German-Egyptian Year of Use of Agro-Industrial Wastes for the

The world is becoming increasingly networked because of the
rise of globalisation. The German-Egyptian Year of Science and
Technology 2007 has further strengthened and intensified the
close relations between Germany and Egypt in future-oriented
key technologies. German and Egyptian scientists discussed new
research findings in numerous workshops and conferences. The
programme was complemented by excursions, seminars and
other events within the framework of university partnerships.
They are proof of the active relationships and the mutual interest
existing also at university level.
This year of science has given the go-ahead for even more intensive cooperation in science, technology and education. Existing
collaborations were strengthened and enhanced by the great
commitment of German and Egyptian scientists. The many diverse events facilitated new contacts and joint projects which
ensure that common interests in science and technology will also
be pursued in the years to come.
A research fund of both governments will further strengthen
German-Egyptian cooperation. Exchanges of doctoral students
and scientists, the translation of research results into concrete
products and targeted cooperation in priority topics such as
renewable energies, materials science, health research and biotechnology are in the interest of both countries.
We can look back on a successful Science Year. I would like to
thank all those who made this success possible by their commitment. The German-Egyptian Year of Science and Technology
was an important step towards intensifying the dialogue and
exchanges between both our countries on a scientific and cultural level and towards consolidating our partnership. I am looking forward to further active cooperation and wish all scientists
involved every success in making pioneering findings.

German-Egyptian Year of
Science and Technology 2007
In view of the increasing importance in recent years of the need
for international cooperation in the field of science and technology, the Egyptian and German counterparts took innovative
measures to encourage such cooperation between the two countries.
Such measures involved the German-Egyptian Year of Science
and Technology in 2007, hosting many activities and special
events covering over-arching and specialist topics and thematic
priorities. The main purpose of the Science Year was to expand
and re-enforce the existing long-standing networks between
Egyptian and German scientists. Six major thematic areas of research were chosen to exchange expertise and to establish links
for technology transfer through collaborative research projects.
The six thematic areas of research were selected based on their
national priority, industrial applicability, cultural dimension and
wealth of expertise. The programme was not only a great success in terms of idea and implementation but was a benchmark
and testimony of German-Egyptian cooperation in research and
development efforts between the two countries.
We are really glad that the Year of Science did not only achieve
its goals by the establishment of extensive scientific networks
but also resulted in multi-disciplinary venues and mechanisms
of funding to promote science and technology between the two
nations, where the Year of Science is only the beginning of long
term cooperation for many years to come.

Highlight Events
The German-Egyptian Year of Science and Technology 2007 was a
bilateral initiative of the German Federal Ministry of Education and
Research and the Egyptian Ministry of Higher Education and Scientific Research. Its objective was not only to deepen scientific cooperation between Egypt and Germany, but also to promote intercultural
dialogue. This joint year was primarily visible to the broader public
and scientific community through a number of high publicity events
spread across the whole year. The participation of high-ranking political representatives and scientists served to ensure great public awareness in both countries and to increase the mutual interest in the other
country, in general, and in joint research projects, in particular.

Inauguration of the German-Egyptian
Year of Science and Technology 2007
The German-Egyptian Year of Science and Technology 2007 was officially inaugurated at Cairo University on 15 January by the Minister
of Higher Education and Scientific Research, H.E. Prof. Dr. Hany Helal,
and the German Ambassador, H.E. Bernd Erbel, in the presence of a
large number of high-ranking scientists from Germany and Egypt.
The two political representatives highlighted the important role of
the Year of Science as new impetus for stronger cooperation between
both countries in science and research.
Prof. Dr. Max G. Huber, Vice President of the German Academic Exchange Service (DAAD), emphasised the mission of the DAAD in Egypt,
i.e. to support young Egyptian students by enabling them to study at
German universities with scholarships and to help improve the academic structures in Egypt in order to provide an effective scientific environment for these students when they return home from Germany.

Two keynote speeches were delivered. Prof. Dr. med. Dr. h.c. mult.
Harald zur Hausen from the German Cancer Research Center spoke on
“Infectious Causes of Human Cancer” and Prof. Dr. Rashad Barsoum,
Former Head of the Internal Medicine Department at Cairo University,
on “The Silent Epidemic of Chronic Kidney Disease”.
The afternoon’s schedule was dedicated to a short introduction of the
six main topics of the Year of Science, namely Medical Science, Social
Science, Biotechnology, Renewable Energies, Water and Materials
Sciences. A panel discussion on “Technology Acceptance in Intercultural Dialogue”, with a participating audience, rounded the opening
event off.
In the evening, VIPs from politics, science and higher education gathered at the Cairo Opera House for a delightful concert by the German
music ensemble “Leipziger Barocksolisten”. Subsequently, the Minister, the Ambassador and the DAAD Vice President inaugurated the
exhibition “Nobel! 100 Years of the Nobel Prize”, which provided a
particularly suitable setting for the reception presenting the achievements of Nobel Laureates during the 20th century.

