Hancock Michael B. Hancock became Denver, Colorado’s 45th mayor in July 2011 and immediately began to transform Denver into a more globally competitive city. With the fifth-busiest airport in the United State serving more than 53 million passengers per year, Mayor Hancock is leveraging Denver International Airport to make the entire Denver region a major gateway to the world. Mayor Hancock has secured five new, nonstop international flights, including Tokyo, Mexico City and Reykjavik, bringing a combined $167.4M in economic benefits to the region. These routes are opening new connections between the Rocky Mountain West and Asia, Europe and Central America. To help the Denver area compete in the global marketplace, Mayor Hancock also is working to create a bustling Airport City and Aerotropolis, which will create more than 30,000 new jobs over the next 20 years. The first phase of these initiatives includes a new 500-room hotel and transit center at the airport, as well as a 20-mile rail line linking Downtown Denver with DIA. Mayor Hancock was also recently named as the first Mayor to serve on the FAA’s Management Advisory Council, where he will bring Denver’s ingenuity to the table as he works to advance major issues on behalf of DIA, other airports and the aviation industry. He also now serves on the U.S. Conference of Mayors Transportation Committee. Mayor Hancock worked with regional leaders to secure a new U.S. Patent and Trademark Office in Downtown Denver. The Patent Office will generate nearly $440 million in economic benefits over the next five years and establish Denver as a hub of innovation in the high-tech and advanced-industry sectors – something Mayor Hancock calls Denver’s Ideas Economy. The Mayor has also developed strategic short- and long-term business plans to support and grow Denver’s diverse, intelligent and forward-leaning businesses in emerging industries such as clean energy, bio-technology, telecommunications, aerospace and healthcare. Denver’s economy is at the forefront of American cities, offering among the strongest job and housing markets in the U.S. The Mayor believes there is nothing more important than helping every young person in every neighborhood compete and succeed in the 21st Century economy. He is aligning all City departments with nonprofits, businesses and educational organizations to better prepare all children for every stage of life through new initiatives such as the Denver Children’s Cabinet and Denver Education Compact. As Denver and cities across the country emerge from the recession, Mayor Hancock is committed to creating economic opportunity and eliminating inequities and disparities. Top priorities include reducing homelessness, increasing affordable housing options, strengthening workforce training partnerships with community colleges, and finding solutions to chronic mental health and substance abuse challenges in the community. Mayor Hancock has also brought meaningful reform to the Denver Police Department by establishing new leadership that has reorganized the department to get highly trained officers out of the office and back onto the streets. These steps together strengthen Denver’s unparalleled quality of life. Prior to becoming Mayor, Michael Hancock served on the Denver City Council for eight years, including two as City Council President. In his early career, he worked for the Denver Housing Authority and National Civic League, and was the youngest President of an Urban League chapter in America. Mayor Hancock is 44 years old and the proud father of three children: Alayna, Jordan and Janae. He and his wife, Mary, have been married for more than 20 years. Keynote Dr. Barbara Jackson, Denver University Presentation: Design-build really done right takes more than best practices, tools and technology. To deliver truly integrated design and construction solutions requires a transformed cultural underpinning that very few AEC firms can demonstrate or relate to. As an industry, the top down, command and control culture is often still the norm at the project level despite the implementation of technology and best practices, because it is still the norm at the organizational level of most companies within our industry. Taking people who come from very traditional, hierarchical work environments, and placing them on design-build teams where a culture of open communication, full transparency, and trust is the expectation is truly akin to trying to fit a square peg into a round hole. This is what makes it difficult to fully optimize the strategies and tactics that facilitate collaboration. This session will address this cultural dichotomy and its impact on project level success even with the implementation of various tools, techniques, and best practices intended to facilitate the design-build process. Bio: Dr. Jackson is the Director of the Franklin L. Burns School of Real Estate and Construction Management at Daniels College of Business at Denver University. She joined Daniels from California Polytechnic State University, San Luis Obispo, where she was a professor in the College of Architecture and Environmental Design’s Construction Management Department and director of the California Center for Construction Education. Jackson’s professional and academic experience spans real estate development, homebuilding, commercial construction, project management, and facilities management and operations. Jackson has received numerous awards, including the Service Recognition Award from the U.S. Department of State, Bureau of Overseas Building Operations and the Certificate of Appreciation for the South Pacific Division, Regional Business Center, U.S. Army Corps of Engineers. 