Welcoming Messages from General Co-chairs
It is my great pleasure to welcome all participants to this MJIIT-JUC Joint
International Symposium 2013 (MJJIS2013), which is a memorial event
celebrating the 40th Year of ASEAN-JAPAN Friendship and Cooperation. This
symposium is held at Tokai University, Hiratsuka, Kanagawa, JAPAN between
November 6th and 8th.
Japan University Consortium consists of 25 Japanese universities
participating not only in steering of this symposium but also in the
establishment and further development of MJIIT.
International collaboration nowadays has been a widely acknowledged,
research trend. In such research endeavor, multi-cultural and interdisciplinary
atmosphere is a key factor to incubate challenging spirits and supporting environment for pioneering
a new research field. This symposium exactly serves such a purpose because the main objective of
the symposium is to promote communication and dialogue among young researchers, engineers and
students from different countries.
This symposium covers the fields of Electronic Systems Engineering, Mechanical and Precision
Engineering, Environmental and Green Technology, Management of Technology, Information
Technology and Communications, and Medical Biotechnology. Three keynote speeches and
approximately 190 research papers will be presented.
I would like to take the opportunity to thank the researchers and postgraduate students for their
contribution and dedication to MJJIS2013. I also would like to express my sincere gratitude to all
of the hardworking committee members and the secretariat for materializing this symposium. Last
but not least, our special appreciation goes to MOFA, MEXT, and JICA for giving their strong
support for MJJIS2013.
Hiromu Hashimoto, Professor
Vice Chancellor, Tokai University
Both the Malaysian and Japanese governments have established the
Malaysia Japan International Institute of Technology (MJIIT) with the aim to
provide engineering education with greater emphasis and focus towards the
ASEAN region. The formation of MJIIT is the climax of the first wave of the
Look East Policy observed by Malaysia. MJIIT is liken to a “Japanese
University” operating off shore, in Malaysia, which is considered unthinkable
in the past. The support from a consortium of 25 Japanese Universities (JUC),
organized through the Japanese Ministry of Foreign Affairs (MoFA), is indeed
immense in ensuring that Japanese style engineering education is
established, and inculcating and deeply rooting the Japanese work culture.
The cooperation, which started well before 10th August 2010, the official launching date of the MJIIT,
has seen a tremendous growth and stability with respect to the placement of Japanese academic staff
at MJIIT and undertakings of joint supervision of postgraduate students, in strengthening the
teaching and research thrust at MJIIT.
The joint symposium between MJIIT and JUC is indeed amalgamating further the established
strong linkages. It is a pleasure to note that this second symposium between the MJIIT and the JUC
is organized by Tokai University, as a continuing effort to bring academic staff and students from
participating universities as well as outside the consortium to discuss on advanced research and
development work carried out. It is also worth noting that this platform of MJIIT-JUC International
Symposium (MJJIS) is part of the celebration of the 40th year of ASEAN-Japan Cooperation.
Finally, I would like to thank the MJIIT-JUC committee and the local organizing committee from
Tokai University for making this symposium a reality, continuing from the first symposium at MJIIT
in 2012. I am indebted to Professor Hashimoto for bringing the 2013 MJJIS to this lovely campus of
Tokai University. To all paper presenters and participants, I would like to wish an interesting and
fruitful symposium! Arigato gozaimasu.
Megat Johari Megat Mohd Noor, Professor
Dean of MJIIT
We welcome all participants attending MJIIT-JUC Joint International
Symposium 2013. This is the second symposium jointly organized between
MJIIT and Japanese University Consortium (JUC). MJIIT prepares unique
educational programs for undergraduate and graduate students and staff with
support by 25 Japanese universities in order to become the only one
organization in ASEAN. Promotion and recommendation to attend this
symposium for students and staff is a typical example of those programs. One
of objectives of this symposium is to provide opportunities to young researchers
and students of both MJIIT and Japanese universities to establish the
networks and to breed seeds of collaboration among researchers. MJJIS2013
will surely provide all symposium participants with the opportunity to discuss together topics such
as university-industry collaboration, technology partnership between Malaysia-Japan,
internationalization of universities, and other hot topics. It will be required that young students and
researchers absorb and assimilate a variety of knowledge from foreign countries in those proceeding
research fields and that they utilize those information in regeneration and activation for own nations.
From this view point, MJJIS2013 will offer an adequate opportunity to promote and accelerate the
face-to-face relationship for exchange of information.
I would like to express sincere thanks to all committee members and the secretariat, especially,
Professor Yoshio Yamamoto and Tokai University for preparing this valuable and important
symposium.

Keynote Speech I
Teaching and Research Challenges at
Malaysia Japan International Institute of Technology
(MJIIT)
Megat Johari Megat Mohd Noor
Malaysia Japan International Institute of Technology
Universiti Teknologi Malaysia
Abstract
The idea of setting up MJIIT was mooted in 2000 by then the Prime Minister of Malaysia, Mahathir
Mohamed, who has been instrumental in forging Malaysia’s Look East Policy in the early 1980s. The
Look East Policy has attained its 30th anniversary and had produced many Malaysian graduates
from Japanese and Korean universities. Initially, Mahathir Mohamed envisaged the establishment
of a Japanese university on Malaysian soil, such as the likes of British and Australian universities
operating in Malaysia. The discussion at times became cold and the idea of setting of a Malaysia
Japan institution was reactivated again in 2006 with an anticipated acronym MAJU (Malaysia
Japan University).
