SITE VISIT TO ECHUCA REGIONAL HEALTH (ERH) 27TH AUGUST
On Thursday 27th August 18 participants from 7 agencies including Wimmera PCP, Barengi Gadjin Land Council,
Department of Health and Human Services, Delkaia, Grampians Community Health, Wimmera Health Care Group and
Goolum Goolum Aboriginal Cooperative participated in an excursion to tour Echuca Regional Health (ERH) to explore
ideas and partnerships for culturally inclusive outcomes.
ERH have recently opened Stage 2 of their new hospital which included a new emergency department and front
entrance. ERH have a strong and respectful relationship with the local Aboriginal Corporation (Njernda) and this is
highlighted through the use of beautiful Aboriginal art work (including wall art, floor tile art and outdoor screens);
spiritual places; outdoor spaces; Glanville Village which has Aboriginal rooms for residents; an Aboriginal Health
Advisory Steering Committee Partnership; training for staff such as ‘an introduction to cultural safety in aboriginal
health’; and the holding of cultural events including NAIDOC week, Close the Gap Day and Reconciliation Week.
The excursion formed part of the Koolin Balit: Towards Cultural Security - Phase 2 project in which the objective is to
improve access to services and outcomes for Aboriginal people. The Wimmera PCP coordinated the activity and
Echuca Regional Health’s CEO, Michael Delahunty and his staff were excellent hosts willing to share information and
learnings from their journey. At an organisational level the Wimmera agencies intend to progress cultural awareness
and sensitivity as the building blocks to becoming a more culturally responsive agency.
Aunty Melva Johnson who is a Yorta Yorta and Wember Wember Elder opened the day with the Welcome to Country.
Her direct involvement with ERH has included 10 years of employment and more recently she facilitated the signing
of the Memorandum of Understanding in 2012 between Njernda and Echuca Regional Health. Another major
highlight from the day was the discussion of how the hospital Board has helped to drive change. This has all made
ERH a great example of what can be achieved with real consultation.
Feedback from participants was overwhelmingly positive. 94.5% (17) reported their expectations were met; 5.5% (1)
reported their expectations were met ‘in-part’ and 100% (18) reported that what they learned and observed on the
excursion will assist their agency to be more culturally responsive. A quote from one of the participants - “I thought
coming on this trip wasn’t really something for me. I didn’t expect to walk away feeling that I was going to get
anything out of this. But I’m taking away so much more. Thank you for inviting me”.

NEW RNH WING SET TO OPEN
The third phase of Rural Northwest Health’s $10.6-million
redevelopment is nearing completion, delivering an impressive new
home for allied health services clients.
RNH’s Community Health team will provide its services in the new
building from October 12. An open day for the community to inspect
the facilities is also planned for late October. The new wing features
six consulting rooms and four treatment rooms including a large
gymnasium, an Aminya room and a new meeting room. There is also a
secured courtyard with a mobility garden.
Radiology services will operate from the new wing, providing fourdimensional ultrasounds and x-rays. RNH Community Health manage
Ngareta Melgren said the new building would ensure all services could
be provided in comfortable and modern consultation rooms.

FAMILY SAFETY PACK
The Department of Social Services has developed a family safety pack with information on Australia’s laws regarding
domestic and family violence, sexual assault and forced marriage. The pack aims to reduce violence against women
from culturally and linguistically diverse (CALD) backgrounds, by ensuring they understand their rights and where to
get support if needed. It also aims to strengthen support for women coming to Australia on a Partner Visa, by
providing information on the family violence visa provisions and available support. The pack includes four factsheets
on the following topics: domestic and family violence; sexual assault; forced and early marriage; family violence and
partner visas; the pack also includes a low literacy storyboard.
The pack is a key initiative of the Second Action Plan of the National Plan to Reduce Violence against Women and
their Children 2010-2022. The family safety pack factsheets have been translated into 22 languages. For more

MENTAL HEALTH WEEK 2015
In 2015, Mental Health Week will run from Sunday 4th to Saturday 10th October. Mental Health Week aims to
activate, educate and engage Victorians about mental health through a week of interactive events across the state
including an official launch, community festivals, art exhibitions, music theatre and seminars. For more information

