The event from July 10 to 13 will feature a lineup of workshops focused on
timely issues. Workshop tracks this year
will cover affiliate/nonprofit management, community empowerment, community and family wealth-building, education, health, policy, women’s issues, and
workforce development.

The Kansas County Health rankings
have been released and it was not good
news for Wyandotte County residents. Their county is ranked 105 out of 105
counties in the state of Kansas.
“As Mayor this was brought to my attention and we started talking about taking
steps to form a Task Force. As I dug deeper into the information presented by the
Kansas Health Institute I found that it is
not solely access to a hospital or emergency
room or health care. In fact, most of the
information for this study is not about access to a health institution, they are about
outcomes, many of them measuring things
about our children, obesity, diabetes, the
types of things that make up the quality of
a community,” stated Mayor Joe Reardon.

blessed to have another day.”
On June 19, family and
friends of Santos and his
mother coordinated a car wash
at Picture & Frame Industries
along Southwest Boulevard to
help raise money to pay medical bills that the family’s insurance will not cover.
On the warm Saturday, volunteers
ushered in the vehicles, lathered
them up with soap and drenched
them in water. Motorists donated a
few dollars while others gave more.
One driver offered an envelope with
cash. And as they waited for their
car to be cleaned, some would

Isabella Alcantara watched her young
daughter and son practicing their soccer skills on a late June afternoon at Leo
Alvey Park in Kansas City, Kan. The occasion was a special co-ed soccer academy
sponsored by the Kansas City Kansas Soccer Association that brought together area
club soccer coaches and Wizards players,
including the Wizards Academy Juniors,
to participate in a series of drills and competitions with youth ages 5 and older.
Jose Zarate, president of the Kansas
City Kansas Soccer Association, spoke
about the importance of the academy.
“A lot of these kids have soccer in their
blood. We don’t have to pay a lot for
coaches, it is already familiar to them. A
lot of these kids play soccer, they love it
already. We just need to expose them to it
in an organized fashion – in a developed
and structured atmosphere and expose
them to better clubs such as the Wizards
Academy Juniors so that they can be exposed to some organizations where they
hopefully can make a career of it.”
Santiago Hirsig, a midfielder on the
Wizards team and originally from Argentina, was one of the players who spoke
with children about their soccer skills.

Hirsig added that the lessons to
be learned on the pitch are universal. “The kids become more interested in the game as fans. They
identify with individual players.
They start to have idols. … They
also get a great example of what it
takes to succeed in the game. You
have to have a sober and dedicated
approach to the game. You have to
take care of yourself and want to get
better and these are things that serve
you well the rest of your life.”
“We are trying to develop kids

Like Hirsig, Zarate also highlighted the important life lessons
of organized sport. “The biggest
thing that we get out of it is that
we keep them out of trouble. They
do well at school and they do well
at home and give back to the community. Those are the three things
we focus on.”
Zarate pointed out that the
commitment of coaches and parents in the kids’ development is a
way of investing in the future of
the community. “As they grow up
and become adults we would like
to see them come back and give
back to the community as we did
for them.”
Alcantara was enthused by the
interest generated by the World
Cup and took the opportunity to
bring her kids to take advantage of
the skills program. “Thanks to the

kids are enthused to practice a sport which is good
to exercise the body and
where they can improve
their skills.”
Alcantara believes the television exposure of the World
Cup has focused attention on
the most popular organized sport
in the world. “The kids are enthused to get out here and practice after they watch the games.
Before it was not like this. It
was hard to get them interested. They have followed
the teams of their home
country and they want to
mimic their heroes.”
She told Hispanic News
that her children were supporting the USA at the beginning and added the Mexican team when they saw their
parents and
friends

we are supporting the Latino
teams that are left. Like you say,
this only comes around every
four years.”
Hirsig believes that in the
next four years until the next
Cup comes around, the energy and enthusiasm generated
by the world tournament will
manifest itself in increased interest and improvement as youth
become more involved in the
game. “You can see the parents
here on the sidelines supporting
the kids and this gives them the
sense that they can come here

