This is the premier annual event for all defense maintainers. By

Objective: Explore the future maintenance enterprise construct.
Abstract: This interactive forum features the senior logistics leaders
from each of the Military Services, United States Coast Guard,
Joint Staff, and the Defense Logistics Agency. It provides a
unique opportunity for the audience to directly pose a wide variety
of questions concerning all aspects of DoD maintenance to our
senior leaders. The session format is primarily a question and
answer conversation.
Abstract: Maintenance and logistics leaders must observe,
analyze, and take appropriate action to successfully shape and
operate future maintenance organizations to meet warfighter
readiness requirements in this constrained environment.
Supporting aging legacy weapon systems while ensuring an
effective, efficient, agile, and flexible industrial base capability
is built to sustain new software-intensive, advanced weapon
systems that support a broad range of conflicts and scenarios
is the challenge senior maintenance leaders face. Selected
leaders will discuss their vision, approach, and strategy to
influence the construct of the future maintenance enterprise.

Objective: Understand the relationship between key maintenance metrics
and readiness.
Abstract: What gets measured gets improved, but only to the
extent that the linkage between the outcome and the metric is
understood. Optimizing readiness and measuring achievement
in an era of evolving requirements, declining budgets, and
prevailing uncertainty is certainly challenging. Making good
strategic and tactical decisions in this environment calls for
accurate, informed, and consistent outcome definitions and
metrics that provide meaningful insight to enable operational
effectiveness within the National Industrial Base. The key is
developing successful, effective performance metrics and
understanding their linkage to readiness. Senior operations
leaders will discuss the readiness indicators that drive
operational and budgetary decision-making to help frame the
conversation about what maintenance and support metrics are
needed to provide the best insight into the Department’s ability
to meet those readiness requirements.

Objective: Discuss methods for successfully implementing technology in DoD
maintenance activities
Abstract: Focused technology insertion and transition are crucial
components of the DoD maintenance community’s drive for
ready weapons systems with ever-improving efficiency and
effectiveness. Three game-changing technologies and best
practices used to implement these capabilities within DoD will
be presented. The panel will detail examples of implementation
from three perspectives: 1) across similar commodities, 2) a
depot-level effort, and 3) as a cross-service initiative. Each
panel member will describe their project’s technological
capabilities, the implementation methods and experiences, the
transition process, and the results achieved while implementing
those processes. Additionally, the panel will describe the roles
and impact the Joint Technology Exchange Group (JTEG)
and the Commercial Technologies for Maintenance Activities
(CTMA) have on technology transition in DoD.

Objective: Discuss best-in-class partnering tenets and methods to expand
the current partnering construct to enable innovative DoD Industrial Base
solutions within and beyond depot maintenance functions.
Abstract: In the ever-changing environment, DoD Industrial Base
critical capabilities must be effectively sustained to support
future mission requirements. Establishing PPPs to leverage
private and public strengths is fundamental to ensure an
agile, flexible, and capable DoD Industrial Base. This session
will illustrate the criticality of PPP growth, describe evolving
DoD policy that encourages partnerships for product support
activities within and beyond depot maintenance, and provide
examples of current DoD PPPs that encompass a broader
range of product support functions. Panel members will also
identify and deliberate on the real and perceived barriers to
supportive government/industry relationships.

Abstract: The importance of determining an optimal
sustainment solution that is both affordable and executable
has never been more critical, given the current fiscal
environment. The DoD acquisition and sustainment
communities must strive to generate the most effective and
affordable solutions and logistics infrastructure to support
readiness requirements. To ensure these communities are
using best value analyses to deliver solutions that satisfy
warfighter requirements, reduce operating and support
costs, and optimize the National Industrial Base; this panel
will discuss analysis of alternatives/cost comparability in
determining sustainment strategy and repair source.

