The Academy provides a wide range of course selections, which we hope will satisfy the needs of your respective agencies. As always, we encourage input from
all participating agencies in an effort to identify training needs and continually improve training programs for members of the law enforcement community.

General Information,
Rules & Regulations
Class information: Classes are generally scheduled to start at
9:00 am and run until 5:00 pm, unless noted otherwise in the course
description.
It is suggested that attending officers arrive minimally 15 minutes
prior to any scheduled training.
Classes are held in the Police Academy located at the Emergency
Services Training Academy (402 Roycefield Road) unless stated
otherwise in the course description.
Mandatory Agency Training, Use of Force Series and other select
training classes will be held at the Raritan Valley Community College.
Classes involving forensic studies are held at the Somerset County
Forensic Facility and firearms courses are held at the Somerset County
Firing Range.
Directions to all the Somerset County facilities utilized for training is
located on page 36 of this catalog.

Information
NOTICE: REGISTRATION PROCESS
Beginning in 2009, the Somerset County Police Academy teamed up with
NJLearn in order to streamline the registration and student tracking process.
Somerset County Police Academy sought this partnership as a way to better
facilitate the registration process, as well as to provide agencies and training
officers a better system to track the training that their officers attended. In
addition, the NJLearn system provides the ability to communicate with the
students in case of course changes, and provides a mechanism for the officer
to receive email confirmation of his or her enrollment in a course.
If you are not a member of NJLearn, please see the information on the
previous page for details regarding membership, which is free to all first
responders. If for some reason you are unable to register through NJLearn,
or have any questions, please contact DLT Robert Bryant by email
[email protected] or by phone 908-725-5070.

Dress code: Proper attire for all students is either a department
The course catalog will continue to be placed online for review (www.scpo.
net). Course cancellations and updates will be sent through the NJLearn
system. In order to receive these updates, it is important that both
the student’s and the supervisor’s email is correct in the NJlearn
system. There is no mechanism for registration available online.
Non-uniformed personnel wearing weapons should ensure their
weapons are concealed at all times upon leaving the classroom.
Billing will continue to be completed by the Somerset County Prosecutor’s

uniform or minimally a collared shirt and dress slacks/trousers. Dress
may be modified according to class requirements as indicated on the
specific course description or the instructor’s guidance on the first day
of a multi-day training program.
Class Attendance: Class attendance is required in order to obtain a
course completion certificate. Any absences will be reported to your
department. If you are unable to attend a class that you are registered
for, you should notify the academy.
Order: Continuing Education students are expected to set the example
for appropriate law enforcement conduct by refraining from using
profane, loud or offensive language while on campus.
Officers are not to interfere with any recruits during their training.
All students are expected to treat instructors as well as other training
participants with courtesy and respect; fostering a positive educational
environment for all participants.
Smoking: All buildings have a NO SMOKING policy.
Parking: At the Raritan Valley Community College location parking
should generally be in Lots 4, 5 or 8.
Park in proscribed spaces only. Improperly parked vehicles may be
towed without notice to the vehicle operator.

