Pamintuan mulls Bonifacio monument at CCA

ANGELES CITY -- Mayor
Edgardo Pamintuan wants
to establish a monument for
revolution leader Andres
Bonifacio at the city’s college.
Pamintuan, also a human
rights lawyer, described Bon-
ifacio as a “regular guy who
we can identify ourselves
with.”
“His ideas were something
to look up to. We’ve always
had a monument for our national hero Jose Rizal. I think
it’s worth honoring Bonifacio, too,” Pamintuan said.
The mayor mulls to put
up the monument at the City
College of Angeles (CCA). He
plans to formally open this
plan to the school’s administrators next month.
Aside from a monument,
Pamintuan’s plan also includes the commissioning of
a bus that will house a hallway of Kapampangan heroes.
“We should find our local
heroes and honor them,” he
said.
Pamintuan’s statements
coincide with the city’s preparation for the celebration of
the Independence Day.
The city is one of the seven key historical sites for the
celebration of the Philippine
Independence’s anniversary.

DINALUPIHAN, Bataan -- A seven-year-old girl
drowned the other day in an
inland resort in Barangay
San Benito, this town.
The village chief, Armando Felicitas, reported
the incident to the Dinalupihan Municipal Police station
which he said took place at
Mikaela’s Resort.
The victim was identified as Divine Margarete, of
Barangay Sacrifice Valley,
Hermosa, Bataan.
Initial
investigation
conducted by the police
disclosed that the victim,
together with her relatives,
went to the said resort for
night swimming.
While the victim’s relatives were allegedly busy
preparing their things, the

of National Flag Day on May
28 with a program that was
attended by a cross-section
of Fernandino society, including local government officials,

In his speech, Mayor Edwin D. Santiago highlighted
the importance of barangaybased governance as a manifestation of “the spirit of heroism which was once showed
by our forefathers during the
Battle of Alapan in Cavite.”
“We are pouring all the efforts of our administration,

(US) President Barack
Obama to Manila and
forthcoming visit of US
Secretary of Commerce
Penny Pritzker, the Department of Trade and
Industry (DTI) expects
to develop new long-term
commercial partnerships
and commitments to help
boost the Philippine economy.
“The Obama Administration’s recent swing of
US economic prospects
towards the Asia Pacific Region is foreseen to
strengthen existing commercial ties and foster new
ones,” DTI Undersecretary
Ponciano C. Manalo Jr.
said.
In line with the second
annual CEO-level business
mission to the ASEAN,
Pritzker will visit the Philippines this June.
Early this year, top
American executives in
Asia Pacific also convened during the recent
2014 Asia-Pacific Council
of American Chambers
of Commerce (APCAC)
Spring Summit in the Phil-
ippines to discuss investment matters and explore
opportunities drawn by
the country’s strong economic growth.
Manalo noted that this
is the first time that the
Philippines played host to
this network of American
Chambers of Commerce in

“With these recent developments in 2014, we

In October last year,
the DTI’s Trade and Investment Promotions Group
ran the Philippine delegation’s roadshow in the US
to promote the country’s
Health Information Management (HIM) and business process management
(BPM) capabilities. The
HIM is the management of
healthcare data for utilization in hospitals, doctors’
offices, clinics, insurance
companies and organizations that provide healthrelated services.
“This industry is considered as one of the key
drivers and fastest growing sector in the country’s

Management (IT-BPM),”

ABUCAY, Bataan -- The Department of
Agrarian Reform (DAR) Bataan will be conducting
trainings to agrarian cooperatives in Zambales.
This was according to Provincial Agrarian Reform Officer Engr. Eric San Luis, who said that
agrarian reform cooperatives being assisted by the
DAR have members who are mostly agrarian reform beneficiaries.
Two weeks ago, DAR Bataan has just conducted
a training on Strategic Planning to agrarian reform
cooperatives of Bataan in Villa Amanda, this town.
The Strategic Planning is the 5th training the
DAR Bataan has provided to agrarian reform cooperatives in the province.
San Luis said they have already conducted
trainings on Basic Coop Course, Coop Governance
Management, Financial Management, and Leadership Values Information to agrarian reform cooperatives in the province last year.
Cooperatives need to undergo all the 14 trainings as required in Republic Act 9520 or the Philippine Cooperative Code of 2008 in order for them
get Certificate of Good Standing.
DAR Bataan is the only DAR entity in the country accredited by the Cooperative Development
Authority (CDA) to facilitate trainings for cooperatives.
San Luis has also been assigned to head DAR
Zambales in addition to DAR Bataan.
He has pointed out that he is leading the two
DAR units equally and with the same fervor of service. •

End of the line
TWO motorcycle-riding suspects, who had just snatched the
bag of a Korean woman in Barangay San Jose in Angeles City,
didn’t know they had it coming.
And when it came, oh boy,
were they surprised.
Of all the people in the city
who would stop them from getting away with their crime, it
had to be Mayor Ed Pamintuan.
Yes, it was the mayor and his security personnel who stopped
these bike-riding suspects from
escaping with the loot, so to
speak.
We could just imagine the
surprise of the Korean national,
who even attempted to run after the suspects. It was this scenario that caught the attention
of Pamintuan and his staff, who
were on their way to the mayor’s
house for lunch.
The mayor was fortunate to
have been in the area when the
incident happened -- but very
unfortunate for the suspects,
who tried to flee. Karma was
fast, because as they were trying to get away, the suspects met
a small accident and they hit the
pavement -- hard.
Sadly, only one of the suspects
was arrested. But still, this incident just goes to show that crime
does not pay.

