This is not the first case of falsification and use of
fake MTRCB Deputy IDs of late. Last July 6, January Danielle T. Sanchez obtained two movie tickets at Robinsons Galleria for the movie, “The
Break-up Playlist” with a fake MTRCB Deputy ID.
In her statement, the said fake ID was allegedly
bought from Recto, Manila for Php350.00.

Garcia voluntarily surrendered his fake MTRCB
Deputy ID. The said ID was allegedly bought from
Nico Angelo T. Sardea for Php3,000. Sardea voluntarily turned himself over to the police and surrendered his fake MTRCB Deputy ID as well.
MTRCB, with the Prosecutor’s Office of Calamba,
Laguna, also filed a case against Sardea for falsification of public documents and is being scheduled
for preliminary investigation.
Sanchez and her companion, both students, were
apprehended at around 4:00 p.m. after the
MTRCB had confirmed that the Deputy ID number
was under a different name. The two students
were then brought to the Eastwood Police Station
for further questioning.
The case was filed under the City Prosecutor’s
Office, Quezon City and is scheduled for preliminary investigation on August 11 and 25, 2015.
Through MTRCB’s ongoing Matalinong Panonood
seminar conducted to theater and cinema officers
and personnel, they are more vigilant and aware
of the guidelines and on how to deal with deputies,
especially with regard the fake MTRCB cards.◘

and of course with the assistance of the staff, maximized the four-day work tour in Capiz and conducted fora and information campaigns in different
venues in the province.
On 25 June, a seminar was conducted with around
525 faculty members, personnel and students of
Hercor College. It was then followed by a cinema
monitoring and inspection at Robinsons Place in
Roxas City.
On 26 June, another forum was conducted at Capiz
State University (CAPSU)-Roxas Campus before 761 participants, composed of students, faculty members, and personnel. The MTRCB resource speakers explained the fundamental role of parents in their
children’s choice of motion pictures and television programs. The team also discussed the use and importance of the classification ratings, as these provide guidance to the viewers on the ageappropriateness of the materials being shown in theaters and television.
On the same day, the team went to Capiz University (CAPSU) in Mambusao Poblacion Proper to conduct another forum. Around 650 faculty members, personnel, and students gathered together and
attentively listened to the various topics given by the Board.

The Matalinong Panonood forum was organized
with a different group of audience on 27 June.
This time, Chair Toto and the Board Members
conducted a simple yet an informative miniseminar with officers and members of the Philippine Army assigned at Camp Peralta, Jamindan. In the informal gathering, they met and exchanged conversation with LTC Leo Pena, Assistant Chief of Staff for Operations of Camp
Peralta.
Not only were there fora, but an information
campaign at radio stations around the province
was conducted. Bombo Radyo OIC Station
Manager Melvin Galagate welcomed the
MTRCB team in a live radio interview. The
Board also had an interesting discussion about
Matalinong Panonood during a radio interview
with Radio Mindanao Network (RMN) Station
Manager Ely Abarra. The MTRCB team maximized the one (1) hour allotted time for them by
both radio stations and explained to the listeners the powers and functions of the Agency, the
importance of the film and television classification ratings system, and the developmental
functions of MTRCB.
Finally, the MTRCB team also took the opportunity to pay courtesy visits with Governor Victor
A. Tanco, Sr., Mayor Angel Allan B. Celino of
Roxas City, Mayor Ethel Jinon of Jamindan,
Capiz City and a visit to Poblacion Tabuc
Barangay Council. They also managed to attend the mass and installation of St. Josemaria
Print at St. Catherine of Alexandra, Poblacion,
Mambusao and at the same time meet the Minister of Iglesia Ni Cristo in Roxas City. The team
also visited Ramon A. Villareal Memorial
School.
The Matalinong Panonood in Capiz benefited the different age groups and sectors of the province. The
activity has not only brought enjoyment and information to the participants; it has also empowered them
with regard to their responsibilities to discern the right kind of media and to remind them to watch not
only for entertainment but with the right perspective of being responsive and receptive in terms of media
literacy.◘

