2011-12 Budget Cuts to be Finalized in the Next Couple of Weeks

Gene Hayes agreed with City
Manager Betsy Adams to hold
off making any final decisions
about the 2011-12 fiscal year
budget until after the State of
California decides on what they
are going to do to balance their
own budget. Several of the budget issues with the State could
have serious implications to
GT’s budget. The City Council
was looking to cut the budget
by more than half of a million
dollars by instituting eight line
item reductions before the postponement, but they still agreed
to give direction to the city
manager to administer six of the
recommended budget reductions. The largest savings was a
$228,714 economy made by removing a traffic deputy position
from the sheriff’s contract. That
saving was realized by eliminating the cost of the deputy’s
salary and benefits plus the cost
of a vehicle lease, maintenance,
fuel and staging. The other cost
saving items that were approved
by the council included: Merging the rental inspection program under Code Enforcement
(Savings of $51,465); defunding
a Management Analyst position
in Community Development
(Savings of $6,496); defunding
of Community Event Programs
(Savings of $52,880); defunding
the Deputy City Clerk position
(Savings of $58,533); reduce
Parks and City Hall Maintenance (Savings of $23,600).
Mayor Stanckewitz said, “The
council can wait to make a de-
cision on the other two budget
reductions until after the State
makes up its mind on how much
money they are not going to give
to the local governments. Even
though we are waiting to make
those final recommendations,
the council must come up with

Contest Participates in Golden Age Games

After winning a vacation
to Hawaii from the City News
Group, I decided to utilize it
to participate in the National
Veterans Golden Age Games
(NVGAG). On May 25, 2011
I flew out of LAX with many
other veterans from Loma
Linda VA. This was the arrival
day for veterans from all over
the country who were going to
participate in the 25th annual
NVGAG games. Upon arrival
in Hawaii I rented a car and
went to the Imperial Hawaiian,
a beautiful location provided
by the City News Group, as
winner of their “Win A Week
in Hawaii Contest.”
The next day, after a very
nice breakfast
buffet at the
Hilton Hawaiian Village,
the registration process
began for the
veterans who
were there to
compete in
the
games.
Also at that
time the committee
distributed luau
tickets and a
schedule of
events to the
veterans.
That evening all the
veterans met in a local park
for the opening ceremonies. It
was exciting to see all the other
teams in their matching team
shirts. On team Loma Linda
we were wearing beautiful blue
Hawaiian shirts with an automobile design and we received
many complements.
There were several dignitaries who spoke at the opening
ceremonies including: a representative from the Governor
of Hawaii’s office, the mayor
of Honolulu, the head of Help

Nothing Like Getting Down and Dirty to Make a Difference

Splattering waist-high mud,
loud bangs, and numerous
bumps and bruises gave law
enforcement officials and locals
a chance to make their mark at
this year’s muddiest run.
Thousands of people filled
San Bernardino County Regional Training Center this past
weekend to take the plunge into
making a difference at the 2011
San Bernardino County Sheriff’s Department (SBSD) Mud
Run.
The Sheriff’s Athletic Federation started the Mud Run in
1998 to help offset the expenses
for personnel to run the Baker
to Vegas Relay. The community response was overwhelming,
so the event was hosted again in
1999 and 2000.
According to the Sheriff’s
Athletic Federation “The 2011
SBSD Mud Run involves several obstacles, low-crawls,
mud-pits, hills, our infamous

camp styled atmosphere where
a combination of citizens, law
enforcement, fire department,
companies, teams, colleges and
military personnel compete together. Individual runners can
enter the event or groups of 5

camaraderie.”

(SAF), but also many pre-selected charitable organizations
throughout the Inland Empire.
According to the Sheriff’s Athletic Federation, who puts on
the Mud Run, some of the charities that will benefit from this
year’s run include the: Challenged Athletes Foundation,
San Bernardino Sexual Assault
Services, Option House Crisis
and Prevention Services, San
Bernardino County Sheriff’s
Gift of Love Program, and The
Sheriff’s Employee Assistance
Team(SEAT).
Today the Mud Run continued to aim towards providing
donations to many great causes
and strengthening relations between the community and law

for 2011-12 of an estimated
$4,692,383 in revenues (including transfers out) and $5,245,499
in expenditures which created a
budget deficit of approximately
$553, 116.
The projected budget reductions that are projected to
be instituted will total nearly
$561,676 which will hopefully
balance the General Fund budget for next year.

Last Friday’s packed Grand
Terrace Senior Center offered a
prized venue for 3rd District Supervisor Neil Derry’s debut as a
singing sensation.
According to Neil Derry,
for about ten to fifteen years he
has been singing without formal training. With parents who
were both active in choir he confesses that singing must be in his
blood.
Derry, using his own sound
equipment, sang numerous
Frank Sinatra songs; some of the
highlights including “Luck be a
Lady”, “The Lady is a Tramp”,
and “Learn in’ the Blues”, which
Supervisor Derry confesses is
one of his favorites.
Breaking between songs,
Supervisor Derry said, “I also
do Johnny Cash and some modern stuff, but I like to stick with
Frank because his songs suite
my voice.”