I’M bothered by this housing project in Magalang that costs some
P600 million, which is being opposed
by residents in Barangay Ayala of this
said town, as reported in this paper.
Six hundred million is filthy rich! And
my discomfort comes from the possibility that some “well-meaning” people involved in this project might get
even richer at the expense of the rights
of the marginalized and despite the
opposition of the concerned constituents. There is something itchy in this
issue that I feel will not sit well with
environmental protection and preservation, with honesty, transparency,
accountability, good governance, and
ethical leadership. I hope that as early
as now, the concerned authorities
start looking into this project before
it even becomes a full-blown—what’s
that word again?
—Oh, I’ll just let the title of this
article of mine today say what the

HE Philippines is now treading a defense roadmap that will see a strategic

of its own medicine.

Reagan arrives in Moscow for summit talks
May 29, 1988
President Ronald Reagan
travels to Moscow to begin the
fourth summit meeting held in
the past three years with Soviet leader Mikhail Gorbachev.
Though the summit produced
no major announcements or
breakthroughs, it served to illuminate both the successes
and the failures achieved by the
two men in terms of U.S.-Soviet
relations.
In May 1988, President Reagan made his first trip to Moscow to meet with Gorbachev
and begin their fourth summit
meeting. Just six months earlier, during a summit in Washington, D.C., in December 1987,
the two men had signed the
historic Intermediate-Range
Nuclear Forces (INF) Treaty,
which eliminated an entire
class of nuclear weapons from
Europe. In many ways, Reagan’s trip to Moscow in May
was a journey of celebration.
Demonstrating the famous
Reagan charm, the president
and his wife waded into crowds
of Russian well wishers and curiosity-seekers to shake hands
and exchange pleasantries.
Very quickly, however, the
talks between Reagan and
Gorbachev revealed that serious differences still existed
between the Soviet Union
and the United States. From
the beginning, Reagan--who
had in the past referred to
the Soviet Union as the “evil
empire”--pressed Gorbachev
on the issue of human rights.
He urged Gorbachev to ease
Soviet restrictions on freedom
of religion and also asked that
the Soviet Union relax the laws
that kept many Russian Jews
from emigrating. The Soviets
were obviously displeased at
Reagan’s insistence on lectur-
ing them about what they considered purely internal matters.
A spokesman from the Soviet
Foreign Ministry showed his
irritation when he declared to
a group of reporters, “We don’t
like it when someone from outside is teaching us how to live,
and this is only natural.”
Despite the tension introduced by the human rights issue, the summit was largely
an opportunity for Reagan
and Gorbachev to trade compliments and congratulations
about their accomplishments,
most notably the INF Treaty. As
Reagan stated after their first
day of meetings, “I think the
message is clear--despite clear
and fundamental differences,
and despite the inevitable frustrations that we have encountered, our work has begun to
produce results.”

Right place at the right
time for Mayor Ed
A
NGELES City Mayor Edgardo Pamintuan was at the right
place at the right time when he, together with his security
detail, came along the way of two men riding-in-tandem who
just committed a crime in one of the busy districts of the city.
Last Tuesday, at around 12 noon, the world-class city mayor was
on his way home for lunch at Villa Angelina Subdivision, Barangay
San Jose when he chanced upon a woman who later on was found
out to be a Korean national, shouting for help.
The 33-year-old Korean was trying to
chase the two men as they sped away from
the victim. It turned out that the two men
had just snatched the bag of the victim who
was later identified as Kin Byung Ki.
Mayor Pamintuan, seeing someone
needing help, ran after the suspects who lost
control of their motorcycle, hitting the pavement.
While one suspect managed to escape on
foot, the other was arrested. Robinson Tinio, a resident of Barangay Lourdes Northwest of the said city was caught with two
pieces of ammunition and the victim’s bag Alvin H. Arceo
with P6,000 in cash.
Mayor Pamintuan was at the right place
at the right time when he and his security
men personally apprehended criminals in
the city. He even assured his constituents
that the local police and barangay officials
are doing their job to keep the peace in the
city at all times.
After the apprehension, the suspect was
sent to the Ospital ning Angeles for medical
check-up after sustaining minor injuries.
The other suspect meanwhile is the subject of a follow-up operation while the one
apprehended is now behind bars as of this
writing.
It’s not every day that local officials are
given this opportunity. The act of Mayor Pamintuan is a great one, evident of his thrust
to maintain peace and order in the city. It
was luck that he chanced upon the culprits
in the bag-snatching incident.
Since the victim was a foreigner, the
world-class local chief executive has proven
to foreign nationals that officials of the city
are doing their jobs and that crime does not
pay.
With the incident, the mayor has become
a hero -- at least to the victim. The heroic act
was an assurance that local officials do not
sleep on their jobs and that they do not let
criminals thrive in the locality.