10:45am-12:00pm General Session: Panel - Design-Build Lessons Learned in Colorado Higher Education Institutions Moderator: Bill Green, P.E., DBIA, LEED AP BD+C, The RMH Group, Inc. Bill Green is President of The RMH Group, Inc. based in Lakewood, Colorado, a mechanical, electrical, industrial process, and sustainable engineering firm. Before joining RMH, Bill was a project manager for the Chevron USA refinery in El Segundo, California. Bill has been with The RMH Group for 35 years. As president, Bill has fostered the company’s growth in the green/sustainable/LEED® (Leadership in Energy and Environmental Design) engineering where RMH is designing some of the most innovative and energy-efficient buildings in the world. Bill was founding president of the Design Build Institute of America’s Rocky Mountain Region in 2002 serving the states of Colorado, Montana, Utah, and Wyoming, and has been active with DBIA since 1994. Bill received the Designated Design-Build Professional (DBIA) certification from the Design-Build Institute of America and is a LEED Accredited Professional with the U.S. Green Building Council. Bill holds a BS degree in Mechanical Engineering from the University of Colorado at Boulder. He is a registered professional engineer and a member of the National Society of Professional Engineers, the American Society of Mechanical Engineers, American Society of Heating Refrigerating and Air-conditioning Engineers, American Council of Engineering Companies, the American Institute of Architects, the Rocky Mountain Institute National Solutions Council, and the U.S. Green Building Council. He currently serves as a director on the Design-Build Institute of America Rocky Mountain Region's board, a director on the Denver Architectural Foundation board, and a director on the Executive Advisory Board for the Department of Civil, Environmental, and Architectural Engineering for University of Colorado at Boulder. He is also a past director on the DBIA National Board of Directors. Bill Haverly - Director of Planning, Design and Construction – University of Colorado Boulder Bill Haverly, who has more than 20 years of building and planning experience in higher education, is the campus architect and director of planning, design and construction in the Department of Facilities Management at the University of Colorado Boulder. Haverly, whose appointment began March 3, will head a department with an operating budget of nearly $5 million and management responsibility for a five-year capital plan totaling more than $750 million. He will be responsible for the conceptual planning, design, engineering and construction of all capital and noncapital projects for the 11 million-square-foot campus, including more than 350 open projects at any one time. Haverly came to CU-Boulder from the University System of New Hampshire where, as director of capital planning and development, he oversaw planning, design and construction for all four USNH campuses. Before that he served as a project manager at the State University of New York (SUNY), managing design and construction for five state-operated SUNY campuses as well as for 30 community colleges. He also has experience in private practice as a project architect and architectural designer. He holds a bachelor’s degree in environmental design in architecture from North Carolina State University. Gary Reynolds - Assistant Vice Chancellor for Administration, University of Colorado CO Spgs Gary L. Reynolds, P.E. of Colorado Springs has been at the University of Colorado Colorado Springs since December 2007. The Assistant Vice Chancellor for Administration provides executive oversight for the administration of facilities strategic planning, capital planning, facility design and construction, maintenance, capital construction projects, general and auxiliary funded building operations and maintenance, utilities management, mail & shipping services and sustainability. Mr. Reynolds has a BS in Engineering Science and a MS in Mechanical Engineering, both from Iowa State University. Mr. Reynolds has worked in private practice and in facilities management at both public and private institutions of higher education since 1972. He has overseen the design and construction of numerous university facilities, all which have received LEED Gold designation. Mr. Reynolds also oversaw the completion of the university's facilities