Richard Celeste, B.A., M.A., Ed.D.
Robert L. Bryant Jr.
Dr. Celeste retired in 2002 after serving 26 years in
law enforcement with 11 years as an officer with
the Bridgewater Township Police Department and
16 years with the SCPO, where he retired as Deputy Chief. Academy Dr.
Richard Celeste is the senior most Director in NJ with 21 years overseeing the
Academy. He holds a Masters and Doctorate Degree in Education and has
authored the handbook titled, “The Challenge Program, An Administrator’s
Guide for Conducting A Comprehensive Police Recruit Training Program.”This
handbook is the training model at the Somerset County Police Academy and
is used by many academies across the nation as well as other New Jersey
academies. Dr. Celeste is certified as an expert witness/consultant in the all
areas of law enforcement training, with specific emphasis in the use of force,
which he has lectured nationally on. Dr. Celeste is an adjunct professor at
Raritan Valley Community College and Centenary College, and oversees all
operations at the Regional Public Safety Institute.
Detective Lieutenant Bryant began his Law
Enforcement career as a Detective with the Somerset
County Prosecutor’s Office in 1989. He is a graduate
of the Somerset County Police Academy Basic Course
for Investigators (BCI), Class # 02-89. As a Detective with the Somerset
County Prosecutor’s Office, Lieutenant Bryant has worked in the Organized
Crime and Narcotics Task Force, Child Abuse and Sex Crimes, Burglary and
Fugitive Unit’s. Following his promotion to Detective Sergeant, Lieutenant
Bryant commanded the Somerset County Prosecutor’s Office Fugitive Unit,
overseeing the apprehension and extradition of numerous fugitives from
Justice. From 1997 to 2000 Lieutenant Bryant was assigned to the Drug
Enforcement Administration, tasked with investigating complex federal
narcotic offenses. In December 2007 Lieutenant Bryant was promoted to
his current rank, and commanded the Somerset County Prosecutor’s Office
Internal Affairs Unit until his assignment to the Somerset County Police
Academy.
Peter Lubas, A.A., B.A., M.A.
Lisa A Gilmurray, B.S., M.A.S.
Captain Lubas, a graduate of the SCPA (class #188), began his law enforcement career in 1983 as a
military police officer with the United States Marine
Corps. He later was recruited into the elite Marine
Embassy Guard Unit where he served abroad protecting several American
Embassies. Following an honorable discharge, Captain Lubas was hired by
the Branchburg Township Police Department and later by the Somerset
County Prosecutor’s Office. Captain Lubas has worked in patrol, narcotics,
fugitive, burglary, special investigations, and is currently the commander
of the Somerset County Crisis Negotiations Team (CNT). Captain Lubas has
been with the Academy since 1989 and is highly regarded by his peers for
his commitment to excellence. Captain Lubas has an Associates Degree in
Liberal Arts, a Bachelors of Arts Degree in Sociology, and a Masters Degree
in Leadership and Public Administration from Centenary College. Captain
Lubas is an adjunct professor at Centenary College where he instructs in the
area of Criminal Justice and Sociology.
Detective Sergeant Gilmurray began her law
enforcement career in 1997 when she attended
the New Jersey State Police Academy, Municipal
class#196. She worked as a police officer for the
University of Medicine and dentistry in New Brunswick for two years. In
1999, she was hired by the Somerset County Prosecutors Office and was
assigned to the sex crimes and child abuse unit. In 2002 she was promoted
to the rank of Sergeant at which time she supervised the sex crimes and
child abuse unit until 2007 when she was assigned to the Somerset County
Police Academy. Sergeant Gilmurray holds a Bachelor of Arts degree from
Marist College, a Certificate in Criminal Justice from Seton Hall University
and a Masters of Administrative Science from Farleigh Dickinson University.
She is a certified personal trainer by the National Personal Training Institute
(NPTI) and certificated to give nutritional guidance. She currently supervises
the police, corrections and parole recruit classes. As well, runs the physical
training and self-defense programs. Sergeant Gilmurray also holds a black
belt in mixed martial arts. She also was a member of the Somerset County
Dive-Rescue Team from 2000 to 2009. Detective Sergeant Gilmurray has
been an executive board member of the New Jersey Sex Crimes Officers
Association since 2002 and was the NJSCOA president, from 2007-2009.

Detective Brown, a graduate of the Somerset
County Police Academy (class 03-89), began his law
enforcement career in 1983 as a Marine Security
Guard at Marine Barracks Panama Canal. He was
later assigned to Marine Air Group 14 as a Nuclear
Biological Chemical Defense Specialist. Following his completion of active
duty Detective Brown enlisted in the Marine Reserve where he was assigned
to an Infantry Company as a Platoon Sergeant / Guide. During his seven
years in the Marines he was promoted four times, three of which were
meritoriously. Following his honorable discharge Detective Brown was
hired by the Bernards Township Police Department where he spent over 18
years, 8 years as a Patrol Sergeant, in uniform, serving in both the Patrol and
Traffic Divisions. He is highly decorated receiving over twenty awards and
commendations from the State, County and local levels of Law Enforcement.
Some of his awards include New Jersey State Police Benevolent Association
Merit Award, Bernards Township Officer of the Year, and the Somerset
County Emergency Response Team Service Award (15 yrs). Throughout
his time with Bernards Township Detective Brown served as an Adjunct
Instructor since 1993. During his time with the Academy he has taught both
at the recruit level and Continuing Education level and is highly regarded
by his peers for his commitment to education. He has both an Associates
Degree of Science in Public and social Services and a Bachelors Degree of
science in Human Services from Thomas Edison State College and a Masters
degree in Leadership and Public Administration from Centenary College.
Ann Farrigan, B.S.