Dennis
Hays named Rick Armstrong as
the new Kansas City, Kan., chief
of police. Armstrong, a 32-year
veteran of the department, was a
deputy chief under former Police
Chief Sam Breshears, who retired
in June.
Armstrong said at a news conference, “I’m honored to have the
opportunity to continue serving
the citizens of my community as
chief of police. I will continue to
build on the positive and productive relaltionships with our residents which has been crucial in
making our community safer.”
Armstrong said he is excited to
lead the police department, knowing that crime and violent is at a
25-year low. He credits the good
working relationship between the
citizens and police department,
including neighborhood watch
groups and area businesses. Arm-
strong’s goal is for the department
to remain focused on crime-fighting strategies that have contributed to reduction in crime and to
continue community partnership.
Armstrong added, “I look forward to leading the dedicated
women and men of the Kansas
City, Kan., Police Department.
Working together, we will continue to provide the highest level
of public safety for our citizens
and we will continue to dramatically reduce crime which has
made KCK a safe place to live and
work.” Armstrong was one of four
candidates who applied for the top
post. Other candidates were Kevin
M. Steele, Roger S. Villanueva and
Terry R. Zeigler.

The United States Census Bureau’s 2009 population estimates
were released on June 22 and

with an estimated population of
482,299.
“Despite the continuing loss of
population from the urban core,
the overall population of the
City has continued to increase
throughout this decade, and this
is very good news,” said Mayor
Mark Funkhouser. “However,
the long-term health of the City
requires that we return middleclass people to the urban core.
We are creating a City where the

and paths for exercise. I am a parent and I know it is important for

cut our parks and rec by twenty
percent. I know how hard funds
are to come by, but no excuses, we
have to do better,” said Commissioner Holland.
Beatrice Lee, served 31 years as
a Recreation Director before retiring, and is a current member of
the Board of Parks Commission in
Kansas City, Kansas. “I do have
something that is seriously bothering me. The John F. Kennedy
Recreation Center is sitting there
empty and we have children that
would love to go in there and do
activities. We could do health
care for our senior citizens there. I
have a vision for that building and
it needs to be open,” said Lee.
The JFK Recreation Center located at 10th and Washington
Boulevard, was open by Lee and another volunteer last summer for one
week. “The day that we opened, we
had over a hundred children come. They walked there and when they
left they were asking for a phone
to get a ride home. They were that
tired. We need to work on getting
that building working again and
hold programs for children aged 4
to 100,” said Lee.
Bob Evans, a retired teacher
who spent 30 years in the classroom with the children was disappointed that the school districts were not at the forum to
participate in the healthy community discussions.

“This new data is important
for federal funding as well as

the City Planning and Development Department. “By knowing
our population we can do a better job of planning for facilities
such as healthcare and schools
as well as transportation. Higher
populations also attract more investment from businesses looking for larger markets for their
products and services.”
In order to make an estimate,

2000 census as a base for population. The number of births,

to encourage less fast food and
more fresh fruit and vegetables in
our diets. We need to support and
encourage our children to stay in
high school and graduate. These

CONSUELO GLADYS TINOCO
Consuelo Gladys Tinoco, 84, of Kansas City, Mo., died
July 3, 2010, at her home. Mass of Christian Burial was
on Wednesday, July 7, 2010 at Our Lady of Guadalupe
Shrine, 901 Cesar Chavez Avenida, KCMO. Burial was
in Mt. Calvary Cemetery, Kansas City, Kan. Family and
friends gathered Tuesday, July 6, 2010, at the McGilley
Midtown Chapel, where a rosary was recited. The
family requests contributions to the American Diabetes
Foundation.
Consuelo was born Dec. 17, 1925, in Chicago to Ignacio
and Mary Louise (Suarez) Valencia. She married Pablo
Tinoco and from their union nine children were born. Her
family was her life. She was a great cook and prepared
meals for all the family events. In addition to her parents,
she was preceded in death by her husband in 1997, two brothers and two sisters
and two grandsons. Her survivors include four sons, Paul Jr. (Tina), Walter, Mark,
all of Kansas City, Mo., and Russell (Christy) of Madison, Wis.; five daughters, Linda
McDavitt of Pleasant Hill, Mo., Patricia Tinoco and Constance Garnett (Kent), both
of Kansas City, Mo., Theresa Vasquez (Louis) of Kansas City, Kan., Lillian Rangel
(Rodolfo) of Blue Springs, Mo.; 2 brothers; 4 sisters; 21 grandchildren; 11 great
grandchildren and 11 great-great grandchildren.

