CALL TO ORDER
Mayor Anderson called the regular meeting of the Council of the City of Springfield to order at 7:30 p.m.

PLEDGE OF ALLEGIANCE
Mayor Anderson led the pledge of allegiance.
III. ROLL CALL
Present: Council Members Burdett, Eib, Hollingsworth, Whitfield, Young, and Mayor Anderson.
Also Present: Nate Henne – City Manager, and Kris Vogel – City Clerk.
Absent: Council Member Riley.
It was moved by Young, seconded by Whitfield and unanimous that Council Member Riley be excused from the July
7, 2014, City Council Meeting.
IV. APPROVAL OF MINUTES
It was moved by Eib, seconded by Hollingsworth and unanimous that the minutes of the June 16, 2014, regular
meeting be approved subject to any additions or corrections.

Approve – Personnel Policy Revisions
City Manager Henne stated this resolution will approve revisions to the Personnel Policies.
Resolution #28-14:
It was moved by Eib and seconded by Burdett that the following resolution be adopted:
RESOLVED BY THE COUNCIL OF THE CITY OF SPRINGFIELD to approve the Personnel Policy revisions as
noted:
1) Create a 5% employer match to a 457 retirement plan for non-union hourly employees.
2) Revise leave schedules.
All ayes. Resolution adopted.
2.
Approve Assignment and Change of Control – Comcast Corp Transaction
City Manager Henne noted this resolution will approve a transaction made by Comcast.
Resolution #29-14:
It was moved by Hollingsworth and seconded by Whitfield that the following resolution be adopted:
WHEREAS, Comcast of California/Connecticut/Michigan (“Franchisee”) is the duly authorized holder of a franchise,
as amended to date (the “Franchisee”), authorizing Franchisee to serve the City of Springfield, MI (the “Franchise
Authority”) and to operate and maintain a cable television system therein; and
WHEREAS, Comcast Corporation (“Comcast”) is the ultimate parent company of Franchisee; and

WHEREAS, on April 25, 2014, Comcast and Charter Communications, Inc. (“Charter”) entered into the
Comcast/Charter Transactions Agreement (the “Agreement”), pursuant to which the Franchisee, through a
restructuring under Comcast’s ownership, will become Comcast of Michigan, LLC (“New Franchisee”) and
immediately thereafter will become a wholly-owned subsidiary of Midwest Cable, Inc. (“Midwest Cable”)(the
“Transaction”); and
WHERAS, Franchisee has filed an FCC Form 394 with the Franchise Authority with respect thereto; and
WHEREAS, the Franchise Authority has considered and approves of the Transaction.
NOW, THEREFORE, BE IT RESOLVED BY THE FRANCHISE AUTHORITY AS FOLLOWS:
The foregoing recitals are approved and incorporated herein by reference.
1.
The Franchise Authority consents to the Transaction.
2.
The Franchise Authority confirms that the Franchise is valid and outstanding and in full force and
effect and there are no defaults under the Franchise. Subject to compliance with the terms of this
Resolution, all action necessary to approve the pro forma assignment of the Franchisee and change
of this control of the New Franchisee to Midwest Cable has been duly and validly taken.
3.
Midwest Cable or New Franchisee may (a) assign or transfer its assets, including the Franchise,
provided that such assignment or transfer is to an entity directly or indirectly controlling, controlled by
or under common control with Midwest Cable; (b) restructure debt or change the ownership interests
among existing equity participants in Midwest Cable; (c) pledge or grant a security interest to any
lender(s) of Midwest Cable’s assets, including, but not limited to, the Franchise, or of interest in
Midwest Cable, for purposes of securing any indebtedness; and (d) sell equity interests in Midwest
Cable or any of Midwest Cable’s affiliates.
4.
Upon closing of the Transaction, New Franchisee shall remain bound by the lawful terms and
conditions of the Franchise.
5.
This Resolution shall be deemed effective upon adoption.
6.
This Resolution shall have the force of a continuing agreement with the New Franchisee, and the
Franchise Authority shall not amend or otherwise alter this Resolution without the consent of the
New Franchisee and Midwest Cable.

3.
Approve – Traffic Control Order
City Manager Henne noted this resolution will approve traffic control orders.
Resolution #30-14:
It was moved by Young and seconded by Eib that the following resolution be adopted:
RESOLVED BY THE COUNCIL OF THE CITY OF SPRINGFIELD to approve Traffic Control Orders 2014-01 and
2014-02 as submitted and attached.