In addition to the scientific and technical cooperation, the GermanEgyptian Year of Science and Technology 2007 was also designed to
draw special attention to the intercultural aspect of the GermanEgyptian partnership.
This was highlighted during the inauguration ceremony for the multimedia exhibition CULTURAMA at the Martin-Gropius-Bau in Berlin on
7 March in the presence of Prof. Dr. Frieder Meyer-Krahmer, Secretary
of State in the German Federal Ministry of Education and Research,
H.E. Zohair Garanah, the Egyptian Minister of Tourism, H.E. Mohamed
Al-Oraby, the Egyptian Ambassador in Germany, and Prof. Dr. Max G.
Huber, the DAAD Vice President. Skilfully linking ancient Egypt’s civilisation and modern technologies, CULTURAMA is an effective vehicle
of intercultural cooperation.
Indeed, the modern technologies enabled the visitors to immerse
themselves in the long and varied history of the land on the Nile. The
Pharaonic period is only one part of the exhibition. In addition, the
exhibition reflected the pinnacle of the Islamic and Coptic civilisations
and modern Egypt on the huge screen made of nine flat screens ar-

ranged in a ten meter wide semi-circle. Providing a huge amount of
cultural and natural heritage information in a very informative and attractive way, this panoramic view of temples, mosques and churches
turned the ‘voyage’ into an impressive experience.
A reverse perspective of German-Egyptian exchange was adopted
by Prof. Dr. Dietrich Wildung, the director of the Egyptian Museum in
Berlin. As a response to CULTURAMA and the numerous Egyptian art
exhibitions present in numerous countries around the world, he called
for a museum of fine arts to be established in Egypt that displays European works of art free of charge as a means of supporting the process
of intercultural exchange and mutual understanding.
The next occasion to practise this incentive on exchanging ideas and
to gain a clearer understanding of the other culture was provided by
the evening reception. Guests from both countries had been invited to
the Egyptian Embassy to get together and enjoy traditional Egyptian
food.

A Trip to Germany
by Egyptian Journalists
Under the slogan “Study, Research and Life in Germany”, and by invitation of the DAAD, seven journalists from Egypt and the United Arab
Emirates visited Germany from 14 to 21 April 2007. The cities of Bonn,
Berlin and Munich were the main ports of call.
The German-Egyptian Year of Science and Technology 2007 aimed to
intensify bilateral relations between Egypt and Germany and was the
reason for this event. The intention was to give the journalists interesting insights into Germany’s academic and daily life, which their
readers could later share.
The programme started in Bonn by bridging both cultures with a visit
to two museums: the “Haus der Geschichte” (museum of contemporary history) showed its collection of contemporary historical items
from Germany, while DAAD alumnus Tarek Tawfik guided the guests
through the “Kunst- und Ausstellungshalle Bonn”, resurrecting the
Pharaonic era with the exhibition “Egypt’s Sunken Treasures”.
On the following day, the DAAD welcomed the guests at Head Office
and informed the visitors about academic und scientific cooperation
between Egypt and Germany. The latter is one of the top three destinations for Egyptian students: in 2006 more than 850 Egyptians were
enrolled at German universities. 45 cooperation agreements actually
exist between German and Egyptian universities, the German University in Cairo (GUC), founded in 2002, is a real success story . . .
The journalists were able to experience the practical side of bilateral cooperation during their visits to renowned universities (RWTH
Aachen University, HU Berlin, TU Berlin, TU Munich), where scientists
and representatives presented concrete projects. At Berlin-Adlershof
- called the CITY OF SCIENCE, TECHNOLOGY, AND MEDIA - three startup firms illustrated the transfer of science to practice. Sulfurcell Solartechnik GmbH, for instance, has emerged from a research initiative
and today achieves high revenues from selling modules for the photovoltaic generation of energy.
Apart from academic and scientific issues, the journalists were also
acquainted with Deutsche Welle, Germany’s international broadcaster. Meeting DW’s Arabic editorial staff, they had the opportunity to
chat with colleagues and to compare the German and Egyptian media
landscapes.
Leila Chamma, whose literary agency “Alif” seeks to introduce Arabic
literature into the German language book market, spoke about her
cross-cultural mediation. It was not only science, media and culture
that the Egyptian guests were introduced to - they also got to know
everyday German life and the ‘German mentality‘.
Could there be a better compliment for this trip than that made
by journalist Refaat Fayad (Akhbar El Youm), who quoted Sheikh
Mohamed Abdou by saying that he had found where Islam is practised in German cities, even if no Moslems live there.

Alumni Seminar
Coinciding with the worldwide launch of an internet portal for all
DAAD alumni early in June, the DAAD alumni conference in Cairo offered a great opportunity to exchange ideas and experiences about
the academic funding and career progression of young researchers
in both Egypt and Germany. Under the heading “Promoting Young
Scientists in Egypt and Germany” representatives from German research institutions outlined various programmes designed to further
advance the career of young researchers.

Discussions also centred on the question of whether new concepts,
such as junior professorships, special PhD programmes targeting
interdisciplinary research (so-called “Graduiertenkollegs”), internationally active research institutions and academic networks, could be
implemented in Egypt’s higher education and research system. The
Egyptian participants were particularly interested in the basic requirements for the success of such models of excellence.
About 150 participants from all disciplines and of all ages expressed
their affinity and attachment to Germany and the German language.
The DAAD’s decision to hold this conference in German was welcomed
by everybody and provided Egyptian participants with plenty of opportunity to demonstrate their excellent language skills.