Mrs. Farrigan has been employed with the Somerset
County Prosecutor’s Office since 1995 and has been
assigned to the Police Academy where she oversees
all administrative functions of the Academy. Mrs.
Farrigan holds a Bachelor’s of Science Degree in
Health and Human Services with a minor in Criminal Justice from the
University of Scranton. She completed her degree in 3½ years and is the
recipient of the University of Scranton Excellence in Health and Human
Services Award. Mrs. Farrigan has seven years experience as an inside sales/
customer service manager in private industry where she has had extensive
training in leadership and supervision. Since her employment with the
Somerset County Prosecutor’s Office, she has earned the Somerset County
Police Academy Prosecutor’s Achievement Award, the Somerset County
Prosecutor’s Office Exceptional Service Medal, the New Jersey Prosecutor’s
Office Managements Association Outstanding Service Award and was part
of the Academy team that earned the Somerset County Prosecutor’s Office
Prosecutor’s Achievement Medal for performance and contribution to the
Academy as featured in the television documentary series “The Elite.” Mrs.
Farrigan has also been recognized by the New Jersey Regional Community
Policing Institute for her volunteer service with basic police recruits with
respect toward community policing training.

History
The Somerset County Police Academy enjoys the reputation of being
one of the finest training facilities in the State. This is a reputation that
has been developed since the Academy was established in 1987 as a result
of the need to ensure quality law enforcement training for police officers
serving residents in the municipalities of Somerset County. The Academy
has been certified by the New Jersey Police Training Commission (P.T.C.)
since its inception.
Historically since its inception, the academy has conducted Basic
Course for Police Officers Training each year. The Basic Course, which lasts
approximately 24 weeks, is one the longest and most comprehensive of its
kind in the state. This course is best described as a blend of military training
and college academics. During the Basic Course, recruits are taught over 120
subjects, to include:Criminal Law, Police Uniform/Professionalism, Criminal
Justice Systems, Arrest, Search &Seizure, Communications, Emergency
Driving, Emergency Medical Training, Firearms, Self-Defense, Patrol
Practices, Motor Vehicle Laws, Accident Investigation, Criminal Investigation
and Physical Fitness. Since its inception in 1987, 47 police recruit classes
totaling approximately 2,000 officers have successfully graduated from the
Academy.
In 1999 the Academy became the first academy in the state to certify
police recruits in the use of the defibrillator. The Academy was honored for
this achievement by Somerset Medical Center. Also in 1999, the graduates of
the basic police recruit program became the first recruits in the United States
to become certified as Community Policing Officers. The Somerset County
Police Academy redesigned the Basic Training Program to allow for this
process and continues this certification with each graduate. The certification
is built into the six month Basic Training Program at the Academy. A
“Capstone Project” is required for certification. A Capstone Project requires
that officers meet with members of the community. Community members
identify a problem, issue or concern in their community and the officers
develop a strategic course of action using a problem-solving model.
The Somerset County Police Academy designed a unique method to
facilitate the Capstone Project. Members of the community representing
Religious Groups, Senior Citizen Centers, Civic groups, Community Outreach
Centers, Educators and Minority Association members were invited to the
Police Academy and assigned a three member team of police recruits.
The members of the community, called “Community Facilitators,” were
interviewed by a designated recruit team. Team members are required to
determine what concern a particular group has and then develop a course
of action over the next four months of basic training.
Response from the community facilitators has been overwhelming.
They now have an opportunity to become part of the basic training process
of police officers. The academy makes every effort to match recruits from
a specific community with a facilitator from that community. In addition,
the Academy offers more than 150 Continuing Education classes each year
for uniform patrol officers, corrections officers, detectives, and assistant
prosecutor’s. As a result of the diverse subject matter and high quality