TO FILIPINO COMMUNITY IN SINGAPORE
MTRCB’s commitment in sharing the Matalinong
Panonood with the purpose of people empowerment
and audience sensitivity does not stop here in the
Philippines but also to the Filipinos outside the country whenever possible.
One opportunity came when MTRCB Board Member
Gladys Reyes-Sommereux traveled to Midland Singapore in commemorating the anniversary of her television show “Moments.” In one of her encounters with
the overseas Filipino workers (OFWs), BM Gladys
took the chance and made the kababayans aware of
what the MTRCB is actually doing as a government
agency.
In a very informal setting and with a lively discussion,
BM Gladys explained the importance of the film and
television classification ratings. The seminar taught
them how to be vigilant not only when watching Filipino television programs in the so-called “The Filipino
Channels (TFC)” but also the films and programs produced in Singapore. Though Singapore may have
different rating system, the principles of Matalinong
Panonood still apply – age-appropriateness and audience-sensitivity.
The forum was appreciated by the participants, most especially the parents, realizing the importance of

MTRCB GOES TO QUEZON PROVINCE FOR MATALINONG PANONOOD CAMPAIGN
The MTRCB team conducted a successful threeday campaign on the Matalinong Panonood Para
sa Pamilya at Lipunan nina Juan at Juana in the
province of Quezon.
Various activities were
scheduled from 18–20 of July 2015 which aim to
strengthen and empower the parents, teachers
and the youth, both in the municipality of Lucena
and Lucban, in terms of media literacy and audience sensitivity.
As a kick-off, a forum was held at the two schools
in Lucena namely, Manuel S. Enverga University
Foundation, and the Calayan University Foundation. The team, composed of Board Members
Jackie Aquino, Manny Buising, Eric Mallonga, Jay
Revestir, Milo Sogueco and Executive Director
Atty. Ann Marie Nemenzo, were overwhelmed of
the number of participants in the Manuel Enverga
University Foundation. It was attended by over
one thousand (1,000) students from different
courses with the presence of their faculty advisers.

Mr. Celso O. Taballa, Officer-in Charge of the Office of the Vice Presidents for External Relations
was also present and gave a warm welcome to the
Board Members and Staff.. With the huge population, the MTRCB team managed to conduct the
forum in an interesting and effective way
through discussions and ice-breakers.

At the Calayan University Foundation, Inc., two
hundred (200) students were gathered in the Audio Visual Room of the university. It was a bubbly
and fun forum. The Board Members discussed
their assigned topics on the functions and powers
of the MTRCB, classification rating system in film
and television, and the developmental function of
the agency. The forum was also attended by some
media/radio practitioners in the province who were
so thankful that they were invited to take part in
the event.
On the second day, which is Sunday, the team
went to DWLC Radyo ng Bayan 1017khz@23.
During the interview, the Board Members elaborated on the importance of the film and television
classification ratings. Matters on self-regulation,
review process, safe harbor doctrine were also
discussed to enlighten the public listeners. Atty.
Mallonga reiterated that the parents and the public
viewers is the “MTRCB” – meaning the parents
and the adults are the ones responsible in guiding
and protecting their children from the influences of
media content. The MTRCB as a government
agency is here to give advices and set the rules
and regulations for the benefit of the public.