TEMPUS
Seminar
Subsequent to the DAAD Alumni Seminar, the Egyptian-German
TEMPUS Seminar was held on 6 and 7 June 2007 at Helwan University in Cairo. During the past 17 years the EU programme TEMPUS
has funded 787 projects establishing academic networks between
EU member states and the TEMPUS partner countries. All in all, 42
TEMPUS projects with Egyptian universities have been selected since
2002. German institutions acted as grantholder in 14 and participated
in 20 of those projects. This makes Egypt Germany’s most important
TEMPUS partner country in the MEDA region.
On the first conference day, the welcome addresses were given by
Dr. Annette Pieper de Avila, Head of the Africa, Latin America, Middle East Division at the DAAD, and Prof. Abdel Hay Ebeed, President of
the Helwan University. A large variety of presentations and speeches
followed the welcome addresses. A few selected topics included the
“Higher Education Enhancement Strategy in Egypt”, held by Dr. Rasha
Saad Sharaf, “Egyptian Strategy for the Enhancement of Scientific Research”, held by Prof. Dr. Aly El-Shafei, “German-Egyptian Cooperation
in Higher Education and Scientific Research”, presented by Prof. Maged
Al-Sherbiny and Mrs. Mona Ayoub. Further speakers were Ms. Angelika
Sachsenröder, Head of the National TEMPUS Contact Point at the DAAD
in Germany, and Ms. Elena Sachez, Science Counsellor, Delegation of the
European Commission in Egypt. In the evening, a reception was held in
the garden of the DAAD Cairo Office. A lot of guests attended this pleasant event which offered a good occasion for intensive networking.
The second day was opened by Dr. Yasser El Shayeb, Head of the National
TEMPUS Office Egypt, and Ms. Angelika Sachsenröder. In the morning,
the audience was able to enjoy further presentations on “Success Stories
in Themes of the German-Egyptian Year of Science and Technology”, by
Dr. Hani Sewilam, RWTH Aachen University, “Chances for University-Enterprise Cooperation in TEMPUS Projects”, by Dr. Norbert Jesse, University
of Dortmund, “From Cooperation Ideas to Projects Proposals”, by Matthias
Winker, TU Dresden, and “Project Dissemination and Sustainability”, by
Prof. Fouad Khalaf, Cairo University.
In the afternoon, four parallel workshops were held, in which the participants successfully discussed future proposals in various thematic areas
such as “Water, Environmental & Renewable Energies”, “Social Sciences,
Economics and Psychology”, “University-Enterprise Cooperation” and
“Materials Sciences, Energies & Mechanical Sciences”.

On its passage from the Mediterranean Sea to the Red Sea through
the Suez Canal, the German research vessel METEOR berthed at Port
Said on 4 September for a Day of the Open Ship. The METEOR is one of
the world’s best research platforms, and is at the disposal of all marine
research disciplines carrying out their studies in the world’s ice-free
oceanic regions. This special event on board a ship brought together
German and Egyptian scientists to reinforce their scientific collaboration in Red Sea research as well, and particularly drew attention to the
German scientific landscape. In the morning, pupils from the German
Schools and students from the German University in Cairo had been
invited to take guided tours on board. In the afternoon, a workshop
on “German-Egyptian Marine Research” was held. German scientists
presented their research projects from previous and future METEOR
cruises to Egyptian members of the “National Institute of Oceanography and Fisheries”.

Statements were delivered by the Egyptian Minister of Higher Education and Scientific Research, H.E. Prof. Dr. Hany Helal, the Chargé
d’Affaires a.i. of the German Embassy in Cairo, Hans-Werner Bussmann,
the Governor of Port Said, H.E. Prof. Dr. Mustafa Kamel, the Sudanese
Minister of Science and Technology, H. E. Mubarak Mohamed Aly Magzoub, the Director of Section “System Earth” in the German Federal
Ministry of Education and Research, Mr. Reinhold Ollig, and the Vice
President of the German Academic Exchange Service, Prof. Dr. Max G.
Huber.
After detailed questions from the journalists, the delegation went on
board for a guided tour followed by a dinner reception on deck. All
guests were fascinated by the technical equipment and the appearance of the ship. The vessel left the next morning to continue its cruise
to Fujairah (U.A.E.).

From 18 to 22 November, the German Archaeological Institute’s Cairo
department (DAIK) celebrated its centenary. Under the heading
“Meeting the Past – 100 Years in Egypt” several events were organised in cooperation with the Supreme Council of Antiquities and in the
presence of representatives of the German Federal Foreign Office as
well as Egyptian officials.
On 19 November a special exhibition was opened in the Egyptian Museum in Cairo. Until mid-January it will present selected finds from the
institute’s various excavations (among them Abu Mina, Buto, Maadi,
Abydos, Dra’ Abu el-Naga, and Elephantine), most of which have
never been shown before. A catalogue of the exhibition is available in
German, English and Arabic. The exhibition was generously supported
by the BMBF, as it forms a significant contribution to the “GermanEgyptian Year of Science”.
The Institute, which is carrying out numerous archaeological research
projects in Egypt covering the classical periods of ancient Egyptian culture from prehistoric times to the Late Period, and also the Greco-Roman, Coptic (i.e. early Christian), and Islamic periods, presented its most
important works of the past 50 years in an international symposium
between 19 and 21 November. Invited experts discussed the results and
archaeological perspectives with representatives of the DAIK.
Furthermore, various publications on the institute’s activities were
launched on the occasion of the centenary: The Festschrift “Begegnung mit der Vergangenheit – 100 Jahre in Ägypten. Deutsches
Archäologisches Institut Kairo 1907-2007“, “A Future for the Past. Restorations in Islamic Cairo 1973-2004” on the DAIK’s restoration projects
in Cairo’s Old City and ”Für die Ewigkeit geschaffen – Die Särge des
Imeni und der Geheset”.
Linking Scientific Masterminds – New Agreements on Research
Funding and Academic Mobility as a Follow-up to the GermanEgyptian Year of Science and Technology 2007
In light of the tremendous success of the Science Year, which brought
people together to form new bilateral research teams, the Egyptian
Ministry of Higher Education and Scientific Research (MHESR) and the
Federal Ministry of Education and Research (BMBF) – working in close
cooperation with the German Academic Exchange Service (DAAD)
– have agreed upon a number of follow-up activities to sustain the
momentum.