Gayby Baby is a portrait of four kids – Gus, Ebony, Matt and Graham – whose
parents all happen to be gay. As they each wrestle with the challenges of oncoming
adolescence, Australia wrestles with the issue of marriage equality and asks whether
kids like them are ‘at risk’.
The film was released in cinemas nationally on September 3, but your community

WORKING IN A CROWDED HOUSE? TRAINING FOR PROFESSIONALS WORKING WITH PEOPLE WHO HOARD
Hoarding affects 3-5% of the population (Mogan, 2012) often resulting in
relationship problems with family, friends and neighbours. It is also a major
cause of recurring homelessness.
This training includes; Where to start – definitions and tools to guide practice;
Reduce the harm then; Reduce the amount; Keeping sane and safe – OH&S; and
Case presentations. All participants will receive a resource folder, which includes
tools to assess and address acquiring, sorting and discarding difficulties.
This training is presented by Tania Reid, from For the Crowded House. After
working for 12 years in the community sector, Tania now specialises in working with people and families affected by
hoarding. She provides practical support, pearls of wisdom and occasional moments of light relief in often
overwhelming hoarded homes. Read about a day in the life of Tania called ‘Do not disturb’. For the Crowded House
has now been operating for 3 years and she has just released the first children’s picture book about hoarding, called
“An Ordinary House”
This training is aimed at professionals who support people with hoarding behaviours, including: Mental Health;
Housing; Local Council; Aged Care; Alcohol & Drugs; Community Nursing; and Outreach workers.

AUTHOR TALK AND BOOK LAUNCH OF WIMMERA JOURNEYS
Anne Brown - Wimmera Journeys is an historical novel recreating the world of the young Wotjobaluk boy who
became known as Willie Wimmera.
The author, Anne Brown came upon a moving account of Willie Wimmera’s life while reading historical encounters
between the Wotjobaluk and white settlers along the Wimmera River. “Right from the beginning I was drawn to this
youngster.” She says, “His story is like that of countless others whose lives have been overwhelmed by events beyond
their understanding. It is a story that still resonates today.
While working for Victoria Archaeological Survey and Aboriginal Affairs Victoria Anne did extensive research and
writing on Koorie Heritage. She is the author of Wotjobaluk Dreaming an educational case study designed for use in
secondary schools; The Resources Kit, Southern Murray Basin Resources Kit, and compiled Koorie Culture Kits. Anne
holds an honours degree in Aboriginal Studies and Archaeology from La Trobe University and was a Primary School
teacher for over 30 years.

INQUIRY INTO POLICIES, PRACTICES AND PROCEDURES OF ENERGY RETAILERS
This year the Essential Services Commission commenced an Inquiry into the policies, practices and procedures of
energy retailers dealing with customers facing payment difficulties. The Essential Services Commission will be holding
a public forum in Horsham on Thursday 17 September from 2 - 4pm at the Horsham Sports and Community Centre.
Afternoon tea and refreshments will be provided. This is one of seven forums being held around Victoria.
The Commission has now released its draft report on 1 September 2015 called Supporting customers, Avoiding labels
(September 2015). The draft report is the result of extensive consultation with energy retailers and consumer
groups. The Commission also initiated research into the design and operation of the current regulatory framework
with a particular focus on the outcomes for customers. The draft report sets out our preliminary findings in relation
to: the design of the current regulatory framework; current industry policies, practices and procedures; leading and
best practices in other jurisdictions and industries; and a proposed new framework that aims to deliver better
outcomes for customers experiencing payment difficulties.
The Commission will be consulting extensively following the release of the draft report, including: discussions with
retailers and consumer groups; seven public information sessions in Melbourne and regional Victoria and; and
detailed discussions with retailers and consumer groups to further refine the proposal outlined in the draft report.
We would appreciate attendance at this public forum to obtain your view on the draft report and proposed
changes to the energy industry framework.

