Pineda lauds World Bank’s
capacity building projects

CITY OF SAN FERNANDO
-- Governor Lilia Nanay Pineda yesterday lauded the World
Bank’s capacity building projects implemented in Candaba,
Lubao and Guagua towns.
In partnership with the
Institute of Environmental
Science for Social Change
(ESSC) and the Department
of Interior and Local Government (DILG), the World Bank
implemented the participatory mapping methods in the
said towns.
Catherine Vidar, World
Bank’s disaster risk management specialist, said the
project focuses on DILG’s responsibility to support local
government units (LGUs) in
preparing and formulating
risk-sensitive land use plans,
structural audits of public
infrastructure, and disaster
contingency plans
She also discussed the pilot implementation of Open
Street Map and its associated
tools in the rapid updates in
the said three municipalities.
Emmanuel Sambale, geomatics associates of ESSC, explained the two main features
of the project initiative.
“One is to support the
growth of the Open Street
Map (OSM) community and
broadening the collaborations
between
OSM-Philippines
and various stakeholders such
as LGUs, universities, civil
society groups. This will be
undertaken through a series
of capacity building and community mapping activities,”
Sambale said.
He added that the other
feature is to support the customization of the Indonesian Scenario Assessment for
Emergencies (InaSAFE) for
use in the Philippine context.
“InaSAFE is a GIS-based
risk information decision support tool that was developed
and implemented in Indonesia for contingency planning.
Pilot LGUs in the Philippines
will be selected where the InaSAFE program is thought to
have potential, and LGU selection is based on agreed criteria with DILG,” he said

Body of
woman found
in Balibago

ANGELES CITY -- The body of a
woman was found along the streets
of Tarlac and Quezon in Balibago
the other day, reports said.
The body was found by Balibago village chief Rodelio Mamac,
along with local police and other
village officials.
The woman was later identified
as Roselyn Villalobos Estrella, 34, a
single parent from Mt. View Subdivision.
Police believe the victim was
abducted somewhere and left in the
area, where witnesses said they saw
several men onboard a white van.
Mamac appealed to the public
to contact him for any information
about the suspects. •

Car stolen from shopping mall parking lot

was stolen from a shopping
mall’s parking lot over the
weekend.
The owner of the stolen
car reported the incident to
the local police saying the car
thief was allowed to exit Marquee Mall even without the
mall issued parking ticket.
According to the owner,
who posted a photo of his
stolen car on Facebook, the
people who stole his car allegedly declared that their
parking ticket was lost.

driver’s license, the suspects
only presented an ATM card
to the mall’s security and
they were allowed to leave.

CDC event collects P500T-worth of recyclables

CLARK FREEPORT — The
accredited collector of recyclable and hazardous waste materials tapped by the Clark Development Corporation during
the “11th Annual Recyclables
Collection Event (RCE),” has
collected P524,408 worth of
recyclables.
The event, in cooperation
with the CDC’s Environmental
Permits Department and the
Department of Environment
and Natural Resources-Environment Management Bureau
in Central Luzon (DENREMB 3) led by regional director Lormelyn Claudio, aims to
promote proper waste management through recycling or
materials recovery of recyclable materials.
The event was part of
CDC’s celebration of the Philippine Environment Month.
According to CDC’s Envi-
ronmental Permits Department officer-in-charge Roy
Magat, Dolomatrix Phils., Inc.
spent some P186,972 from the
15,581 pieces of busted lamps
collected from various locators
and residents of the Freeport
during the one-day event.
Magat said if not properly
disposed, the small amount of
mercury content of a broken
fluorescent lamp could contaminate the environment as
big as an entire Olympic-size
swimming pool.

fest draws
7,000 devotees

-- The number of faithful
who flocked on Tuesday to
join and witness the “Taong
Putik” festival in Barangay
Bibiclat here continues to
grow with authorities placing it to more or less 7,000
people.
Among them is a devotee
by the name Mary Domingo,
who suffered a numbing
sensation on the right side
of her face in 1999 that prevailed even after several sessions with quack doctors.
Domingo said she sought
the help of the John the Baptist, the patron saint, by joining “Taong Putik” Festival.
Now 78, she has never
missed a single festival
since.

this year’s event, themed
“Ang Pamamanata,” drew
devotees from all walks of
life, with the youngest a
four-year-old girl Janaya
dela Cruz, a first-timer who
came over because of her
mom.
Another
participant,
Rodel Capalad, said he has
been gracing the event the
past eight years as his way of
thanksgiving for the fulfillment of a wish: to pursue his
studies.
“For as long as I can, I
will attend the festival every
year,” he vowed.
By their own estimate,
Sena said, the crowd was
easily at least 5,000, including 2,000 mud people.
Every 24th of June, Bibiclat, a rustic town some 30
kilometers from Cabanatuan City, welcomes hundreds
of tourists and devotees of
St. John.
They were welcomed by
a uniquely dressed group of
devotees whose faces and
bodies were smeared with
mud and covered with dried
banana leaves, a form of religious ritual of humility, penance and vow.