of instruction offered at the Academy, law enforcement officers from
throughout the tri-state area have consistently sought admission to various
programs.
The Police Academy provides training for private citizens of Somerset
County in personal safety in addition to training for security personnel, and
such community organizations as the Boy and Girl Scouts. The Academy also
operates a “Police Youth Week” during the summer. As part of this program,
high school students, receive an intense one-week training program
modeled after the Academy’s Basic Police Recruit Training Program.
In 1993, the Somerset County Police Academy was the first Academy
in the State to offer citizens of Somerset County the opportunity to receive
basic police training through a state approved Alternate Route Program.
Acceptance into this program is highly competitive. Candidates who are
selected are enrolled directly into the regular 24-week Basic Course for Police
Officers. Application costs, admission expenses, tuition and other fees are
paid by the alternate route candidate. Over the past 14 years the Somerset
County Police Academy has successfully graduated and placed more than
400 individuals as a result of this program. The cost savings associated with
this program to our municipalities is estimated at approximately $40,000
per officer, which constitutes a $16 million savings to taxpayers.
In 2000, the Police Academy program was relocated and integrated
as an academic program at Raritan Valley Community College. As a result
of the move to the College, Somerset, Hunterdon, Middlesex and Warren
County residents and police departments are afforded the opportunity to
participate in this initiative.
Also in 2000, the Academy began running basic training courses
for county corrections officers. Since the initial class, the Academy has
graduated 23 corrections classes training over 400 corrections officers from
various counties in New Jersey.
From its beginning, the Somerset County Police Academy has
developed a reputation as a leader in providing some of the most
challenging, innovative and comprehensive law enforcement recruit and
continuing education programs. As a testament to this reputation in July
2002, the Academy’s Police Basic Training Program was featured nationally
on Court Television. The program titled “the Elite” featured basic training at
Somerset in a series that highlights the premier law enforcement agencies
across the nation in their respective areas of expertise.
In 2003, “Spanish for Law Enforcement” and a Lifeguard Certification
were implemented into the Police Recruit Training Program, as the Academy
continues to provide new initiatives in developing the most Uniform/
Professional officer possible.
In 2004, the Academy continued its regionalization efforts by joining
in a collaborative partnership with Warren County Community College and
the Warren County Law Enforcement community. In October 2004, Warren
County Community College became an official satellite facility of the
Somerset County Police Academy.
In 2005 and 2006, our Continuing Education program saw unparalleled
growth! Recognizing that one of our primary objectives is to provide our law
enforcement agencies with training that is current and relevant, more than
50 new course titles have been added to our Continuing Education program
in 2006 and 2007.
In 2008, Somerset County Police Academy was selected by the N.J.
State Division of Parole to train new parole officers. Since then, Somerset
has conducted 2 basic training classes for state parole officers, training over
50 new officers.
In 2009-10, The Police Academy purchased a state-of-the-art decision
making/force simulator. This new training initiative became operational to
the Academy’s service area in 2011.
In 2012, with BCCO class #23-12, Recruit Training operations have
moved to the Emergency Services Training Academy in Hillsborough N.J.
In 2013, both Recruit Training and Continuing Education courses will
be held at this premier training facility.
The Academy’s Mission Statement
The mission of the Academy is to provide a high quality educational
environment to all those who attend the Academy. The underlying principle
common to all programs offered at the Academy is the fact that the training,
wherever possible, will have a hands-on or practical component.
Our experience has shown that hands-on training is the most
appropriate method for effectuating a lasting transfer of learning for the
student. It is the mission of our comprehensive basic training programs to
foster the development of character, knowledge of what is right, and the
courage and commitment to act accordingly. For our staff, instructors and

Somerset County Police Academy
Alternate Route Program
1. What is the Alternate Route Program?
This is a program where you can go to the Police Academy on your own
without being hired and sent by a police department. This would be
similar to spending a semester at a college or university.
2. What are the requirements?
In order to apply for the program you must:
• Must be a citizen of the United States;
• Be sound in body and of good health sufficient to satisfy the
Board of Trustees of the Police and Fireman’s Retirement System
of New Jersey as to his/her eligibility for membership in the
retirement system;
• Be able to read, write and speak the English language well and
intelligently;
• Be of good moral character, and has not been convicted of any
criminal offense involving moral turpitude;
• Be a resident of Hunterdon, Middlesex, Somerset or Warren
County.
• Have 60 college credits; or two years of full time active duty
military service; or a combination of college credits and full time,
active duty military service that adds up to two years.
• Must be at least 18 years of age and not over 35 at the completion
of the academy program.
3. How much does the program cost?
The total cost for the program is approximately $4,000. This includes:
• Registration fee: $50 (covers written and physical fitness test)
• Processing fee: $300 (due at completion of training)
• Medical, stress & psychological exams: $785
• Insurance (liability/health)
• Uniform & equipment: $1,515
• Tuition: $1,350 (due at completion of training)
• Scholarships available based on financial need. (Scholarship
information will be provided during orientation meeting)
4. What does Police Basic Training involve?
Basic training is approximately 24 weeks long. There are over 120
subjects that are taught. Training can be best described as a blend of
military and college training. The environment is very challenging and
requires a commitment to excellence.
5. How do I apply?
The Somerset County Police Academy will advertise in the
area newspapers during the month July/August announcing
an orientation whereby a program overview will be

