REGULAR ACTIVITIES
For every beginning comes a fresh start, not only for everyone but the Court of
Appeals as well. As the Court ended 2013 with great success, 2014 came and passed
with an even greater success. As its initial salvo for the year 2014, the Court of
Appeals celebrated on February 1 its 78th Founding Anniversary. The activity for the
anniversary actually started on February 3, Monday, considering that February 1 fell
on Saturday. The Executive Committee for the 78th Founding Anniversary was
chaired by Justices Melchor Quirino C. Sadang, Zenaida T. Galapate-Laguilles and
Pedro B. Corales. Challenged by the success of last year's celebration, the Executive
Committee came up with a well-prepared program signaled by the early holding of
the Thanksgiving Mass. The usual rendition of the Philippine National Anthem,
Court of Appeals Hymn and the Philippine Judiciary Hymn by the Court of Appeals
employees followed. Afterwards, Presiding Justice Andres B. Reyes, Jr. delivered the
Anniversary Message.

The conferment of Loyalty Awards/Service Awards to Court employees who
have rendered continuous and satisfactory service in the Court of Appeals for 30, 35
and 40 years highlighted the celebration.
In 2014, nineteen (19) deserving Court employees received awards for their 30
years of service. They were the following:
1) Myrna Almira, 2) Esther Florence Aperocho, 3) Ricardo Atienza, 4) Sarah
Jane Gacula, 5) Teresa Gajo, 6) Gloria Gomez, 7) Dionisio Jimenez, 8) Juana Llido,
9) Anselmo Luistro, 10) Ma. Grace Mistades, 11) Alfredo Obrence, Jr., 12) Emma
Pantua, 13) Romeo Pasion, 14) Fernando Prieto, 15) Juliet Rebeca, 16) Danilo
Sangalang, 17) Eugene Solana, 18) Blendelina Tria, and 19) Arnulfo Tualla.
Two (2) Court employees were also given recognition for their thirty-five (35)
years of service to the Court, namely: 1) Dante L. Magdaleno and 2) Juanita TibayanCastro.
So impressive, however, were the likes of 1) Edmundo G. Galima, 2)
Emmanuel I. Martinez, 3) Domingo L. Ocampo, 4) Imelda Posadas, and 5) Renato
A. Villegas who were honored for their forty (40) years of service.

After the raffle of minor prices, the CA Soles Band composed of Ma. Rita
Domasig-female vocalist, Luther Balmaceda-male vocalist, Jonah Li-Drummer, Ervin
Satente-lead guitarist, Roderick Daniel Montago-rythm/guitarist, and Robert Jude
Gonzales-bass/guitarist wowed the audience with their rendition of “Bulong”
originally sang by Kitchie Nadal, “Come Together” by Beatles and “Smooth” by
Santana.
Not to be outdone, the CA Chorale also had their moment on stage with their
heart-warming rendition of the hit song “Nasa Yo Na Ang Lahat” which was
popularized by the country's newest teenage sensation and heartthrob Daniel Padilla.
Meanwhile, Mr. Hermoso D. Lazaro, Jr. from the Office of Justice Lantion
mesmerized the crowd with his soulful performance, singing hits like “Collide” by
Howie Day, “Too Much Heaven”, again by Beatles and “Truly” by Lionel Ritchie.
Of course, the anniversary celebration would not be complete without the
special participation from the Office of the Division Clerks of Court. This time,
however, it was their respective staff who showcased their talent. Everyone came alive
and energized when the group strutted their wares out while singing the world
renowned boy band One Direction's hit “What Makes You Beautiful”.
To close the celebration, Justice Zenaida T. Galapate Laguilles delivered her
closing remarks. Raffle of major prices then followed and finally the rendition of the
Court of Appeals March.
To the south, the Court of Appeals-Cebu Station celebrated its 10th Founding
Anniversary on October 23, 2014. One of the highlights of the celebration was the
launching and unveiling of the Vision-Mission Statement and Core Values of the
Court of Appeals-Cebu Station. The celebration was attended by no less than the
Supreme Court Chief Justice Maria Lourdes P.A. Sereno as its Guest of Honor. The
Vision-Mission Statement and Core Values were created to communicate clearly to all
the purpose and focus of the Station and serve as a guide to the employees. Another
highlight of the celebration was the recognition of the sixty (60) remaining pioneering

employees of the Court of Appeals-Cebu Station for their decade of dedication to
public service. It was indeed an emotional and proud moment for all thirty- nine (39)
ladies and twenty-one (21) gentlemen as they posed for posterity.