Grand Terrace Senior Center.
Lois Hansen, who has lived
in the county a long time and
says she enjoys staying up-todate with local news said, “I enjoyed it and the information on
the county was nice.” Maryanne
Faulk, who has been visiting the
Grand Terrace Senior Center for
four years, said of Supervisor
Derry’s performance, “I liked it
real well.” Following Supervisor
Derry’s stage time was a meal
provided by the Family Services
Association. A raffle with prizes
also accompanied the memorable afternoon.
Attendees show their appreciation for Supervisor Derry’s
preformance with applause.

The Sad Situation on Pico and Wilmac
I wanted to give another perspective to the recent situation
involving Robert Northrup since
I believe I have a fairly unique
history in the area.
I have known Robert
Northrup since he was around 6
years old. For that reason, he and
his brother will always be Bobby
and Johnny to me no matter how
old. Of course John is no longer with us and to my knowledge neither of them married,
so probably Robert is the only
surviving family member. My
husband and I built our house
on Mt. Vernon Ave. in 1958 and
the Northrup’s built their house
at the corner of Pico Street and
Wilmac about 1959 or 1960.
Their property is kitty-corner to
the back of my property. There
weren’t many homes in the
neighborhood at that time but
those who were here were very
friendly and spent considerable
time socializing. In about 1961
the entire Northrup family was
involved in a terrible automobile
accident in New Mexico resulting in the mother (Betty) being
hospitalized in New Mexico for
about 6 weeks before she was
able to return home for literally
months of treatment. When she
did return home I was with her
and the family nearly every day
doing what I could to help, especially during the daytime while
Mr. Northrup was working.
We remained friends and good
neighbors through the passing
of both elder Northrup’s. I did
keep in touch with the Robert
and John, but on a much more
irregular basis. The last time
I actually saw Robert was a
chance meeting at Stater Brothers at which time he told me he
was moving to Hawaii and becoming a beach bum. He was
upset because he felt he was
being hassled because of the appearance of his property. I had
not been aware that he had been
in the service. However, it was
very clear that he needed some
kind of help.
I offer the above only to emphasize that I have at least a 50
year relationship with the family.
As to the recent encounter
with the grandfather at the childcare center, it has been brewing
for a very long time . . . certainly
several months and possibly for
years. Robert became more and
more belligerent over time and
has carried out extended loud
rants and threats at all times of
day and night. Most of these I
did not personally hear but some
of them I did. About a 45 minute
rant with threats was recorded by
the owners of the day-care center
which backs up to my property.
In this particular episode my
name was mentioned in a very
negative light and involved my
20 years with Citizen Patrol and
also the death of my husband. I
had brought the situation to the
attention of authority figures
prior to this episode. After this
episode, I spoke personally or by
phone or e-mail to no less than
4 people who were most likely
to be in a position to act. In this
entire process, the owners of the
day-care center were forced to
move because they feared for
their customers children.
I see this as a REALLY
SAD situation from both sides.
It should have been clear that
Robert was having problems.
It might have been that he was
not offered medical/psychiatric
help. But it also could be that
he refused help. At this point,
I am just thankful that it wasn’t
even worse than it was. But I
also wish it could have been prevented.
My very best to Robert, who
I still consider an old friend and
neighbor, and also to the owners of the child-care center who
were also my neighbors for such
a long time. I certainly hope
there can be a positive outcome
to this very negative situation.

Local Teen Surpasses the Norm with a 4.23 GPA

Many locals know Sahil Bawa
as one of the friendly faces offering first-class service out of Mail
Mart, a local mail outlet next door
to Stater Bros, which has been operating in Grand Terrace for about
fourteen years.
This fresh 17-year-old academia success began his astonishing academic career at Grand Terrace Elementary School, where he
skipped fifth grade, followed by
Terrace Hills Middle School, then
his high school years. This longtime Colton resident recently graduated from John W. North High
School in Riverside where he has
been blowing student and faculty
away with his dedication and determination for the past two years.
Prior to his junior year, Bawa attended Nova Meridian Academy
in Colton. His graduation with
a cumulative GPA of 4.23, along
with other factors, landed him
three out of the four scholarships
he applied for.
Receiving $1000 from El Toro
Credit Union, $4000 from the Riverside Optimist Club, and $20,000
as a Dell Scholar, along with a free
computer and printer, will be just
what the doctor ordered to launch
him into his college years. Bawa
says, “It is very satisfying to know
that all of his hard work has manifested itself into some sort of aid for
college, besides knowledge.” With
plans to attend San Diego State
University and major in computer
science, Bawa looks forward to
living on campus as he pursues his

The California Redistricting Commission (CRC) recently released their first draft
of new Assembly, Senate, and
Congressional district lines.

proposed lines on our interactive mapping platform which
will allow you to see the detailed boundaries as well as
the underlying data for each

Buffalo Springfield Pick up Where They Left Off

Super group is a word that
gets bandied about a lot. A
super group is usually considered a grouping of star musicians from other areas who
have joined together to make
music. Sometimes though a
super group happens before
the individuals have a chance
to make a name for themselves. Buffalo Springfield is
one of those groups.

spawned some of the so called
super groups, for without them
there would not have been
Crosby, Stills and Nash, Crosby, Stills, Nash and Young,
Poco or Loggins and Messina.
As Buffalo Springfield they
were only together for a few
years but produced some music that influenced other musicians for decades.

