A very sincere thank you to all the people that helped bring the Missoula Brass Consort to Florence! I strive to make my fundraisers as musically
based as I can and this definitely fit that bill! To have the band students of Florence (and our community!) hearing professional, live musicians is a
priceless opportunity. I hope all of you that attended the concert came away from the evening whistling a tune, feeling extra glad you decided to
come and with a feeling of pride that you supported such an event. Thanks to the students and parents who sold tickets to the concert. Thanks to
the FCHS Band Students for working so hard on their piece they played with the MBC. Thank you for trusting me that this event would be so wonderful and thank you for supporting the cause to its fruition. And thanks so much to all who monetarily sponsored the MBC in order to help student

Scholarship Tips
A representative from the Student Assistance
Foundation recently addressed students who are interested in applying
for scholarships. Some tips and advice included:
90% of scholarships come from college institutions.
 Check the schools you are interested in!
Other places to look include:

 Service Organizations: 4-H, Boy Scouts, etc.

 30% of applications are weeded out due to not following ALL the
directions.
Search for scholarships year round.
The essay is generally considered the most important aspect
 Write your essay as if you are addressing one person and you want
them to see your value.
 The essay is not the place for listing accomplishments.
 Try to personalize yourself and include hardships. They are interested in knowing how you have or are working to overcome them.
DON’TS of essay writing:
 Do not use words you do not know the meaning of.
 Don’t “text” speak: No 1 likes 2 read m.
 Do not write more words than the directions say.

You do not need to pay for scholarship help.

MSU Presidential Scholarship
 This is a competitive scholarship for high achieving students attending MSU. It is the most prestigious and includes a full tuition waiver
and a generous stipend for 4 years. Finalists, who do not receive the
Presidential will be considered to receive the Provost Scholarship,
which also is for a full tuition waiver. A cumulative GPA of 3.75
and a composite score of 30 on the ACT or 2000 on the SAT are the
expected norms for applicants. Applications available in the counseling office or at www.montna.edu/honors
 Deadline: December 6, 2013
Elks Most Valuable Student Scholarship
Begins with a Local Level (Bitterroot Valley) competition where the
award amount for this year has not been specified, but last year it was
$500.
Winners move on to the State and National Levels where awards are:

 Two $30,000 scholarships
 14 $20,000 scholarships
 480 $4,000 scholarships

College Application Week
Twenty seniors applied to a Montana college of their choice on
College Application Day. Students who signed up were provided
applications to their college of choice as well as their transcript and
ACT/SAT testing scores, helping to make the application process run
smoothly. These seniors were able to apply with either no application
fee or a waived application fee. Nice Job!
Montana University System Honor Scholarship (MUSHS)
 4-year tuition waiver at any Montana University System (MUS)
campus. Target number of 200 scholarships awarded each year.
Applicants are scored by combining their GPA, Class Rank, and
ACT/SAT score. Register and complete the application online at:

Eligibility:
 Minimum of 3.4 GPA
 Be enrolled in an accredited Montana High School for at least 3
years, including senior year.
 Be accepted to an eligible Montana Campus
 Meet the Board of Regents rigorous core requirements.

Shoes for Africa
As they say, walk a mile in their shoes, only many African
children don't have any shoes.
Can you spare a moment to clean out your closets?
The Florence Carlton Community Church is looking for sturdy, used shoes that still have some wear and tear left in them.
All sizes and types of shoes (adult sizes too) will be gladly
accepted!
Please drop them off in the bin at Jody's office in the Elementary building.
This is a wonderful way to give during this holiday season and
it won't cost you a thing! Any winter boots or other shoes
deemed not appropriate for Africa will be donated
to local families and/or Missoula Goodwill. We will be collecting all this school year.
The shoes will be taken to Africa on our mission trip in
Spring, 2015.

All 5th grade students will be presenting I Can’t
Sing!, their musical presentation for this school year
on Wednesday, December 11, 2013 on the stage in
the F-C Old Gym at 7:00 pm. The students will use
Orff instruments, recorders, and untuned percussion
instruments to accompany a variety of pieces including New Beginning, Bus Stop, The Taco Bell
Canon, and I Can’t Sing..
The 5th grade band students will be making their
debut performance at this concert, as well! As it is
still very early in their instrument playing careers,
they will be demonstrating the things they’ve
learned thus far. A first performance is always incredibly exciting for the students – we hope you
enjoy! J

public library card, the Montana State Library
system will bear the full cost for the service.