NATIFRINJ BIENNALE 2015
A weekend of live celebrations is gearing up to entertain festival goers over the
NatiFrinj Biennial 2015 weekend from Friday to Sunday, 30-31 October and 1
November 2015.
The NatiFrinj Biennial has been running since 2000 and has forged a reputation for
making outstanding, innovative and often audacious art from the small rural
community of Natimuk, Victoria. Natimuk is home to an eclectic mix of farmers,
retirees, rock climbers and artists, and every two years the township becomes the
NatiFrinj!- a festival of amazing art from Fashion for Funerals and Fantasy Eulogies to
Rising Lights projection works, live music and theatre shows. Natimuk will come alive
with sounds, scents and spirit that are sure to delight and entertain both locals and
visitors over this popular Festival weekend.
The event would not be possible without the support of the Arapiles Community Theatre and the Victorian
Government through Creative Victoria.
The Frinj HUB is located at the NC2 building across the road from the National Hotel and is open from 10am – 5pm
over the weekend of the festival. Many of the performances will take place throughout the town and volunteers at
the HUB will be able to point visitors in the right direction. The HUB will have programme updates and additions,
maps, Frinj t-shirts and will be your one-stop-shop for everything Frinj!
The Frinj programme also includes the community celebration of The Hay and Thespian Mardi Gras, an extensive
music, visual and performing arts program, culinary experiences, random happenings, subversive art attacks and
dancing of course. Ticket sales will be available online through the site from 5-28 October or at the Frinj HUB (NC2)
from Wednesday 28 October and over the festival weekend.

BARWON-SOUTH WESTERN AND GRAMPIANS REGIONS ALLIED HEALTH CONFERENCE PLANNING COMMITTEE 2016
An allied health conference has been identified as a priority activity for Barwon-South Western and Grampians Health
Regions. It has been endorsed by the Barwon-South Western Allied Health Leaders Network and the Grampians
Regional Allied Health Works Advisory Committee. This conference is part of a strategy to support allied health
practitioners and assistants in the Grampians and Barwon-South Western to develop skills and knowledge in the
areas of quality improvement and research.
The conference is to be held mid-April 2016 in Horsham, Victoria. Successful applicants will be taken from various
backgrounds and are likely to include; at least 2x allied health academic positions; at least 2x allied health
management positions; 2 x allied health practitioners; 1x allied health assistants; at least 2x Departmental
representatives.
All meetings will be facilitated by the Department and the use of video conferencing at local DHHS sites across the
regions will be utilised. The DHHS video conferencing sites available include: Ballarat, Ararat, Horsham, Geelong,
Warrnambool and Hamilton. It is expected that the meetings will be once a month until January 2016 and then twice
a month till early April 2016. An extraordinary meeting will be held to assess the abstracts in Late February /Early
March 2016.
Eligibility - currently working in Allied Health in the Barwon-South Western or Grampians Health regions. Complete
the Expressions of Interest Application Form (request from following email) and submit it via email to
[email protected] by Friday 25th September 2015. This requires your manager to sign off and
consent to you being on the committee. Successful applicants will be notified by Monday 5th of October 2015. The
first meeting of the committee will be scheduled for the 2nd week of October.

NEW PLAN FOR A HEALTHIER VICTORIA
The Andrews Labor Government has released its vision to create a healthier Victoria. The Victorian Public Health and
Wellbeing Plan 2015-2019 outlines the Government’s key priorities over the next four years to improve the health
and wellbeing of all Victorians, particularly the most disadvantaged.
The Plan identifies six key areas for action:
 Healthier eating and active living;
 Tobacco free living;
 Reducing harmful alcohol and drug use;
 Improving mental health;
 Preventing violence and injury; and,
 Improving sexual health and reproductive health.
Further work will now be undertaken by the Government and key partners to identify and develop priority health
promotion initiatives in line with the Plan. Under the Victorian Public Health and Wellbeing Act 2008, a statewide
public health and wellbeing plan is required every four years. The Plan was developed in consultation with over 200
people from leading health organisations, local governments and healthcare service providers.

What Were We Thinking! Is an interactive Blog and App that equips new parents with some of the practical skills (like
settling and wrapping) as well as the emotional skills (like building confidence as a parent) to transition smoothly into
new roles. The Blog is an innovative way of connecting with new parents across Australia and the App is an
interactive too with quizzes, videos and activities that guides parents through the first 100 days of their babies life.