Joint German – Egyptian Research Fund
(GERF):
To encourage partnerships between German and Egyptian scientists
and to enhance collaboration and technology development, a joint
declaration on the establishment of a German-Egyptian Research
Fund was signed in Berlin by the German Federal Minister, Dr. Annette
Schavan, and the Egyptian Minister, Prof. Dr. Hany Helal, during the
official closing ceremony for the Year of Science. The German-Egyptian
Research Fund will support innovative bilateral pilot projects in applied research, preferably in areas related to the thematic priorities
of the Year of Science. These are water management, medical science, materials science, renewable energy and biotechnology, plus
other areas that are of high technological interest or of relevance to
German-Egyptian relations. The fund’s main objective is to accelerate
the process between research and application.
The fund is open to all Egyptian and German universities, research institutions, scientific societies, research and development centres and
governmental agencies. Collaboration by young researchers, such as
the German Egyptian Network of Young Scientists (GENYS), in research
teams and participation by industry, especially business enterprises
headquartered in Germany or Egypt, are highly welcomed.
A Steering Committee for the Fund will consist of an equal number
of representatives from the two ministries, MHESR and BMBF, and of
representatives from Egyptian and German research institutions and
industry, their specialisation depending on the main research areas
for which a call has been made. The main tasks for the Steering Committee are to launch the calls and to set the political objectives and
the administrative rules for the fund. From a practical point of view,
the Steering Committee will define the research areas specified by a
call, will approve the funding decisions, will evaluate the success of
the measures with respect to the research areas addressed by the call
and will give recommendations on further cornerstones.
The evaluation process will involve experts from applied research to
ensure a project’s practical relevance and its rapid implementation.
They will also evaluate how suitable a result is for industrial and economic application. The practical implementation of the joint Research
Fund, including all administrative procedures, will be conducted by
the Science and Technology Development Fund (STDF) and the International Bureau (IB) of the BMBF in close cooperation with the DAAD
Cairo office as an on-site advisory institution for requests in Egypt. A
first meeting of the Steering Committee will be held prior to publishing the first call for proposals before the summer break 2008.
In the long run, the fund aims to support the preparation and implementation of joint projects in applied research, especially in subjects
related to the thematic priorities of the 7th Research Framework Programme (EU – FP7) and national research programmes, for example
programmes of the
Egyptian Science and Technology Development Fund (STDF) or special programmes of the German Federal Ministry of Education and
Research (BMBF).
New academic mobility programmes:
In line with the DAAD’s long experience in this field, a new jointly-financed short-term research scholarship programme (GERSS) for doctoral and postdoctoral studies was signed in the presence of Minister
Prof. Helal and Minister Dr. Schavan during the press conference held
in Cairo on Monday, 18 June 2007 as part of the 1st Euro-Mediterranean Conference on Higher Education and Scientific Research. The aim of
GERSS is to support advanced graduate students and young postdocs
in Egypt by providing them with the opportunity to travel to Germany
on research visits lasting up to six months. The scholarship will enable them to carry out part of their Masters’, doctoral or postdoctoral
research by completing a specific research project at a German university, archive, library or research institution. Each year, a group of
researchers from different academic fields will be selected to work on
a specific research project in Germany. The first calls for applications
were announced in October 2007 and March/April 2008. Priority will
be given to the six thematic areas of the Year of Science, but other
fields will be considered as well. Candidates should have held their
degree for at least one year prior to their application. The distribution
of the monthly units is defined by a bi-national independent selection
committee in line with the proposals presented by the candidates.
The final selection of the candidates will be based on the following
criteria: excellent research proposal, academic achievements, good
command of English (knowledge of the German language is a plus)
and the type of study or research visit. Moreover, candidates should
attend the German language and cultural preparation course organised in cooperation with the Goethe Institute in Egypt. GERSS is administered by the DAAD; the Cairo Office is responsible for promoting
the programme and selecting the candidates in cooperation with the
Egyptian Ministry of Higher Education and Scientific Research, while
selected candidates will be supported by DAAD Head Office in Bonn
and the Cultural Bureau in Berlin.

This is also the case for the second programme that supports mobility
within German-Egyptian Scientific Projects (GESP). It was signed by
Prof. Max G. Huber, Vice-President of the DAAD, and Prof. Dr. Ahmed B.
Khairy, Undersecretary for Cultural Affairs and Missions, during the official closing ceremony for the German-Egyptian Year of Science held
on 6 December 2007. The GESP is a project-based staff exchange programme that offers mobility between Egyptian and German groups
of researchers by either supporting existing research projects, with
an emphasis on young scientists (Master’s and PhD students), or by
developing new projects, primarily in the six topics of the GermanEgyptian Year of Science, although other topics will be taken into
consideration as well. The programme’s primary goal is to encourage partnerships between both sides and to enhance collaboration
and technology transfer. The programme is open to publicly-funded
universities, research institutions and organisations from Egypt and
Germany. It supports jointly-submitted research projects for periods
of up to three years. To qualify for such funding, project leaders must
present a concrete and sound research proposal. Mutual visits by the
academics/scientists will be limited in number and duration.
Last but not least, a further memorandum of understanding for a new
jointly-funded long-term scholarship
programme for PhD research (GERLS)
was signed between the Egyptian