Master Plan in 2012 and implemented numerous process improvements in the Physical Plant operations. Mr. Reynolds is a registered professional engineer in the State of Colorado and he is a member of the National Society of Professional Engineers. He has held numerous leadership positions, including President, in International APPA: The Association of Higher Education Facilities Officer and he is an APPA Fellow. He is a member of ASHRAE (American Society of Heating, Refrigerating and Air-conditioning Engineers) and has held several leadership positions with that organization. He is the author of numerous articles in the field of facilities management, the field editor and author of a book on total quality management, editor and author of the operations and maintenance section of APPA's Body of Knowledge and co-principal investigator on the impact of facilities on the recruitment and retention of students. Mr. Reynolds has taught courses on heating, ventilating and air conditioning design for the UCCS Mechanical Engineering department and has taught at the APPA Institute for Facilities Management since 1985. Mike Barden – Director of Facilities Projects - University of Colorado Denver/Anschutz Medical Campus Mike Barden is currently the Director of Facilities Projects for the University of Colorado Denver. He has been instrumental in developing the University of Colorado Anschutz Medical Campus in Aurora over the past 15 years, promoting CU Denver into a premier medical campus. In addition, Mike is responsible for all new construction and renovations at the CU Denver campus in Downtown. Prior to joining CU Denver, Mike spent seven years on the CU Boulder Campus overseeing many projects including the University Memorial Center. Prior to joining CU Boulder Facilities Management, Mike was a Construction Manager for seven years at Hensel Phelps Construction. Mike Rush - AIA – University Architect – Colorado State University Mike worked through college as a framing contractor and after graduation from Kansas State University managed his own successful businesses and work for both local and national companies as both a general contractor and architect. Mike has been with Colorado State University for ten years and has developed over $800M in new and revitalized facilities. He currently serves as the University Architect, Manager of Design and Construction and as Chief Building Official. Mike originally came to CSU seeking opportunities to teach. Mike is just finishing his Masters of Construction Management and is working towards his doctorate in education from Colorado State University. He most genuinely enjoys teaching an experiential, hands on graduate level course in the construction management program using BIM to teach the development process on a university campus. 2015 Speaker Bios Track 1: Water/Wastewater 1 - Sponsored by Filanc (Confluence A) 1:00-2:00pm Service Provider Selection Process and Commercial Considerations Phase Larry Wyeno, P.E. – City of Longmont Larry has over 30 years of experience in the water/wastewater field and has worked for three municipalities, a private consulting firm and the US Bureau of Reclamation. He has worked for the City of Longmont, CO for the last 15 years and has been the project manager for five design-build projects during this time. The projects have ranged from $1-millon to $60-million and have included water treatment, wastewater treatment, and pipeline design-build projects. He was the project manager on a best value design-build project for a new 30 mgd water treatment plant that won a DBIA National Award in 2006. He has been a member of DBIA for 15 years. Jim Mallorey, P.E. – Metro Wastewater Reclamation District Jim Mallorey is a Principal Engineer for the Metro Wastewater Reclamation District, Denver, Colorado, and in this capacity manages and performs activities related to the District’s Capital Project Management Program. Jim provides expertise for the development and analysis of long-range planning forecasts as well as performing project management on engineering projects. He is currently serving as the Program Controls Team Lead for the District’s $418 million Northern Treatment Plant Program. Jim brings 35 years of planning, design and project management expertise in the area of water/wastewater engineering. Jim holds a bachelors degree in Civil Engineering, is a professional engineer registered in the State of Colorado and is a member of the Water Environment Federation and Design-Build Institute of America. Eric Hecox - South Metro Water Supply Authority Eric serves as the Executive Director of South Metro Water Supply Authority (SMWSA). As Executive Director, Eric is responsible for leading SMWSA in its efforts to bring renewable water supplies to the South Metro area of DEnver. SMWSA’s mission is to foster long-term reliable and affordable water supplies in the South Denver-metro region through water conservation, reuse, renewable water acquisitions, regional renewable water supply projects, funding mechanisms and integrated