Going further to the south, the Court of Appeals-Cagayan De Oro celebrated,
on December 05, 2010 its 10th Founding Anniversary which was held at Lim Ket Kai
Luxe Hotel. The anniversary program kicked off at 9:00 in the morning with the socalled Photo Opportunity with the Guest of Honor consisting of the justices from the
21st, 22nd and 23rd Division, including the Court's Administrative Units. The program
proper opened about half an hour later with the rendition of the Philippine National
Anthem by the Court of Appeals-Mindanao Choir, followed by the Ecumenical
Prayer led by the ACAE-Mindanao. Executive Justice Romulo V. Borja delivered the
opening remarks. Guests and honorees were then acknowledged and recognized.
Afterwards, Hon. Oscar S. Moreno, Mayor of Cagayan de Oro City delivered his
Welcome Message. After the intermission number by the CA-Mindanao Choir,
Presiding Justice Reyes, Jr. introduced Supreme Court Chief Justice Maria Lourdes
P.A. Sereno. A token was given to her by Hon. Romulo V. Borja while a Plaque of
Appreciation was handed over to City Mayor Moreno. The conferment of loyalty
awards to the Court employees also highlighted the anniversary celebration. Soon
after the raffle of major prizes, Justice Maria Filomena D. Singh delivered her closing
remarks. Again, the CA-Mindanao Choir led the Philippine Judiciary Hymn,
followed later by a prayer before lunchtime.

Faced with the blistering heat of summer, the Court scheduled the Justices and
their staff for their Annual Baguio Summer Session beginning April 21 until May 30,
2014. They were again divided into six (6) groups: Group I consisting of the 1 st, 3rd,
5th and 18th Divisions, was scheduled from April 21 to 25, Group II ( 2 nd, 4th,6th and
19th Division) from April 28 to May 2, Group III ( 7 th,9th,11th and 20th Division)
from May 5 to 9, Group IV ( 8th, 10th, 12th and 21st Division) from May 12 to 16,
Group V ( 13th, 15th, 17th and 22nd Division) from May 19 to 23, and Group VI
( 14th, 16th and 23rd Division) from May 26 to 30.
Court officials and employees on the other hand had their so-called annual
team building activity. CA-Manila held its Team Building on April 12 at Estrellas De
Mendoza Playa Resort at Brgy. Laiya Ibabao, San Juan, Batangas. The participants
were grouped into four (4) teams and were named as RED, BLUE, YELLOW AND
GREEN TEAMS. The fun games held was eventually won by the GREEN TEAM.
Bagging the second (2nd) place was the BLUE TEAM while the YELLOW TEAM
claimed the third (3rd) place. The RED TEAM, however, was given the consolation
price for their participation and team effort. Meanwhile, special awards were also
given. The Best in Cheer went to the YELLOW TEAM,
Ryan Sajonas (Yellow
Team) and Jerry Pineda (Red Team) were tied as the Most Artistic “Bebot”- Dress-Up,
Juan Paolo (Green Team) was the first (1st runner-up) while Frederick Mauricio (Blue
Team) came in as the second (2nd ) runner-up.

