on Friday, March 14th when Executive Director
of the Port Authority of New York and New
Jersey Patrick Foye, Chairman and CEO of the
Metropolitan Transportation Authority (MTA)
Thomas Prendergast and Commissioner of the
New York State Department of Transportation
(NYSDOT) Joan McDonald meet to offer insights,
analysis and commentary on how our region gets
from here to there.
Long Island business and government leaders are invited to attend this important
discussion on infrastructure investment for Long Island’s future, when this conference
convenes on Friday, March 14, 2014 from 8:30 to 10:30 a.m. at the Fox Hollow in
Woodbury. Members of Long Island’s congressional and State legislative delegations
have been invited to attend and offer their comments as allies in protecting the
region’s future through a strengthened transportation infrastructure.

“Asphalt Anxiety”
Continues to Dominate
LICA’s Winter Role
LICA Board Member James Haney, III of Rason Asphalt says the dead of
winter is making asphalt production a challenge on every level. He reported to
Long Island Business News that supplying various municipalities with the material
has become a critical mission with some plants on Long Island working seven
days a week.
As the latest winter storm departs, road crews are waiting in line for additional
asphalt to plug the gaping holes that are destroying tires and suspensions.

asphalt plants are
constantly on the
verge of destroying
themselves as they mix materials at hundreds of degrees to
produce asphalt. It is a maintenance nightmare that requires
constant attention to ensure product is available, especially
during this winter road emergency season.

Robach named Chairman of the State
Senate Transportation Committee Marcellino given “Infrastructure”
New York State Senator Joseph Robach of Rochester has been appointed as the new chairman
of the Transportation Committee, a position that has been controlled by Long Islanders for decades.
Robach is replacing former Senator Charles Fuschillo who gave up the seat when he left office on
January 1st to become CEO of the Alzheimer’s Foundation of America.
Before his election to the Senate, Robach served as an Assemblyman for 11 years, filling the seat
vacated by the unfortunate passing of his father, Roger Robach. A graduate of Aquinas Institute and
the State University of New York College at Brockport, where he received his Bachelor of Science and
Master of Public Administration degrees, Senator Robach has been a lifelong resident of the Rochester
area. Throughout his tenure, he has earned a reputation for being an accessible, community-oriented legislator and an
outspoken advocate for a more timely budget process. In 2005, he led the way in overhauling New York’s budget when the
Legislature passed legislation which would amend our State’s constitution and permanently change the budget process in
New York State. As a result, the Legislature passed the first on-time budget in over two decades.
Senator Dean Skelos and Senator Jeff Klein, co-leaders of the New York State Senate Majority Coalition, handed
up additional committee appointments last week, including Senator Marcellino as chair of the Committee on Infrastructure and
vice-chair of the Committee on Transportation; Senator Valesky as chair of the Committee on Aging; and Senator Avella
as chair of the Committee on Social Services and vice-chair of the Committee on Environmental Conservation.
Political observers will closely watch how this bifurcated approach to transportation infrastructure is handled and how road
and highway funding for Long Island’s 2.7 million people will be affected during the next budgetary cycle.
Brown Appointed as DOT
Regional Director for Region 10
LICA congratulates seasoned transportation professional Joseph Brown on his appointment by New
York State Transportation Commissioner Joan McDonald as the new Regional Director for Long Island’s Region 10.
“The Cuomo Administration has moved to place a seasoned professional in one of the toughest jobs in the State: dealing with
Long Island’s transportation network,” said LICA’s Executive Director Marc Herbst. “Joe Brown also comes to the job at
the height of a bitter angry winter, further compounding his challenge. However, from strategic planning to snowstorm logistics,
Long Islanders can take comfort in knowing that Director Brown has proven himself time and again in these difficult sectors.
We welcome him to the job and remind him that LICA is ready to help him in any way to ensure a successful tenure.”
McDonald commended Joe Brown and the other nine men and women appointed to new Regional Director positions,
stating, “These individuals combine to form a strong team with decades of experience and possess the leadership, skills
and creativity necessary to serve the people of New York State. While they all have travelled different paths and bring diverse
backgrounds to their roles, they share a common desire and dedication towards ensuring that the Department continues to
achieve its goals both today and into the future.”
Additionally, McDonald appointed Eric Celia as the director of the Project Management Office (PMO). The PMO will
support delivery of the Capital Program by setting policy and procedures, and providing training as well as technical
business guidance to capital program staff. The office will also provide project management, support and services for
the Department’s most challenging projects.

LICA Hosts Exclusive Breakfast Meeting
with Counties’ DPW Commissioners
Given the pothole crisis across Long Island, “door prizes” were jars of asphalt produced by several of the LICA member
companies, but the groups’ exclusive conference with Nassau County Department of Public Works (NCDPW)
Commissioner Shila Shah-Gavnoudias, P.E., and Suffolk County Department of Public Works (SCDPW)
Commissioner Gilbert Anderson was anything but jocular.
Both Commissioners provided LICA members with the opportunity to discuss
current projections for highway funding and upcoming projects for the Long
Island region.
LICA’s Executive Director Marc Herbst said, “As we all know it’s been a really
rough winter with the three storm cycles, and most East Coast residents,
particularly Long Islanders, are aggravated and waiting for this winter to end.
While LICA’s asphalt manufacturers have done a magnificent job producing the
raw material our region so desperately needs to repair our broken roadways.”

sanitation, building and construction,” said Anderson. “Numbers-wise we are
looking at about $52 million for sanitation, $41 million for highway design, and about $115 million of the $148 million will be
for design and construction. It’s a great time to be Commissioner. We are looking forward to getting more road work out and
appreciate LICA’s support during the process.”
Shah-Gavnoudias explained that Nassau County’s 2014 Capital Plan, up for legislative approval sometime in March, is a
proposed $201 million with $33 million slated for road work on roadways including, but not limited to, West Shore Road,
Horse Hollow Road and South Oyster Bay Road. She described further plans for six upcoming bridge projects totaling
approximately $15 million including the Long Beach bridge currently out for bid. “We continue to need your support in
passing the Capital Program and will further need your expertise in getting the work done,” concluded Shah-Gavnoudias.
Following the presentations, Anderson and Shah-Gavnoudias took individual questions from LICA members regarding
specific projects and immediate concerns.