activity was followed with a Cinema Visit and Inspection at SM Lucena.
On the last day, another forum was conducted at
the Southern Luzon State University (SLSU). It
was attended by around two hundred students
coming from the Third and Fourth Year class.
Because of the successful outcome of the activities in Quezon Province, the administration of
Southern Luzon State University expressed interests and willingness to form partnership with the
MTRCB. All parties look forward to formalize that
partnership and collaborate on future activities and
engagements in regard to age-appropriateness
and audience empowerment in the aspect of media and entertainment.◘
PBB 737 COMMITS TO CONTINUALLY PROMOTE
CHILD AND AUDIENCE-SENSITIVE CONTENT
The Movie and Television Review and Classification Board (MTRCB) conducted an audiencesensitivity mini-seminar and workshop among
PBB 737’s production and creative heads. It was
attended by the program’s Business Unit Head
Raymund Dizon, Creative Manager Marcus
Jospeh Vinuya, Story Editor Matthew Salegumba,
and Legal Counsel Atty. Mona Liza Manalo.
The workshop resulted into meaningful discussions from the participants and perspectives
about the show, such as the program’s depiction
of close family ties through different challenges
that have helped the parents encourage their children and to get to know them better. The participants also emphasized that through personal dialogue with Big Brother, the housemates were able
to face the challenges and improve themselves
as a person.
The participants have also shared their personal
insights on how they can promote and ensure
child-friendly scenes in the show to encourage
the housemates. Some of their sharing includes
having a value-centered goal in mind, having a so
-called “charity components” and “decisionmaking” tasks, depiction of real communication
between family members and affection for parents, and promotion of country and civicconsciousness. Furthermore, the Board has also
noted that the program has started to significantly
involve the parents as coaches to their children.
From what have transpired during the miniworkshop and the desirability of the participants
to continually develop value-oriented tasks and
by appointing a focal person that will take charge
of all matters relating to the promotion of child
and audience-sensitive content, the

MATALINONG PANONOOD GOES TO BULACAN
Known for its rich historical places and home of the
greatest Filipino artists, Bulacan was one of the chosen provinces for MTRCB to conduct its regional
Matalinong Panonood campaign.

Musngi, Teresita Villarama, and Jose Antonio Veloso
went to different local government offices and community to conduct seminars that focus on revised TV and
movie classification system and audience-sensitivity in
media.
The first stop was at Guiguinto, Bulacan where Mayor Ambrosio Cruz, Jr. welcomed the MTRCB team.
Two Matalinong Panonood fora were held at Guiguinto Municipal Hall. The morning session was attended
by youth, mainly composed of scholars and on-the-job trainee of the municipality. The afternoon session
was attended by the ever active senior citizen constituents.
The MTRCB team, on the second day, went to Baliuag to conduct the same forum, this time, with the various sectors and organizations of the municipality. Present were Brgy. Women’s Desk members, Day Care
workers, Parents Association presidents, and Senior Citizens. The forum was interactive especially during
the open forum where most women participants address concerns about strengthening child-friendly
shows, enumerating some intense scenes in “teleseryes,” and other issues on protecting children in media.
On the afternoon, garment factory workers were the audience on the forum which was held at the Greenery. During the forum, the Board Members not only discussed about the ratings system but also emphasized the importance of watching television programs with their children and giving quality time with them
despite their busy schedule.
The third and last stop of the Bulacan team was in Bustos where almost 80 youth have gathered at
the Livelihood and Training Center of the municipality to welcome and hear the discussions of the

board members. The Board Members engaged the participants in lively discussions and ice-breaker. The open
forum served as a venue for the young people of Bustos
to bring in some issues and concerns like social media
regulation, monitoring of programs and movies inside
the bus and in other so called, “mobile theaters.”
The team also conducted an on-the-spot monitoring and
inspection at SM Baliwag Cinema.
The people of Bulacan were very appreciative that they
have learned and interacted with the MTRCB Board
Members, the same way that the Board were very grateful for the warm welcome and enthusiasm of the participants to the Matalinong Panonood campaign.◘

MTRCB’s Basic Guiding Principles.
Nothing’s gonna stop the MTRCB, in pursuing its
efforts of bringing Matalinong Panonood even at
the barangays in Metro Manila.
On a rainy Monday morning of 6 July 2015, the
MTRCB team proceeded to Barangay Capri in
Novaliches to share the knowledge and understanding about the MTRCB functions and revised
classification ratings in film and television.
After the usual Monday Flag Ceremony of the
barangay with its constituents, Brgy Capt. Christian Cando made a report on the updates of the
community activities as well as status report of
the Seven Priority Crimes under OPLAN “LambatSibat.” The said program was followed by the

