This year was the biggest yet since we started having a Memorial Day Celebration and it was with
great pride that we honored our Veterans in this way. Many families came forth to sponsor specials
during this celebration.

West Segment Tribal Representative Update
Hello Community members and
relatives.
I would just like to
comment on our Memorial Day
celebration we had here at the Water
Chief Hall. Once again we had a
great turn out of people who came.
We had twenty five drums that was
great. I would like to thank the
families who came forth and honored
their loved ones by putting on
specials during our celebration. We
had some come up with a thousand dollars and did specials and
that was very thoughtful of them and at the same time thinking of
their beloved ones. We had a very good turn out our main goal
was to recognize our community Veterans and having a Memorial
Day celebration was a good way to do that. To recognize our
relatives so they are not forgotten for their services in our armed
forces. It was good to hear a lot of positive feedback from
everyone who came and participated enjoyed themselves at our
evening celebration. Some even asked if we are going to have this
next year and I told yes tentatively we are. So it turned out to be a
positive community event. On another note, Today we just sent off
our elders on a trip to Deadwood, South Dakota to go on a three
day vacation to enjoy themselves. We gave them spending money
and we buy their hotel rooms and we chartered a big Harlow bus
for them to ride in, they all get to relax and watch movies on there
way to Deadwood and go gamble and enjoy themselves. This year
we had Four Bears join us for this trip so they were glad to go with
the elders on the chartered bus. Right before the send off of the
elders on their trip I gave Bernadine Fredericks a star quilt from
myself personally because she does an outstanding job and this
year I told her what I wanted and she went ahead and did
everything herself, she booked all the rooms, she did the whole
trip for the elders, she made arrangements of their tours.
Bernadine did an outstanding job and I know it’s always good to
recognize those who do a good job. So I gave her a star quilt
although in our tradition we don’t give to our relatives and I
explained that to the elders when I talked to them. I asked them to
forgive me but I wanted to recognize her because in the Indian
way she’s my daughter. Her dad Pat is my older brother so I
explained that to the elders so they understood and said it was
okay. Bernadine does an outstanding job here for us in Mandaree
and I wanted to commend her for it. They have an agenda which is
printed on the next page of the Hidatsa Elders page of this
newspaper. We did this last year so this is our second annual trip
for the elders, I have always heard excellent feedback from our
elders on their trip. I told the elders today that I will continue to do
this for them as long as I am in office. Pictures of the elders
leaving are on page 10 in this newspaper. For an upcoming event
in our community I would like to invite everyone to our 2nd Annual
Bakken Days Celebration and Pow wow on July 3rd and 4th. This
year will be very similar to last year’s event on both days we have
a lot of activities for everyone to enjoy.
We will have our fireworks display on both evenings of the 3rd and 4th.
Some of the pow wow details will be a drum contest for visitors only for
3,000, 2,000,1,000. And we have all contests for all dance categories. You
can see the poster in this newspaper. The parade will start at 10am on
Thursday, July 3rd and this is open to everyone on our reservation. The
parade will start at the Mandaree School and come up to the Mandaree
Pow wow grounds like we did last year. This year we will have a 3rd and
4th grade basketball tournament so I like to promote our youth and support
them as well. I always try to do activities for our youth.
Also I would like to mention the hand game tournament was sponsored by
Arvella White who gave us 1,000 for the hand games. This year we will
have two grand entries for the pow wow at 1pm and 7pm. Keep in mind
registration closes at 1pm (NO EXCEPTIONS) so dancers be here on time.
On Friday we have S & J who will cater food four us from 3 to 4pm.
On another note, I would like to mention the Mandaree Inn an as far as I
am aware Delvin Reeves will be looking into the electrical which is the hold
up right now. Devin will be meeting with McKenzie Electric to see if we can
put a transformer ourselves the transformer is the hold up. Our target date
is to have this open by Mandaree pow wow. If Mandaree Inn is open than
people will have to go see the Hidatsa Housing office which is now located
in the old MEC Building. That is where the Hidatsa Housing Office is
located. So if people want to reserved a room they will have to let Will
Reeves know who is the Director of our Hidatsa Housing Program. I have
already gotten some phone calls from people wanting to reserve a room
during the Mandaree Pow wow.
As far as the Tribal council is concerned we had a budget meeting to see
who needed monies in which departments. We are sitting pretty much
where we need to be. One of the things that I was soliciting to the council
was I get a lot of requests for medical or funeral expense and I don’t turn
anyone down and it makes it strenuous on my budget and other
councilmen are feeling the same effects so we are trying to get more
monies into the grants and donations. And when it comes to medical or
funeral we don’t turn our back on anyone because its’ not our way. I try to
help out as much as I can. In our budget meeting we are projecting July
18th as another disbursement date for all tribal members.
Some great news we have a new ambulance in our community, in fact we
will have two ambulances here one of the ambulances will be a four wheel
drive. The second ambulance should be here this coming week. The good
news here is I recently met with the Attorney General and after the meeting
I visited with him and told him we needed assistance in furnishing the
ambulances with the right equipment in order to serve our people, and he
told me he would assist us in obtaining the needed equipment. Since they
have monies for McKenzie county so I asked for some of that money and I
was told he would. The council met with the Attorney General, the law
enforcement and the chairman on drug issues. I want to let the people
know that I am a very strong advocate when it comes to our sovereignty
and cross deputization is a touchy issue and on one hand its good
because we get more coverage. I will explain what cross deputization is; If
we sign an agreement with the state than their law enforcements could
come on our reservation. For example; say a county sheriff pulled you over
he can take you in. Continue on page 14.

