Introduction: J.D. Metcalfe, Tulsa’s former Street Commissioner, is considered one of the founding fathers of
Tulsa's Stormwater Management Program. He was the founding chair of the Tulsa Project Impact Steering Committee, later called the Tulsa Citizen Corps Council. He served as one of the incorporators and founding officers of
Tulsa Partners, Inc., and until his death earlier this year, he continually served on both the Tulsa Partners Board
of Directors and on the Citizen Corps Council.
Former Mayor Terry Young worked with J.D. in the seminal days after the 1984 Memorial Day Flood. Below, he
offers his tribute to a man who represents the legacy on which we build our programs.

Dear Friends:
I am pleased to be among the many who take the opportunity of this event to pay
tribute to J. D. Metcalfe. Together, we were candidates for municipal office in
1984 with what was then a rather novel focus on eradicating Tulsa’s repetitive
flash flooding episodes and establishing a stormwater management system.
I recall the story of a fourth grade student who responded to a teacher’s challenge
to interpret an old proverb. The student wrote, “Be careful about wishing, because when it comes true, it might not be so good after all.”
While Commissioner Metcalfe and I wished that Tulsans would look favorably
upon our intent to deal finally with flash floods, we certainly weren’t wishing for
one in order to make our point; but it happened. Although it seemed not to be so
good at the time, after all it seems to have been.
Beyond his huge contribution to this singular accomplishment – in the totality of
Tulsa’s past, present and future – there may not be many who will ever know
the uncountable things J. D. Metcalfe did for this town completely without
fanfare. Very ordinary people will benefit from his quiet wisdom and gentle guidance for decades to come.
I most sincerely hope that the legacy of J. D. Metcalfe is the indisputable proof—
and may it not be only fleeting—that there is a way to unite and produce for our
city and its posterity.

Dear Partners:
It is with great pleasure that we present our 2006 Annual Report,
“Community Preparedness: Building on the Legacy.”
In the past year, Tulsa Partners, Inc., and the Tulsa Mayor’s Citizen Corps
have indeed continued to build on our many strong programs, and new
projects have been developed as well. Great strides have been made toward the construction of the Millennium Center for Green and Safe Living, and our Disaster Resistant Business initiative is moving forward to
involve businesses large and small in the important process of preparing
for a disaster. We hosted our first academic symposium to bridge research
and practice in the discussion of disaster response, and we convened a
lessons learned workshop to apply the experiences of Hurricane Katrina
to our own community.
We cannot emphasize enough the crucial role our partners and volunteers
play in these endeavors. It is truly only by working together that we can
build a disaster-resistant community in Tulsa. Thank you for all you have
done this year to further that goal and to carry on the legacy of J.D. Metcalfe and the many others who have been, and continue to be, devoted to
the cause.

Dear Friends:
It has been another great year for the Tulsa Mayor’s Citizen Corps!
Citizen Corps volunteers have been involved with facilitating training
through CERT, Safe & Secure, and Alert Neighbors to make our
neighborhoods, businesses, and schools safer and more prepared; working
with area multicultural programs through Language/Culture Bank to address the diverse needs of our community in an emergency; providing
post-disaster medical care locally and nationally through Medical Reserve
Corps; assisting with long-term case management for Katrina survivors
through the Tulsa Human Response Coalition; and giving countless hours
of service to the Tulsa Police Department and Tulsa County Sheriff’s Office through Volunteers in Police Service.
On behalf of these dedicated volunteers and our partner agencies that
make all this possible, including the Crime Commission, Fire Department,
Community Service Council, and EMSA, we thank you for your support
and ask that you continue to work together with us to make our community safer and stronger in the year to come.

Hurricane Katrina: Lessons Learned Symposium
How prepared is Tulsa for a major disaster? We seem to be
prepared with all of our trainings and disaster exercises and
clinics. But are we prepared for the worst? What would happen if our 9-1-1 system fails? What if a dam was breached?
What if…?
Tulsa Partners, Inc., Board President Bob Roberts had these
questions in the back of his mind in the days after reports
surfaced that questioned New Orleans’ disaster preparedness. Roberts wondered: What could Tulsa learn from the

