For the past two years, Westside resident Dimitri Hernandez has been attending Primitivo Garcia Elementary, a school he can no longer attend
because of boundary changes in the KCMSD. His mother, Bernadette Hernandez, acknowledges that she had been living outside the Garcia
boundary, but the school district had made an exception in the past. She had hoped the district this year would allow Dimitri to continue
attending Garcia, but district officials are reluctant to make any exceptions.

A collaborative of seven Kansas City,
Mo., nonprofits that serve the Latino
community is asking municipal officials to include at least one Hispanic
on the council’s seven-member Redistricting Committee.
In a three-page letter dated Aug. 10 to
Mayor Mark Funkhouser, the collaborative – the Hispanic Civic Engagement
Project – is asking officials to delay selecting the committee members so a Latino
representative can be appointed.
“This is sad news for our community,”
John Fierro, president and CEO of the
Mattie Rhodes Center, told Hispanic
News. “We have nobody advocating
on behave of our needs and that doesn’t
make sense at a point where today Hispanics represent over 7 percent of the
city’s population.”

The Kansas Payment Center, which handles the support payments made to about
200,000 families each year, is announcing
a new feature that allows non-custodial

He had made many friends among his classmates and
he liked his teachers and the principal.
Now, the 2nd grader on the Westside must give up that fun
place to learn and re-establish himself in another location – Our
Lady of Guadalupe School, a parochial school – but still a place
in his neighborhood.
Otherwise, he would have to travel three times the distance from his home to attend another public elementary
school in midtown.
Like thousands of students in the Kansas City Missouri
School District, Hernandez will be attending a different school
– not by choice but because of a reorganization plan that closed
26 public schools in the spring.
School district officials call the plan right-sizing. But to Bernadette Hernandez, Dimitri’s mother, the plan means more
money out of her pocket because she must enroll her child into
a private school that is in her neighborhood.
“I don’t like the idea that he is going to a different school,”
Hernandez said. “He knows the (Garcia) school, and he likes
it there.”

‘We have a business to run,’ district says

“It is so convenient for him to
attend (Garcia) because I would
drop him off on the way to work,”
she said. “I don’t work too far and
I don’t live too far.”
Eileen
Houston-Stewart,
spokeswoman for the school district, said officials understand the
burden caused by the massive
overhaul plan. But it is a sacrifice
encountered at many levels – from
students and parents to employees
and board members. “This is not
easy for anybody.”
“People are tied to their
schools,” Houston-Stewart said.
“They love the school they go to
and they don’t want to change.
Parents don’t want their child to
go to a different school, and I can
understand that. Kids have friends
and they build relationships at
those schools.”
So, she said, it doesn’t surprise
her that parents are trying to find
a way to change the school where
their child must attend.
“There is going to be very few
exceptions to where kids can go to
school next year, and this has been
a district where kids have gone all
over the place because they wanted to go to a certain school,” Houston-Stewart said. “That is not the
case that is happening this year
and unfortunately some parents
are running into that and wanting
to change schools and they are not
going to be allowed to this year.”
She emphasized that if one exception is made, then others must
be made to other parents.
“We don’t want to lose students
in the district, we don’t want to
decrease our enrollment, but we
also understand that parents have
to do what they feel is in the best
interest for their child.

miss his classmates at the
former school, but he is
eager to make new friends at
Guadalupe.

we are in the business of educating children and we have to put
children in the best places that we
feel we can to be an efficient, equitable, financially stable school
district. And unfortunately
that impacts some families and it’s going to create some
problems for them.”
She said the restructuring plan
was critical so the school district
would not fall into bankruptcy and
into the control of state officials.
“Without right-sizing, the
school district would be facing
a $50 million deficit this year,”
Houston-Stewart said. “We did
this to break even.”
However, Bernadette Hernandez said she won’t break even this
year because of the district’s plan.
The cost of a child in parochial
school is “like making another car
payment,” she said, adding that
if she could speak to the district
superintendent, “I would let him
know this is bringing a hardship,
not just to me but to other parents
in the school district.”
Hernandez believes the one benefit young Dimitri will receive is a
more disciplined private education.
Connie Bowman, principal at
Our Lady of Guadalupe School,
said, “We have had some new
families come to us because
they either weren’t accepted in
the school they had been attending or they just were not
sure what was going on in the
district so they wanted to make
the change.”
Bowman said the real rush of enrollment will come after the public
school year begins – when parents
decide whether they really like the
new school their child is attending.
Attending Guadalupe School
has some advantages over a public
school, she said. “Christ is at the
center of everything we do. We
provide a safe and secure environment and because we are smaller, I
know all of the kids’ names and all
of the families.”
Bowman said teachers care
about all the children in the school,
not just those in their classrooms.
“That helps with discipline and
it helps with the kids feeling as if
they are part of the school.”
She also said scholarships are
available to students and the
school’s tuition is based on what is
affordable for the family.
“As long as we have space we
would welcome anyone who would
like to come to our school.”