In January of 2004, Crime Stoppers of Somerset County was established to assist local law enforcement in Somerset County in solving and deterring crime.
The Crime Stoppers program first began in Albuquerque, New Mexico, as a tripartite coalition between law enforcement, the community, and the media, in
order to raise monies and offer and publicize rewards to assist in solving crimes. Today, there are over 1,000 Crime Stoppers programs in the United States and
around the world that have helped clear one million cases, lead to over half a million arrests, and helped recover approximately $6 billion in stolen property
and narcotics. In addition, Crime Stoppers’ tips led to a 95% conviction rate.
The mission of the Crime Stoppers of Somerset County, Inc. is to:
•
enlist private citizens to assist law enforcement agencies in Somerset County;
•
reward those citizens who provide information about specific crimes;
•
inform the public, including our school children, how they can help fight crime;
•
provide funding for scholarships for police training and grants for needed crime lab equipment and other items and funding for programs and
materials, including local police force initiatives;
•
recognize the achievements of law enforcement personnel.
The Corporation will work in partnership with the Somerset County community, the media, and law enforcement
agencies.
Presently, the Prosecutor’s Office offers the public a toll-free TIPS line at 1-877-577-TIPS (8477). When a citizen calls this number, they may elect to simply
either anonymously leave a voice-mail message containing their tip, leave a message that a detective contact them directly, or immediately speak with a
detective or a county “9-1-1” communications operator. There will always be an immediate response to all telephonic TIPS line messages, 24 hours a day,
seven days a week.
In addition to the telephonic TIPS line, tips can also be offered through internet access. Simply log onto the Prosecutor’s Office website at www.scpo.net and
click on the link for either “Crime Stoppers” or “TIPS Hotline,” and type in the relevant information.
When a tip is provided, the person providing the tip will be assigned a confidential code number. The person providing the tip will remain anonymous and
will in any future communications only be identified through their confidential code number. At no time will anyone from Crime Stoppers or law enforcement
ever ask them their name.
Crime Stoppers developed a scholarship program in 2004 which provides scholarship funds for alternate route candidates in the basic course for police officers.

2013 CRISIS NEGOTIATION SEMINAR
ACTIVE SHOOTER INSTRUCTOR COURSE
This seminar is open to all law enforcement officers who are tasked with
hostage/crisis negotiations by their agencies. Law enforcement officers
from local county, state and federal agencies to include correctional
facilities, military units universities, and colleges are encouraged to attend.
Information presented during this seminar provides tremendous value to
anyone involved or interested in the following: tactical considerations
for the negotiator; psychology of the hostage taker; negotiations in a
correctional facility; current resources available to emergency response
teams; case studies of recent hostage/barricade incident; and networking

FIREARMS INSTRUCTOR
This seven-day course is designed for police officers aspiring to instruct
others in the police handgun and shotgun. This course is approved by
the New Jersey Police Training Commission. Topics addressed include:
safety; use of force; civil liability; handgun and shotgun nomenclature
and operation; ballistics shooting principles; range exercises, and record

Requirements: Participants must pre-qualify on the first day of class with
a cumulative average of 95% after 3 consecutive courses of fire (HQC day)
to be accepted into the Instructor’s Program. Additionally, participants must

day. Finally, participants must demonstrate safe and proper handling of
their weapons to be certified.

SHOOTING SKILLS FOR THE LAW ENFORCEMENT OFFICER
This training program focuses on the fundamentals of handgun shooting.
It dissects the basics of shooting from shooter mental attitude, stance,
the draw, sight alignment, sight pictures, breath control, trigger press,
and follow through. Also addressed will be magazine reloads (planned
and unplanned), as well as weapon malfunction exercises. Shooting
inconsistencies (anticipation, heeling, slapping the trigger, etc.) will also be
discussed to provide an understanding how minor shooting discrepancies

Immigration Enforcement and Identity Documents
This course provides a basic overview of immigration enforcement for the
law enforcement community. It covers the various groups of immigrants
commonly encountered by the patrol officer and detective during the
normal course of their duties as well as the tools available to properly
identify a foreign national and notify ICE pursuant to any arrest involving
them. It also provides instruction on how to comply with the New Jersey
Attorney General’s Directive 2007-3 regarding the arrest of suspected illegal

STATEMENT ANALYSIS
Lt. Jerry Lewis (retired polygraph examiner) New Jersey State Police, was
one of the first people trained in the United States in Statement Analysis.
After analyzing more than 10,000 statements in criminal cases he has
become one of this country’s foremost authorities in this unique field. He
is consulted by law enforcement agencies throughout the US and Canada to
analyze statements taken from suspects, victims, witnesses and informants
to determine their truthfulness. He identified the killer of Megan Kanka
(Megan’s Law) after being read a statement over the phone.
This two-day course will demonstrate how to obtain statements and analyze
them to determine their truthfulness. Attendees will learn to spot weak
areas and exploit them using the subject’s own words. When used properly
this method of analyzing statements is as accurate as the polygraph for
determining a person’s truthfulness.