West Segment Marks Another Successful Memorial Day Celebration!
For a one evening pow wow the West Segment Memorial Day celebration
marks it’s second year as a successful event. We had 123 registered
dancers and 25 drum groups throughout Indian country. Our two announcers
did a great job keeping the pow wow rolling right on hand to help us were
Charlie Moran and Ruben Little Head. This year’s arena director was Clair
Fox. Two posts led in the grand entry which were Post 9061 and Post 271.
This year there were many specials throughout this one evening event.
There was a Men’s Grass In honor of the late Mr. & Mrs., Sillitti who were
both veterans.
A Men’s Traditional special was in honor of Afton Young Bird (Takes The
Gun) Vietnam. Matthew Young Bird Sr. Arikara World War II. A Men’s
Chicken Special in honor of Bill Reeves-Berlin & Vietnam War. Another Men’s
traditional Special put on by Valerie and Vern Bullhead in honor of Nick
Souksarth. Men’s fancy in honor of all Young Bear family; Frank Young Bear,
Walter Young Bear, Clifford YB. Alonzo Phelan Sr., Alonzo Phelan Jr., Jasper
YB-(killed in Korea). Maynard, Clinton, Clayton, Frank Young Bear, David YB,
Victor YB, Kenneth YB, Gertrud Sillitti, Ben Young Bear, Ross Young Bear
and Katherine YB.
An old grass dance special was put on by the Baker family in honor of the
late Norman Baker who was in the Air Force.
A Women’s jingle dress special was held in honor of Adele Fredericks Phelan
Ladies Auxiliary.
Towards the end of hours of the celebration the West Segment committee
had some specials; A Women’s fancy shawl, Women’s traditional, and a
Men’s traditional.
Overall this year’s celebration was very successful everyone enjoyed
themselves. We thank our singers who came for without them there would be
no celebration, we were fortunate to have 25 drums come and sing at our
one evening event. We would like to thank the families for the specials they
did in honor of their loved ones.

2014 Memorial Day Celebration
Men’s fancy in honor of all the Young Bear family who served in the

Little Head and consolation went to Albert King.
Dancers selected in one of the many specials that took place
throughout the evening at the Memorial Day celebration. It was an
awesome sight to see the dancers fill up the gym at the Water Chief
Hall.

Mandaree Elders Head Out To Deadwood South Dakota Trip
Councilman Phelan takes a moment to recognize Bernadine Fredericks
with a star quilt. Bernadine has done an outstanding job for the elders
especially on their trip to Deadwood, South Dakota.

had a longer wait than usual.
While they waited they were
given sandwiches and chips to
snack on before the bus got
here. Now they are loading up
excited for their trip to
Deadwood, South Dakota.

off as the bus takes off.
A nice bus with nice comfortable seating for our elders and a TV
inside to watch movies while they travel. This bus also is equip with
a rest room. Movies were furnished by Tom & Liz Demaray.

West Segment Has New Ambulance For Our Community
This emblem on the ambulance was designed by
Jake Chappell who works at West Segment.
Here is a picture of the new ambulance it’s parked in front of Water Chief Hall.
Here is the front of the ambulance it identifies our community. In
the photo at the bottom it shows all the important switches and
communication that any ambulance is equipped with. We have
EMT trainings in Killdeer and will soon have them here at the hall.
This is what it looks like inside the ambulance. West Segment is currently
working on our 911 system. If all goes well West Segment will have a fully
staffed EMT’s during the Mandaree Celebration. In the picture below is the
back of the ambulance with both our emblems on the back. Our second
ambulance that comes in will be a four wheel drive.

