In a letter to the editor, LICA’s Executive Director Marc Herbst wrote, “Newsday’s
editorial calling for substantive steps to address the region’s nitrogen pollution crisis
mentions sewers as one remediation strategy, but one that is costly [“It’s clear that local
water is a concern. Now what?,” Jan. 29].
“Sewers are expensive, but any effective infrastructure with the ability to improve our
society is going to require a substantial investment, especially if it would allow us to shut
private septic tanks and cesspools that leach into our water resources.
“Politically driven alternatives would create yet one more layer of costly government for
the taxpayer -- for example, a regional Long Island Water Commission, which would
require new salaries, pensions, patronage and administrative costs. Or we would have
to live with draconian restrictions that would impact economic growth.

“In the ‘70s, federal funds were available to localities for 85 percent of the cost of sewer main lines and 50 percent of lateral
lines. Long Island took advantage of the program and received $1.4 billion for its sewer systems: $800 million for Nassau
County and $640 million for Suffolk County. A similar program would allow us to recharge our economy, our infrastructure
and, most important, our water supply,” concluded Herbst.
NYSDOT Commissioner Provides Insight
on Governor’s Executive Budget
New York State Department of Transportation (NYSDOT) Commissioner Joan McDonald has
provided the construction industry with insight into Governor Cuomo’s infrastructure vision during her
testimony before the Legislative Fiscal and Transportation Committees regarding the Executive Budget as it
pertains to the DOT for the 2014-15 State Fiscal Year (SFY).
“The Executive Budget makes significant new State investments to improve the transportation system, enhance the system’s
resiliency, create jobs, and deliver historic levels of aid for transit systems, McDonald said. “The Executive Budget includes
more than $3.4 billion in new capital program funding during SFY 2014-15. Of that amount, more than $2.3 billion in new
funding is provided to support the Department’s highway and bridge program, including: more than $1.7 billion in new
construction funding for the repair, rehabilitation and replacement of critical State and local infrastructure and approximately
$600 million in engineering, right-of-way and other program delivery support. The capital program provides $438 million in
additional funding for local highway and bridge projects under the Consolidated Highway Improvement Program (CHIPS) and
$39.7 million for the local matching share of federally-aided projects under the Marchiselli program.”
McDonald defended Cuomo’s role to date, stating, “Since coming into office, the Governor has made investments in
infrastructure – including significant new investments in transportation infrastructure – a cornerstone of the State’s economic
development blueprint. The NY Works program is an example of the entrepreneurial model of government that is working for
the people of New York. Through NY Works, DOT has accelerated hundreds of projects across the state, including repaving
2,157 miles of roads and rehabilitating more than 110 bridges.”

Long Beach Settles
Litigation on Superblock Project
Bringing the project, over 30 years in the making,
one step closer to ground breaking and new construction jobs
Speaking on behalf of LICA, Louis
Imbroto, Esq. testified before both
the Long Beach City Council and
the City Zoning Board to advocate
on behalf of Long Beach’s
proposed “Superblock” project that
would see significant economic
investment in that seaside city.
Since testifying, LICA has been
informed that the City’s threedecade-old lawsuit against the
current and prior owners of the
Superblock has been settled,
clearing the way for potential
development that would mean an
increase in construction jobs.
“The Superblock project is one that can define and protect the future of Long Beach for generations to come,” testified
Imbroto. “We look forward to seeing a thoughtful public presentation regarding the project, including the creation of retail
establishments envisioned for the boardwalk, the additional jobs that would be created and new tax revenue.”
Imbroto emphasized during the recent hearings that, “LICA is more than a casual observer to this next chapter in the history
of Long Beach, responding in partnership with Long Beach in the race to restore the boardwalk and thereby repair a gaping
wound in the community’s economy. Our member firms Thomas Novelli Contracting Corp., Grace Industries LLC and
LiRo Engineers, Inc. helped remove and replace the boardwalk in time for the beach season. And now we stand ready to
help with the Superblock project … You may remain confident that the necessary manpower and equipment will be available
to construct the infrastructure required to support a project that can become a transformative symbol of Long Island’s ability
to grow and prosper as a place to live and work in the future.”
“Together, we survived the storm. Now let’s build on that near death experience to create a far stronger economy through
development of the Superblock,” concluded Imbroto.
iStar, the developer for the project, has proposed two 160-foot towers with 522 units, which would be the tallest buildings
in Long Beach. The plan also includes 11,000 square feet of commercial space that would front the boardwalk and would
include more than 900 parking spaces.
iStar informed Newsday that the project still needs approval from the zoning board. Voting on this project is set to take
place at the board’s February 27th meeting.

Teamsters Local 282 Signs PLA
with Suffolk Community College
The Teamsters Local 282 has informed LICA that they have signed a Project Labor Agreement
(PLA) with Suffolk Community College Health and Wellness Center, East Campus.
As such, this project should be bid as “A” Rate, Heavy Construction Work pursuant to the latest
collective bargaining agreement with Local 282.