The Tactical Interviewing Program is a three-day course on Interviewing and
Interrogation, which emphasizes techniques that get confessions. Lt. Jerry
Lewis (retired) has combined twenty-four years experience as a polygraph
examiner with the study of psychology specifically applied to interrogation.
As a result, he has developed PSYCHO LOGIC, the easiest and most accurate
method of determining deception and obtaining confessions. Lt. Lewis
believes that we give liars way too much credit and don’t give ourselves
enough. PSYCHO LOGIC explains how all human minds work – how they
process information and arrive at a decision to tell the truth or deny.
Armed with this knowledge, interviewers understand how the Tactical
Interviewing Program is the best approach, the only approach, to use with
all people, regardless of their upbringing or background.
The Tactical Interviewing Program contains no filler. The concepts presented
are advanced due to their uniqueness, but are easily applied by both
experienced and inexperienced interviewers alike. The Interviewing process

This four-hour uniquely designed program updates the police administrator,
supervisor, patrol officer or investigator in the recent developments in the
laws pertaining to arrest, investigative detentions (with a special emphasis
on stop & frisk, and motor vehicle stops), search warrants, and the exceptions
to the written warrant requirement (including search incident to arrest,

CRIMINAL LAW & MIRANDA UPDATE
This specially structured program updates the police administrator,
supervisor, patrol officer, or investigator in recent developments in criminal
law, as well as the laws governing interviews, confessions and Miranda. The
morning session consists of a comprehensive update and presentation of
recent changes in New Jersey’s criminal statutes (with a special emphasis
on Title 2C), along with an in-depth analysis of their impact on law
enforcement. In addition, this session provides an analysis of several new
court cases, which provide new or modified interpretations of various Title
2C statutes. The afternoon session covers the legal aspects of interviewing
criminal suspects and the focus is on obtaining legally sufficient statements
and confessions. There is emphasis on updating the student on such
concepts as “interrogation,” “custody,” assertion of the “right to silence” or
the “right to counsel,” Miranda administration, Miranda and motor vehicle
offenses, the public safety exception, and outside influences. This segment
of the seminar emphasizes the classical and current United States and New
Jersey court decisions that govern the subject. One of the unique aspects of

TERRY v. OHIO: STOP & FRISK DOCTRINE
This program takes a close look at the United States Supreme Court
landmark case of Terry v. Ohio. It teaches the officer to better understand
and utilize this court approved practice with a close look at the following:

Academy Director and Court Recognized Use of Force Expert, Dr. Richard
Celeste, will present a lecture series of Use of Force related material. All
lectures are developed to enhance an officer’s knowledge in the area of Use

LAW ENFORCEMENT OFFICERS – BASIC
This one-day law enforcement training is designed to teach grappling/
ground fighting techniques that can be used during confrontations that may

Intro to Israeli Krav Maga for Law Enforcement
This is a basic, yet intense introduction to the Israeli Krav Maga Defensive
Tactics System for Law Enforcement Officers. This one day course will cover

MONADNOCK DEFENSIVE TACTICS SYSTEM
INSTRUCTOR’S COURSE
The Monadnock Defensive Tactics System (MDTS) is a principle based
defensive tactics program. It was created to give the officer a base system
for personal defense and restraint techniques that results in seamless
transition to handcuffing.
This “principle based” concept identifies a problem or action and then
concentrates on easily identified principles to solve or defeat that problem.
This method of training allows for flexibility when trying to meld this
program with the many systems already established within the law
enforcement defensive tactics field. It is also designed to accentuate and
compliment the Monadnock Expandable Baton (MEB) and PR-24 control
baton programs.
The MDTS Program will cover basic blocking skills, counter-strikes, control

This two-day course will provide instructor certification (or re-certification)
and training options for the PR-24 side handle baton. This training will
teach officers how to stop a punch or kick using a PR-24 baton block, to