WIRE -- Opening windows in your home to enjoy
the warmer temperatures may seem harmless, but
windows have proven to be sources of injury and
death for young children. In recent weeks, several
children have fallen from windows and U.S. Consumer Product Safety Commission (CPSC) data
indicates that on average, about eight deaths occur
yearly to children five years or younger while an estimated 3,300 children five and younger are treated
each year in U.S. hospital emergency departments.
Hospitalization was required for about 34 percent
of these children after falling from a window.
These deaths and injuries frequently occur when
kids push themselves against window screens or climb
onto furniture located next to an open window.
“The deaths and life-altering injuries we have
seen here at CPSC are heart-breaking and in many
cases preventable,” said CPSC Chairman Inez Tenenbaum. “We want parents and caregivers to think
safety before opening the windows where young
children are present.”
“Window falls increase dramatically during the
spring and summer months, but they can be prevented,” said Chrissy Cianflone, Director of Programs for Safe Kids USA. “It takes active supervision on the part of the parent or caregiver, and a
device called a window guard. Screens are meant to
keep bugs out, not kids in. Window guards are easy
to install and have a release mechanism in the event
of an emergency.”
“The window fall season is upon us. The harmless act of opening a window to enjoy the beautiful weather can lead to tragedy unless parents and
caregivers of young children exercise proper safety
precautions,” said Mindy A. Bockstein, Chairperson and Executive Director of the New York State
Consumer Protection Board. “Let’s not be lulled
into a false sense of security by window screens but
properly install window guards and follow other
safety measures.”
To help prevent injuries and tragedies, CPSC
recommends the following safety tips:
• Safeguard your children by using window
guards or window stops.
• Install window guards to prevent children from
falling out of windows. (For windows on the
6th floor and below, install window guards that
adults and older children can open easily in case
of fire.)
• Install window stops so that windows open no
more than 4 inches.
• Never depend on screens to keep children from
falling out of windows.
• Whenever possible, open windows from the top
-- not the bottom.
• Keep furniture away from windows, to discourage children from climbing near windows.
• Some jurisdictions require landlords to install
guards. Check your local regulations.

how difficult it is to make ends
meet, especially when costs for essentials like health care, food and
energy increase faster than their

Here are a few cost-saving benefits available to people on fixed
incomes – especially seniors:
Prescription Drug Assistance
Programs. Most pharmaceutical
companies offer patient assistance
programs (PAPs) that provide uninsured and low-income people
access to prescription drugs they
couldn’t otherwise afford. Ask your
doctor, pharmacist or health clinic
for details. Other good resources
include: Medicare’s alphabetical
list of drugs available through
PAPs, with links to detailed eligibility information (www.medicare.
gov/pap/index.asp); Partnership
for Prescription Assistance (www.
pparx.org); RxAssist (www.rxassist.org); and NeedyMeds (www.
needymeds.com).
Other money-saving ideas for
medical expenses include:
• Government-provided
programs that help people with
limited income and resources

Tax advantages. The IRS tax
code includes several benefits
that target seniors (and often,
other lower-income taxpayers), including:
• A higher standard deduction
amount for most people who
don’t itemize deductions, if
they and/or their spouse are
over 65 or blind.
• An additional tax credit for
lower-income people who are
over 65 or disabled and file a
1040 or 1040A tax form. (For
full details and eligibility, see
IRS Publication 524 at www.
irs.gov.)
• Certain home improvements
made to accommodate medical conditions or disabilities
with a doctor’s recommendation may be deducted if you
itemize deductions. Rules are
complex, so read IRS Publication 502 at www.irs.gov and
consult a tax advisor before
claiming such deductions.
• Free tax return preparation assistance and counseling from
IRS-trained volunteers is available to people over age 60, as
well as low-to-moderate income folks and military families (search “Free Tax Preparation” at www.irs.gov).
• Publication 554 contains additional help for seniors when
preparing their tax returns.
Government programs. Many
government-sponsored benefits,
grants and financial aid programs exist to help seniors, lowincome families and others pay
their bills, including:
• LIHEAP, the Low-Income
Home Energy Assistance Program, which provides grants to
help pay utility bills. To see if