for the German-Egyptian Year of Science. This major new programme aims
to support doctoral candidates wishing to obtain a PhD by providing them
with the opportunity of enrolling in
full doctoral programmes (3.5 years
in length) at German universities, or
of following the “Channel” system
(1-2 years of research in Germany with
joint Egyptian-German supervision),

or scientific specialisation at a German university, without the award
of a degree (medicine, fine and applied arts, music). Priorities will be
defined by both parties. A group of up to 100 students will be selected
by an independent bi-national selection committee on the basis of
the proposals presented and the recommendations made by the committee. Generally speaking, the scholarships within this programme
are awarded for periods of 12 months, subject to extension up to 42
months for full PhD candidates and up to 24 months for Channel and
specialisation candidates. In a typical year, applicants would submit
their applications by mid September and the first group of scholarship
holders would commence their visits to Germany in June or October of
the following year. Each scholarship holder would be entitled to attend
German language courses, partly in Egypt and partly in Germany.

“Pyramidal Research“
Workshops on Green Biotechnology
“Better plants for better life” was the message of a workshop jointly
organised by the Institute of Plant Nutrition and Soil Science of the
Federal Agricultural Research Centre in Braunschweig (FAL), Germany,
and the Agricultural Research Center (ARC) of the Egyptian Ministry for
Agriculture in Cairo. This marks a contribution by ‘green‘ biotechnology
to the German-Egyptian Year of Science and Technology. Scientists from
Germany (Universities of Braunschweig, Heidelberg and Rostock, and
from the FAL in Braunschweig) and from Egypt (Faculty of Agriculture at
Moshtohor, Zagazig University, the University of Cairo, and from the ARC
and the National Research Centre (NRC) in Cairo) gave plenary lectures
and discussed the opportunities provided by modern production technologies for improving plant resistance to abiotic (drought, salinity) and
biotic (pests and diseases) stress factors and for producing high-quality
products with particular nutritional, pharmaceutical or environmental
properties. They also addressed aspects of Technology Impact Assessment and how these affect the environment and the sustainability of
farming and agriculture.
A second workshop on “Better Plants for Better Life” will be organised
by the FAL in Germany at the beginning of December 2007 and will, in
particular, address aspects of genetic engineering.

Workshop on “Bioactive Natural Products”
The Workshop “Bioactive Natural Products: Current Status and Future
Scenarios” was held at the National Research Center (NRC) in Cairo
from 11 to 12 September 2007. The main aim of the workshop was to
intensify scientific exchange between Egyptian and German scientists
and to provide a platform for initiating scientific cooperation. Specialists from various disciplines, such as molecular biology, organic and
inorganic chemistry, dentistry, pharmaceutical sciences and pharmacology, had been invited to this end. In keeping with this goal, the
speakers came from various Egyptian and German universities and
research institutes, but also from industry.
The workshop was mainly devoted to the scientific exploitation of natural products and compounds. One major topic dealt with the process
of biomineralisation. Understanding these processes is tremendously
important for the development of novel technological applications,
including tissue engineering. Specifically, the creation of artificial
bones with optimised biocompatible surfaces for transplantation
would be very valuable. Indeed, the biosilication technique, which
uses enzymes from marine organisms and higher plants to create biocompatible surface coatings, was intensively discussed. The respective
enzymes have been cloned and can now be produced in sufficient
amounts, allowing their application in specialised commercial surface
coatings.

Another major topic of the meeting concerned the identification and
structure elucidation of natural compounds that might be developed
as novel pharmacotherapeutic drugs. This approach is valuable because natural sources provide compounds that cannot be necessarily
generated by combinatorial chemistry. Usually such compounds will
be developed as so-called lead compounds with the goal of generating derivatives with optimised therapeutic efficacies. Although the
costs of drug development are enormously high, a tremendous need
remains, such as for the treatment of cancer and infectious diseases.
The Egyptian flora harbours a large number of bioactive compounds,
which deserve further evaluation.
The organisational efforts by the local organisers, mainly from the
National Research Center, ensured that the workshop took place in a
friendly and relaxed atmosphere that has already led to a number of
spontaneous collaboration agreements between Egyptian and German scientists.

Technical progress in developing new products and technologies is
based on modern tailor-made materials coupled with innovative design and the processing technology. This was the guiding theme of the
“Materials Science” group during the German-Egyptian Year of Science
and Technology. At the opening ceremony held at Cairo University in
January, the group coordinators, Prof. E. Roos and Prof. M. Nasr, mentioned that they plan to extend and promote cooperation between
the Egyptian and German partners and to initiate an “Egyptian-German Materials Science and Technology Network“.
The numerous activities in the “Materials Science” group contribute
key elements to achieving this goal. The highlights of the Science Year
were doubtlessly the two workshops that have already been held and,
hopefully, the third that will take place in Egypt at the beginning of
December.
Workshop “Materials Based
Manufacturing Technologies”
The first workshop called “Materials Based Manufacturing Technologies” was held in Egypt from 7 to 9 May 2007. It was hosted by the
Central Metallurgical Research and Development Institute (CMRDI) in
Helwan-Cairo, Egypt. The coordinators from the Egyptian and German
side made essential contributions to the success of the well-organised
workshop. Prof. A. Nofal of CMRDI and Prof. F. Schäfer from the German University in Cairo (GUC) as well as Dr. Hessling from the Institute
for Ferrous Metallurgy (IEHK), RWTH Aachen University, plus Dr. S.
Schwarz and Dr. J.G. Blauel from the Fraunhofer Institute for Mechanics of Materials (IWM) in Freiburg, organised the three-day workshop