Due to the enormous cost in establishing another public university to the existing 20, as the
Japanese government wanted this entity be a public institution instead of a private one, it was
scaled down to an institute with an acronym MJIIT (Malaysia Japan International Institute of
Technology). MJIIT was established on 10th of August 2010 and allocated within the Kuala Lumpur
Campus of Universiti Teknologi Malaysia (UTM), with funding coming directly from the then
Malaysia Ministry of Higher Education (now Ministry of Education).
The MJIIT project is worth over MYR 800 million excluding emolument, to be developed over a
period of seven years. JICA has been designated as the implementing agency for the Japanese
government and UTM for the Malaysian government. MJIIT governance is thus that of the UTM and
MJIIT is answerable to the UTM senate, but having a special Advisory Committee comprising
Malaysian and Japanese representatives.
Although MJIIT is to be a research focus entity, it is also expected to undertake teaching of
undergraduate students. Four major disciplines agreed upon are namely; Mechanical Precision
Engineering, Electronic Systems Engineering, Environment and Green Technology, and
Management of Technology. The first three are engineering and the latter is management oriented.
Presently, full research programmes (PhD and MPhil), two Master programmes and three
undergraduate programmes are on offered, with student enrolment reaching nearly 600 students
and academic staff strength exceeding 70. MJIIT is on track with regard to its blueprint for
development on staffing and student enrolment.
The KES model; knowledge, experience and self-learning, is a unique learning model adopted at
MJIIT with greater emphasis placed on industry involvement. Ningen Ryoku subjects to help built
the human skills becomes the signature of the undergraduate programmes and rinkou for the
postgraduate students.
Students are encouraged to undertake academic outbound in the form of internship, research
attachment, transfer credits or short visits to Japan. This is part of the effort to expose students
further to the Japanese work culture. It is MJIIT’s noble mission to inculcate the Japanese work
culture apart from becoming an excellent teaching and research institute in advanced technology.
Efforts to ultimately establish over 40 innovative kozhas (ikozhas) are ongoing and presently there
are 13 ikozhas in operation. Undergraduate students are highly encouraged to be involved with the
ikozhas, to develop the interest for research much earlier, and eventually continue their studies at
the ikozhas. The emphasis on sustainability is beyond doubt and a challenging one, with its tag line
“Engineering the Nation with Precision towards Sustainable Development”.
The MJIIT undertaking is a challenging task of “Japonising” an education institution while striving
for excellence in research and development. It has to begin with all the academic, technical and
administrative staff of MJIIT, leading by example, and infused in the students through the
environment and work ethics.
With the medium of instruction in English, it makes the effort to be a “Japanese university in
Malaysia” even more challenging. On the other hand, MJIIT is a melting pot for internationalization
with its English medium. It is the only public entity that is allowed to take in up to 40% foreign
students, unlike the norm of less than 10% for all public universities in Malaysia.
The presentation will highlight the plan, possible collaborations and challenges faced by the newly
developed MJIIT, which is aspiring to be a leader in education and research in advanced technology
in the ASEAN region within seven years.
Keynote Speech II
Lesson from a Trial for Cooperation of
Medicine and Engineering
Ai Kotani
School of Medicine
Tokai University
Abstract
“Collaboration between different fields” is recently claimed as a critical factor for development of
science and innovation of technology. It is sure that sometimes it happens in case of collaboration,
something different stimulates each other and makes some big chemical reaction. What is the key
factor for such a big success happening to them? Dr. Shinjiro Umezu from School of Engineering of
Tokai University developed the unique cell printing method by using ink jet which is called “PELID”
and studies the basic research of regeneration of the whole organ by patterning cells using the
PELID method. I, from School of Medicine of Tokai University, am studying the interaction
between tumor and non-tumor cells in the human lymphoma and the final goal of the research is to
develop the novel therapy against lymphoma by regulating the non-tumor cells. In 2012, we met each
other and now we are doing the project which is called “Reconstitution of human lymphoma tissue in
vitro”. Before we started the collaboration, we had experienced a lot of things like understanding
each other, sharing each own knowledge, participating in each other events (cooperation for the
events for each other), and making a good human relationship. I would like to introduce our trial
(and error) project which we are doing for last one and half year and trying to take lessons from it.
Keynote Speech III
Plasmon-enhanced Vibrational Spectroscopy
for the Detection of Dilute Bio-molecules and
Toxic Substances in Water
Tadaaki Nagao
Group Leader, Nano-system Photonics Group
National Institute for Materials Science (NIMS)
Abstract
Surface plasmon polaritons and its low-dimensional variants as well as their confined standing
waves (antenna resonances) have become increasingly important in nanotechnology since their
optical properties are strongly dependent on the size and the shape of the small objects. This
perfectly fits to the directions of nanotechnology which is to provide appropriate building blocks to
embody nano-architecture with desired functions for novel electronics/photonics devices. Even down
to the subnanometer-scale thin objects plasmon propagation was detected recently and revealed a
rich diversity of physics. One of the application in plamonic nano-objects are, antenna resonaces in
closed plasmonic structures (nanoparticles, nanowires, nanodisks) wich strongly coulple with light
and exhibit wide variety of applications in the field of nanophotonics, environmental science, and
light harvesting technology, by utilising the strong electromagnetic field-enhancement associated
with the antenna resonances of the optical nanoantennas. In this talk I present some fundamental
aspects of realizing plasmonic resonators with both narrow-band and broad-band optical response,
and then introduce some applications in photocatalysis as well as bio/environmental sensing with
excellent specificity and extremely high sensitivity (< attomolar sensitivity) in aqueous solution. We
introduce our recent study on the detection of mercuric ion and dioxin toxicants in environmental
water by studying the conformational change and the relevant changes in the vibrational signal
induced by the absorption of toxicants in bio-molecules which play important roles as efficient linker
molecules for detection as well as detoxical materials.