Mandaree Clean Up Day
Clean up day in the West Segment community was a busy day for some of
the community members. Many of them were bringing in truckloads of
bags filled up with trash. It was great to see everyone involved in wanting
our community clean and helping make a difference.

During this clean up day we had eighty three community members sign up.
Each of the bags of trash were counted by Martha Phelan and
documented for payment of each bag of trash. So everyone was busy
filling up bags with trash.
After an afternoon of gathering trash a great meal was provided by Angie
Stiffarm who catered the meal for us. She made hamburgers, hotdogs,
baked beans, a seven layer salad and macaroni salad.
Keep in mind another clean up date will be scheduled in July so watch for
posters. On behalf of West Segment we thank youth and adults who came
and helped.
Remember you need to participate in all three clean up dates in order to
qualify for the State Fair wristbands for the kids and grandstand passes for
the adults.
Angie did a great job in catering. Pictured above is how she cut
up watermelon so fancy for the kids and adults to enjoy.

Update From The Hidatsa Housing Program
Greetings from the Hidatsa Housing
Program
was able to get the purchase of a brand new single wide 3 bedroom, 1
bath trailer for each lot at the Budget Retreat in Bismarck recently. The
full Tribal Council will approve at the July 10th meeting and it will take
the factory in Wisconsin at least 6 weeks to deliver the first units. This
will give us time to complete the Mobile Park this summer. The actual
Rents will be discussed in the future by the Development Board and
we will let you know ASAP.
All homes have been delivered and the final
foundations were poured recently. The
finishing crews are working in the homes as
of this writing along with the Electricians to
ensure that the homes are up to the current
Mandaree Inn:
electrical codes.
A major obstacle that was recently
discussed on Monday, June 9th in
Bismarck, ND at the offices of Bartlett and West was the issue of
water services to the Black Eagle and White Oak Mobile Park
Development. The outcome of that meeting was to ask the council to
allow the connection to the Fort Berthold Rural Water System. We still
will apply to be grandfathered into the system and work towards the
Operation, Maintenance and Repair of the new water system for the
required upkeep, pressure, and water quality.
While in Watford City recently we were able to follow up on the delivery
and installation of the New Transformer required to power up the
Mandaree Inn Site. We are happy to say that we are on schedule with
them as well. Electric on the West side of the reservation has always
been an issue and we are no different in that regard. We are working
on getting Wi-Fi Service, Digital Cable, and Phone Line service with
RTC as we speak but this will coincide with the power being completed
as well. We will be looking to implement “On Demand” in Room
Services like Movies in the near future at the property.
Led by Councilman Phelan who made a motion by for authorization to
connect and thus have water service, the full Tribal Business Council
voted and approved our water service on Thursday, June 12th. This
was a victory for our future residents as they will benefit from the
abundant water resources provided by the Fort Berthold Rural Water
System. The next step is to connect our water main into FBRW
system with a metered vault and required auxiliary systems to prevent
back flow, control pressures etc. Once in place we will be better able
to provide the much anticipated development completion dates.
New Office Staff:
Recently we got approved for the purchase of a 50 foot plus Ranch
Gate that will be constructed by former Killdeer resident, Don
Schmaltz of Schmaltz Fence Company in Cody, Wyoming. The gate
when completed will span 40’ across at the opening with a cross beam
of approximately 53’. It will be an old growth log in excess of 40 inches
in diameter that Mr. Schmaltz will freshly harvest for our development.
It will be a gorgeous Ranch Gate when it is completed.
I would like to stress again that Black Eagle Estates is a Pet Free
development per our lease agreement. Also the updated new Rents
will be $550 per month but this will still be below area market rates in
the local area for a similar 4 bedroom unit. I would like to say in
football terms we are in the “Red Zone” and ready to score a
touchdown to win the game but we have had our setbacks, but with
the continued support of our Councilman Phelan we are moving along
and we will see this development completed real soon.
White Oak Mobile Park:
We recently added two new staff members we welcome Shanna Fox
as our new Office Executive Assistant and DeeAnn Waupoose as our
Housing Specialist.
Hello I’m Shanna Fox, I am the daughter of Cheryle J. Fox and
granddaughter of Wanda L. Sheppard. I am pleased to be working with
the housing program to help our community to get homes that we are