six districts, so “it’s important that
with such a large population that
we need to have representation.
What makes it more challenging
is that there is no elected Latino in
city government.”
In addition to the Mattie
Rhodes Center, the other organizations that attached their names to
the letter include Cabot Westside
Health Center, Guadalupe Centers Inc., the Hispanic Chamber
of Commerce of Greater Kansas
City, the Hispanic Economic Development Corp., LULAC Center
of Kansas City and the Westside
Housing Organization.
Hispanic News contacted Fourth
District, In-District council member
Jan Marcason who represents significant Latino constituents. Through
an email, she stated, “I can certainly
understand the rationale for having a
representative of the Hispanic community on the redistricting committee, given the percentage of population growth of this demographic. I
would support increasing the size of
the committee by one to include a
representative of the Hispanic Civic
Engagement group’s choosing. I am
out of town on vacation, but I would
cosponsor an amendment to the original ordinance to make this change.”
The letter states that “the City
Manager has been instructed to
move forward with the process at
this time. His proposal is to have
a committee of seven individuals
serve on a redistricting committee:
one appointment for each council
district and an appointee (to serve
as chair) by Mayor Funkhouser.”
The letter continues: “If you
choose to proceed with this structure, we ask that there be Latino
representation on the proposed Redistricting Committee. If for some
reason, a Hispanic is omitted, we
request that you expand the committee from 7 to 13 members to
ensure that the Hispanic community is at the table and included.”
Otherwise, members of the collaborative are concerned that the
city’s “hurried timetable can be
interpreted as a violation of the
Voting Rights Act’s requirement
of community input.”
The collaborative, which asks
for a written response from the
city manager this week, said it
would contact the American Civil
Liberties Union and the Mexican
American Legal Defense & Educational Fund to explore “our legal
options that best align with our
goal of creating an inclusive redistricting process.”
Fierro noted that earlier this
year government officials were
stressing the need for every resident, including Latinos, even
those undocumented, to be
counted in the U.S. Census. That
population figure is tied to how
much state and federal resources
Kansas City can access.
Now it appears, city officials
are overlooking Latinos when it
comes to how the city’s districts
should be redrawn, he said.
“My disappointment is with
the decision-making and not
with any one or two City Council representatives.”
He added that a Hispanic
on the redistricting committee
would alleviate any suspicion
of misrepresentation.
“You just have to look at the
past and you will see that we have
not had representation to speak
on behalf of this community,”
Fierro said. “And when you look
at the level of resources distributed throughout the city, we don’t
match up with other minority
communities in terms of the resources we should be receiving.
We need to make sure that we
correct the history, which is a lack
of representation and limited resources that have come to the Hispanic community.”
Cris Medina, president and
CEO of Guadalupe Centers Inc.,
said his disappointment spreads
to all the council members,
none of whom recommended
a Latino to the committee. He
said the Hispanic Civic Engagement Project did offer several
names to council members, but
all were overlooked.
Other groups are at the table,
he said, “I think we (Latinos)
are significant and we deserve
to have somebody represent
our community.”
The letter also cites Census estimates of a 40 percent increase in
Kansas City’s Latino population
with most the growth occurring
in nontraditional Latino neighborhoods such as the Northeast
and Eastside.
At the end, the letter states:
“We ask that you (city officials)
move forward with redistricting
when the most accurate Census
information is available. However,
if you choose to move forward at
this time, we ask you to be more
inclusive and transparent with the
general public, a practice that has
yet to be demonstrated.
“We will continue to monitor
this issue on behalf of our constituents and will share with the media
our assessment of the Mayor and
City Council’s sincere efforts to
be open, transparent and inclusive
with redistricting for Kansas City.”