One of the modus of some criminals is the snatching of bags of
people walking in streets or alleys. Usually, suspects hop on their
motorcycles and spot for their prospective victims.
As soon as they get the opportunity to do their stuff, they speed
up their motorcycle near their victims and the back-rider grabs on
anything they can from the victim and flee. The hapless victim cannot chase after them.
There were incidents however when victims fought back and held
on to their things. The sad thing was that they were either injured or
killed by the suspects. Petty crimes in the streets are sometimes aggravated by circumstances and are made serious ones.

Riding-in-tandem criminals seem to be on the loose again despite
efforts to beef up intelligence works and checkpoints. Criminals
seem to get bolder and bolder these days.
The police should further intensify its operations against these
criminals who prey on hapless victims.

as part of the Aquino Administration’s move to further enhance the

the Government Owned and Controlled Corporations (GOCCs).
“This is a very important milestone and day for us, all of us in
CIAC from top to our rank-and-file,
because this will give us the chance
to further elevate CIAC to achieve
the Philippine Quality AwardBusiness Excellence Framework,”
Luciano said during the event.
Luciano at the same time encouraged all CIAC officers and employees to vigorously participate
in the endeavour so as to further
improve the service of the stateowned firm.
For his part, Kalaw also
thanked Luciano for the support
and opportunity to train CIAC personnel to prepare them for a higher
level in government service, as well
as service to the passengers of the
Clark International Airport (CRK).
Kalaw said that CIAC is the
first airport firm to vie for the Philippine Quality Award, the highest
award in the country and it is being
awarded by no less than the President of the Philippines.

which will train the CIAC BEST

and Competitiveness (DAP-CQC)
Project Team regarding the technical and administrative requirements of the project, including
monitoring of the progress of the

Reports said the lifeguard on duty, identified as
Dennis Cornejo, reportedly left the pool side area for a
few minutes to open all the lights inside the resort.
A few minutes later, Cornejo allegedly heard the
screaming voice of the victim’s housemaid so he immediately went back to the swimming pool to verify what
was happening.
Upon his arrival, he saw an unnamed woman from
the neighboring cottages applying cardio-pulmonary
resuscitation (CPR) on the victim.
After the CPR, they immediately took the unconscious body of the victim at the Bataan Peninsula Medical Center for further medical attention.
However, the victim was pronounced dead on arrival by her attending physician, Dr. Deodar Dimaunahan.

College of Agriculture (TCA);
vegetables also with TCA; three
bamboo projects with Pampanga Agricultural College and
Environment Research and Development Bureau; mango with
Bataan Peninsula State University (BPSU); and a goat project.
STBF was implemented in
Bataan with a mango farm in the
upland area in this city owned by
farmer- scientist Edgardo Abella.
Following its success, the
STCBF with 15 mango farmers
here started implementation
last year funded by PCAARRD.
BPSU is implementing the
STCBF here with BPSU Abucay

BULACAN -- A nostalgic exhibition featuring
Baliwag town’s photographs from past to
present recently opened
at SM City Baliwag in
commemoration of the
“Araw ng Baliwag” and
Buntal Festival celebration.
In partnership with
the Municipal Government of Baliwag,
Baliwag Museum and
Library and Samahang
Pangkasaysayan ng Bulacan (SAMPAKA), together with documentary photographer, Pennh
Cabingao also known
as ‘Batang Baliwag’, the
event aims to look into
the images of the past
and unite it with the
present as documented
in each photograph.
On display are over
50 photographs taken
before and after Baliwag developed into a
first-class urban municipality. Its transition
from a quiet community
to a one of the province’s most progressive
towns was made evident in the snapshots
of Baliwag’s changing
landscape.
Among the photos
were the old streets side
by side the present pictures of the roadways,
as well as old academic
institutions such as
Baliwag Colleges and
St. Mary’s Academy,
and its growth into one
of Northern Bulacan’s
education center.
Significant historical visits by President
Manuel Quezon and
Major General Henry
Lawton, a high-ranking
U.S. military officer,
were likewise documented and showcased
for shoppers to see.
The exhibit also
mirrored how Baliwag became one of the
country’s top transportation hubs through
various ‘then and now’
photographs of Baliwag
Transit Inc.