Hello I’m DeeAnn E. (Chapman) Waupoose I am an enrolled member
of the Menominee Tribe of Wisconsin. My hometown is Keshena,
Wisconsin. My Indian name is “Natamowekowiakiw” (a helping
woman). I attended High School in Flandreau until I graduated from
Menominee Indian High School in 2003. Upon graduating I attended
college of the Menominee Nation, Haskell Indian Nations University
and the University of Wisconsin. I worked for nearly 8 years as a
Deputy Clerk of Court for my tribe, before my resignation in April. I
moved to North Dakota with my family to better ourselves. I am united
in marriage to Bryant Waupoose Jr., my husband works in the oil fields
in Mandaree for 1st Rate Oil. We have two sons, Bryant Waupoose III
4 years old and Waesehat-Kesek Waupoose 9 months old. I acquired
the position of Housing Specialist for West Segment Development and
I am happy to assist you with your housing needs.
Office Moved:
As mentioned earlier but due to the construction delays, The Hidatsa
Housing Office will be moving the week of June 16th to the former
approved. Now we can concentrate on the Physical Pads and MEC building. Also we will be closed for Staff Training the week of
Electrical Connections. Our permit to get power from McKenzie June 23rd.
Electric has been submitted in person and we are on their work If you need to reach me, please contact me at

Councilman Phelan’s Update Continue:
The reason why I opposed this is because they can start using and
abusing that authority in another example; Let’s say you had a bad check
out there and you got stopped for speeding and they did a check on you.
Then that would enable them to pick you up and take you off the
reservation. If cross deputization happens than we are giving them that
authority to come on our reservation. I don’t believe in this so I really
opposed this cross deputization for that matter, I feel when we give up our
people’s sovereignty and our rights it’s like that old adage; you give them
an inch they take a mile. Once we start giving up our sovereignty then we
can no longer dictate our destiny.
This has been proven through our Fish & Game. The reason we have Fish
& Game was to enable us to have our seasons. Like we wanted our deer
population to grow but by us adopting the Fish & Game laws which in turn
we let them in the door so now they dictate to Fish & Game when we can
hunt or when we can do a kill. Things like this should not have been
allowed to happen or let them in the door. Now this is one of those issues
that will happen if we allow that door to open. I’m here to protect our
sovereignty.
On another note, next year in 2015 budget the council will award each
pow wow committee one million dollars for arbor renovations. So this year
after the Mandaree celebration we will have the old arbor moved and build
one like the Little Shell arbor but ours will be above the ground.
Also in the 2015 budget I am going to lobby for a raise for all pow wow
committees, they get 50,000 and I want to lobby for 75,000 so everyone
will have a bigger and better pow wow.
In closing I would like to wish everyone a happy 4th of July have a safe
and happy time keep a close and a watchful eye on your children or
grandchildren when lighting fireworks. I would like to take a moment and
welcome everyone to our Bakken Days we have a number of activities for
both young and old. There will be a big fireworks display again this year by
the same person who came last year. Fireworks will be lit both nights of
the Bakken Days. The pow wow will be on Thursday, July 3rd so everyone
come and enjoy yourself. Posters are in this newspaper for a list of
activities on page 20 and 21 to take place during the Bakken Days.
Again have a safe and happy 4th of July and come and enjoy yourself at

West Nile Virus Surveillance Activities Begin in North
Dakota

BISMARCK. N.D.– On June 1, 2014, the North Dakota Department of www.ndhealth.gov/wnv.
Health-in conjunction with several local, state, federal and private
agencies-began coordination of West Nile virus surveillance activities.
Surveillance activities include reporting and testing sick horses and other
domestic animals, trapping and testing mosquitoes, monitoring illness in
humans, and reporting and testing dead birds.
West Nile virus is transmitted through the bite of an infected mosquito. In
North Dakota, the greatest risk for West Nile virus transmission occurs
during the months of July and August when the Culex tarsalis mosquito,
the mosquito that transmits the disease, is more abundant.

“Most people infected with West Nile virus experience no symptoms or in your area:
have only mild symptoms such as fever and headache,” according to

“The more serious form of the illness, West Nile neuroinvasive disease,
can have symptoms of high fever, severe headache, stiff neck, altered
mental status and death. People over 50 and those who have other health

In 2013, 127 West Nile virus cases in humans were reported to the
Department of Health, with two deaths. Additionally, West Nile infection
was identified in nine birds, two cows, one dog and one horse. There is no
way to predict the severity of this year’s West Nile virus season. The
intensity of West Nile virus activity fluctuates in North Dakota from year to
year and depends on a variety of factors including the weather, the
number of birds and mosquitos that maintain and spread the virus, and
human behavior. It is important to not that since surveillance began in
2002, a human case has been reported in every county in the state.