with 39 well-prepared presentations. More than 100 participants
from universities, research institutes and industrial companies joined
in the workshop.
The main topic of “Materials Based Manufacturing Technologies” offered a broad basis for interesting contributions from both the scientific and the industrial side. Specifically, the workshop covered the
following areas:
–• Casting and Extrusion
–• Welding
–• Forming, Machining and Heat Treatment
–• Powder Metallurgy, Steelmaking and Coating
The workshop was completed with a highly interesting laboratory
tour through the CMRDI which showed the German participants the
high standard of this Egyptian research institute.
On the final afternoon, Fraunhofer organised an “SME-Forum” at the
headquarters of the Federation of Egyptian Industries in Cairo. The attendees from the Egyptian engineering and metallurgical industries
were interested in the different approaches taken in Germany and
Egypt to organising and funding cooperative research; the Industry
Modernisation Center (IMC) at the Egyptian Ministry of Industry and
Trade announced support for joint projects with industry.
Workshop “Advanced Materials”
The Universität Stuttgart, respectively the “Materialprüfungsanstalt
Universität Stuttgart (MPA)” organised the second workshop held on
the Universität Stuttgart campus. The workshop was called “Advanced
Materials” and so covered one of the most interesting topics in industry and research. More than 50 researchers and engineers from Egypt
and Germany joined the workshop from 3 to 5 September, 2007. The
organisers of the second workshop, Prof. H.-J. Christ from the Research
Group for Materials Science and Materials Testing, Siegen University,
Dr. M. Seidenfuss from the Institute for Materials Testing, Materials Science and Strength of Materials (IMWF), Universität Stuttgart,
Prof. N. Ghoneim from the Department of Ceramics and Refractories,
National Research Center (NRC) Cairo, and Prof. A. Ramadan from the
Physics Department of the Faculty of Science, Helwan University, were
able to invite 33 top-class speakers.
The organisers achieved an interesting mix between ‘HighTech‘ research, engineering research and industrial application. The main
topics covered a broad field of thematic research topics:

–• Nanostructured Materials

The workshop was completed with a laboratory tour through the
MPA, which gave an overview of the latest materials testing methods.
An excursion to Daimler AG was also offered. The participants gained
an interesting insight into the body manufacturing and final assembly
of Mercedes S-Class cars.
Workshop “Materials Behaviour, Qualification
and Characterisation”
The third workshop “Materials Behaviour, Qualification and Characterisation” will again be held in Cairo. The German University in
Cairo (GUC) will host this workshop from 5 to 7 December 2007 on
the university campus. This is a very special venue, because the GUC
represents the tight bonds between Egypt and Germany through its
special structure as reflected in its name. On the Egyptian side, the
workshop organisers are Prof. N. El-Mahalawy from the Faculty of Engineering and Materials Science, GUC, Prof. M. Taha from the Faculty
of Engineering, Ain Shams University and Prof. M. Ghoneim from the
Metallurgy Department, Egyptian Atomic Energy Authority (EAEA),
and from the German side, Prof. J. Mayer from the Central Facility for
Electron Microscopy, RWTH Aachen University, and Prof. Pohl from the
Institute of Materials, Universität Bochum.
The planned subtopics will be:
–• Materials Behaviour
–• Qualification
–• Characterisation
This final workshop of the German-Egyptian Year of Science will deal
with the very important topic of evaluating material behaviour under
different environmental and loading conditions, and material qualification and characterisation. These material parameters and characteristics are indispensible to design and practical application and are
the most important basis for reliable and safe systems.
In this workshop, also the simulation of materials behaviour will (depending on the corresponding manufacturing process) be integrated
into the programme.
All these workshops have shown that there are lots of common areas of
interest and interaction between the universities, research institutes,
and with the industries of both countries. The workshops and various
other activities during the Year of Science and Technology provided a
very good opportunity to establish numerous new contacts and common projects and to renew existing cooperation agreements. All such
cooperation aims to improve experience exchange and knowledge
transfer as well as giving young scientists and students a common
basis for their research work. Now the future task for all participants
and politicians will be to strengthen, to extend and to intensify these
contacts, to facilitate new contacts and to build up networks between
the various research groups.

In Germany, the activities in the field of medicine were coordinated
by Professor Dr. Beelen (University Hospital Essen, Department of
Bone Marrow Transplantation), Professor Dr. Haferlach (MLL Munich
Leukaemia Laboratory, Munich), Professor Dr. Roggendorf (University
Hospital Essen, Department of Virology), Dr. Martin Grauer (University
Hospital Erlangen) and Professor Dr. Marre (University Hospital Ulm,
Managing Medical Director), and in Egypt by Professor Dr. Kassem and
Professor Dr. Kamel.
In preparation for the activities Professor Dr. Marre met with Professor Dr. Kamel, University of Cairo, and Professor Dr. Mansour, German
University in Cairo.
Workshops were held on photodynamic therapy, on the dynamics of
living cells visualised by liquid crystals, on herbal remedies in the 21st
century, on interventional endoscopy, on presentation skills and on
scientific work and publishing in Arab and African countries. In the
near future, more workshops will be held on recent advances and future directions in the diagnosis and treatment of acute leukaemia and
aggressive lymphoma, on hepatitis, on gastrointestinal diseases, and
on radionuclides for medical applications. Due to the tight schedule of
many of the organisers, most of these workshops will take place at the
end of October or in November 2007.