That is how the idea for Hurricane Katrina: Lessons
Learned Symposium was born. The symposium was held
on Thursday, January 19, at the Hartford Building. It featured presentations from disaster researchers, medical professionals, clergy, representatives from the deaf community, first responders, and engineers. Employees of the City
of Tulsa Public Works and Telecommunications departments
also served as panelists.
Dr. Brenda Elledge, Dr. Art Wallace, and Randy Saffell collaborated to present a session entitled “Community Health/
Medical Issues.” Both Drs. Elledge and Wallace had PowerPoint presentations that depicted the devastating effects of
Hurricane Katrina within the Astrodome and Superdome,
respectively. Saffell discussed the retrieval and identification
of those who perished in the flooding that followed.
But one of the most revealing moments during the symposium came when Hicks & Associates Director of Strategic
Planning Michelle Royal commented about the confidence

plans. “They (New Orleans’ leadership) thought they were
ready. They were a confident city. I see some of the same
confidence in Tulsa.”
Roundtable discussions were held at lunch. Participants participated in several discussions that included Tulsa firemen
involvement in the relief efforts on the Mississippi Gulf
Coast. Other discussions ranged from rebuilding ravaged
communities to tracking hurricanes to business continuity
after a disaster.

paper titled “What If Ivan Hadn’t Missed New Orleans?”
She is currently involved in work designed to integrate the
academic community with community-based coastal restoration.
Other speakers included former FEMA Deputy Chief of
Staff George Haddow, who served under FEMA Director
James Lee Witt during the Clinton Administration; Don
Hamilton, Executive Director of Oklahoma City’s Memorial
Institute for the Prevention of Terrorism; Dr. Pam Jenkins
of the University of New Orleans; David Neal, Ph.D., Director of the Oklahoma State University Center for the Study
of Disasters and Extreme Events; Brenda Phillips, Ph.D.,
Oklahoma State University Center for the Study of Disasters and Extreme Events, former Secretary-Treasurer of
the International Research Committee on Disasters.
Symposium speakers discussed how research is changing
the way federal, state, and local officials view disasters
and the way in which they respond. Also represented at
the conference were emergency management professionals, local and state government representatives, and private business partners.
Noted researcher Dr. Ernst W. Kiesling, Senior Associate
Dean of the Texas Tech University College of Engineering,
also attended the Symposium. Dr. Kiesling was honored
with the 2006 Nania Award for his great accomplishments
in the field of hazard mitigation, including his creation of
the “saferoom” above-ground storm shelter concept. He
received the award at the Nania Awards Banquet Wednesday night.

First CERT Class for the Deaf and Hard of Hearing
The Tulsa Mayor’s Citizen Corps has made great strides in
outreach to the disabled community. So when Glenna Cooper of C-S-D brought up the idea of Community Emergency Response Team training for the Deaf and Hard of
Hearing, it was an easy fit for Citizen Corps.
“Our main goal at Citizen Corps is to make Tulsa a disaster-resistant community for ALL Tulsans. When a disaster
strikes, all citizens need to know how to take care of themselves, their families, and their neighbors,” said Citizen
Corps Executive Director Tim Lovell.
The first CERT class for the Deaf and Hard of Hearing was
held at the Tulsa Fire Training Academy in June. The class
lasted for five weeks. There were a total of 19 hearing and
hearing-impaired people in the class. Of the nineteen, five
were Deaf or Hard of Hearing.

Special Needs Shelter
The Tulsa Medical Reserve Corps, along with OK-1 DMAT
(Disaster Medical Assistance Team), Tulsa Area Emergency
Management Agency, and Tulsa Metropolitan Medical Response System held a special needs shelter exercise on
Saturday, August 19, 2006. The exercise was held at Victory Christian Center's Tulsa Dream Center in north Tulsa.
The functional exercise simulated Tulsa's response to a
large evacuation of disaster-affected individuals with special needs. The exercise tested the volunteers' ability to set
up a shelter operation quickly and to receive, triage, and
treat patients. Close to 100 Citizen Corps volunteers from
the CERT and MRC programs served in both medical and
nonmedical capacities. Experienced officials spearheaded
initial activities, transitioning the volunteers into fully running operations at the conclusion. Feedback from observers and volunteers will be integrated into the community's
emergency operations plans.

Disaster Response Training
The Tulsa Mayor’s Citizen Corps and the Greater Tulsa Area
Hispanic Affairs Commission provided free Community
Emergency Response Team (CERT) training. The six-week
course was held on Saturdays beginning in August. All of
the classes were held from 8 o’clock at the Tulsa Fire Department’s Training Center. The classes were offered with
Spanish translation. Twenty people registered for the training. They completed training on Saturday, September 30,
2006.

Family Identification Form Developed with Greater
Tulsa Indian Affairs Commission
The Tulsa Citizen Corps Language/Culture Bank, working
the last several months with the Greater Tulsa Indian Affairs Commission, the Medical Examiners Office, and the
City of Tulsa Human Rights Office, has developed a form to
assist tribal members in gathering information on loved
ones should their remains need to be identified after death.
This Family Identification Form would be kept in a safe
place with other important documents protected from disasters. The form would assist families in gathering information such as fingerprints, dental records, and the types and
locations of tattoos. The Islamic Society of Tulsa has also
expressed an interest in testing this form. If these pilot
projects are successfully received, this form will be offered
to the larger community. This form may break new ground
on disaster preparedness, since a comparable form was not
found through the networks of our various agency partners.