It is worthy to note that most of the elders participated in giving their comments, observations and
experiences in their daily viewing of television
programs and shared their initial understanding
on the television classifications. They also expressed gratitude of having been visited by the
MTRCB officials and learned new concepts on
the topics discussed.
The event ended with community lunch sponsored by the barangay and selfie-taking pictures
with BM Gladys Reyes-Sommereux being a
popular character actress in various teleseryes.◘

On 13 June 2015, the MTRCB team organized a
Matalinong Panonood Para sa Pamilya at Lipunan
nina Juan at Juana activity with another faithbased organization. With the objective of spreading the MTRCB’s information campaign, the team
scheduled a trip and experienced a solemn encounter with the seminarians of the Divine Word
Seminary-Tagaytay (DWST), a school of theology owned and administered by the Society of the

curriculum but will also serve as a learning tool in

With its commitment in promoting the importance
of intelligent viewing and a value-based media
entertainment in all sectors of the society, The
Movie Television Review and Classification Board
(MTRCB) conducted a conference last 6 May
2015 at the Food & Drug Administration (FDA)
bolstering the campaign Matalinong Panonood
Para sa Pamilya nina Juan at Juana.
The event kicked off with Atty. Eric Mallonga’s
brief discussion on the powers and functions of
MTRCB and the basic principles guiding its regulatory and developmental mandate. MTRCB
Board Members Fr. Nicasio Cruz, Bibeth Orteza
and Atty. Jonathan Presquito on the other hand
discussed the revised TV classification ratings,
revised film classification ratings and review and
adjudication process respectively, while Board
Member Ma. Lourdes Lilia Supnet hosted the
event.
The FDA personnel seemed to be very attentive,
most of them raised their own concerns regarding
the various programs and commercial ads they
see which feature medicinal drugs that aren’t even
registered, yet claims to be effective. The MTRCB
representatives accommodated each question
and even gave out free movie passes to some of
the participants.
On the contrary, FDA OIC-Ethical Market Communications head, Dra. Cynthia Diza MPH stressed
that the FDA has a new advised disclaimer for the
different drug companies to use in their commercial ads. BM Maloli Supnet found this announcement very crucial and advised FDA to launch an
ad campaign to inform everyone about this new
memorandum. The event became a significant
gathering to both parties, as each of their queries
regarding the respective party’s concerns was addressed.
The campaign on Matalinong Panonood, appears
to be really effective in empowering the Filipino
family in evaluating and intelligently choosing the
media and entertainment content they are to
watch, as the FDA participants aforementioned, MTRCB’s role in classifying such
TV programs, Films, etc. is really crucial in
today’s era.◘

BROADCASTING CORPORATION FOR MTRCB UNCUT SEASON 2
The Movie and Television Review and Classification Board (MTRCB) signed today a contract with
Eagle Broadcasting Corporation (EBC) as its official broadcast partner for MTRCB Uncut Season
2 at simple ceremonies at the MTRCB’s Liezl S.
Martinez Hall.
Signing for the MTRCB was Chairperson Eugenio
“Toto” Villareal, while EBC was represented by its
President Jorge Cabacungan.
Also present were Chief Operating Officer James
Manzanero and Programming Department Head
Precy Gozum for EBC, and Board Members
Manny Buising, Carmencita Guerrero, Gladys
Reyes, Jay Revestir, Joey Romero, and Jose Antonio Veloso for MTRCB.
MTRCB Uncut is a one-hour flagship weekly infotainment program of MTRCB that tackles the dynamics of the ratings and classification system for
movies and television. MTRCB Uncut Committee

