REGULATIONS
FOR THE AMERICAS MEN AND WOMEN ZONAL
TOURNAMENTS
1. ORGANIZATION
1.1 ZONAL TOURNAMENTS ARE TO BE HELD IN THE FIRST HALF OF THE YEAR, PRIOR TO THE
CONTINENTAL CHESS CHAMPIONSHIPS.
1.2 THE RESPECTIVE ZONE PRESIDENT, OR A DEPUTY APPOINTED BY HIM, SHALL BE RESPONSIBLE FOR
THE ORGANIZATION OF THE TOURNAMENTS IN HIS ZONE, IN CONFORMITY WITH THE REGULATIONS.
1.2.1 WHEN CHOOSING THE VENUE; THE PROMOTION, ENVIRONMENT, ACCOMODATION,
TRANSPORT SHALL BE TAKEN INTO ACCOUNT, AS MUCH AS POSSIBLE.
MEALS AND
1.2.2 IN EXCEPTIONAL CASES THE ZONAL PRESIDENT, WITH THE APPROVAL OF THE CONTINENTAL
PRESIDENT, MAY ADJUST THE ALLOCATION OF PLAYERS TO THE ZONALS TOURNAMENTS.
1.3 IF IN A ZONE IT IS NOT POSSIBLE TO HOLD A ZONAL TOURNAMENT UNDER THESE REGULATIONS,
THE ZONAL PRESIDENT IS EMPOWERED TO MODIFY THEM.
2. PARTICIPATION.
2.1 IN EACH ZONE ONE ZONAL TOURNAMENT FOR MEN AND ONE FOR WOMEN SHOULD TAKE PLACE
IN ORDER TO SELECT THE PLAYERS ENTITLED TO PARTICIPATE IN THE MEN AND WOMEN WORLD
CHAMPIONSHIP.
2.1.1 EVERY PARTICIPANT IN THE ZONAL TOURNAMENT SHOULD BE A MEMBER OF THE CCA AND A FIDE
MEMBER FEDERATION WHICH HE/SHE IS REPRESENTING IN CONFORMITY WITH THE RULES
ESTABLISHED IN CHAPTER C.05, FIDE HANDBOOK: PARTICIPATION IN FIDE INDIVIDUAL COMPETITIONS.
2.2.1 IN THE ZONES WHERE PRELIMINARY SUBZONALS ARE PLAYED, THE PARTICIPATION IN THE ZONAL
TOURNAMENT AS OFFICIAL PLAYERS IS DETERMINED BY THE CLASSIFYING RESULTS OF THE SUBZONAL
TOURNAMENTS AND OTHER ALOCATION OF PLACES IN THE ZONAL TOURNAMENT SHALL BE DECIDED BY
THE ZONAL PRESIDENT, WITH THE APPROVAL OF THE FIDE CONTINENTAL PRESIDENT, ON THE BASIS OF
D.1.0.1, SECTIONS 1.3 - 1.35, IN THE TOURNAMENT REGULATIONS FOR THE WORLD CHAMPIONSHIPS
CYCLE.
2.2.2 THE ZONES WITHOUT PRELIMINARY SUBZONALS IS DETERMINED AS FOLLOWS: EACH FEDERATION
BELONGING TO THE SPECIFIC ZONE SHALL HAVE THE RIGHT TO SEND ONE OFFICIAL PLAYER TO THE
TOURNAMENT,THE ORGANIZING FEDERATION WILL HAVE A SECOND OFFICIAL PLAYER AND WILL HOLD A
PLAYER IN RESERVE TO MAKE AN EVEN NUMBER OF PARTICIPANTS. THE TOURNAMENT IS OPEN TO
ADDITIONAL PLAYERS DEPENDANT ON: (A) THE PERFOMANCES IN THE PREVIOUS ZONAL TOURNAMENT
(CHAMPIONS), (B) THE NUMBER OF ACTIVE PLAYERS WITH FIDE RATING ABOVE 2400 (ABSOLUTE) AND
2250 (WOMEN).