We are hoping to provide students with access to
books from the public library that they will be
able to check out and return to the Florence
School Library.
In the coming weeks, high school and middle school
students will be receiving applications for a public
library card. If the student is under 18, these will
need to be signed by a parent or guardian. The applications can be turned in to the Florence School
library. If you have any questions please contact

When Does an Individual Trustee Have Official Authority?
Seeking for Committee Members
Believe it or not, Never! It is the Board as a whole that has authority over the school district. It can some as a shock to a trustee, but an individual trustee has authority on his or
her own only to the extent that the Board specifically authorizes such authority. Because a
school board (not each trustee thereof) is a governmental body, it can take action only by
majority vote at a public meeting. The individual board member has no formal authority
beyond expressing an opinion, debating an issue and casting a vote at meetings. The power to debate, discuss and vote, however, can be compelling if properly exercised!
The School District is looking for two people to serve
on the school Budget and Finance Committee. If you
are interested please leave your name and phone number or email with the district office.
Because he or she casts only one vote, a trustee can become frustrated with the pace or
lack of change and turn to other options in seeking a change. Although other options may
seem attractive at first blush, they will lead to division, and run a strong risk of reducing
the trustee’s effectiveness and credibility with other members of the Board. The end result
of such action is often division and dysfunction on the Board. With the visionary elected
leaders mired in controversy, the prospects for positive change in the district under such
circumstances become dim at best.
A trustee who hopes to bring about change must do so within the existing legal and organizational framework of the Board. Many a good idea has died because it was not properly
presented to the full school board or because some minor part of it presented avoidable legal difficulties. Focus your energies on establishing healthy lines of communication with
the other members of your Board, bring your good ideas to the Board for discussion and
deliberation, and your efforts will pay dividends in the final analysis.
The Power of an Individual Trustee Exists Only to the Extent That the Board Has
Authorized It
A Board member who attempts to speak for the total Board, direct members of the staff or
make other individual decisions without Board authority is acting outside the law. In fact,
the only time a trustee is immune from personal and individual liability is when he or she
is acting in an official capacity, at a meeting of the Board or a Board Committee, or pursuant to motion of the Board or duly-appointed committee.
The following sections of law clearly specify the authority of the Boards vs. the authority
of an individual trustee, as well as the obligation of all trustees on the Board to act collectively.
20-3-301. Election and term of office.
(2) . . . . When exercising the power and performing the duties of trustees, the
members shall act collectively and only at a regular or a properly called special
meeting.
20-3-322. Meetings and quorum.
(4) . . . . Business may not be transacted by the trustees of a district unless it is
transacted at a regular meeting or a properly called special meeting. A quorum for
any meeting is a majority of the trustees’ membership. All trustee meetings must
be public meetings, as prescribed by 2-3-203.
When a trustee is acting in a manner contrary to the provisions above, he or she loses the
personal and individual immunity ordinarily enjoyed when working in concert with the
Board. A trustee acting on his or her own, without and/or contrary to the authority of the
Board as a whole, runs a significant risk of incurring individual and personal liability for
such actions. Section 20-3-332, MCA, provides in relevant part as follows:
Section 1. Section 20-3-332, MCA, is amended to read:
“20-3-332. Personal immunity and liability of trustees. (1) When acting in their official capacity at a regular or special meeting of the board or a committee of the board, the
trustees of each district are individually immune from exemplary and punitive suit for
damages, as provided in 2-9-305. (2) The trustees of each district are responsible for the
proper administration and use of all money of the district in accordance with the provisions
of law and this title. Failure or refusal to do so constitutes grounds from removal from office.
Under this section, a trustee’s individual immunity from suit attaches only while acting in
an official capacity. Official capacity come upon approval by a majority of the trustees of
the Board. Actions taken individually could lead to individual liability, which is another
good reason why individual trustees should work within the structure of the Board as a
whole. The version you see above is from SB 266, which passed by the 2007 Legislature.

Congratulations to Keenan Hendrickson for making
the All-State and All-Conference football teams.
Bryce Cobbs, Trey Lohman, and Cody Randles made
the All-Conference list for both offense and defense.
Brady Pickering, Coleman Katen and Bridger Dragoo also made the list.
Congratulations to our volleyball team and coaches.
1st in the district, 1st in the division and 3rd in the
state! Megan Byrne, Sabrina Hopcroft, and Kristyne
Drozdz made the All-State and All Conference
teams. Rylie Hawkins was also an all conference
selection.
It was so much fun hosting the district and divisional
volleyball tournaments. Thanks to Sam Baerlocher
for fighting hard to make that happen. A huge thank
you to Karrin Sax for coordinating the hospitality
room for both tournaments. Thanks to everyone who
donated food: Gary & Leo’s, Donna Hemphill,
Louise Warila, and ALL the volleyball parents.
Thanks to Pat Appleby, Kristin Nei, Mariah Patterson, and Amy Huot for manning the concession stand
during the recent AAU Basketball Tournament that
our boys’ basketball team held for their fundraiser.
Booster club has given over $800 to each athletic
team and the cheerleaders so far this year. If you

The higher our percentage of free and reduced participates the more federal funding that becomes available to our district. Free and reduced applicants are an integral part of FlorenceCarlton Food Service, Title One, and E-Rate programs.