CHAIR TOTO TALKS MTRCB “ÄDR” BEFORE
ATENEO LAW SCHOOL FRESHMEN ORSEM
The Ateneo Law School invited MTRCB Chairperson Eugenio “Toto” Villareal on July 13 as a guest
speaker for their annual Orientation Seminar (or
OrSem) for incoming freshmen. The seminar was
held at the auditorium of the Ateneo Law School
located at Rockwell Center, Makati, with other
speakers such as Atty. Jaime Hofilena, Atty. Antonio Ligon and Atty. Patrick S. Perillo.
Chair Toto talked briefly on the Alternative Dispute Resolution (ADR), sharing a story from a
book called “Legally Correct Fairy Tales”, as well
as experiences regarding ADR to the incoming
freshmen students. He ended his brief talk by giving advice to the students to focus their attention
on family law as he thought this as a crucial and
socially relevant matter in this day and age.
The Chairperson obtained his Bachelor of Law
Degree with Second Honors at the Ateneo Law
School in 1988 and has been a member of the
faculty for thirteen years.

Chair Toto introduced Atty. Mel Sta. Maria during the
book launch of his latest work entitled, “What’s The
Point?” at the Far Eastern University Institute of Law
on July 18. Both were colleagues from the Ateneo de
Manila Law School.
This is Atty. Sta. Maria’s second published work, the
first being “Read My Mind” last 2013. Atty. Sta. Maria
is the current dean of the FEU Institute of Law and at
the same time a legal expert for certain shows on
DZWFM, AksyonTV and TV5.◘
MTRCB HOSTS MATALINONG PANONOOD SEMINAR FOR ROBINSONS MALLS
As a company with over thirty (30) branches of
malls nationwide, the Robinsons group has been
one of the stakeholders in the movie house business. Thursday, 21 May 2015, the Movie Television Review and Classifications Board conducted
a Matalinong Panonood Seminar at Robinsons
Galleria Cinema 6 attended by thirty-six (36) representatives from twelve (12) different branches of
Robinsons Movieworld from North to South Luzon.
Atty. Noel Del Prado discussed the powers and
functions of MTRCB and the adjudication process.
Board Members Teresita R. Daza and Mario A.
Hernando on the other hand, discussed the revised television and film classifications respectively, while Atty. Ricardo M. Salomon Jr. reviewed the Cinema’s Compliance and Deputy
Guidelines.
Queries about the deputies’ duties and privileges
had been the foremost concern of the Movieworld
employees; Atty. Salomon gladly answered their
questions and proposed suggested actions upon
dealing with the deputies and movie goers. The
board also reiterated that as Robinsons Movieworld employees, they have a responsibility to the
society to ensure that the movie audience only
watch what films are prescribed to their respective
ages; that they, as porters, ticket sellers, security
guards, and cinema staffers have the duty and
responsibility to promote and encourage a value-based media and
entertainment culture for the children
of today.◘