2.2.3 THE PARTICIPANTS MUST HAVE WRITTEN ACREDITATION FROM THEIR OWN FEDERATION AS
REGISTERED PAL YERS.
2.2.4 THE NUMBER OF ADDITIONAL PLACES MENTIONED IN ARTICLE 2.2.1. ARE AS FOLLOWS:
A).- THE PLAYER QUALIFIED (CHAMPION) FROM THE PREVIOUS ZONAL TOURNAMENT TO THE WORLD
CHAMPIONSHIP IS AN OFFICIAL PLAYER.
B).- MAXIMUM FIVE EXTRA ACTIVE PLAYERS FOR THE HOST COUNTRY AND ANY AMOUNT OF ACTIVE
RATED PLAYERS ABOVE 2400 (ABSOLUTE) AND 2250 (WOMEN) ON THE MOST RECENT FIDE
INTERNATIONAL RATING LIST BEFORE IN WHICH THE ZONAL TOURNAMENT IS DUE TO BE HELD.
C).- PLAYERS WHO ALREADY QUALIFIED FOR THE NEXT WORLD CHAMPIONSHIPS CAN NOT PARTICIPATE
IN THE ZONALS AND HIS FEDERATION DOES NOT RECEIVE AN ADDITIONAL PLACE.
D).- NO PLAYER CAN BE COUNTED TWICE. THIS MEANS THAT THE FEDERATION RECEIVES ITS PLACES
ACCORDING TO (A) OR (B) OR (C) IN THIS ORDER
2.3 AT LEAST FIVE MONTHS BEFORE THE START OF THE ZONAL TOURNAMENT THE ORGANIZERS SHALL
SEND TO THEIR ZONAL PRESIDENT THE INVITATION LETTER FOR HIS APPROVAL COPY OF THE
INVITATION SHALL BE SENT TO THE CONTINENTAL PRESIDENT.
2.4 AT LEAST FOUR MONTHS BEFORE THE START OF THE TOURNAMENT AND AFTER THE ZONAL
PRESIDENT'S APPROVAL THE ORGANIZERS SHALL SEND THE INVITATION LETTER TO ALL FEDERATIONS
BELONGING TO THE ZONE. COPIES OF THE INVITATION SHALL BE SENT TO THE CONTINENTAL
PRESIDENT AND THE ZONAL PRESIDENT.
2.5 AT LEAST TWO MONTHS BEFORE THE START OF THE TOURNAMENT EACH FEDERATION ACCEPTING
THE INVITATION SHALL REGISTER ITS ENTRIES WITH THE ORGANIZERS. COPIES OF THE ENTRIES WlLL
BE SENT TO THE CONTINENTAL PRESIDENT AND THE ZONAL PRESIDENT.
2.6 PRIOR TO PARTICIPATION EACH FEDERATION MUST PAY TO CCA THE REGISTRATION FEE FOR EACH
PARTICIPANT QUOTED IN ARTICLE 2.5. FINANCIAL REGULATIONS. COPY OF THE PAYMENT MUST BE
GIVEN TO THE ORGANIZER HOWEVER IF NO PAYMENT HAS BEEN MADE PLAYERS MAY PAY IT BEFORE
THE START OF THE FIRST ROUND. NO PLAYER SHALL BE ALLOWED TO PARTICIPATE WITHOUT PAYMENT
OF THE REGISTRATION FEE.
3. PLAYING SCHEDULE
3.1 THE ZONALS MUST NOT LAST MORE THAN 14 DAYS, INCLUIDING THE OFFICIAL DAYS OF ARRIVAL AND
DEPARTURE. THE PLAYING SCHEDULE SHALL BE APPROVED BY THE ZONAL PRESIDENT.
3.2 WHEN THE ZONAL HAS 12 OR FEWER PARTICIPANTS THE EVENT SHALL BE PLAYED IN A ROUND
ROBIN TOURNAMENT. THE HOST COUNTRY WILL HAVE A RESERVED EXTRA PLAYER IF THE NUMBER OF
PLAYERS IS UNEVEN.