residence. The 1910 BeauxArts mansion is currently
closed for restoration. The
Museum’s Visitor Center,
the StoryTarium, a former
planetarium that has been

video programming center,
and a special exhibit installed on the estate grounds
about the Long family and
their famous home, are still

Fundraiser will help pay medical bills

Garcia said her son is in the
middle of a tough battle with
cancer, but the treatment doesn’t
stop him from playing with
friends and family.
Santos was diagnosed with
medulloblastoma – the most
common malignant central nervous system tumor of childhood
– in June 2007. He endured five
rounds of chemotherapy and a
stem cell transplant. By December 2007, he was considered in
remission. Nine months later,
Santos had a relapse and he had
to undergo radiation therapy. The
radiation that ended in November
2008 was not successful.
Since then, Garcia, a single parent, said Santos has been trying
natural supplements to help build
up his immune system and keep
him happy and healthy. The insurance pays for most – not all – of
the medical treatments but none
of the supplements. Her bills exceed $20,000, she said, and they
continue to mount.
“My cousin (Maria Paez)
thought of this car wash,” Garcia said. “I owe her for doing
that because I could not have
done this by myself. I have
a lot to do dealing with his
daily medication and dealing
with his emotions as well. I’m

The volunteers worked in shifts of 4 hours and at the same time they had fun
washing vehicles and knowing what they were doing was going for a very
good cause.

knows how important this is. I appreciate her love and support.”
Paez said organizing the car
wash is only one way of helping,
but the community’s generous response is what gives meaning to
the effort.
“It’s no problem for me.” Paez
said. “If we need to keep doing
it, then we will keep doing it.
We have a lot of great people in
the community.”
The mother of a young daughter, Paez said she has been amazed
at Garcia’s determination.
“I envy her for the strength she
has as a mother. I would have fallen
apart. She is strong, and I love her
dearly. … I put myself in her shoes
and I thought this is what I would
want my family to do for me. “
Among the drivers helping with
a donation was Terri Schneweis,
a former principal where Santos
had attended school.
“I wanted to help out,” she said.
IvyLynn Garcia, a cousin to
Santos, spent part of the afternoon holding up a sign to coax
drivers into the car wash. “We got
a couple of honks and we’re trying
to get some cars to come in.”
Another volunteer, Angelica
Salazar-Flores, was armed with
soap and water, ready to do business with the dirty vehicles. “The
whole point is to raise money to
help out Santos,” she said between
vehicles. “It feels good to know
I’m helping out.”

La madre de una hija joven,

“Envidio la fuerza que ella tiene
como madre. Me hubiera caído
rendida. Ella es fuerte y la quiero
mucho … Me imaginé en su lugar y pensé que esto es lo que yo
quisiera que mi familia hiciera
para mí.”
“ Entre los conductores ayudando
con una donación era Terri Schneweis, una directora anterior de una
escuela donde asistió Santos.
“Quise ayudar,” ella dijo.
Ivy Lynn García, una prima de
Santos, pasó parte de la tarde mostrando un cartel para convencer a los
conductores al lavado de coches. El
cartel decía, “Recibimos unos bocinazos y estamos tratando de conseguir que entren algunos automóviles.”
Otra voluntaria, Angélica Salazar-Flores, fue equipada con el
jabón y agua, lista para dar una
limpieza seria a los vehículos sucios. “El motivo principal es recaudar dinero para ayudar a Santos,” ella dijo entre lavados de
vehículos. “Se siente bien al saber
que yo estoy ayudando.”