They have evidently decided

which is where we caught up
with them.
They seemed relaxed on
stage and joked with each
other. Furay told the audience
that he was surprised that they
waited forty-three years for
the show which is how long
the band had been broken
up. At another point Young
called Furay the lead singer
and Furay started to disagree
but Young cut him off with
“Yes we all take turns singing
lead but you’re still the lead
singer.”
Stills and Young for their
part kept pushing each other
on guitar as one would walk
to the other side of the stage
to trade leads with the other.
Furay would just stand in the
middle of the two and admire
their work while he kept things
moving along on rhythm guitar.
Stills sounded in much better voice than he has in a long
while and looked to have taken off some weight

in the crowd at the Whiskey A
Go Go at one of their shows
back in the day.

There was no new music performed at the Wiltern which may indicate that
the reunion is a temporary
one. But hearing all of those
Springfield classics was still
a treat, as evidenced by the
standing ovation given by the
audience.
Robert Plant Brings His Joy to the Inland Empire

Robert Plant is best known
as the lead vocalist for Heavy
Metal prototype Led Zeppelin. Zeppelin broke up a long
time ago and though
there have been a
couple of reunions
and a lot of money has
been offered, ,Plant
has chosen to follow a different path.
He had a successful
collaboration
with
Alison Krauss that
won the two of them
a number of Grammy awards. He now
fronts a band that performs similar music
to the Alison Krauss
project called Band
of Joy. Buddy Miller
from the Krause project has continued and
Patti Griffin has now
joined the project.
They have recorded a
well received album and are
touring to support it. The tour
brought them to San Manuel
Indian Bingo and Casino in
Highland on the 9th of June.
Opening the show was a

supportive as they cheered
every time they recognized
a Zeppelin song even though
the arrangements strayed far
from the originals.

makes sure the arrangements
do not stretch his voice very
much.
Plant’s set was very pleasant and enjoyed a great deal
by the partisan crowd.

“Scientists believe
that a healthy, active lifestyle allows people to live
a vibrant life – a
physically, intellectually, emotionally, socially active, and
functionally independent existence. These are the rewards
of a wellness way of life,” she

For those who are looking
for a way to begin on the path
to good health, TOPS suggests
starting with a walking program. Walking is a slow and
easy way to ease the body into
a higher level of fitness. It is
accessible to most everyone,
doesn’t require any special
equipment or practice, and offers a long list of health benefits, including:
• Lowering low-density lipoprotein (LDL) cholesterol
(“bad” cholesterol) and raising
high-density lipoprotein (HDL)
cholesterol (“good” cholesterol)
• Lowering blood pressure
• Reducing the risk of, or
managing, type 2 diabetes
• Preventing osteoporosis
• Managing weight
• Improving mood
According to TOPS, speed is
not as important as one might
think. For example, recent research indicates that walking at
a normal, brisk pace can reduce
the risk of heart attack by nearly
the same amount as jogging or
another aerobic activity.
Even though walking is a
low impact activity and sustaining a serious injury is unlikely,
it is important to prepare for
this exercise to prevent things
like blisters or muscle pain. For
this reason, one should wear
comfortable footwear with
arch support, a firm heel, and
thick but flexible soles. Wear
loose-fitting and comfortable
clothes in layers and dress for
the weather and the time of day
you are walking. Good posture
is important. It is also important to begin slowly, to warm
up the muscles, and to stretch
your muscles before and after
your walk.
Here are a few other things
to remember when taking the
first steps toward fitness:
• It’s okay to start slowly,
especially if a fitness routine is
new. Set defined goals of time
and distance and stick to them.
Then slowly increase the time
and distance to 30 to 60 minutes several times a week.
• Measure the intensity of
the workout by monitoring
heart rate. This can be done
manually by checking the pulse
in the wrist or neck or with an
electronic device. Knowing the
intensity of the workout will
help to maximize its effect on
the body.
• Set realistic goals that are
attainable.
Again, starting
slowly may be best for those
just beginning a fitness routine.
• Keep track of the number
of steps taken or the distance
walked as a source of motivation. Consider a walking journal or automated pedometer to
keep this record.
• Bring a friend along if you
don’t like to walk alone.
• Take different routes to
avoid monotony.

Anniversary Subscription Drive
In celebration of the City
News Group newspapers’
fifth anniversary, under publication of Margie Miller,
five-year subscriptions to
the newspaper are being offered for just $30.
With an eco-friendly
mindset, the Colton, Grand
Terrace and Loma Linda
City News trio of newspaper
editions have come together
to minimize their carbon
footprint on the planet. The
transition from a mass delivery-based readership to a
subscription and drop-off location-based readership will
decrease the amount of paper consumed by the streets
throughout the three cities
on a weekly basis. Those
who would like to take the
eco-friendly news one step
further are offered a weekly
e-mailed version of whichever paper they desire. City