3.3 WHEN THE ZONAL HAS 14 -16 PARTICIPANTS A 9 ROUNDS SWlSS SYSTEM SHALL BE PLAYED
3.4 WHEN THE ZONAL HAS MORE THAN 16 PARTICIPANTS A 12 ROUNDS SWISS SYSTEM SHALL BE
PLAYED
3.5 PARTICIPANTS MUST BE PRESENT AT THE OPENING CEREMONY THAT SHALL BE HELD IN THE
EVENING OF THE DAY OF ARRIVAL
4. PLAYING CONDITIONS.
4.1 THE TOURNAMENT SHALL BE PLAYED ACCORDING TO THE FIDE LAWS OF CHESS.
4.2 THE GAME WILL BE PLAYED UNDER ANY FIDE APPROVED TIME CONTROL
4.3 THE OFFICIAL FIDE SWISS SYSTEM RULES SHALL BE USED. IN CASES OF COMPUTER PAIRINGS AN
OFFICIAL FIDE SWISS PROGRAM SHALL BE USED.
5. CHIEF ARBITER AND HIS ASSISTANTS.
5.1 THE ZONAL PRESIDENT. AFTER CONSULTATIONS WITH THE ORGANIZERS, SHALL APPOINT A CHIEF
ARBITER THAT DOES NOT BELONG TO THE ZONE.
5.2 THE ORGANIZERS MAY APPOINT AS MANY DEPUTY AND ASSITANT ARBITERS AS NECESSARY.
5.3 THE ORGANIZERS MUST PROVIDE FREE BOARD AND LODGING TO THE CHIEF ARBITER, REFUND HIS
TRAVEL COST AND PAY HIM IN USD A SUITABLE HONORARIUM FOR HIS WORK.
5.4 OTHER ARBITERS AND OFFICIALS MAY BE PAID IN LOCAL CURRENCY.
5.5 TRANSPORTATION,
ZONAL PRESIDENT.
MEALS AND ACCOMODATION
MUST BE PROVIDED FREE OF CHARGE TO THE
6. APPEALS COMMITEE.
6.1 BEFORE THE START OF THE FIRST ROUND AN APPEALS COMMITTEE SHALL BE APPOINTED FROM
AMONG THE PLAYERS OR THE REPRESENTATIVES OF THE FEDERATIONS. THE APPEAL COMMITTEE
SHALL CONSIST OF THREE MEMBERS AND TWO RESERVE MEMBERS. REPRESENTING FIVE DIFFERENT
FEDERATIONS. NO MEMBER OF THE APPEAL COMMITTEE SHALL TAKE PART IN A DECISION
CONCERNING HIS OWN FEDERATION.
6.2 A PROTEST AGAINST AN ARBITER'S DECISION MUST BE SUBMITTED IN WRITTING TO THE APPEALS
COMMITTEE WITHIN TWO HOURS AFTER THE END OF THE RELEVANT ROUND, ACCOMPANIED OF A USD
50 DEPOSIT. IF THE PROTEST IS CORRECT THE DEPOSIT SHALL BE REIMBURSED, IF THE PROTEST IS
DENIED THE DEPOSIT SHALL BE FORFEITED IN CCA'S FAVOUR.
6.3 THE APPEALS COMMITTEE WILL ISSUE A DECISION, IF POSSIBLE, BEFORE THE NEXT ROUND.
7, DESIGNATION OF THE WINNER.
7.1 THE FINAL RANK OF THE PLAYERS IS DETERMINED BY THE NUMBER OF POINTS SCORED. IF AT THE
END OF THE TOURNAMENT TWO OR MORE PLAYERS ARE TIED FOR A CLASSIFICATORY PLACE THE TIE
SHALL BE BROKEN AS PER THE BELOW TIE BREAK SYSTEMS, IF NOT, THE ZONAL PRESIDENT, OR HIS
DEPUTY, IS ENTITLED TO DECIDE THE WAY THE PLAY-OFF SHALL BE HELD OVER THE CHESSBOARD
IN A SWISS SYSTEM TOURNAMENT:
A).-THE RESULTS BETWEEN THE TIED PLAYERS, IF THEY ALL HAVE PLAYED EACH OTHERS.