CA-Cebu Station's team building on the other hand was held on May 30 at the
CENTCOM, Camp Lapulapu, Lahug, Cebu City. The year's theme was TAPS
(Tactics, Accuracy, Power and Speed) challenge. The TAPS challenge is actually a
training program designed for the new recruits of the Philippine Army, Air Force and
Navy. With the permission of the Armed Forces of the Philippines Visayas Command,
a toned-down version of it was used during the Team Building. As precaution to
ensure the safety of all participants, designated marshals from the Philippine
Army/Air Force/ and Navy led everybody in a warm-up exercise and also conducted
challenges, assisted by one or two marshals from the office.
All offices were randomly grouped into five teams. Each team was assigned a
team color and a team name, namely: ALPHA (Yellow), BRAVO (Blue), CHARLIE
(Orange), DELTA (Pink) and ECHO (Green). The teams participated in six
challenges which required physical and team efforts to score points. Each challenge
was equivalent to 50 points. The team with the highest points at the end of all the
challenges was declared as the over-all winner.

Twenty-one days earlier or on May 9, CA-Cagayan de Oro Station held its
team building at Resort de Alberto in Medina Misamis Oriental, Duka Bay, and
Alibuag Spring. Wide range of activities were presented to the participants to foster
camaraderie and increase effectiveness of individual to cooperate for the purpose of
team.
The Court had only one (1) working en banc session in 2014. It was held in
November 7. After the determination of the quorum, the Court en banc approved the
minutes of the last En Banc held on December 3, 2013. Presiding Justice Reyes, Jr.
delivered his Message and later introduced Justices Maria Filomena D. Singh, Pablito
A. Perez and Rafael Antonio M. Santos as the newly appointed and most junior
justices of the Court. Next on the agenda was the election for the positions of Asst.
Clerk of Court (Manila), Asst. Clerk of Court (CDO), Division Clerk of Court
(Manila), and Division Clerk of Court (Cebu).

Atty. Anita Jamerlan-Rey was later on voted the winner for the position of Asst.
Clerk of Court (Manila), Atty Rosemarie D. Anacan- Dizon for Asst. Clerk of Court
(Cagayan De Oro), Atty. Selene V. Conanan (lone candidate) for Division Clerk of
Court (Manila), and Atty. Maria Consuelo Aissa Pastrana Wong-Ruste for Division
Clerk of Court (Cebu).

Meanwhile, Justices Carmelita Salandanan-Manahan and Maria Elisa Sempio
Diy, Chairpersons of the Committee in charge for the Court's Christmas Party
celebration were likewise designated Chairpersons of the Committee for the Court's
80th anniversary celebration in 2016.
Other matters discussed during the en banc were: 1) rules on consolidation of
cases and inhibition; 2) publication of the CA Journal and Justice Tijam's
relinquishment of Publication Committee Chairmanship; 3) HMO card and the
amount of coverage per employee including the bidding to be conducted for that
purpose; 4) garbage and records disposal; 5) rules on foreign travel; 6) report on the
progress of the construction of Halls of Justice in Cebu and Cagayan De Oro,
rehabilitaion of Centennial Building and construction of new building, Annex VI; 6)
re-alignment of savings for the purchase of new vehicles for the junior justices; 7)
rehabilitation of Baguio cottages; 8) purchased of new computers and; 9) one-stop
concerns. Before PJ Reyes, Jr. adjourned the en banc session, he thanked all the
justices for their attendance and invited them to the CA-Manila Christmas Party and
CA-CDO's Christmas Party as well.
Presiding Justice Reyes, Jr., as in previous years had maintained the holding of
quarterly meetings with the Chairpersons of the Divisions, Seniors and Junior
members for consultation on matters that concern the Court. Chairpersons of various
committees were required for update reports on their activities. Presiding Justice
Reyes, Jr. had his usual weekly breakfast meetings with the Justices held every Monday
after the flag ceremony. As with the Clerk of Court, Assistant Clerk of Court,
Division Chiefs and Section Heads, Presiding Justice Reyes, Jr. had also weekly
meetings with them.