payments go through the Kansas
Payment Center.
The center, established a decade ago by a state mandate, is in
Topeka and operates under the
supervision of the Kansas Department of Social & Rehabilitation Services and the Kansas Office of Judicial Administration.
Last year, the center introduced a debit card system that
helped streamline delivery of
the payments to custodial parents. But this year, the service
is targeting more on the paying parent.
“This time this makes life a
little better for the non-custodial parent and also employers,”
Hutchinson said. “He or she now
has some new options available to
make a payment.”
In addition to the 24-hour convenience, she said, paying through
the online service allows a parent
to maintain an electronic record
and will allow payments to be
set up in advance that can be dispersed at a future date.
“This way the parent will know
that support payments are getting to his or her child,” she said.
“And that is what KPC services
are really all about – what is best
for the child.”
Also, the new service allows
parents to use an e-check, a credit
card or debit card to make a payment, which eliminates the cost
of envelopes, paper checks and
stamps and bypasses the use of the
postal service.
Individuals must have an email
account and there is no fee to
sign up on the site. Hutchinson
said Mastercard, Visa and Discover credit cards are accepted
on the site, but debit cards must
have either the Mastercard or
Visa logo only.
She also said the new site also
reduces the need to handle a lot of
paper in processing payments.

Wizards Sign Striker Omar Bravo as Designated Player
The Kansas City Wizards announced that they have signed
Mexico International and Club
Deportivo Guadalajara (Chivas)
striker Omar Bravo as a Designated Player. Bravo agreed to a Major League Soccer contract to play
in Kansas City, and subsequently
agreed to a loan agreement between
Kansas City, MLS and Chivas. By
the terms of the loan agreement,
Bravo will remain with Chivas
Guadalajara for the remainder of
the 2010 Apertura, Mexico’s 17game fall season, and the second
leg of next week’s Copa Libertadores final. The 30-year-old striker
will then join the Wizards for the
2011 preseason. KCWizards.com

with Chivas as he looks to bring
home the Libertadores title and
add to his 106 Primera Division
goals, second most in club history.
“We are very pleased to have
signed Omar Bravo, who is an exceptional player,” Kansas City Wizards Manager Peter Vermes said.
“Although he won’t join us until
2011, we feel that it will be very
beneficial for Omar to go through
a whole season with us, beginning with the preseason. The 2011
preseason will give Omar a great
start to the year and allow us to

Kansas City and Chivas have
also agreed to play home-and-home
friendlies at their new stadiums
in 2011 as part of the loan agreement. The Wizards will play at Chivas’ new Estadio Omnilife during
Kansas City’s preseason, and Chivas Guadalajara will play in Kansas
City’s new soccer stadium after the
venue opens next summer.
“Signing a player of Omar Bravo’s stature and ability is important

Chivas Guadalajara. We know that

reached the finals of Copa Libertadores, the storied South American club
tournament that was first played in
1960. Chivas is up against Brazilian
club Internacional in a home-andhome aggregate goal series, with the
deciding match on Wednesday, August 18. The game will be broadcast
live on Fox Sports en Español. Bravo
has four goals in this year’s tournament, two behind the leader. For his
career, Bravo has scored 13 goals in
34 Libertadores matches.

know he’ll continue his successful
career in MLS as he’s done with
Chivas,” said Jorge Vergara, President of the Board of Directors of

miss Omar greatly, but we know

Bravo is one of the most decorated and beloved players in Chivas history and has been a mainstay on the Mexico National Team
since making his first appearance
in 2002. He has scored 16 goals for
Mexico in 65 appearances, including two goals in the 2006 FIFA
World Cup. He also scored two
goals during the 2004 Olympics.
“I am very happy about joining Kansas City in 2011 and staying with Chivas through the finals
of Libertadores and the Apertura,”

trophies for Chivas and then focus

tiene cuatro goles en el torneo de este
año, dos menos que el líder actual. En
su carrera, Bravo ha anotado 13 goles
en 34 partidos de la Libertadores.

aprenden sobre la salud, el ejercicio y el auto-desarrollo, y también
haciendo CENTAVOS en el Programa de Etiquetas de la Ciudad
donde aprenden sobre la importancia de las finanzas.
Después de muchas horas de
aprender y ensayar el folclórico, al
final llegó el
día cuando las muchachas se pararon orgullosamente con
sonrisas radiantes en sus vestidos
hermosos y los varios accesorios
que componía el “traje tradicional” o el traje de Jalisco. Las muchachas actuaron en la escuela para
sus amigos y familias. La escena de
los padres orgullosos que tomaban
fotos a sus hijas fue un momento
de Kodak. La tropa recibió una
ovación de pie después de su primera actuación..
Aún no habían terminados.
Ellas actuaron en dos eventos de
la comunidad, la Fiesta del Cámara del Comercio Hispano en
el Crown Center y el Summerfest
Latino en el condado de Wyandotte. Fueron sorprendidas las
audiencias de aprender que las
Girl Scouts ofrecían un programa
que mostraba una manera maravillosa de compartir herencia y