Pentecost/Shavuot Sunday
According to the Jewish Calendar Pentecost or
Shavuot will be commemorated on June 7, 2014.
The church will celebrate Pentecost on Sunday,
June 8, 2014. In Deuteronomy 16:16 Three times in
a year shall all the males appear before the LORD
thy God in the place which he shall choose; in the
feast of unleavened bread, and in the feast of
weeks, and in the feast of tabernacles; and they
shall not appear before the LORD empty: Israel was commanded to
keep three major feasts each year, Passover, Pentecost and the
Feast of Tabernacles. The significant of these feasts is important to
our understanding of where we are in the timing and purposes of God
for the Church. These feasts were literally kept by Israel, they were
fulfilled in the life and ministry of Jesus, and they are meant to be
experienced by the believer.
The feast of Pentecost was also called the Feast of the First Fruits,
this signifies that the early church would receive a Pentecost which
was just the first fruits of what was to come.
Leviticus 23:17 ye shall bring out of you habitation two waves loaves
of two tenth deals; they shall be of fine flour; they shall be baked with
leaven; they are the first fruits unto the LORD.
Leaven is a type of Sin, Hypocrisy, and False Doctrine and we have
seen much of this in the Pentecostal movement over the years.
The feast that followed Pentecost was the feast of Tabernacles;
however this feast was preceded by the Day of Atonement. The Day
of Atonement was designed to get the leaven out of Pentecost in
preparation for the next great feast that of Tabernacles.
Leviticus 23:27 Also on the tenth day of this seventh month there shall
be a day of atonement; it shall be an hold convocation unto you; and
ye shall afflict your souls, and offer an offering made by fire unto the
LORD.
We will soon experience major changes to come upon earth, included
volcano’s, tornado’s, earthquakes, etc. Hebrews 12:26-28 the
removing of those things are shaken, as of things that are made, that
those things which cannot be shaken may remain. During the time
frame of the Feast of Pentecost God is NOW going to add the fire
back into the Pentecost experience. This will enable power of
Pentecost to greatly increase. In this increase the power of the
baptism in the Holy Spirit will be released in a new healing wave that
will eclipse that of past generations. That day is now upon us. When
Moses brought the people to Mt Sinai the mountain exploded in fire
and great power and shaking that even terrified Moses.
The LORD has been sending all types of signs and wonders in the
sky to inform and warn of drastic and major changes soon to take
place. Beginning with the “Blood Moons” that occurred in April, now
we celebrate “Pentecost” which was 50 days after “Passover” or
what the secular world understands to be “Easter”.
In the April article I explained how major changes occurred in
Jerusalem during the “Blood Moon” events. There WILL DEFINITELY
be significant changes that will happen. During the first year in
Jerusalem became a nation, which pertained to the land. The second
year happened on Yom Kipper, returning Jerusalem back to Israel,
pertaining to the city. This Blood Moon will be the return of the Temple.
The last “Blood Moon” Israel went to war and were by no means
prepared to win battle, however, God defeated the enemy and it only
last 6 days. Who knows what this “Blood Moon” will bring?
Now we will yet experience another major event, that is Pentecost,
when after death, burial and resurrection of Jesus Christ. Pentecost
happened 50 days after Passover, 50 represents “Jubilee” and the
prophetic number means “deliverance”, when the 150 were instructed
to go to the upper room and wait, they didn’t know how long they were
to wait, so out of obedience they waited. Upon their obedience, they
were baptized with the Holy Spirit, but more importantly with “Fire”.
This is what is required for all believers and those who need healing
and deliverance, the baptism of fire, to burn off all the emotional,
spiritual pain and heartache, all grief and sorrow, now is the time to
receive all that GOD has for His people. A recent Prophetic Word was
shared from Neville Johnson, the Lord revealed to Him the “Cloud is
Moving” a brief synopsis of His vision is stated as follows; “The cloud
is moving the power of Pentecost is about to be greatly increased,
God is moving on, let us go with Him, the harvest is about to start in
earnest. It is time to seek the Lord and pursue Him with all your heart.
Today if you hear His voice harden not your heart. The Lord is now
about to arise with healing in His wings.”
Malachi 4:2-3 But unto you that hear my name shall the Sun of
righteousness arise with healing in His wings; and ye shall go forth,
and grow up as calves of the stall. And ye shall read down the wicked;
for they shall be ashes under the soles of your feet in the day that I
shall do this, saith the LORD of hosts.
Creator God, I pray for all those who have been struggling for many
years to overcome their addictions, may this year, on the year of
Pentecost that they will be baptized with your FIRE and release a
New Kind of Healing, where they will be once and for all free from all
manner of afflictions, sickness and diseases. Let it begin with Your
Chosen Ones as they set their hearts and minds to believe all the
blessings and miracles you have for them, In Jesus Name we call it
done. Amen!
