INTRODUCTION AND METHODOLOGICAL NOTES
“The ways of integration” is a handbook produced to be utilized as an effective guide for immigrants made up of simple, clear and practical information. This objective has been the
crux in the realization of this guide so that it can add to the list of instruments for those embarking on a welcoming, embracing and involving journey in our ever more multicultural society.
The guide is born by the comparison and collaboration of different participants of the project,
including end-users of the guide, to answer to criteria such as quality.
The work was therefore divided between numerous subjects that composed the work team
to guarantee a multilateral approach to the discussed themes and cross monitor the way to
treat and analyze them.
This division of responsibilities involves the choice to rationalize the work and it has found its
most proficient expression in various phases.
The principal phases were:
• research on the existing guides that have been recently publicised for immigrants that can
be used in the local level within the Province of Treviso and of the Region;
• valuation of these guides on the basis of its diffusion, specific / generic ultility, accessible
and clarity;
• elaboration on the draft structure of the handbook so that it corresponded to the prefixed
objectives. Consequently the following layout was decided:
1. formulation of direct questions that express a need;
2. short and concise answers in the way the services would be offered (hence furnishing
information like the relevant authority, location, opening hours to the public and contacts);
3. utilization of photos to facilitate the comprehension of the furnished information.
• identifying the possible areas of in-depth analysis by:
1. turning the research to the field (direct contact materialised with the CTP students and
the users of the “Informa Immigrati” counters);
2. the consultation of the manuals for “the integration” and “the access to the services”
elaborated by the authorities, organizations, associations, co-operative societies diffused
in the territory of the region of Veneto and at the national level;
• focalization on the recurring questions. This phase took place by the direct collection of
data from the “Informa Immigrati” counters and they were evaluated based on their frequency and the manner and terminology used when the questions were posed;
• valuation, selection and reformulation of the questions collected thanks to the collaboration of the CTP students;
• drawing up the guide, translation, and page layout;
• Final phase: ad-hoc meetings were arranged so that the guide can be submitted to the
end-users for their evaluation on its effectiveness.

I have just arrived in Italy. Where should I
go? What should I do?
a) The first thing to do is to go to the Town
hall (Comune) within 48 hours and present
the statement of hospitality or transfer of
building (in the case of free loan of use or
renting) in the relevant office;
b) Within 8 days, you must communicate the
presence of:
i) your family that came to be reunited or the
worker that has the work entry visa at the
Prefecture (Prefettura);
ii) of yourself as a tourist at the Police station
at Conegliano (Commissariato Conegliano);
In the case of visa for family or for work, you

should wait for the convocation date by the
Police headquarters (Questura).

2.4. How can I make an Italian passport?
To obtain an Italian passport you need the
Italian citizenship. You can obtain it by living
in Italy for some years (depending on your
status) or because you are the wife or husband of an Italian citizen.
For detailed information, you can go to the
Immigrant counters for the requirements and
documents that you need.
The requirements that you need are:
1. FOR RESIDENCE:
• you are born in Italy and have resided
legally in Italy for at least 3 years;
• you are the son or grandson of an Italian
citizen, and have resided legally in Italy for
at least 3 years;
• you are an adult adopted by an Italian citizen, you have resided legally in Italy for at
least 5 years after the adoption;

• you have rendered your service, also
overseas, for at least 5 years to the Italian
state (in the case of overseas service, it is
not necessary to stabilize the residency in
Italy and you can present the request to
the relevant consular authority);
• you are an EU citizen and have resided
legally in Italy for at least 4 years;
• you are a stateless person or a refugee
and have resided legally in Italy for at least
5 years;
• you are a foreign citizen and have resided
legally in Italy for at least 10 years.
2. for marriage with an Italian citizen:
• you reside in Italy legally for at least two
years after the wedding;
• you are a resident overseas, after three •
years from the wedding date.
Attention: if the spouses have had or have
adopted children, these terms are reduced
by half!!
The documents that you need to present
are:
1. FOR RESIDENCE:
• a translated and legalized extract of the
birth certificate from your country of origin;
• a translated and legalized penal certificate
from your country of origin;
• certificate(s) of residence history;
• copy of the residence permit;
• certificate of judicial records and of pending suits;
• certificate listing family members;
• fiscal models (CUD, UNICO, 730) relative
to the income drawn in the last three
years;
• a receipt of payment of the sum of €200;
• certificate of the Italian citizenship of the
parent or the ascendant in line until the
second degree;
• adoption sentence issued by the tribunal;
• relevant document of services, also
abroad, to the State;
• certificate of identification from the stateless status or the refugee status.
2. FOR MARRIAGE:
• a translated and legalized extract of the