Objective: Identify and discuss the strengths and weaknesses of current
policy, regulation, and guidance governing the maintenance community.
Objective: Examine how the maintenance workforce is currently positioned
and what changes are needed to meet future requirements.
Abstract: Many unique perspectives exist today on ideal
maintenance strategies within the Department. To align the
different perspectives, the community needs to synchronize
varied objectives within the current policy and regulatory
environment. This panel will examine ways to converge
strategies, utilizing existing legislation, policy, and guidance, to
optimize the future National Industrial Base.
Abstract: The maintainer remains the most important factor in the
execution of maintenance. However, the technological advances
of future DoD weapon systems and equipment will affect the
skills and capabilities needed to maintain this modern equipment.
Leaders from the Military Services and industry will discuss how
current maintenance workforce skills address core capability
requirements and how future weapon system complexity will
impact the workforce. They will identify anticipated gaps or
disconnects in required skill sets and will outline strategies, plans,
and programs needed to successfully train, develop, and shape
the future maintenance workforce.

Objective: Outline the challenges, issues, and potential strategies for
managing software depot maintenance/sustainment to meet the future needs
of the Department of Defense.
Objective: Discuss the benefits of, and barriers to, utilizing mission-based
data and analytics to forecast supply actions that support future maintenance
operations.
Abstract: The DoD needs a future-oriented software sustainment
construct to meet the growing demand for the maintenance
of software for increasingly complex weapons systems.
Currently, software sustainment is not managed or funded the
same across all the Services. Quite often, management and
sustainment of weapons systems software is considered to be
so different from hardware sustainment, and so complicated,
that it requires “special management,” sometimes outside the
bounds of statutory requirements. Government and industry
software maintenance professionals will outline the challenges,
issues, and potential strategies for managing weapons system
software depot maintenance to meet future needs.
Abstract: While the primary maintenance planning factor used
in the DoD is OPTEMPO (flying hours, steaming days, and
miles), environmental factors also have significant impact
on the maintenance required to keep a weapon system
operationally available. As budgets decrease, maintenance
forecast accuracy must improve, and this information must be
effectively communicated to the supply community to ensure
that maintainers have the right part at the right time with optimal
inventory. This panel will review ongoing and potential initiatives
to improve maintenance and supply planning using MissionBased Forecasting, along with the current policy, culture, and
data transfer barriers to doing so.

Objective: Outline opportunities for implementing Additive Manufacturing (AM)
within DoD Maintenance by analyzing Service AM visions, finding innovative
AM applications enabling force sustainment, understanding the Services’ key
challenges to deployment, and identifying Service perspectives on current
collaboration methods.
Abstract: AM represents many unique opportunities to the
DoD maintenance community by providing greater support
to operational systems, reducing maintenance costs and
downtime, and enabling forward maintenance. AM capabilities
have demonstrated value in addressing excessive parts lead
time, parts obsolescence and repair, advanced tooling, parts
remanufacturing and rapid prototyping. Each Service panelist
will discuss AM applications supporting current and future
maintenance requirements. Panelists will then discuss common
challenges with the intent to advance collaboration in order to
share technical knowledge, investment strategies, policy and
certification development, and digital environments.

Annually, the Secretary of Defense Maintenance Awards honor the
“best of the best” within the Department of Defense maintenance
community. A board of senior maintenance leaders from Office of
the Secretary of Defense and the Military Services selects the top
six field-level Department of Defense maintenance organizations
from active and reserve units worldwide. Of the six winning units,
one is selected as the top maintenance unit for the year and
receives Department of Defense’s highest field-level maintenance

ANAD is the designated Center of Industrial and Technical Excellence for combat vehicles (tracked and wheeled), artillery
(self propelled and towed), bridging systems, and small caliber weapons (individual and crew served). ANAD performs depot
level maintenance on vehicles ranging in size from the Stryker to the 70 ton M1 Abrams Tank and a variety of other types in
between, like the M113 Family of Vehicles, the M88 Recovery Vehicle, and the M9 Armored Combat Engineering vehicle. Major
components of each vehicle are also overhauled and returned to stock. Combat and battle damage repairs are currently being
accomplished both at home and abroad. ANAD is a leader in public private partnering. Under partnership agreements, a wide
range of vehicle conversions, upgrades, and new vehicle manufacturing are currently underway at ANAD.