Workshop “Photodynamic Therapy (PDT):
Diagnosis and Therapy”
The workshop on “Photodynamic Therapy (PDT): Diagnosis and Therapy” was held at the German University in Cairo (GUC) on 19 and 20
March 2007, chaired by the University President Prof. Dr. Mahmoud
H. Abdelkader and the Director of the Institute of Lasertechnologies
in Medicine and Metrology (ILM) at the University of Ulm. More than
100 Egyptian scientists and physicians attended this workshop to hear
what the German and Egyptian experts had to say about the state
of the art and the future prospects of PDT in diagnosis and therapy.
Starting with fundamental lectures by German scientists from the
University of Erlangen and the ILM on aspects of photobiology relevant to PDT and on the reaction mechanisms of the phototoxic process
during PDT, technological problems and clinical applications were also
presented and discussed. The potential of PDT in Egypt is not limited
to tumour therapy but also covers the control of human parasitic infections and the therapy of dermatophytes.
Besides therapeutic approaches using new and more specific photosensitisers in combination with oxygen and light, the diagnostic
power of the fluorescing sensitisers is becoming ever more important.
With the fluorescence of sensitisers accumulated in malignant tissue, early stages of tumour growth can be detected and treated. This
technology will be further developed at the GUC and Cairo University,
the National Cancer Institute (NCI) and N.I.L.E.S. (National Institute of
Laser Enhanced Sciences).
German-Egypt collaboration between the ILM at Ulm University, the
GUC and Cairo University can look back on a long tradition in the field
of PDT, including the exchange of scientists and staff and the supervision/examination of Masters and PhD theses.
In response to a call for proposals issued by the German Research
Foundation (DFG), a joint proposal has now been submitted to the
DFG on future research cooperation under the “German-African Cooperation Projects in Infectology” programme. The title of the proposal
is: “Hepatocellular Carcinoma Caused by Infection with Hepatitis C:
Molecular Mechanisms of Cell Death Induced by Photodynamic Therapy (PDT)”. The Egyptian partners will be the NCI of Cairo University and
the GUC. Further African Partners are the University of Pretoria and
the National Laser Centre (NLC) of South Africa in Pretoria.
Workshop “Living Cells:
Science and Technology”
The workshop on “Living Cells: Science and Technology” was held immediately after the PDT workshop at the National Cancer Institute
(NCI) of Cairo University on 20 and 21 March 2007, chaired by Prof.
Hussein Khaled, Dean of the NCI and Prof. Rudolf Steiner, Director of
the Institute of Lasertechnologies in Medicine and Metrology (ILM) at
the University of Ulm. About 50 scientists and clinicians listened to the
lectures on new aspects and technologies for obtaining cellular information. The new aspect that was discussed addressed the dynamics of
living cells visualised by liquid crystals. This vision of cellular behaviour
was explained by experts from Ulm University and Cairo University.

