About us
CONCEP is the acronym for Consultants for Comprehensive Environmental Planning, Inc. – a professional design and planning firm established in
1977.
It
was
co-founded
by
two
architects-
planners, Leon M. Mayo and Nathaniel von Einsiedel. Over the last 30 years, CONCEP has been
involved in the design conception of a wide variety
of construction and land development projects. For
these projects, CONCEP’s professional experience
and technical network of resources enabled it to
impart a creative and practical work methodology.
From a wider viewpoint, the principals and associates of CONCEP have supported the government
for its public sector design and urban planning requirement. In this light, CONCEP’s design outlook
remains broad and modern as it maintains productive interaction with the private sector, national
agencies (NEDA, DILG, APT and others), local governments, (numerous cities, towns and provinces),
and foreign funding institutions (World Bank, Asian
Development Bank, USAID, UNCHS and others).

Concep Network
The Urban Partnerships Foundation (UPF)
CONCEP is cognizant that in the end, projects are
made for people and markets, and where the more
consistently successful projects can only be those
whose design, planning and implementation requirements have been more substantively and rigorously addressed.
CONCEP projects are ingrained with a competitiveness that arise from many years of practical design, planning experience and interaction with

and manage the effects of rapid urbanization in the Asia Region. Its purpose is
to help make cities better places. While headquartered in the Philippines, its
members consist of international urban development practitioners who formerly comprised the UN Habitat’s International Panel of Experts. Today, it continues to be headed by Architect Nathaniel Von Einsiedel who is also its founder.
Today, the UPF members engage in regional advocacy consultancy work for
governments and multi-lateral and bilateral support agencies. In brief, the
UPF is described as follows:

quality and standards of urban management and development.

UPF is founded on the principles of international cooperation. It relies
heavily on the experience of its members and affiliates which includes
prominent practitioners of urban management and development from
17 countries. All urban practitioners have the opportunity to participate
in and benefit from the UPF.

Recent projects
CONCEP provides planning, design and management studies for various projects that are mostly
located in different areas of the Philippines and
elsewhere. The projects types range from standalone building projects to private real estate developments to regional master plans. In support of
the physical design, many of CONCEP’s larger projects also include the preparation of site strategic
analysis, project business plans and institutional
arrangements for project implementation and operations. The clients of CONCEP are a cross section

Principals
Nathaniel von Einsiedel is a registered architect and urban planner. He
was the first Commissioner for Planning
in the Metro Manila Commission, serving for 10 years where he formulated
and administered the first Metro Manila
land-use and Zoning Ordinance, the
Regional Development and Framework Plan and the
Capital Investments Program. Today, he is the chairman
of CONCEP, Inc. and Executive Director for the company’s planning division.
Leon M. Mayo is the President of
CONCEP Inc. He is a registered architect and environmental planner with
extensive project design and planning
experience. In the course of professional practice, he has serviced a wide
variety of private and public sector
projects. As a principal designer for the firm, his works
covers a range of designs for developments with specialty and contemporary styles, heritage adaptive reuse projects and themed developments.
Over the years, he has serviced the broad urban planning concerns of both private and public sector where he
remains a popular consultant, author and resource
speaker for urban development matters today. He is a
UAP and PIEP Fellow and was past president of PIEP and
CREBA, respectively the country’s foremost planning and
real estate bodies.
Early in his career, his work activities involved modular
and systems building as well as the export supply of
pre-fabricated building components and accessories.
Today he is in charge of CONCEP administration and is
the company principal in charge of architectural and
construction projects.
Outside the Philippines, he is an active consultant for
international urban development projects and programs
of foreign funding institutions such as World Bank, Asian
Development Bank, and UN-Habitat. In the course of his
career, he has served as Regional Director for AsiaPacific of the UN Urban Management Program. He is
presently a Trustee of the Center for Advanced Philippine
Studies (CAPS) and the Heritage Conservation Society.
He holds a Bachelor of Science in Architecture from the
University of the Philippines, Masters in Urban Planning
from Columbia University in New York, U.S.A, and Ph.D
in Public Administration from Pacific Western University
in Hawaii, U.S.A.
From a wider standpoint, Architect Mayo is a consultant
for public sector-based projects. His engagements have
consisted of urban development planning consultancy
work both at local and regional levels for LGUs, Government agencies and foreign funding institutions. At the
regional level, he is a director of UPF, an international
planning consulting company and has been involved
with the UN-Habitat’s Urban Management Program for
Asia Pacific, the Honolulu-based MAPES program, and
various regional planning conferences and symposiums.
He graduated from the University of the Philippines with
a Bachelor of Science degree in Architecture. He completed his graduate studies from Ateneo Graduate
School of Business (Masters in Business Administration)
and from Galillee College in Israel (Diplomate in Urban
Economics Development).
Organizational framework
Contact Us
CONCEP operates from out of its own office in
Makati City, Metro Manila where it started many
years ago. CONCEP production is ably implemented
by its veteran principals together with a select
group of young and creative in-house technical
staff. Depending on the nature of the project, an
elite team of specialist and professional consultants
who have worked with CONCEP over the years can
be readily mobilized. The two main production divisions of CONCEP are:

the URBAN PLANNING DIVISION and
the ARCHITECTURAL DIVISION.
CONCEP personnel consist of architects, planners,
management specialist and general services staff
who complement each other in the delivery of services to clients. CONCEP’s third division is the ADMINISTRATIVE DIVISION that sustains its day-today operations.