4.
Approve – 5-year Recreation Plan
City Manager Henne noted this resolution will approve the 5-year Recreation Plan as recommended by the Planning
Commission.

It was moved by Burdett and seconded by Whitfield that the following resolution be adopted:
WHEREAS, CITY OF SPRINGFIELD staff has worked to collect citizen input on the needs of our local recreation
system; and

WHEREAS, CITY OF SPRINGFIELD staff has worked to develop a plan to meet those needs; and
WHEREAS, a public hearing was held June 23, 2014; and
WHEREAS, CITY OF SPRINGFIELD staff submitted the 2014-2018 Parks and Recreation Master Plan for review
and approval of the Planning Commission and the Commission recommends approval.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SPRINGFIELD to approve and
support the 2014-2018 Parks and Recreation Master Plan.
Mayor Anderson asked once this was submitted, when can we apply for grants? City Manager Henne stated he
believes the next cycle is December.

5. Set – Public Hearing – Receive Comments for Special Assessment
City Manager Henne stated this resolution will set a public hearing to receive comments on the special assessment
for the Business Improvement District.

It was moved by Whitfield and seconded by Burdett that the following resolution be adopted:
RESOLVED BY THE COUNCIL OF THE CITY OF SPRINGFIELD to set a public hearing for Monday, July 21,
2014, 7:30 p.m., to receive comments in regard to the special assessment for the Business Improvement District
(BID).

COUNCIL COMMENTS
City Manager Henne thanked the Deputies of the Calhoun County Sheriff’s Department for their efforts over the 4th
of July weekend; there were no incidents.
City Clerk Vogel stated July 7th was the voter registration deadline for the August 5th primary election. In addition,
absentee ballots are available in the City Clerk’s office.
VII.
CITIZENS COMMENTS
Calhoun County Sheriff Matt Saxton stated there was a great turnout at the balloon festival this past weekend and
they worked well with the City of Battle Creek for the event.
Mr. Wesley Brandt, 99 Wellworth, thanked the Public Services Department for the job they did with the storm clean
up.

We are finalizing our projects form last year and looking forward to this year’s short list. We will
be doing some crack sealing, some storm sewer replacement and a little mill and overlay.
We hired Terry Nixon, the young man that had worked for us during Chad’s absence and Steve
Avery’s absence/retirement.
After the storm in the first week of July, we helped Battle Creek through our “public works
mutual aid agreement”, two guys, one truck and a chipper for one week. It was much appreciated
by Battle Creek.
Action Items: Approve business license – Res # 34‐14 This resolution will approve a business license for a new/used vehicle dealership. Appoint Board of Review Member – Res # 35‐14 This resolution would appoint Tom Riley to the Springfield Board of Review. Term to expire January 1, 2017. 10. Master Adrian Garcia Bills in Line Informational Items: 1. City staff continues to work with the City Attorney on a resolution to the Legion Villa
ownership question.
2. The Clark property demolition is progressing. The 55,000 square foot building is almost
completely torn down and work has begun on the large high/low bay building. The
transite siding is being removed currently.
3. On July 7th I received a call from Henkel to inquire about the possibility of extending the
City’s PA 425 agreement with the dealership. I am trying to ascertain if the dealership is
planning any major renovations or expansions to warrant the request.
4. On July 9th, Finance Director Turner and I met with the City’s property and liability
insurance representative to discuss changes as a result of the Police consolidation and for
general renewal. The city will be saving around $20,000 as a result of the consolidation
alone.
5. Also on July 9th, I dropped in on the new owners of Territorial Brewing Company located
on Helmer Road. Their progress is steady towards an opening date and I welcomed them
to the community. Can’t wait to have them open their doors!
6. There has been a recent interest in City-owned property located at 25 Avenue C. I will
continue to work with the interested party on proper development plans for the land.
Ruark, our summer intern, is working diligently to update the City’s marketing materials
for ALL City-owned commercial property. This will give us a head start when the
Barton Group kicks off our marketing and business attraction campaign this month.
7. The Farmers Market will now begin tracking how many patrons come to Saturday market
days. In attending the market day on Saturday, July 12th, I noticed the parking lot full
and a few vendors that were close to selling out their products for the day. Mercedies
reported that we had about 280 people visit that day and I heard a report from one of our
new vendors this year had record sales on that day.

