LOCATION
The site is situated to the south-east of Loughborough lying
in the Parishes of Loughborough and Quorn. The town
centre of Loughborough is 2.3 km to the north-west and
there is good access to the nearby strategic road network,
including the A6004, A6, A46 and M1.
The site is well located for the renowned Loughborough
Endowed Schools, including Fairfield Preparatory School,
Loughborough Grammar and Loughborough High Schools.
Further, Beacon Academy is located 500 metres to the
north-west.
The site is well located for a number of bus services and
Loughborough mainline railway station is 3 km to the north
with direct links to Leicester and London to the south and
Nottingham to the north.
DESCRIPTION
The site is located on the south-eastern edge of
Loughborough and extends to a total of 9.329 ha (23.05 ac)
or thereabouts, subdivided by Lodge Road, which links the
site to the A6/Leicester Road to the north.
The site is bounded to the north-west by the Loughborough
Cemetery and Crematorium; to the east by the Great
Central Railway; and to the south by Ling Road and
Woodthorpe Roundabout, from which the primary access
will be taken.
TENURE
The site is offered for sale freehold with vacant possession
on completion.
VALUE ADDED TAX
Exemption to VAT has not been waived on the land and it is
understood that no VAT will be charged on the purchase
price. The vendors reserve the right to waive their
exemption to VAT on the land.
OVERAGE
Interested parties should note that the vendors will seek to
impose an overage on unit numbers/coverage and a sales
value overage and interested parties are requested to
provide details of the same in their bid submission.
RANSOM STRIP
The vendors will retain out of the sale a 0.5-metre wide
ransom strip on part of the northern boundary of the site
between the crematorium and the Great Central Railway.

PLANNING AND SECTION 106 AGREEMENT
The site benefits from outline planning permission under
application reference P/12/2641/2 for up to 200 dwellings.
All matters are reserved within the outline planning
permission with the exception of access, although indicative
details have been provided for layout, landscaping and public
open space.
The planning permission has 25 conditions and a copy of the
same is available as part of the information pack.
The Section 106 Agreement requires the developer to:provide 30% of the dwellings for affordable housing (75%
social rent; 25% intermediate). There is provision for a
possible ‘two for one’ swap of 4 No. 2-bed houses for 2
No. 2-bed bungalows. Further potential exists for
reduction of affordable housing to 22.5% in the event
that an exemplar social housing element is introduced
(see ‘Exemplar Social Housing’ below);
pay an education contribution of £96,792 (assuming that
development on the Ling Road site commences before
that consented on Allendale Road – please refer to the
Section 106 Agreement for the relevant formula);
pay community facilities contributions as follows:- 2 No. equipped play areas (£49,413 each): £98,826;
- RT/4 off-site facilities (£400 per dwelling): £80,000;
pay a community facilities maintenance contribution of
£11,596;
pay a health facilities contribution of £195.06 per
dwelling (£39,012);
pay a transport contribution of £21,982 (a further
£16,882 will fall due on implementation of the consented
Allendale Road site);
pay a balancing pond maintenance contribution of
£21,000 (assuming one pond only);
pay a library contribution;
undertake off-site highway improvements;
provide on-site open spaces and pay an open space
maintenance contribution of £64,014 per ha or pro rata;
provide and pay for travel packs and bus passes;
pay S106 contribution monitoring costs.

pack.
CEMETERY EXTENSION
The vendors have agreed to provide to the Local Authority
retained land outside the red-line sale area for a cemetery
extension, as documented within the Section 106

GROUND INVESTIGATIONS
A Phase 1 desk study and Phase II ground investigation have
been commissioned by the vendors and the report is
available as part of the information pack.
ARCHAEOLOGY
An archaeological desk-based assessment was prepared to
support the planning application. A written scheme of
investigation is required to be agreed and undertaken to
satisfy condition 9 of the planning consent.
ECOLOGY
A Phase 1 habitat survey report was prepared to support
the planning application. An ecological management plan and
a scheme for bird and bat boxes are required to be
prepared to satisfy conditions 6 and 15.
FLOOD RISK ASSESSMENT
The flood risk assessment (FRA) confirms that the entire
site is located within Zone 1 of the Environment Agency’s
flood zone maps, which indicate little or no chance of
flooding.
The FRA proposes that surface water run-off should be
discharged into the watercourse running through the site
(Woodthorpe Brook) via a series of balancing ponds and
swales.
A hydrological study of Woodthorpe Brook is required to
be undertaken to satisfy condition 11.
UTILITIES ASSESSMENT
The vendors have commissioned a utilities assessment to
inform the availability of services for the site and for the
vendors’ retained land at Allendale Road. The report is
included within the information pack.
DESIGN CODE
The vendors have commissioned Andrew Hiorns to prepare
a Design Guidance report with design code details, which
has been submitted to Charnwood Borough Council in
accordance with condition 5 of the planning consent. A
copy of the report is included within the information pack.
EXEMPLAR SOCIAL HOUSING
The vendors proposed the option of delivering an element
of exemplar social housing to Passivhaus standards, which
was accepted by Charnwood Borough Council and which is
reflected in the Section 106 Agreement in return for
reducing the percentage of affordable housing from 30% to
a minimum of 22.5%.
Prospective purchasers who express an interest in this
option should note that the Loughborough University
School of Civil and Building Engineers have expressed an
interest in collaborating on the social housing. Further
details on this matter can be obtained from the information
pack or from the selling agents.
WAYLEAVES, COVENANTS, EASEMENTS AND
RIGHTS OF WAY
The property is sold subject to all wayleaves, easements,
covenants and rights of way whether disclosed or not.