In retrospect, 2013 was the year when the Court of Appeals-Manila, Cebu and
Cagayan De Oro Stations did not hold their respective Christmas Party in sympathy
with the victims of typhoon that ravaged the major parts of the country. Came 2014,
the Court of Appeals-Manila eagerly planned and prepared for the year's Christmas
Party. After several meetings, the Executive Committee headed by Justices Carmelita
Salandanan-Manahan and Maria Elisa Sempio Diy finally came up with the party
theme “CA Goes Anime”. The Court of Appeals-Manila held its Christmas Party on
December 16, 2014 at the CA-Auditorium. Justice Jose C. Reyes, Jr. led the
invocation while Justice Carmelita S. Manahan delivered her welcome remarks. To the
delight of the audience, the Court of Appeals Chorale headed by Musical Director
Mr. Arnel de Pano rendered a very refreshing arrangement of the songs Kampana ng
Simbahan, Sa Paskong Darating and Ang Aking Pamasko.

After which, the finalists in the CA's Got Talent contest showcased their
singing talents. Mr. Jon Miko H. Montoya bagged the grand prize, Mr. Eduardo C.
Magdato and Mr. Reynante B. Celiz were tied for 2 nd place while the 3rd place went to
Ms. Nardilita Jane I. Tomaring.

During the short break, one of the country's great artist, Mr. John Lesaca
captivated the audience as he fiddled with his violin. Mr. Paul Andrei Ybañez likewise
rendered a musical number. Finally the COSPLAY winners were announced. Mr.
Alvin B. Matias with his Batman costume took the 1st place while Ms. Kristina Jane
G. Nemis and Atty. Zargibran Adolben R. Flores was awarded the 2 nd and 3rd place
respectively. In closing, PJ Reyes, Jr. delivered his Christmas Message. Before the end
of the celebration, the grand raffle winners were announced.
In CA-Cebu Station, the much awaited and anticipated employee's Christmas
Party was held on December 11, 2014 at the Capitol Social Hall. The year's theme
was CA-Visayas Goes Oscar's. A Eucharistic celebration in the morning at the hearing
Room kicked-off the day's festivities. During the holy mass the Christmas creche or
belen of the different offices which were brought to the Hearing Room earlier were
blessed by the priest. In keeping with the theme and to make this once-in-a-year event
more fun by taking the time to dress-up and let one's hair down, the employees were
asked to imagine themselves as a celebrity attending the Oscar Awards night in
Hollywood and to arrive in their “Hollywood-ish outfit. A few weeks earlier, the
employees were divided into three groups. Each group was to present a song-anddance number inspired by a Broadway or Hollywood musicale. Groups one and two
captivated the audience with their sexy presentation of Chicago and Moulin Rouge,

respectively. Group three's presentation of Priscilla was a visual feast with their big
and colorful costumes reminiscent of the Las Vegas shows.
The big winners of the night were Priscilla as Best Picture, Cyril Louie L.
Cebedo as Best Actor (Priscilla), Atty. Haide P. Acuña as Best Actress (Chicago) and
Jerry P. Gopio (winner of the grand prize).
Christmas Party in CA-Cagayan De Oro Station was held on December 5,
2014 with a simple celebration at Pryce Plaza that started at 5:00 in the afternoon
with a Thanksgiving Mass. After the mass, Executive Justice Romulo V. Borja
delivered his Welcome Remarks, dinner followed. The program was without much
fun fare. Raffles were held and intermission numbers were presented. Most notable of
them were the presentation of the Court of Appeals-Mindanao Band and the Court of
Appeals-Mindanao Choir. Assistant Clerk of Court Atty. Rosemarie Anacan-Dizon
led the Court in giving awards to those court employees who have rendered long years
of dedicated service to the Court.
After the awarding of winners and raffle of major prizes, Associate Justice
Edgardo A. Camello delivered his Closing Remarks. Right after Justice Camello's
speech, everyone occupied the dance floor and started dancing until midnight.

OTHER ACTIVITIES
The Court of Appeals-Gender and Awareness Development (CA-GAD) again
sponsored several seminars for gender awareness and sensitivity. On January 15-17,
2014, The CA-GAD had their Planning and Budgeting Conference held at Avenue
Plaza Hotel, Naga City.