huge success
Rose Marie Mendez, a renowned local folklórico instructor and leader of her group Fiesta
Mexicana Folklórico Group, was
the other Girl Scout leader. She
provided the choreography and
the traditional dances and dance
steps, such as Zapateado, Picoteado, Lazado, Remate, and Faldeo.
She also provided the appropriate
costumes and accessories involved
in the Jalisco performances. Pauline Rios, Hispanic Initiative Director of NE Kansas
& NW Missouri for the Girls
Scouts, noted the assistance of
a grant from the Francis Family
Small Grants program as instrumental in developing the afterschool dance program.
“These dedicated third to sixth
graders have been empowered to
believe in themselves and reflect
the Girl Scouts mission of building courage, confidence and character in girls to make the world
a better place. This was the first
ever established Girl Scout Folklórico Troop and proved to be a
huge success.”
Rios added that besides exploring the tradition of folklorico, the
girls built courage and confidence
through other Girl Scout programming such as, “Nadie Como
Yo – Uniquely Me,” where girls
learn about health, exercise and
self-development, and also Making CENTS in the City Patch
Program where they learn about
the importance of finances.
After the many hours of learning and practicing folklórico, the
day finally came when the girls
stood proud and tall with radiant
smiles as they wore the beautiful
dresses and the various accessories that made up the traditional
“traje” or costume of Jalisco. The
girls performed in the school for
their friends and families. The
scene of proud parents snapping
pictures of their daughters was
a Kodak moment. The troop received a standing ovation after
their first performance.
The troop was not done - they
performed at two community
events, the Hispanic Chamber
of Commerce Fiesta at Crown
Center, and Latino Summerfest
in Wyandotte County. The audi-

Chris Ramírez, 19 años, viejo
amigo de JP, se encontraba entre la

On a sultry night, hundreds
filled a Westside intersection to remember John Paul Garcia, a young
father who was gunned down three
days earlier at the same location.
Many came alone; others brought
children. Many held balloons and
candles. Others clung tight only to
their memories of the 28-year-old
man who was known to bring a
smile to everyone he met.
“I stand here because of another
senseless Kansas City murder,” said
Minister Octavia Southall. “We all
know there is no reason why this
should be happening. I don’t care
if the person said it was for vengeance. I don’t care if they said it was
an accident and it was meant for
somebody else.
“No matter the reason, there is
no reason for violence. There is no
reason for shooting. And there is
no reason for another young male
life lost. Not only did we lose a
community friend, we lost a father
and we lost a husband.”
The crowd – estimated at 500 –
jammed the intersection of Mercier
Street and Avenida Cesar Chavez,
where Garcia – known in the Westside community as JP – was gunned
down about 4 a.m. Aug. 8. No arrests have been made in the homicide and police are investigating.
Southall said the crowd was testimony to JP’s integrity throughout
the community and urged those
listening to live peacefully and to
stay away from any path that may
lead to violence.
Alvin Brooks, president of the Ad
Hoc Group Against Crime, said he
wanted “to honor a Latino brother
who died but had no reason to die.”

you can see what happened to us is
wrong, then I don’t want it done to
somebody else.
“I just want justice.”
The man added, “It’s sad that
we all have to be brought together
like this. For something so bad
happening to somebody so good,
I just don’t understand it. He will
be missed.”
Chris Ramirez, 19, a longtime
friend of JP’s, was among those in
the crowd who echoed the notion
that justice should come through
the courts, not the streets.
He told Hispanic News, “I came
here to support the family and to support the kids and to support him.”
Ramirez recalled how JP always
talked about rap music. “I’ve always
known him to be a good guy. He
rapped and that comes with a lot of
other connotations, but to me he
had always been a good guy.”

He said the Westside community – particularly parents – wants
it to stop. “Their children are being killed out in the streets. Little
brothers are dying. Fathers are dying. Uncles are dying. People are
just fed up with it. I know I am.”
JP’s sister, Andrea Garcia, asked
his friends to celebrate her brother’s life. She said JP had become a
born-again Christian last year “and
he laid down every wicked way of
the world that tried to make him
somebody he didn’t want to be.”
“He is with God in heaven,” she
said. “That is where he is, so he is
happy, so don’t feel sad.”
Garcia said she was happy to see
so many people at the vigil. “That
says a lot about who he was as a
person and what he stood for.”
Carol Palacio, one of JP’s cousins, said so many friends coming
together gives the Garcia family
some closure. And what would
give the family justice is the gunman’s arrest.
“If he is man enough to go out
with a gun and shoot, then he
should be a man enough to turn
himself in.”
