4-H is a youth education program of the Cooperative Extension Service - a program that offers skills and training to tomorrow’s leaders. This informal information education program is conducted by the U.S. Department of Agriculture, University of Florida, Florida A&M University and the county governments, and combines the work of federal, state, and local Extension staff and volunteer leaders. The mission of 4-H is to assist youth in acquiring knowledge, developing life skills and forming attitudes that will enable them to become self-directing, productive and contributing members of society. The 4-H program is open to all interested youth regardless of race, color, sex, creed, national origin or handicap. Participants are between the ages of five and eighteen and reside in every demographic area; farm, city, and in between. The success of the 4-H program is attributed to the nearly 10,000 volunteer leaders who are backed by the strong educational base of the University of Florida staff in every county in Florida. The 4-H Pledge The 4-H Motto I PLEDGE My head to clearer thinking, My heart to greater loyalty, My hands to larger service, and My health to better living, for My club, my community, My country and my world “To Make the Best Better.” This I Believe It is not what we know, but what we believe that determines what we do. It is through the understanding of the 4-H objectives and principles that the 4-H Club leader can best contribute to the basic development of the 4-H boy or girl. All leaders in the 4-H program might well compare their 4-H objectives and their own beliefs with the ones listed here. The 4-H boy or girl is more important than the 4-H project. 4-H is not trying to replace the home, the church or the school - only supplement. A 4-Her should be his or her own best exhibit. No 4-H award is worth sacrificing the reputation of a 4-H member or leader. Competition is a natural human trait, and should be recognized as such, but should not be over emphasized in 4-H club work. Learning how to do the project is more important than the project itself. Many things are caught rather than taught. A blue ribbon 4-H boy with a red ribbon pig is more desirable than a red ribbon boy with a blue ribbon pig. To “learn by doing” is fundamental in any sound educational program and characteristic of the 4-H program. Generally speaking, there is more than one good way of doing most things. Every 4-H member needs to be noticed, to feel important, to win and to be praised. Our job is to teach 4-H members how to think, not what to think. Okeechobee County Friend of 4-H Award The highest honor that the Okeechobee County 4-H program bestows is the “Okeechobee County Friend of 4-H” Award. The award was first established in 1989 and continues to honor persons or organizations that have performed exemplary service to the Okeechobee County 4H program. In the past, honorees have been individuals, families, businesses and governmental organizations that have gone above and beyond to provide resources, time and expertise to the 4-Hers of Okeechobee County. Continuing in the established tradition, this year’s honorees have distinguished themselves as invaluable contributors to the success of the 4-H program in Okeechobee County. This year, the Okeechobee County 4-H program, in conjunction with its members and volunteers, has chosen the Children’s Services Council of Okeechobee County as the recipient of their greatest honor. The mission of the Children’s Services Council of Okeechobee County is to enhance the lives of the children of Okeechobee County and to enable them to attain their fullest potential by providing a unified context in which children’s needs can be identified and targeted by all agencies that serve children in our community The Children’s Services Council of Okeechobee County was voted in as an independent taxing authority in November 1990 after an entire year of town meetings. The Council consists of ten members. Five member positions representing the School District, County, Health Department and Juvenile Justice System are mandated by Florida Statutes, the other five Council members serve staggered 4-year terms and are appointed by the Governor, after first being nominated by the Board of County Commissioners. The ordinance allows the council to levy up to one half mill (or 50 cents for every $1000.00 property value), in the most recent fiscal year, their millage was .00030600 which equals about $30.00 on a $100,000.00 home.100% of that tax income is returned to our community to benefit our children. Since those humble beginnings in 1990, the Children’s Services Council of Okeechobee County has been able to fund over 450 programs and serve over 100,000 children through their “Request For Proposal” process or Summer Activity Proposal program. The Children’s Services Council has funded a multitude of programs ranging from Mental Health Agencies that provide Counseling, Teen Parent Programs that teach teen mothers and fathers how to be good parents, Tutoring programs, Sports Programs, Mentoring Programs, special projects such as the Mainstreet Halloween Event, The Health and Safety Expo, The Okeechobee County Fair, Local Scholarships to support graduating seniors who are pursuing a degree working with children, and the Okeechobee Youth Livestock Show. The Children’s Services Council of Okeechobee County has supported “H2O Encounter” (4-H Environmental Education Day Camp) “Blast to the Past” (History Day Camp), “Culinary Capers” (Cooking Day Camp) and “Just Horsin’ Around” (Horse Day Camp) since their inception (yes, over 20 years for H 2O Encounters) in addition to many other special 4-H programs. They have provided access to opportunities that would have otherwise been unreachable. The Children’s Services Council of Okeechobee County is different from all other Children’s Services Councils, they are all volunteers, they receive no salary and not one penny of the tax monies collected is used to provide a building or even an office. The countless hours of time and energy they invest to make sure our youth receive opportunities is only repaid with a Thank You from some grateful citizens. Okeechobee 4-H is truly grateful for all you do for the youth of our community and the support you give our programs. We realize there is no way we could provide these programs without your generous support. Thank You, members of the Children’s Services Council of Okeechobee County. These leaders come in all shapes and sizes, and may be male or female, but they all have one thing in common - a glorious twinkle in their eyes. 4-H Leaders are found everywhere - at judging contests, junior fairs, square dances and talent shows. They’re always preparing for, sitting through, participating in, or recuperating from a meeting of some kind. They are tireless consumers of muffins, experts at taking knots out of thread, peerless coaches, and spend hours on the telephone. A 4-H Leader is many things - an artist making a float for the Fourth of July parade, a doctor prescribing for an underfed calf, a counselor at camp, a lawyer filing out reports and a shoulder to cry on when that dress just won’t fit. Nobody else is so early to rise and so late to get home at night. Nobody else has so much fun with so many boys and girls. We sometimes forget them, but we can’t do without them. They receive no salary, but we can never repay them. They are angels in aprons, saints in straw hats. Their only reward is the love of the kids and the respect of the community, but when they look around them at the skills they’ve taught and the youth they’ve built, there’s an inner voice from
