Introduction to Community Transport
While most people have access to a car, or to public transport,
there are many who cannot travel by these means. This is either
because they have difficulty using public transport – due to a
disability or mobility impairment – or because they are unable to
drive or do not have access to a car or live in a location where
there is little to no public transport option.
In these circumstances Community Transport plays a really
important role in filling in the gaps in the country’s transport
network. Community led, localised schemes often help improve
access to services for many people.
The schemes do not compete against existing conventional public
transport services and, in order to avoid services being withdrawn,
you should always try to use them wherever possible.
Examples of Community Transport schemes include:

Setting up your own Scheme
If you feel there is an unmet transport need in your community,
you can help to find a solution by getting involved in the following
ways:

Identifying the problem – work with your Parish Transport
Representative and/or your Parish Council to carry out a
local transport needs survey (help is available from ORCC)
Working together – get together a small group of interested
local people to form a village transport group (invite
representatives from local bodies like the school, the WI,
the residential home, the playgroup, the Parish Council)
Looking at the solution – advice is available from ORCC to
help your group find the right solution
Getting a scheme up and running – ORCC can offer
information on relevant legislation, funding sources etc.

The minibus is also available for hire (on a selfdrive basis) by local groups. Not accessible to

Other Schemes of Interest
a) Dial-a-Ride
Dial-a-Ride is a door-door service for those who are unable
to use, or find it difficult to use, public transport such as the
elderly or people with disabilities. The drivers of the fully
accessible minibuses are trained both in first aid and in the
assistance of wheelchair users and those with mobility
problems.
To use the service you need to become a member of the
scheme in your area and book your journey in advance.
The service may not be available every day of the week.
You can contact the appropriate scheme for more
information.
The following schemes currently operate in Oxfordshire.
Oxfordshire Dial-a-Ride (countywide service)
This service operates across the county and is available for
individual bookings made by members (members pay an
annual fee of £5). The service is operated by Oxfordshire
County Council Integrated Transport Unit (ITU).

Readibus Dial-a-Ride
This service operates in and around the Reading area.
Some journeys in Oxfordshire are financially supported by
the County Council and Goring Parish Council subsidises
the service between Goring and Reading on Thursdays.

The Swindon Dial-a-Ride Villages
This service provides a Dial-a-Ride service for people living
in Watchfield, Shrivenham, Ashbury and Bourton. It is
operated by Swindon Dial-a-Ride and receives some
funding from Oxfordshire County Council for this particular
service.

b) Hospital Transport Service
If you are unable to attend a non-emergency hospital
appointment due to transport difficulties, speak to your GP
to find out if you are eligible to use the hospital transport
service. Or you may be eligible for help towards the cost of
travel under the Healthcare Travel Costs Scheme. For more
information contact the Patient Advice and Liaison Services
at the relevant hospital.
c) School Transport
Any child is entitled to free transport to school if they are
between 5 and 16 years old and attend the nearest suitable
school which is above the statutory walking distance.

Parish Transport Representatives
ORCC, Oxfordshire Association of Local Councils (OALC) and
Oxfordshire County Council (OCC) established a network of Parish
Transport Representatives (PTR) in 1986 to give communities a
means of voicing their needs and concerns about local transport.
With useful local knowledge and contacts and an interest in public
transport services, a PTR can help identify and address the
transport needs of their community.
If you are interested in becoming a PTR please contact the
Community Transport Adviser at ORCC or the Public Transport
Team at OCC for more information. They will also be able to
supply contact details of any PTR that your community might
already have.

Oxfordshire Rural Community Council (ORCC)
ORCC has a transport officer that is financially supported by
Oxfordshire County Council (OCC) and by some of the District
Councils specifically to assist volunteer groups, parish councils and
communities to access services by the provision of transport
schemes which complement public transport.
The Community Transport Adviser (CTA) provides on-going
information, advice and support service for community transport
schemes including information, advice and training on:
ƒ Opportunities to benefit from new and existing funding or
other support initiatives e.g. the Octabadge scheme
ƒ New legislation or other policy developments affecting CT
operations
ƒ Effective community transport operational practice
ƒ Recruitment and support of volunteers
Promotes the concept and possibility of community transport
provision particularly in villages where an existing transport service
is threatened or withdrawn and/or in the interests of reducing the
community’s carbon footprint.
Provides advice and community project development to support
rural communities wishing to establish a new community transport
service in response to an identified need.
Investigates and documents local needs including facilitation and
analysis of local transport needs surveys in response to OCC area
bus service reviews.

Oxfordshire County Council
OCC has a part time (working days are Monday, Wednesday and
Thursday) Assistant Public Transport Officer with responsibility for
Community Transport.
The County Council is keen to encourage community transport
schemes, and supports ORCC’s CTA whose role is to provide direct
sources of advice and assistance to volunteer groups and parishes.
Many CT schemes are self-financing, but some CT schemes may
require direct financial support to help meet running costs.
Funding for this may be available from the County Council. A
‘starter fund’ of up to £1,000 is available, enabling access at short
notice to funds to get new schemes started. Such support is
reviewed, generally after one year’s operation. The transport officer
at ORCC can assist in applying for financial support.
Larger grants may be paid, (and agreement entered into for up to
four years at a time) either to existing or to new community
transport schemes, upon application to the County Council’s
Assistant Public Transport Officer. For these grants a formal case
for funding will have to be put together, and a report compiled for
the decision of the County Council’s Cabinet Member for