The CA-GAD likewise had its annual film showing. Held at the CA Session
Hall, the film was entitled Girl, Boy, Bakla Tomboy. It was produced by Star Cinema
and VIVA Films and starred by Vice Ganda with Maricel Soriano, Joey Marquez,
Ruffa Gutierrez and Cristine Reyes. It was one of the official entries in the 2013
Metro Manila Film Festival.
The CA-GAD also sponsored the graduation of Day Care pupils. A CEDAW
and Gender Sensitivity Seminar for 50 lawyers was likewise held on April 2- 4, 2014.
Another seminar was held on June 18-19, 2014. On August 5-8, 2014, the CA-GAD
distributed GAD blankets to CA-Manila Justices, officials and employees, others were
then shipped to CA-Cebu and CA-Cagayan De Oro. On the same month, or on
August 27, 2014, a forum on Understanding Obesity and Weight Management for
Court Justices, Officials and employees with snacks was held at the CA-Auditorium.
Another CEDAW and Gender Sensitivity Seminar was again held on October 21 and
22, 2014 for Non-lawyer Employees, this time, at Cebu, Waterfront Hotel, Cebu
City. Finally, on December 1, 2014, the CA-GAD had its Consultation and Planning
Meeting at Casino Español, Ermita Manila.
Coinciding with the celebration of the Women's Month, the Gender and
Development Focal Point of CA-Cebu Station sponsored on March 27, 2014 a film
showing concerning the trafficking of women . After the show, the film was critiqued
by Jurani T. Cempron, representing the employees and, Justice Pamela Ann Abella

Maxino. The activity was opened to all employees, male and female. But due to the
limited capacity of the Hearing Room, only five members of each office were actually
invited to attend the film showing. Refreshment was provided to all who attended. To
mark the occasion and as a show of solidarity and support for issues concerning the
well-being of all women, the employees wore their golden-yellow Court of Appeals
anniversary shirt.
While the 2013 PJ Andres B. Reyes, Jr. Cup had only three (3) sports involved
(volleyball, basketball, and badminton), the 2014 PJ's Cup on the other hand
increased the sporting events to seven (7), namely: 1) badminton, basketball, billiard,
bowling chess, dart and volleyball. The 2014 PJ's Cup was made possible and turned
into an eventual success with the support of the Association of the Court of Appeals
Employees (ACAE) and the Sports Committee Chairperson Justice Samuel H.
Gaerlan.

In Badminton, the Black Team led by Team Captain Nelson T. Eusebio bagged
the championship while the Red Team led by Edward Ganaden came in at second
(2nd). In Basketball, the Blue Team of Jonathan C. Dagohoy and sponsored by Justice
Rodil V. Zalameda was declared the champion. The Yellow Team sponsored by Justice
Edwin D. Sorongon, led by Carlos Silva, White Team co-sponsored by Justice
Francisco P. Acosta and Justice Florito S. Macalino, and the Gray Team with Ronald
A. Dizon as Team Captain were declared 1st, 2nd and 3rd runners-up respectively. In
Billiard (Team Event), the championship went to the group of Frederick Mauricio,
Romel Miralles and Victor Dalita. On the other hand, the group of Edmundo T.
Malit, Victor N. Zamudio and Ruel V. Combate came in at second (2 nd). In the
individual event, Romel C. Miralles was crowned the champion while Alfredo C.
Dapulaza was declared runner-up. In Bowling, the group of Elmer P. Samareta,Ernie
P. Cabil, Loracel R. Chica, Jemel B. De Silva and Victoria A. Sagarbarria came home
as champions. Runner-up was the team headed by Justice Mario V. Lopez. Irene M.
Binauhan, Ronnie A. Inacay, Alvin B. Matias and Jovita V. Ruñez were his members.
Ronnie A. Inacay was awarded the Highest Pinning (Male) while Cheryl Joy D. Dean
and Imelda G. Gonzales for the Highest Pinning (Female). In Chess, considered as