Business Plan

Concept Summary
The Business Improvement District (BID) was created in 2000 in an effort to
protect the investments of seven automobile dealers concentrated within a 1 ½
mile stretch by reversing the declining physical environment along West
Dickman Road and increasing awareness through collaborative marketing
efforts. The close proximity of the seven dealerships was an under exploited
asset to market as the preferred option for consumer shopping. The creation of
the BID has allowed marketing efforts to promote and enhance this asset.
The Magnificent Motor Mile has been marketed as the premier choice for
selection and value when purchasing a vehicle. The close proximity offers
large selection from every major manufacturer, ease of comparisons, test
drives, and a sense of excitement. Marketing has been the key to creating the
concept in the mind of the consumer, and physical improvements have
reinforced the Magnificent Motor Mile concept for both area residents and
regional visitors.
A vast amount of investment has occurred along the Magnificent Motor Mile
since the inception of the BID.
Seelye-Wright constructed a new KIA dealership;
Heritage Chevrolet constructed a new showroom, an 11,000 square
foot addition to its body shop, and a new service center;
The Ford dealership transferred ownership several times since the BID
creation. The current ownership is community-minded and is active
with the BID;
Erich Henkel completed an addition to its service center at the Dodge
dealership;
Star Glass constructed a 3,000 square foot facility;
Horrocks improved its signage along Dickman Road;
AutoBody USA constructed a new service center;
Erich Henkel renovated its showroom at the Chrysler Jeep dealership;
The City of Springfield razed a dilapidated building and attracted
Motor Zone, a new Suzuki dealership;
The City of Springfield worked with the State of Michigan to
transform a brownfield site for two new businesses (Springfield Do-It
Center and Kalsee Credit Union);
A dilapidated house was razed for the construction of a new
convenience store;
Battle Creek Honda completed significant renovations to its showroom
and service center; and
Sunshine Toyota constructed a new showroom and service center.
The physical improvements along the Magnificent Motor Mile include:
Increased litter patrol through the State of Michigan’s Adopt-AHighway program since 2001;
Increased street lights and wattage;
Directional dealership signage;
Two gateway signs;
Banners;
Resurfacing of the Magnificent Motor Mile;
Increase lawn maintenance along corridor; and
Working with city representatives to ensure the corridor is clean, safe
and accessible.

Benefits
The Magnificent Motor Mile benefits the automobile dealers by creating the
potential to maximize sales by capitalizing on their existing location.
Cooperative marketing of the district has enhanced each dealer’s position in
the broader market.
Other business owners located along the Magnificent Motor Mile have
benefited several ways:
The prevention of gradual exodus of dealers, leaving gaps that cannot
easily be filled.
A more easily identified and recognized location. Residents have
become familiar with the location of the “Magnificent Motor Mile,”
and businesses located within that district have received an enhanced
identity.
From increased consumer traffic in the district. Businesses have
experienced increases both from Battle Creek area residents, and
regional car shoppers brought in through the dealers marketing
campaign.
Matching grant dollars for landscaping, asphalt, and signage have been
offered to businesses to enhance their properties.

Implementation
As the Dickman Road BID spans portions of Battle Creek and Springfield;
Michigan legislation was enacted to allow a multi-jurisdictional BID. A ninemember Board consisting of members from both municipalities, the auto
dealers, and other non-automotive business owners in the district have been
established to govern the improvements within the district.
In order for the BID to continue, the Battle Creek City Commission and
Springfield City Council need to approve the BID and the tax assessments.
The BID Board seeks a five-year renewal at $.01 per square foot on
commercial property annually. This proposed assessment is at the same rate
as the last three-year special assessment. In addition, it is a substantial
reduction from the original two-year BID assessment of $.07 and $.05 per
square foot respectively for commercial property. Residential properties are
exempt from the special assessment.

Marketing Plan
The original marketing plan guided the BID through the first five years. Since
then the continuing goal has been to build upon the distinct Magnificent
Motor Mile identity through consistent media images, repeat images
throughout the BID, and to appeal to both local and regional automotive
consumers as a prime destination to purchase a vehicle. Other businesses
along the Magnificent Motor Mile promote their location using the same
consistent theme and logo in their advertising.
5.
Physical Plan
During the first five years of the BID, there was a concerted effort to complete
the majority of the physical improvements. Since then, the concentration has
focused on maintaining the physical improvements to a high standard. Also,
grant dollars continue to be available to encourage property improvements.