MTRCB MP SEMINAR FOR BUS COMPANIES IN THE OUTSET
As the Movie Television Review and Classification Board (MTRCB ) strives to reach all sectors
of the society to promote a value-based media
and entertainment culture, a Matalinong
Panonood para sa Pamilya nina Juan at Juana
seminar was conducted at DLTB Co.’s main office
at Pasay City last Wednesday, 13 May 2015.
The seminar purposely was for bus drivers and
conductors, for them to be guided in choosing the
media content they are to show in their respective
buses during their trips. Over 60 employees of
DLTB Co. attended the seminar, among of which
is Mr. James Olayvar, the company’s Senior VicePresident and General Manager. Mr. Olayvar
openly expressed his deep appreciation for the
Board’s effort to make the event possible.
The seminar concentrated on educating the participants on how films and TV programs are being
classified. Board Members Leah Navarro and
Bibeth Orteza expounded on these matters. They
also discussed what type of films are recommended to be shown inside the buses. Cordially,
the participants raised specific movie titles among
the board to confirm if the movies they have and
are currently showing are ratified to be publicly
exhibited. On the other hand, Board Member Milo
Sogueco clarified the powers and functions of
MTRCB while Atty. Jonathan Presquito elucidated
the Adjudication processes.
The employees also found the seminar as a
venue to exchange ideas and concerns between
the company’s heads and its subordinate staff. In
fact, through the discussion Mr. Olayvar decided
to provide the flash drives containing movies that
are to be shown in the buses to ensure the proper
guidance and censorship of motion pictures for
the benefit of the commuters.◘
MTRCB CONDUCTS MATALINONG PANONOOD AT OUR LADY OF MERCY PARISH
On 15 May 2015, Movie and Television Review and Classification Board held another Matalinong
Panonood Para sa Pamilya at Lipunan nina Juan at Juana Seminar at Our Lady of Mercy Parish in Brgy.
Sta. Monica, Novaliches, Quezon City.
The seminar was attended by 50 participants, composed of adults, parents, students, most of them were teenagers and
with the presence of Rev. Antonio Labiao,
Jr. The activity was held at the Marian
Hall of the said parish. The talk was led by
Board Member Jackie Aquino as the activity host and started with an opening
prayer.
BM Jackie housed the Marian Hall audience with the question “What is MTRCB?”
A student interviewee answered that
MTRCB is the one that pops up on the TV
during commercial. In order to help the
audiences to understand what MTRCB is,
Board Member Atty. Noel del Prado discussed about the Powers and Functions of
the agency. He further discussed the jurisdiction of the agency and the succeeding
penalties for each violation.
BM Cecilia Nubla tackled about the Classification System for Television. To spice up
the lecture, teleserye clips from various TV stations were played according to the ratings that were being
discussed for the audience to easily understand the classification system.

sensitivities were discussed by BM Jay Revestir and Alfonso Martinez, son of the late Liezl Martinez and
member of the Local Regulatory Council of the MTRCB. BM Jay and Alfonso explained to the audience
the various sensitivities viewers have with regards to viewing media materials.
The activity ended with a film entitled, “Children of Heaven” which was enjoyed and appreciated by the
participants, young and old.◘

The Movie and Television Review and Classification Board (MTRCB) welcomes the appointment of its new Board Member, Ms. Raquel N.
Villavicencio.
Ms. Villavicencio is a multi-awarded professional
screenwriter, scriptwriter, production designer,
film and television actress, and theater actress.
She is also a former Board Member of the Movie
and Television Review and Classification Board
(MTRCB) under the leadership of Chairperson
Armida Siguion-Reyna.
the Board warmly welcomes and believes that
she will bring expertise to complement with the
Agency’s policy engagement with its stakeholders
in both industries and that she will be actively involved in all the Board’s Matalinong Panonood
activities.
Ms. Villavicencio replaces the former Board Member Anna-Lissa “Liezl” S. Martinez who passed
away on 14 March 2015 due to cancer.◘

the step-by-step process on how television programs and films are being rated and classified
by the board. As for the highlight of the event,
a workshop conducted by Board Member
Gladys Reyes-Sommereux brightened up the
mood of the seminar and was actively participated by the AFP staffers.
The event turned out to be successful and had
been, beneficial to both parties and everyone
involved. Both the AFP and MTRCB had fulfilled its mandate through this event and had
agreed to reinforce their guiding principles and
promote a culture of pro-active responsibility
and awareness in the treatment and depiction
of all aspects of disaster in the realm of public
affairs as well as in film and publicity materials.◘

“MTRCB’s visit to Migo was an enlightening and fruitful experience for all our Imagineers. Led by
Chairman Villareal and four distinguished Board Members, the seminar on “Matalinong Panunuod”
gave us a broader view of the impact of properly classifying video materials in order to ensure that
the right content is viewed by the right audience. It was inspiring to realize the board’s openness on the
evolution of media and how dedicated it is in protecting the interest of young viewers as well as all