birth certificate from your country of origin;
• a translated and legalized penal certificate
from your country of origin;
• copy of the residence permit;
• complete marriage certificate;
• certificate listing family members;
• certificate(s) of residence history;
• certificate of the Italian citizenship of the
spouse;
• certificate of judicial records and of pending suits;
• certificate of identification from the stateless status or the refugee status (if applicable).

The tax reference is an alphanumeric and
personal code that you need for identification. You can obtain it if you have a residence permit or a valid passport and if you

2.6. I have academic qualifications and I
would like them to be recognised...
2.6.1. What documents should I possess?
If you are a diploma holder, you should
possess:
• academic qualifications in original copy,
accompanied with a translated copy in Italian or from a sworn translator or from the
diplomatic authority or from the Italian consular of the country where the academic
qualification was obtained or from the
diplomatic authority or from the Italian consular of the country where the academic
qualification was obtained and effective in
Italy;
• declaration of the value, issued by the
diplomatic authority or the Italian consular:
the legal position of the school, the order
and the grade of the studies to which the
qualification refers to, the total number of
school attending years.
If you are a graduate from university:
you should obtain the following documents
with official translation, authentication and
“declaration in value in the place cited” with
attention from the Italian Diplomatic Consular Representation:
• final qualification from secondary school;
• declaration of recognition of the equal
value and the effectiveness of the final
qualification from secondary school issued
by the Italian Diplomatic Representation
that is present in the country where the
qualification has been obtained;
• university study plan (indicating the subjects pursued, the number of hours attended for each subject and the
examinations taken with their respective
results);
• syllabus of the examinations taken

In the Italian education system, it
ensures that it is an obligation till 16 years
old. It can more or less be divided in the following manner:
• 3 - 6 years old: playschool (attendance is
not compulsory),
• 6 - 11 years old: primary school,
• 11 - 14 years old: secondary school of the
first grade,
• 14 - 19 years old: secondary school of the
second grade.
To register your child, up till the age of 14
years old, you must go to the Institute which
is the nearest to where you live.
If the school adheres to the foreign students’
integration network “Identita’ plurime”, there
will be a school secretary that will furnish
you the information you need based on the
welcome protocol by the institutes that has
been in place since 10 years ago. In fact,
you should know that your children and your
parents should accompany you in this
course and you should be explained the
“Formative offers plan” (“Piano dell’Offerta
Formativa”, the structure of that school, the
organization (canteen, transport...), the laboratories…
3.4. Social services

you need economic support or when things
are not going so well at home,
when you want to send your child to
playschool,
when you have an elderly or an disabled
person at home and you need help, (for example: good family, pregnancy allowance).

For high schools, there is the School integration network of the foreign students in the
High School (“Rete per l’integrazione scolastiva degli alumni stranieri nelle Scuole Superiori”). Through this network, a joint project
of welcome and support from the immigrated

6.1. The sanitary card
What is it?
The sanitary card is very important because
it allows you to enroll in the National Sanitary System and this allows you to have access to services so that you could be cured
when you need.

The sanitary card is issued by the Sanitary
Registry Office.

6.3. The emergency medical service
The emergency medical service is a service
at the disposition during the night or public
holidays or pre-public holidays when you
have an emergency, but it is not so urgent
that it requires the Accident and Emergency
department.

If the information indicated on your card is
wrong or if you have lost or destroyed it, you
can request for a correction or a duplicate at
the Agenzia delle Entrate.
Sanitary card and Fiscal Code
The Sanitary card has the same validity as
the Fiscal code card and it is valid for the
whole of Italy and in the countries of the European Union.
6.2. The general doctor and the
pediatrician
The general doctor attends to you and your
family and he offers assistance when you
are unwell. Adults are attended by the general doctor while those under 14 years old
are attended by the pediatrician.