NEW CAMPAIGN WILL HELP YOUNG AUSTRALIANS REALISE THEIR BRAINS CAN ‘HAVE A MIND OF THEIR OWN’
beyondblue has launched a major campaign to empower teenagers to take action if they are
experiencing depression or anxiety. Parents can also play an important role in protecting the
mental health of their teenage children, with help from beyondblue's information for parents.
The campaign comes as a new survey reveals that four out of five Australian teenagers think people
their age may not seek support for depression or anxiety because they’re afraid of what others will
think of them. The survey of 600 teenagers aged 13 to 17, commissioned by beyondblue, also
found that two out of five respondents thought their peers might not seek support because they believe nothing
could help them.
The new campaign, Brains can have a mind of their own, uses quirky animated ads that feature an annoying ‘brain’
character that causes young people to experience various symptoms of depression and anxiety. These ads will be
rolled out gradually on social media, websites and apps, and can be viewed here. Young people who think they are
experiencing the symptoms shown in the ads will be encouraged to visit www.youthbeyondblue.com, where they can
complete a quiz that will assess their mental health and provide advice on the best steps to take.

EXCITING CAFÉ BUSINESS OPPORTUNITY
Horsham Rural City Council is seeking a skilled, innovative and experienced hospitality/café operator to support
Victoria’s newest arts and cultural venue through the operation of a café at the new Horsham Town Hall.
Located in Pynsent Street in the heart of the CBD with street frontage, the facility is owned by Council and is
currently under construction with completion due in November 2015 with the official opening set for February
2016. Council is seeking Expressions of Interest from experienced food retail operators who can demonstrate a
strong track record in delivering a high standard of food and beverage service to lease and manage the café situated
within the new Town Hall.
The Café facility comprises 92m2 of internal floor area and kitchen facilities, together with an area fronting Pynsent
Street which can be used for outdoor dining. The term of the lease will be for a five year term, with options for up to
three further terms. It is anticipated that the Horsham Town Hall will support 150-200 events each year over the
first three years of operation ranging from performances, conferences, expos and small meetings.

FOLIC ACID FORTIFICATION ISSUES
Issued to: General practitioners, maternal and child health nurses.
Key messages
 There is a global supply shortage of folic acid used to fortify wheat flour used for bread making.
 Due to the shortage, bread products normally fortified may not consistently include folic acid until mid-2016.
 Pregnant women (including one month before conception) are recommended to have a daily dose of folic
acid of at least 0.4mg daily to aid in the prevention of neural tube defects.

FIELD RESEARCH METHODS AT DEAKIN
The School of Health and Social Development has developed two 2-day workshops that embrace a hands-on
approach to Field Research Methods that provide academic knowledge combined with authentic, practical learning
to enhance practitioner competency in conducting quantitative, qualitative or mixed method research in the field.
The program has been developed by a multi-disciplinary team of active researchers.
The workshops will provide a professional development opportunity for existing public health, health promotion and
social research practitioners, as well as government and non-government professionals who already engage in
consultation in the field.
The workshops will be held regularly throughout the year, and will explore a range of research methods, data
collection strategies, data analysis approaches and reporting suited to real world contexts. The first round of
workshops will be held at Burwood Corporate Centre:
Field Research Methods - Friday 23 October and Monday 26 October
Advanced Field Research Methods - Thursday 12 November to Friday 13 November

Following the success of conferences in Copenhagen (2011) and Berlin (2013), Cancer Council Victoria is proud to
host the 3rd International UV and Skin Cancer Prevention Conference in Melbourne 2015.
The conference will attract behavioural and epidemiological researchers, clinicians, health promotion and education
professionals from around the world, all of whom will have a strong interest in population-based approaches to skin
cancer prevention and vitamin D. As one of the largest and very few of its type, the
conference is a truly unique opportunity to work together to reduce the significant
human and financial burden of skin cancer.

In the last twenty years scanning technology has enabled real time data on brain function. This technology has
changed our understanding of behaviour and in particular our understanding of addiction. The new neuroscience has
direct clinical utility helping our clients by improving treatment plans and engaging clients in treatment.
This session aims to introduce Gamblers Help Practitioners’ through an introduction to brain architecture and how
scanning research is done. It also focuses on what is being done in Melbourne and how to apply neuroscience