mind sports, Melvin G. Abellera was declared as champion when he won over Atty.
Arnel D. Macapagal who eventually came in as 2nd runner-up. The 3rd runner-up was
awarded to Ramon L. Abundo. In Dart, the group of Rodolfo G. Cruz, Danilo C.
Astrero, Warren C. Duran and Imelda G. Gonzales won the championship, 1st
runner-up went to the group of Guillermo J. Bautista, Jr., Edsel A. Duque, , Edicia
G. Parasdas and Alexander A. Tabisora and the group of Ramon L. Abundo, Melchor
J. Luares, Portia Tamisen and Raulito R. Valerio was declared 2 nd runner-up. On
March 9, 2015, the winner's of the PJ's Cup were presented by PJ Andres Reyes, Jr.
during the flag ceremony and were awarded with trophies and medals.
In the 2nd Badminton Tri-Meet held On January 11, 2014 at Smartshot, Pedro
Gil St., Manila, selected players from the Court of Appeals, Landbank of the
Philippines and Bangko Sentral ng Pilipinas participated. This time, it was Bangko
Sentral ng Pilipinas which bagged the championship, followed by the Court of
Appeals as 1st runner-up and Landbank of the Philippines as the 3rd runner-up.

On May 28, 2014, the Court organized a badminton tournament for the kids.
The Kid's Camp Mini Tournament was held at the CA Badminton Court and
participated by Coach Ardene Salazar and other selected CA players. During the
awarding, Henry De Vera was declared King of the Court, Rafael Tuazon was the
Race of Time Champ, Mathea 'MJ” Albino as Module 1.5 Champ (Singles), Alleny
May Rivera as Module 2 Champ (Singles) while Janna Mauricio and Rafael Tuazon
were the Doubles Champion.

On June 28 of the same year, the SIGA Badminton Tournament participated
by Pag-big, PAGCOR and the Court of Appeals was held at Don Antonio Sports
Complex. Faced with strong competition, the Court of Appeals bowed down early
and was able to finish as 2nd runner-up, behind Pag-Ibig and champion PAGCOR.
Meanwhile, the Medical and Dental Division reported that on April 24, 2014,
they initiated a Bone Density Screening sponsored by MSD. A flu vaccination for the
court employees was likewise held on August of the same year and another Bone
Density Screening was conducted on August 28, sponsored this time by Zydus
Philippines. On October 29, 2014, Zydus Philippines sponsored the Digital Rectal
Examination conducted by Urologist.
They also reported that its Manila Medical Unit had conducted another
compulsory annual dental check-up at CA-Cagayan De Oro Station on June 2-6,
2014, blood letting activities on March 5, June 11, and September 11 and antiH1N1 Flu Vaccination on August 13, 2014.

MEMBERSHIP
In 2014, three (3) new Associate Justices were appointed to the Court of
Appeals. Associate Justices Pablito A. Perez, Rafael Antonio M. Santos and Maria
Filomena D. Singh were all appointed to the Court of Appeals on March 13, 2014.
Hon. Amelita De Guzman Tolentino, however, was the only justice who retired in
2014.
From sixteen (16) employees who were promoted in 2013 because of their
dedication and exemplary performance in work, thirty-three (33) employees of the
Court were promoted in 2014.
Meanwhile thirteen (13) employees of the Court retired from service, among
them were: Executive Clerk of Court III Beverly Sabio Beja, who retired on March 1,
2014, Supervising Judicial Staff Officer Aurea Redaniel Costimiano, September 9,
2014 and Executive Clerk of Court III Virginia Callueng Abella, who retired on
October 10, 2015. Again, the Court mourned for the loss of six (6) of its employees,
including Justice Michael P. Elbinias.
As of December 31, 2014, there are sixty seven (67) Associate Justices, eight
hundred fifty-seven (857) regular employees, five hundred ninety-five (595)
coterminous employees, thirty eight (38) casual employees and sixty-four (64)
contractual employees, with a total of one thousand six hundred twenty (1,620)
employees including those from the Cebu and Cagayan De Oro Stations.
The Chairpersons of the standing committees and other committees at the
end of the year were as follows:
1. Committee on Personnel – J. Hakim S. Abdulwahid
2. Committee on Budget and Finance - J. Remedios Salazar - Fernando
3. Committee on Security – J. Ricardo R. Rosario
4. Committee on Records Management and Information Service
– J. Francisco P. Acosta
5. Committee on Employees’ Welfare and Benefits – J. Jose C. Reyes Jr.