Disaster-Resistant Business Task Force
The Disaster-Resistant Business Task Force wants to
"increase the odds that Tulsa-area businesses and nonprofit agencies will survive a disaster by encouraging predisaster continuity planning, property protection, emergency preparedness, public education, and related actions.
Several members who were working independently decided
to pool their efforts in early 2006. This endeavor builds on
the award-winning Safe and Secure Program, in which several of the partners participate. The work of the task force
includes training, workshops and conferences, public education and outreach, and a news media campaign. Member
agencies include the Association of Contingency PlannersOklahoma Chapter, the Institute for Business and Home
Safety, Family and Children's Services, the Mayor's Citizen
Corps, R.D. Flanagan and Associates, State Farm Insurance, Tulsa City-County Health Department, Tulsa Metro
Chamber, and Tulsa Partners, Inc. A summit called "A Day
Without Business" is planned for October 31st.

˜ Thanks in part to a strong spontaneous volunteer response to Hurricanes Katrina and Rita, the Tulsa Medical
Reserve Corps (MRC) has increased its number of volunteers from 356 volunteers on June 30, 2005, to 986 volunteers as of October 31, 2005. And the number of MRC volunteers in the same period has increased statewide from
1,103 volunteers to 2,620 volunteers.
˜ Citizen Corps volunteers assisted the Tulsa Health Department with its flu clinics.
˜ Newcomers to volunteering for Citizen Corps attended
an orientation session. The one-hour orientation program
provided volunteers with more information about Tulsa
Citizen Corps’ seven programs.

Charities began meeting regularly with other agencies to
discuss outreach option and the coordination of services

hazard mitigation work of the City of Tulsa during a CSPAN program at the Center for Strategic and International Studies (CSIS) in Washington, D.C., on November

˜ CSI unveiled the new Citizen Corps Database at a Citizen Corps Council Meeting in April. CSI worked with Tulsa
Partners, Inc., and Citizen Corps for three years to develop
the website and database. The system is designed to
share data with the statewide Medical Reserve Corps database. MRC funding helped support both systems’ development. The online database will now allow volunteers to
update their information and track their hours.

Year in Review
˜ Tulsa Night Out was the last of the neighborhood
events entitled “NeighborFests.” NeighborFests were held
in city parks within the various council districts. Mayor
Kathryn Taylor and staff attended each event. Tulsa Citizen Corps volunteer and CERT Commander Bob Pyle attended nearly every one of the 10 events. He manned a
booth and distributed Citizen Corps program information.
˜ The Oklahoma Medical Reserve Corps, along with OK-1
DMAT (Disaster Medical Assistance Team), Tulsa CityCounty Health Department, and Tulsa Metropolitan Response System held a special needs shelter exercise on
Saturday, August 19, 2006, at the Tulsa Dream Center.
The functional exercise simulated Tulsa’s response to a
large evacuation of disaster-affected individuals with special needs. The exercise tested the volunteers’ abilities to
set up a shelter operation quickly and to receive, triage,
and treat patients. Volunteers served as nonmedical volunteers in positions of logistic, administration, and patient
tracking. Some volunteers were mock patients and others
served as supply transport specialists.

˜ Tulsa Citizen Corps, American Red Cross, National
Weather Service, and the Tulsa Health Department partnered to recognize National Preparedness Month by hosting a Family Preparedness Day at the Promenade Mall. The
event was held on Saturday, September 9, 2006. Patrons
of the mall were invited to stop by each organization’s
booth to receive information about building disaster kits,
making emergency preparedness plans, and volunteering
for the various organizations.

was held at

to announce the
Millennium
Center for
Green and
Safe Living project scheduled for construction at the Tulsa
Zoo. There were more than 40 people in attendance at the
press conference. Ron Jones, the owner of Sierra Custom
Builders, was one of the speakers at the event. His company specializes in challenging site projects and environmentally appropriate construction. His firm offers design,
construction management, and consulting services
throughout North America and the Caribbean. As of the
date of the press conference, about $160,000 in cash donations have been either pledged or received. And in-kind
donations of roofing materials, windows, doors, insulated
concrete forms, and architectural landscaping services
have been offered.

Mission Statement
The mission of the Tulsa Partners programs is to create a disasterresistant community and improve Tulsans’ safety and well-being by
reducing deaths, injuries, property damage, environmental and other
losses from natural or technological hazards.
Public-private partners will accomplish this mission in a manner that
advances community goals, enhances Tulsans’ quality of life, and
creates a more livable, viable, and sustainable community.