use of resources. SMWSA is a regional water entity that plans, develops and sources regional renewable water supply projects for its 14 member water providers in Douglas and Arapahoe Counties in Colorado. SMWSA members collective serve about 80% of the population of Douglas County and 10% of Arapahoe County. The area is home to 7 of Colorado's 9 Fortune 500 companies, produces 30% of Colorado's earned income, and is home to approximately 300,000 people, which is expected to grow to 550,000 by 2050. Prior to joining SMWSA in 2012, Eric was the Section Chief of the Water Supply Planning Section at the Colorado Water Conservation Board (CWCB). In this capacity, Eric implemented Colorado’s state-wide water supply planning process. He oversaw the analysis of Colorado’s current and future water supply needs and potential projects to meet those needs. He also managed the Interbasin Compact Process and associated Basin Roundtables. Prior to joining the State, Eric served as a Natural Resource Specialist to the Bureau of Land Management’s National Science and Technology Center under a Presidential Management Fellowship. Eric received his B.A. in biology from Lawrence University and prior to graduate school was a Fulbright Scholar at the University of Zimbabwe. He earned a Masters of Science in Environmental Science in Water Resources and a Masters of Public Affairs from Indiana University’s School of Public and Environmental Affairs. Gary Behlen, P.E., Town of Erie’s Director of Public Works Gary has been the Director of Public Works since April 2004. Mr. Behlen is a registered engineer in Colorado with more than 30 years of professional experience in business and civil engineering, project management, municipal engineering, land planning, transportation engineering and structural engineering. During his time with the Town of Erie, Mr. Behlen has led several Design-Build projects for Erie, including the Lynn R. Morgan Water Treatment Plant Expansion and the North Water Reclamation Facility project. He has also led several CMAR GMP projects for the Town of Erie; Erie Community Center, Leon A Wurl Service Center, and the Police and Courts Building. Before joining the Town, Mr. Behlen was a Senior Project Manager at Carter & Burgess, Inc. for 2.5 years and was the City Engineer for the City of Broomfield, Colorado prior to that time. Mr. Behlen holds a B.S. Degree in Civil Engineering from New Jersey Institute of Technology and an M.B.A. degree in Business Administration from the University of Colorado, Denver. 2:15-3:15pm Preconstruction Phase of a Best Value Project - Dodd Water Treatment Plant Improvements D-B Project (Panel) Christopher Smith, P.E., General Manager – Left Hand Water District Christopher Smith began his career at Left Hand Water District as an engineer in 2000 and has held positions including District Engineer and Operations Manager prior to being appointed General Manager in 2012. He received a B.S. Civil Engineering from University of Colorado, Boulder and an M.S. Management from Colorado State University. During his time with the District, Chris has managed a large number of projects related to water treatment and distribution systems almost exclusively using the traditional design/bid/build method. In addition to his work with Left Hand Water District, Christopher holds Director positions on the Board of the Lefthand Watershed Oversight Group and the Saint Vrain & Left Hand Water Conservancy District. This has given Chris an opportunity to serve the water community in Colorado for over 15 years. He has been heavily involved in water treatment & distribution, operations, infrastructure design, planning, supply management, water quality and conservation. Wayne O’Brien – Garney Construction Wayne O’Brien has more than 30 years of experience in the water and wastewater industry and has both managed and constructed numerous water and wastewater projects. As Vice President and Chief Operating Officer at Garney, Wayne leads efforts in water facility operations in the Western region. During his career, he has been involved in over $280 million worth of design-build project experience that span across Colorado, Arizona, and New Mexico. Beau Javernick – Garney Construction With more than 10 years of experience in the construction industry, Beau Javernick has been involved in over $40 million worth of design-build projects related to water and wastewater. As an Assistant Project Manager with Garney Construction, Beau has been involved with procuring, negotiating, and managing various projects throughout the Rocky Mountains with a short stint in the Southeast. His project experience ranges in size from $1 million to $50 million. Beau is currently one of the team members for the Dodd Water Treatment Plant for Left Hand Water District in Niwot, Colorado. Anthony Beeson, P.E. - Burns & McDonnell Anthony Beeson is a professional engineer and project manager at Burns & McDonnell Engineering. He has 17 years of experience planning, designing, and managing various water