OFFICER SURVIVAL – ON AND OFF DUTY
This one-day course will address the officer’s responsibilities and duties
to act or not to act while not on duty. Topics to include: obligation to act,
obligation as a witness, officer survival, off-duty awareness, ethical issues
in off-duty actions, stress, and we will discuss situations that have occurred
where officers acted or did not act during off-duty situations. Off-duty
situations present a liability issue for agencies and a personal safety issue
for officers, and many officers are generally unprepared for a potentially
dangerous situation. An officer’s actions, or decision not to act, could be a

DOMESTIC VIOLENCE: Practical Issues for
Law Enforcement Officers
This course is designed for all patrol officers and first responders to
domestic violence calls. Practical topics include interviewing techniques,

RESPONDING TO YOUTHS WITH BEHAVIORAL

behavioral disturbances as defined by New Jersey’s newly created Children’s
Behavioral Health Services, while enabling them to identify these behaviors

METHODS OF INSTRUCTION
The Police Training Commission approves this program for individuals
aspiring to instruct at commission approved police academies. The course
is designed to develop teaching and public speaking skills through two
planned presentations. The participants learn to select appropriate teaching
methods, establish goals, prepare performance objectives, and develop and
use lesson plans. Students will receive instruction in the use of PowerPoint
and are required to use PowerPoint for their 30 minute presentation.
Students will need a portable thumbdrive with a minimum of 4GB of space.

This course is labor intensive and only personnel who have commitment
to complete the certification requirements should be sent by their
agencies. Students are required to successfully complete 15 and 30 minute

PHYSICAL CONDITIONING INSTRUCTOR
The Physical Conditioning Instructor Course is a 40-hour course conducted
over five days. The course is designed to prepare law enforcement officers to
implement and teach a physical fitness program in their police agencies or
in a police academy. It is a prerequisite for certification by the Police Training
Commission as a Physical Conditioning Instructor. The course requires
participation in practical exercises as well as classroom instruction on fitness

K-9 Unit Supervision Update
This course is designed for K-9 Unit supervisors and handlers. It will cover
new K-9 case law going on in New Jersey as well as around the country.
Additionally covered will be issues surrounding supervision of police K-9
Units including limitations, management and deployment procedures. Lt.
Tim Pino of the Somerset Co. Sheriff’s Office, a state certified K-9 trainer,
will discuss the Sheriff’s Office role in re-certifying scent detection K-9’s.
A/P Brian Stack of the Somerset County Prosecutor’s Office will provide an
overview of the New Jersey Attorney General’s K-9 Guidelines, along with
the Somerset County Prosecutor’s Office K-9 Directive. A/P Julie Peterman
of the Union County Prosecutor’s Office will provide K-9 Arrest, Search, &
Seizure and K-9 Case Law updates on the most recent cases going on around

Through the program known as the Volunteer Tuition Credit
Program, members of a volunteer organization who are active and
in good standing, their spouse, and their dependent children are
eligible as follows:

The law defines a volunteer organization as a volunteer fire
company, or a first aid, or rescue squad association.
•
They are allowed to enroll in post-secondary courses on a
tuition credit basis in specific learning institutions: county
colleges, county vocational schools or county technical
institutes.
•
A dependant child shall be any student who does not meet
any of the eligibility criteria listed in N.J.S.A. 9A: 9-2.6 (a)
or (b) for independent student status.
•
Each volunteer is eligible to receive tuition credit in the
amount of $600 per year, not to exceed a maximum of
$2,400 over a four year service period, provided that
classroom space is available and that tuition paying
students constitute the minimum number required for the
course.

Certificate Program In
Emergency Management
and Preparedness Studies
Raritan Valley Community College’s Business & Public Service
Department, in conjunction with the Regional Public Safety Institute,
now offers a fifteen credit Certificate Program titled, “Emergency
Management and Preparedness Studies.” The Certificate Program
consists of seven three credit courses, five of which are required to
earn the certificate. Program courses may also be taken as electives
and used towards the completion of the Criminal Justice associates
degree.
The Certificate Program was developed in response to the renewed
emphasis in emergency management, domestic preparedness,
and homeland security in the Twenty-First Century. The program
addresses the key components of the emergency management
system and is recommended for those seeking to enhance their
personal or professional knowledge of this crucial process; especially
individuals involved in the emergency and public health services,
local government, private business and industry. Courses will provide
students with practical knowledge regarding the four phases of
emergency management, i.e., mitigation, preparedness, response
and recovery. Additionally, courses will address leadership and
influence, crisis communications, incident command and terrorism.
Course instruction will be provided by field practitioners with
extensive experience in emergency services.
To maximize practical application of learning in today’s “domestic
preparedness conscientious society,” certain courses will prepare
students to take final examinations for relevant certification in emergency
preparedness from the Federal Emergency Management Agency (FEMA).