the Baptist Church, a declared diocesan shrine, officiated Tuesday’s morning
mass here which was attended by third district Rep. Czarina Umali and town mayor

Benefit from waste
THE 11th Annual Recyclables
Collection Event (RCE) initiated by
the Clark Development Corporation recently was a success in its
own right, after collecting more
than P500,000 in recyclables.
The amount may not have been
that substantial, according to
CDC’s Environmental Permits Department officer-in-charge Roy
Magat, but the waste generated
from the event will be properly
disposed or recycled, which could
help save the environment.
Magat said that if not properly
disposed, some wastes could be
very hazardous to the environment.
A small amount of mercury
from a broken fluorescent lamp
could contaminate an entire
Olympic-sized swimming pool, he
said.
Meanwhile, some wastes, like
used lead-acid batteries can be
processed to recover oil, and the
residual toxic components of lead
metal can be recycled, treated and
disposed of eventually.
This just goes to show that
wastes are not merely wastes,
but can be put to good use, and be
money-makers in the process.
Because of the event’s success,
the DENR-Environmental Management Bureau led by Lormelyn
Claudio hopes the RCE will be duplicated in other areas -- even outside of Clark and Angeles City.
Not a bad idea, considering that
this may be the answer to reducing the number of accumulated
garbage in the province.

AM fascinated with the word
“here”. It has this great duality of
purposiveness and meaningful
sense. On the one hand, it’s so resolute and persistent: Where?

it’s so kind and munificent:

truth is I want to suggest that
it is this play that permits,
enables, and forms meaning,
creating the remarkable occurrence of linguistic nous,
all those things words do.
Language is odd and peculiar. It’s a kind of structure
that encompasses all these
varying rudiments and essentials
— words, punctuation, meanings
— and the way the fundamentals
combine, that is, grammar. From
one vantage point, language is an independent system. It appears that it
is coming more or less whole, ready
to be used, a sense pret-à-porter. Or
one of those hardy toolboxes I’d see
at ACE Hardware with these fold out
drawers filled with tools of different
scopes, dimensions, forms and figures, acuity, and use.
And yet language never exists outside of its use. Never. Which is to say,
our every encounter with language
is an encounter with something —
a person, book, song, film, dog. It’s
always an occasion, a surmising, a
manifestation, an event, a meeting.
There’s always a speaker or a writer.
Lexicons try to be the Word on high,
bereft of body, the transfer or conveyance of pure meaning. But that’s
ridiculous. Lexicons have a voice,
tone, and style. They have a body.
The structuralists tried divorcing these two properties of language
— the structure, or what they in the
French manner, called langue; and
the instantiation of language, its
function, which they called parole.
But of course langue and parole,
structure and function, were never
distinct. There was not first language
and then people using language. The

First operational flight of
new German fighter plane
On June 24, 1915, young Oswald Boelcke,
one of the earliest and best German fighter
pilots of World War I, makes the first operational flight of the Fokker Eindecker plane.
The years of the First World War, 1914 to
1918, saw a staggering improvement not only
in aircraft production, but also in technology, on both sides of the conflict. The war
began just a decade after Orville and Wilbur
Wright made their historic 12-second flight
at Kittyhawk, North Carolina; by 1918, fighter airplanes had been developed that could
serve purposes of observation and reconnaissance, tactical and strategic bombing,
direct attack on ground and air targets and
use in naval warfare.
The Fokker Eindecker, a plane equipped
first with one and eventually with two machine guns that could fire straight ahead
through the aircraft’s propellers, would have
a huge impact on air combat in the Great
War and would put the Luftstreitkrafte, the
German Air Service, far ahead of the Allied air forces for several months during the
summer of 1915. The British referred to this
as the Fokker Menace or the Fokker Scourge.
The plane’s designer, Anton Fokker, had
based the concept of synchronization, or

bullets, on an aircraft designed by France’s

Marami sa ating bansa ang magagaling na mga inhinyero na hindi natin masasabing hindi nila alam ang kanilang
mga trabaho. Sa katunayan, kapag sila ay nasa ibang bansa,
hindi sila ganyan kabagal magtrabaho.
Isa pa sa inibabahala ng punong lungsod ay ang nalalapit na Asia Pacific Economic Cooperation (APEC) summit
na gaganapin sa nasabing lungsod sa Enero ng susunod na
taon.
Dahil sa pagpupulong na ito ng mga iba’t-ibang leader ng
mga bansa sa Asya, puspusan ang paghahandang ginagawa
ng mga nasyonal at mga lokal na pamahalaan upang walang
magiging aberya pagdating ng araw ng nasabing aktibidad.
Isa din sa mga naririnig kong reklamo madalas sa radio,
TV at sa mga peryodiko ay ang mabagal na paggawa ng tulay sa bayan ng Mexico, lalawigan ng Pampanga na kung
saan ang nasabing tulay ay isang mahalagang imprastraktura na kumokonekta sa Jose Abad Santos Avenue.
Maraming mga bayan ang apektado sa paggawa ng nasabing tulay dahil sa matinding trapik na nararanasan ng
mga motorista sa isang detour patungong kabayanan ng nasabing bayan.
Maraming mga nago-opisina at mga mag-aaral ang
madalas na nahuhuli sa kanilang mga klase at sa kanilang
mga trabaho dala ng mabagal na usad ng trapiko sa nasabing detour road. Marami na rin ang mga nanawagan sa

