos de los oradores que felicitaron a Perello le indicaron y
le hicieron proposiciones hasta de
matrimonio, ya que Ed Castillo,
le mencionó que su hermana aun
estaba soltera y esperando a que
Perello se decidiera. Inmediatamente después, el Reverendo
Greg Runyon, indicó que él está
listo a consumar la boda, si
Perello se decidía. Perello es viudo e hijo de un agricultor local
de nombre Eugene Perello quien
falleció hace años.
Para estas elecciones especiales,
Perello llevó a cabo una campaña sumamente organizada y de
puerta en puerta. También estuvo presente en varios foros de
candidatos en los cuales presentó una plataforma política enfocada en la responsabilidad fiscal
y en brindar transparencia gubernamental a los votantes. Estos
han sido los temas que Perello
mencionó durante su campaña e
utilizó como plataforma durante
las porciones de comentarios públicos de las juntas del Concilio,
criticando arduamente las decisiones y los gastos que los concejales han hecho para la ciudad.
Fue Perello quien el año pasado
descubrió y puso a la luz pública
el
asunto
de
que
el
exadministrador de la ciudad, Ed
Sotello, aparentemente había
otorgado aumentos de sueldo a
varios empleados de la ciudad sin
obtener la autorización de los
miembros del Concilio.
Al momento de tomar su nuevo
cargo, Perello dijo: "Espero que
todas estas risas y alegría sigan
así ahora que ya estoy en este
puesto y haga lo que tengo que
hacer".
Desde el año pasado, el Concilio de la Ciudad de Oxnard estuvo funcionado con un puesto vacante. Ahora que todos los puestos están ocupados, se cree que
el gobierno municipal funcionará mejor y más eficaz.
Oxnard es la ciudad más grande
del Condado de Ventura con una
población que sobrepasa los
200,000 habitantes de los cuales
más de 75% son de origen hispano.