The Emergency Management and Preparedness Studies Certificate
Program consists of the following courses:
• Introduction to Emergency Management
(CRMJ-120)
Course Description: This three credit course examines emergency
management laws and directives, the integrated emergency
management system, and the role of the emergency management
coordinator. The course focuses primarily on the politics, policies and
programs relating to how we manage environmental and technological
hazards, and the disasters they cause, through examination of actual
case studies throughout the United States. Students who successfully
complete this course will be prepared to take the final examination for

• Leadership, Influence and Decision Making for
Emergency Operations (CRMJ-221)
Course Description: This three credit course examines the leadership,
influence, decisionmaking and problem solving skills that are required
of individuals involved in emergency response situations. Specific
emphasis is placed on the ability to lead and motivate others, while
making timely decisions, during emergency/crisis situations. Students
who successfully complete this course will be prepared to take the
final examinations for IS-240 and IS-241 certification from the Federal
Emergency Management Agency (FEMA).
• Crisis Communications for Emergency Response
Personnel (CRMJ-121)
Course Description: This three credit course examines the
need for emergency managers to convey information to a broad
audience that includes public and private sector organizations,
the media, co-responders, and disaster victims. Even during nonemergency situations, emergency managers need to rely on strong
communication and interpersonal skills to coordinate with staff and to
promote safety awareness. Specific emphasis is placed on the ability to
effectively communicate during emergency/crisis situations. Students
who successfully complete this course will be prepared to take the
final examination for IS-242 certification from the Federal Emergency
Management Agency

• The Incident Command System (CRMJ-220)
Course Description: This three credit course examines the concepts
and principles of the Incident Command System (ICS), which is
recognized as an effective system for managing emergencies. The
ICS has been adopted by several states throughout the country as
their standard for emergency management. As the ICS gains wider
use among law enforcement, fire, and emergency medical services
personnel, its application is being studied by anyone who may be
called upon to function in an ICS environment. This course includes a
large number of scenarios, examples, and opportunities for students
to apply what they have learned. The National Incident Management
System (NIMS), which is a comprehensive, national approach to
incident management at all jurisdictional levels and across functional
disciplines, will also be examined. Students who successfully complete
this course will be prepared to take the final examinations for IS-195
and IS-700 certification from the Federal Emergency Management
Agency (FEMA). (Prerequisite course is CRMJ-120 Introduction to
Emergency Management)
• Disaster and Catastrophic Emergency
Operations (CRMJ-222)
Course Description: This three credit course examines emergency
operations when dealing with disasters. Based on current concepts of
emergency management that follow an all hazards approach, it will
focus on management of natural, accidental and intentional disasters.
Emphasis is placed on an organized and unified response of public
safety, private and volunteer agencies. It explores the principles and
strategies of crises and consequence management. It offers a basic
understanding of Federal, State and local public safety services,
their functions, and responsibilities during disasters. Disaster scene
management will follow the structure of the Incident Command
System and the National Incident Management System. Examination
of realistic events and case studies will address current and future
trends directed to improve the effectiveness of disaster response.
(Prerequisite course is CRMJ-120 Introduction to Emergency
Management)
• Terrorism, Intelligence and Security Studies
(CRMJ-206)
Course Description: This three credit course examines terrorism and
its threat to worldwide security. Analysis will include the origins and
ideology of terrorism, religious extremism, international and domestic
terrorist groups as well as the political issues which motivate nation
states to sponsor and support terrorist groups. National strategies to
combat and defeat terrorism will be explored.

• Domestic Preparedness-Best Practices for Local
Communities (CRMJ-122)
Course Description: This three credit course offers a basic
understanding of the environment of domestic preparedness. It focuses
on the operations, organization and management concepts of public
safety for communities, and surveys the functions and roles of public
safety services that safeguard a community. It evaluates the methods
and strategies for identifying needs, planning for emergency events,
and reducing risk associated with potential hazards. It explores tactical
planning for emergency events, coordination of emergency services
and deployment and utilization of resources. The course examines the
range of techniques for improving the level of domestic preparedness
of a community. Actual events and case studies of current issues in the
public safety sector regarding domestic preparedness will be analyzed.
(Prerequisite course is CRMJ-120 Introduction to Emergency
Management)