Work crew uncovers grenade, ammo in Nueva Ecija town
ALIAGA, Nueva Ecija, June 24
(PNA) -– A handgrenade and several
high-caliber ammunition were dug
up Monday by a construction crew
at the compound of a businessman
here.
Chief Inspector Roberto G. Sena,
town chief of police, said dug up were
explosive materials such as a hand-
grenade and 43 pieces of caliber 7.62
mm ammunition.
Sena said the construction workers doing some works at the compound of businessman Boyet Solis in
barangay Poblacion dug the materials in the area.
A team of specialists from the
Explosives and Ordnance Division
(EOD) stationed at the army’s 7th
Infantry (“Kaugnay”) Division, Fort
Magsaysay, Palayan City, took possession of the explosives for proper
disposition.
There was no explanation given
as to the circumstances surrounding
the presence of the deadly objects in

Clark, we instantly think of
Angeles. This is why we are
more than willing to partake on this endeavor since
it will practically benefit
not only Clark but Angeles
City as a whole,” the mayor

According to Pamintuan, the city government
performed onsite inspections and tagging of illegal
structures such as eateries,

book, which celebrates the
history, diversity and rich
tradition of Philippine cooking as well as the exciting
f lavors of regional cuisine
and treasured heirloom
recipes of some of the country’s most prominent personalities, was launched at
the Event Center of SM City
Marilao recently.
It was one celebration, a
joint publicity effort of SM
City Baliwag and SM City
Marilao, which brought foodies in the region together.
During the launch, some
of Bulacan’s prominent personalities who contributed
their recipes to the book
were on hand to present
their respective dishes to the
guests, as part of the formal
launching rites. These include highly acclaimed food
historian Dez Bautista, tourism advocate and son of food
historian Vicente ‘Bong’ Enriquez with Puni De Malolos
founder Rheeza Hernandez,
legendary pastillas wrapper
maker Nanay Luz Ocampo,
Marcelo H. Del Pilar descendant Corina Unson and Dr.
Mariano Ponce descendant
JJ Ponce-Gonzales.
Highlight of the launch
was the presentation of a
copy of the book by Senior
Vice President for Marketing
Communications Group of
SM Millie F. Dizon to Marilao
Vice Mayor Andre Favian
Santos and Marilao Tourism
Council. A special tribute was
also given to Mila Enriquez
for her untiring promotion
of Bulacan cooking and for
her book that documented
the cooking of her province
through the various stages of
Philippine history.
With food as its center,
three exciting food show-
cases spread around the
event center as it gave guests
the opportunity to sample
recipes from the revolutionary times through ‘The Food
of the Heroes Station’, the
heirloom recipes from the
unique tableau of Bulacan’s
prominent families as well as
the regional specialties such
as Gurgurya, Pinaso, Empanada De Kaliskis, Kurbata
De Sebo, Pastillas Tostado,
Pastillas De Leche, Yema,
Suspiros De Mani, Inipit,
Ensaimadang Malolos and
assorted traditional biscuit
of Bulacan from ‘Pamanang
Kaluto ng Kababaihan ng
Malolos’ food station.
A musical performance
by 14-year-old soprano Alliyah completed the festivity, as she sang all Filipino
classics from the collection
of songs of Celeste Legaspi,
Leah Navarro, Tillie Moreno
and Leah Salonga.
Formally launched at SM
Aura Premiere last February
25, the My City, My SM, My
Cuisine book was published
by People Asia and is a
compilation of both winning
and participating recipes
from the My city, My SM, My
Cuisine campaign that SM
spearheaded from 2011 to
2013 in key cities around the
Philippines where SM malls
are located. Because it is a
take-off from the previous
My City, My SM campaign
which highlights tourism,
the My City, My SM, MY Cuisine campaign sparked interest in the featured cities as it
made more than 20 stops in
SM’s host cities that spanned
from as far North as Baguio
to as far as South as Davao.
As remembered, it was in
2011 that SM City Marilao
launched its first leg of My
City, My SM, My Cuisine
campaign where the ‘SM’
team discovered the heirloom recipes and treasure
trove of culinary gems from
prominent families who
opened their homes and
shared their prized recipes
as well as heartwarming stories in the process. Following the success at SM City
Marilao, SM City Baliwag
unravelled the favourite
dishes of a number of Philippine heroes that include
Dr. Jose Rizal, Gen. Emilio
Aguinaldo, Marcelo H. Del
Pilar and Mariano Ponce as
well as the Women of Malolos in 2012.
“My City, My SM, My
Cuisine” is one of many
ways SM celebrates Filipino
culture in its malls. Limited