STATISTICAL SUMMARIES
Year 2014 marks the final swing of the first ever technological innovation
introduced to the Court: the CA-Case Management Information System (CACMIS). Through this system, the Court's statistical and case information data are
now accurate in real time, thereby improving the Court's efficiency and transparency
as well.
Court of Appeals' 2014 Annual Report show a decrease in the total number of
pending cases compared with the previous year:

Successful mediation from January to December 2014 totalled to 124 cases
which translated to an average of 10.33% a month courtwide.
2014 also saw the final phase of the 2012 Zero Backlog Project (ZBP) of Hon.
Presiding Justice Andres B. Reyes, Jr., giving priority disposition to identified 2010
and earlier submitted for decision cases which totalled to 2,963. As of December 31,
2014, 99.90% or a total of 2,960 ZBP cases were eliminated from the CA-CMIS
dashboard courtwide.

In 2014, the Special Cases Section reported that the Court received only three
(3) Writ of Kalikasan Cases compared to seven (7) in 2013, zero (0) on Writ of
AMPARO Cases, zero (0) on Writ of Habeas Data Cases and thirty-six (36) AntiMoney Laundering Act Cases.
For the decided cases, the JRD's Archives Section reported that it had
remanded 4,948 cases with entries of judgment from the Court of Appeals and the
Supreme Court to the lower courts, and elevated a grand total of 523 cases with
rollo and records to the Supreme Court.
As for the publication in the Official Gazette of the Court of Appeals's
Decisions, the Reporter's Division reported a total number of 143 Decisions
transmitted to the National Printing Office. The report likewise showed that from
these decisions, a total number of 295 Decisions were actually published.
The Library Services Division on the other hand reported that it
acquired/subscribed 129 volumes (SCRA and Various Titles) of books, 20,590
copies (Newspaper delivered for the year 2014) and 32 volumes (Official Gazette).
Said Division likewise uploaded 5,314 Newspaper Articles regarding articles on
Court, processed, covered and repaired some new books and worn out ones which
totalled to 935 books. The Division also reported of having uploaded a total of
9,598 CA decisions and resolutions.
The General Services Division, through its Mailing and Delivery Section,
reported that it handled 15,934 (registered mails) and 22 private courier (LBC) mail
matters, 35 official Mails/returned to Court of Appeals, 160 personal delivery
services, remanded 116 Court records to courts of origin in the premises, 45 rollos
handled for tracer from JRD /Division Clerk of Court, spent Php 4,587.00 for
gasoline and Php 3,355.00 for communication through LBC delivery.

SPECIAL CONCERNS
Store rooms and shelves to accommodate volumes of rollos remain to be a
special concern for the Court in 2014. Additional warehouses were needed to
accommodate them to maintain their integrity and safety. In order to address these
concerns, the Court had to contend with temporarily relocating the rollos and records
of cases. Most of them were transported using the Court's buses to its administrative
building in Baguio City. The Court likewise resorted to the so-called disposal of case
rollos. Here, physical inventory, listing and encoding of rollos of cases were first
conducted, covering not only those which were already terminated in the year 1980
and earlier but also those cases terminated from 1981 to 2007. Once identified, these
case rollos were disposed in accordance to the Supreme Court En Banc Resolution in
A.M. 09-07-06-CA on Internal Rules on the Proper Disposal of the Case Rollos of the
Court of Appeals.
Missing cases were also this Court's concern. Inventories conducted by this
Court through its CA-CMIS yielded positive results as they were found to have been
archived. Immediate action were made and these cases were either raffled Courtwide
or to the remaining member as the case maybe. On the other hand, cases where
decisions have long become final and executory were issued entries of judgment, only
after verification that no motion for reconsideration, appeal or petition to the
Supreme Court were pending.