treatment, storage, and pumping projects. For the Dodd Water Treatment Plant Upgrade project, Anthony led Burns & McDonnell’s efforts in treatment process evaluation, design, construction phase services, client and regulatory agency correspondence. Jason Schaefer, P.E. - Burns & McDonnell Jason Schaefer is a process engineer and the drinking water department manager at Burns & McDonnell Engineering in Denver. Jason has been involved in a variety of water treatment project including planning, optimization, troubleshooting, design, and construction of conventional and advanced water treatment facilities and pump stations. Jason has recently been involved in the Castle Rock Plum Creek Water Purification Facility, expansion of the Westminster Northwest Water Treatment Plant, and the Left Hand Water District Improvement project which have all been design/build projects. Jason holds a B.S. in Civil Engineering and a M.S. in Environmental Engineering from South Dakota State University. Alan Pratt, P.E. - Dewberry Alan Pratt has successfully managed projects with construction costs up to $50 million, and two of his design projects received Engineering Excellence Awards from the Consulting Engineers’ Council of Colorado. Fred Schultz: Fred joined Trammell Crow Company in September, 2007 as Senior Development Manager. His responsibilities include direction of design/construction teams, owner’s representation and general project management. His current duties include the management of the $260 million, Ralph L. Carr Colorado Judicial Center. Fred is a registered architect with over 30 years of practice. He is particularly strong in a design/build environment having acted as Project Manager on design/build projects such as Colorado's Ocean Journey, the Wellington Webb Office Building, Denver Newspaper Agency office building, Hard Rock Hotels/and Casinos in Tampa and Hollywood, Florida, Omni Interlocken Hotel and the renovation of the Curtis Hotel. Prior to joining Trammell Crow, Fred was a partner in the Denver architectural firm of Newman, Cavender & Doane. While there, he was responsible for all aspects of technical design and project delivery. He was also Project Manager for the 308,000 SF Denver Newspaper Agency office headquarters building. Fred spent 10 years as a Senior Associate with the architectural firm of RNL Design in Denver. During that period, he was responsible for the design and management of projects ranging from an aquarium to office buildings and hotels. In addition, he spent two of those years on-site during the construction of the Ocean Journey Aquarium. He also designed a variety of facilities for the Army Corps of Engineers such as office/training buildings at Falcon Air Force Base and engineering and medical buildings at Fitzsimons Army Medical Center in Aurora, Colorado. During his early career, Fred worked as an Architectural Designer. He became well versed in the fundamentals of high rise building design and construction while with the firm of Morris Aubrey in Houston. He was able to utilize this experience in Boston where he designed a number of projects for Cannon Boston and Kober/Belluschi. Projects included a $40 million student housing project for Boston University, several small medical facilities in New Hampshire, and a 650,000 SF research building for a private developer. Roger Crawford: As one of three founding Principals with MEP Engineering, Inc., Roger has 15 years of experience in the engineering consulting field, with an emphasis on electrical, fire alarm, and telecom building systems. Roger is responsible for the design of systems including production of construction plans, specifications and system cost analysis, as well as coordination between various disciplines, clients, and owner representatives. His wide range of project experience, including mechanical HVAC design and plumbing design, has enabled him to bring many different approaches to projects whether it is an approach to solve a budget consideration or to provide unique design solutions to a project. His education as an Architectural Engineer has allowed him to expand his knowledge into the mechanical and plumbing disciplines enabling him to truly understand all the systems within a building. With the ability to visualize a project from start to finish, difficult building system problems become very clear and concise. Sean Wennerstrom: As a 24 year member of Mortenson’s Preconstruction Team, Sean is responsible for early on coordination with the design team to pursue design build projects, evaluation of design ideas and concepts for incorporation into the overall project, ongoing constructability comments and review, understanding the vision/scope needs of the project for accurate cost estimating to maintain or beat budgets for the project, and alignment of scope with program requirements. Sean has worked on some of Mortenson’s largest and most iconic projects including The Denver Art Museum, Fort Carson Wilderness Road Design Build Projects and is currently working on the $156 million Design Build