B).-.THE SUM OF PROGRESSIVE SCORES.
C).-THE SUM OF PROGRESSIVE SCORES CUTS
D).-THE MEDIAN BUCHOLZ 1
E).-THE BUCHOLZ.
IN A ROUND ROBIN TOURNAMENT:
A).-THE BULCHOLZ SYSTEM.
B).-THE KOYA SYSTEM EXTENDED.
C).-THE SONENBORN BERGER.
8. FINANCIAL REGULATIONS.
8.1 THE TRAVELLING EXPENSES OF THE PARTICIPANTS AND ACCOMPANYING PERSONS SHALL BE PAID
BY THEIR NATIONAL FEDERATIONS OR BY THEMSELVES.
8.2 THE BOARD AND LODGING EXPENSES FROM THE OFFICIAL DAY OF ARRIVAL TO THE LUNCH DURING
THE OFFICIAL DAY OF DEPARTURE SHALL BE COVERED BY THE ORGANIZERS FOR THE PARTICIPANTS
REGISTERED ACCORDING TO ARTICLE 2.2. THE ORGANIZERS WILL PROVIDE ACCOMODATION AND
MEALS TO ALL OFFICIAL PLAYERS FREE OF CHARGE.
8.3 OTHER PARTICIPANTS WILL COVER THEIR OWN BOARD AND LODGING. THE ORGANIZERS WILL
INFORM IN ADVANCE ABOUT HOTEL RATES AND SPECIAL DISCOUNTS AND ANNOUNCE THE OFFICIAL
WEBSITE FOR THE TOURNAMENT.
9. CLASSIFICATION
AND PRIZES.
9.1 THE FIDE SHALL DETERMINE THE NUMBER OF CLASSIFICATORY PLACES IN EACH ZONAL
TOURNAMENT.
9.2 NOT LATER THAN ONE WEEK AFTER THE END OF A ZONAL TOURNAMENT THE ZONAL PRESIDENT
SHALL REPORT THE RESULTS TO THE CONTINENTAL PRESIDENT AND THE FIDE SECRETARIAT. THE
OFFICIAL RESULTS MUST BE PUBLISHED IMEDIATEL Y BEFORE PRIZE GIVING ON THE INTERNET.
9.3 IF IN A PARTICULAR ZONE NO ZONAL TOURNAMENT WAS HELD, THIS ZONE SHALL RECEIVE NO
PLACE IN THE SUBSEQUENT WORLD CHAMPIONSHIP. IN SPECIAL CIRCUNSTANCES A DECISION SHALL
BE TAKEN BY CCA
9.4 THE ORGANIZING FEDERATION WILL AWARD PRIZES FOR AT LEAST THE FIVE FIRST CLASSIFIED
PLAYERS.
9.5 THE MINIMUN PRIZE FUND FOR THE ZONAL TOURNAMENT IS USD 4000 (MEN) AND USD 3000 (WOMEN)
IN A SINGLE ZONE AND USD 5000 (MEN) USD 4000 (WOMEN) IN A MULTIPLE ZONE.THE FIRST PRIZE SHALL
CONSIST OF AT LEAST 25% OF THE PRIZE FUND.
9.6 IF TWO OR MORE PLAYERS FINISH TIED FOR A WINNING PRIZE PLACE (S), THE PRIZES SHALL ADDED
AND SHARED EQUAL Y
9.7 BEFORE THE START OF THE FIRST ROUND, A LIST OF PRIZES TO BE AWARDED TO THE HIGHEST
PLACED PARTICIPANTS, INCLUIDING ANY SPECIAL PRIZE SHALL BE PUBLISHED.
9.8 TITLES & NORMS WILL BE AWARDED ACCORDING TO FIDE REGULATIONS
10. LOGISTICS
THE ORGANIZERS MUST PROVIDE CELLULAR TELEPHONE CONTACT NUMBER OF A BILINGUAL
REPRESENTATIVE WHO MAY ASSIST PARTICIPANTS IN DISTRESS ON ARRIVAL AT THE HOST COUNTRY.