CU Athletics Complex, which will include the nation’s first net zero indoor practice facility. Sean has a B.S. in Construction Management from Colorado State University. Jonathan Tseu: Jonathan has been with Hensel Phelps for 19 years, providing him with an array of project exposures and unique experiences. Through his career with Hensel Phelps, Jon has worked on projects totaling over a billion dollars worth of work. He has worked in the capacity of field engineer, all the way through the ranks to his current senior management position as Operations Manager. His experience has taken him throughout California and Colorado, where he has worked within several different project delivery types. Jon is responsible to Hensel Phelps clients for providing the leadership and vision crucial to the success of each project assigned. He assures that all client budgetary and quality goals are met through thorough financial planning and cost evaluations, aggressive schedule management, comprehensive resource planning, and employment of quality assurance monitoring systems. Mr. Clarke is responsible for RTD’s capital program including the FasTracks expansion program. FasTracks is a $5.5 billion, fixed guideway (light rail, commuter rail, bus rapid transit and multi-modal terminal) construction program. It includes the first transit public-private-partnership in the US. He previously served as RTD’s Project Director for the Transportation Expansion (T-REX) project. T-REX was a $1.7 billion, multi-modal (highway/Light Rail) project that included 19 miles of new LRT and 13 stations. It was completed ahead of schedule and under budget. He has previous transit project experience in Dallas, New York, Boston, Cleveland and Philadelphia. Mr. Clarke has Bachelors and Masters Degrees from the University of Pennsylvania. EAGLE P3: Rail to Airport, Arvada and Westminster - Greg Straight, Project Director Greg Straight holds a B.S. in Civil Engineering from the University of Wyoming. Greg worked at the Denver International Airport through the design and construction phases of the project staying on as a liaison between the design and construction teams and that of operations and maintenance. For the past 9 years, Greg has worked for the Regional Transportation District expanding their existing Light Rail system and now has a prominent role with the addition of Commuter Rail service to RTD utilizing the innovative P3 delivery method. Greg is the Eagle Project Director responsible for RTD’s future East Rail Line, Gold Line, the first segment of the Northwest Rail, and a new Commuter Rail Maintenance Facility which collectively makes up the EAGLE P3 Project. I-225 Rail Line - Charles (Chuck) Culig, P.E., Project Manager Chuck Culig is the Project Manager for the Regional Transportation District (RTD) FasTracks I-225 Rail Line Project and has been with RTD for 14 years. He manages the RTD project team for the implementation and oversight of the design-build contract with Kiewit Infrastructure Co. The I-225 Rail Line Project is a 10.5 mile extension of RTD existing light rail system with eight stations and four Park-n-Rides. With over 20 years of engineering experience, Chuck started his career with RTD on the successful T-REX Transit Expansion Project as a post design service and construction engineer. Chuck is a native of Colorado and graduated from the Colorado School of Mines with a BS in Engineering and is a certified Professional Engineer in Colorado. North Metro Commuter Rail - Ashland Vaughn, Project Manager As North Metro Project Manager Ashland Vaughn oversees all aspects of the $343 million design build contract for 12.5 miles of commuter rail being built north out of Denver through Commerce City, Thornton and Northglenn. Vaughn has a Master of Science degree in Civil Engineering from the University of Colorado and an undergraduate degree in Civil Engineering from Duke University. He has dedicated himself to the Regional Transportation District for the last 17 years. He brings more than 26 years of civil engineering experience to the RTD team and spent the 3 ½ years prior to moving to North Metro working as the Construction Manager for the Eagle P3 project. He has worked for the Colorado Department of Transportation for more than 11 years. The majority of that time was spent in the Boulder CDOT office as a Project Engineer and Resident Engineer. Bob was heavily involved in the procurement effort for both US 36 Phase 1 and Phase 2 projects. Scott Rees is a Construction Manager for the Colorado Department of Transportation. He has worked for CDOT for more than 17-years. In that time, Scott has worked as an Inspector and Project Engineer in Region 4, and as an Area Engineer at CDOT Headquarters. Scott has been a member of the US36 management team since May of 2011 and is responsible for construction on both phases of the project. Scott served in the US Army from 1989-1992. After his service, he received his bachelor’s degree from Metro State College in 1996, and is a licensed Professional Engineer.