Another focus was on new microscopic techniques, like two photon absorption microscopy and spectral lifetime imaging with Laser Scanning Microscopes and applications demonstrating a better
insight into the processes of living cells, such as the role of Ca++.
Genetic profiling of hepatic diseases by means of microarrays was
an interesting contribution by the NCI that demonstrated the power
of the microarray technique.
After this workshop it was decided that scientists from Cairo University
and the National Cancer Institute would come to Ulm to be trained in cellular culture work and detection of molecular and cellular information.
This will take place in November 2007. Cooperative research projects are
planned within the DFG programme: “Optically produced Sub-100nmStructures for Biomedical and Technical Applications (SPP1327)”, because such nanostructures influence the behaviour of cells.
International Symposium
“Herbal Remedies in the 21st Century A Biotechnological Approach”
The “International Symposium on Herbal Remedies in the 21st Century
- A Biotechnological Approach”, organised by Dr. Mohamed T. Khayyal,
Professor of Pharmacology at the German University in Cairo (GUC),
and by Dr. Walter E. Müller, Professor of Pharmacology, University of
Frankfurt, aimed to point out the impact of herbal remedies as medicine and food supplements for public health and the economic system
in the Near and Middle East. The following aspects were covered in the
workshops during this symposium:
Herbal & food supplements are produced from natural sources in Egypt
and Europe, with a promising impact on human health. The first part
of the symposium aimed to assess the significance of herbal remedies
and herbal medicinal products in Europe and in Egypt, and to explain
the administrative regulations in both countries.
Cardiovascular diseases, the Metabolic Syndrome, Diabetes mellitus
Type 2, as well as neurodegeneration are among the leading causes
of morbidity and mortality in Egypt and its neighbouring countries.
The project’s R&D approach includes the screening of a sub-set of
Egyptian rice varieties in order to generate an overview of the biopotency of various rice brans. A complementary scientific research
programme will thoroughly profile the effect of the Egyptian rice
bran extracts on the aforementioned pathological events. Besides
the importance for health, the possible economic impact of the Rice
Bran Project was also highlighted. Herbal medicines and food supplements enjoy a long tradition in the treatment of various health
problems. The experience and knowledge gained on compounds
could lead the way to new products. This section aimed to demonstrate the potential of well-known herbal compounds for future developments.
Under the patronage of Prof. Dr. Hany Helal, Egyptian Minister of
Higher Education & State Minister of Scientific Research, and Dr. Annette Schavan, German Federal Minister of Education & Research,
participants from the academic and the industrial sector of Egypt and
Germany highlighted the significance of herbal remedies in their pres-
entations for the general health and the economic system in Egypt.
The fruitful discussions allowed the organisers to emphasise in their
concluding remarks that herbal remedies represent a possible ‘gold
mine’ for Egypt, which is worthwhile investing in.
The symposium strengthened the cooperation between the Egyptian
and German partners. The GUC has a strong interest in actively participating in the RIBEX rice bran project. The project also has strong
industry backing. As a result of the symposium, an exchange of scientists between the GUC and especially the Institute of Pharmacology at
the University of Frankfurt is being planned.
Train the Trainer Seminar “Interventional
Endoscopy”
An Egyptian-German Train the Trainer seminar was held at the Learning Resource Center of Kasr-Al Aini University from 31 March to 1 April
2007. 22 upcoming trainers from four Arab countries (Sudan, Libya,
Syria and Egypt) carried out ‘hands-on’ training on bio models. This
marked the first time that a double balloon enteroscopy workshop
had been held in Egypt, made possible through the cooperation of
several alumni: Prof. Hamid Zoheiry, the director of LRC, Prof. Abdel
Meguid Kassem as the organiser, Prof. Esam Neizamy, and the group
from the Department of Medicine 1, Erlangen University, which established this cooperative workshop by introducing the EASIE Model
(Erlangen Training Simulator in Interventional Endoscopy) in Cairo.
The workshop was also held as part of the AGMAN activities. AGMAN
is the Arabian German Medical Alumni Network directed by Dr. Martin
Grauer, Erlangen, and Prof. Mona Abu-Zekry, Cairo.
Workshop “Presentation Skills”
Venue: Learning Resource Center, Cairo University. This one-day workshop was also organised by AGMAN specifically for the Arab alumni
of German universities whose activities were assisted by Dr. Maria
Lammerding-Köppel, a German expert in modern medical education
skills. Dr. Köppel heads the Centre of Excellence in Medical Didactics
which is affiliated to the University of Tübingen. The workshop took
place on Wednesday 30 May 2007.
Workshop “Scientific Work and Publishing in
Arab and African Countries”
Erlangen 5 to 6 October 2007. This AGMAN workshop was also part
of the GENYS activities. Several high-ranking professors, such as Prof.
Lucas Greiner and Prof. Abdel Meguid Kassem, who is Editor of the
Arab Journal of Gastroenterology, presented their experience of cooperative scientific research projects between Egypt and Germany. Dr.
Grauer and his team hosted the workshop at the University Hospital
in Erlangen. 32 Egyptian, Arab and African participants shared their
experience.
As in previous years, several researchers, professors and lecturers from
Syria and Egypt were invited to attend. This year saw the participation
of a gastroenterological physician from the Bugando Teaching Hospital
in Tanzania, Dr. Kessy Obed Mheta Koy. Dr. Faidi O. Mahmoud, Senior
Physician at the Department of Cardiac Surgery opened the workshop
on Friday afternoon at 17.00. Dr. Mahmoud gave a breakdown of the
activities of the DAAD task force, whose members include Dr. Mahmoud, as well as Dr. Martin Grauer, Ms. Manoubia Hammami (M.A.),
Ms. Anne Markovic (student assistant) and Mr. Johann Haupt (M.A.),
DAAD project manager for the Alumni and Physician Programmes,
based at the Department of Medicine 1 and at the Department of Cardiac Surgery of Erlangen’s University Hospital.
Dr. Mahmoud’s introductory speech was followed by his report on
the progress of the Al-Andalus University Project in Tartus, Syria. Prof.
em. Martin Röllinghoff supplemented Dr. Mahmoud’s presentation
with his own personal observations and thoughts regarding the AlAndalus project. Prof. Röllinghoff drew the audience’s attention to the
challenges and the obstacles that still need to be overcome before the
new university can begin its regular operation.
Ms. Beatrix Wegner, who holds a Diploma in International Business
and Cultural Studies and is the DAAD Project Manager for the GermanEgyptian Year of Science, presented the audience with an informative
summary of the events that had been held to date in the Year of Science. Over a buffet dinner the guests had ample opportunity to get to
know each other.
The workshop went into its second round on the following day. The
morning session saw presentations by Prof. Lucas Greiner (Wuppertal), Prof. Abdel Meguid Kassem (Cairo), Dr. Andreas Müller (Würzburg), Dr. Asem Elfert (Tanta), Dr. Nabil Elnahas (Cairo), Prof. Faisal
Alhafi (Damascus) and Dr. Hassan Naggar (Ludwigsburg).
The topics for the morning session varied from personal experience
in the Middle East (Prof. Greiner) to the molecular and immunohistochemical detection of H.pylori in Egyptian patients (Dr. Elfert).
Dr. Martin Grauer presented an update on recent changes to and future
strategies for the Arabian German Medical Alumni Network (AGMAN).
In addition, Dr. Grauer highlighted the role that the Department of
Medicine 1 had played so far during the German-Egyptian Year of Science and Technology. Dr. Khaled Attallah started the first half of the
afternoon session with a report on the study of Hepatitis C infections
in Egypt. Prof. Esam Neizamy gave an interesting talk on GermanEgyptian Cooperation in the field of laser technology research.
All the participants ended the day together over dinner in a restaurant
in Erlangen’s historic town centre.
Expert Seminar “Interventional Endoscopy”
Venue: Department of Medicine 1, Erlangen University Hospital, from
9 to 13 October 2007. This seminar marked another activity run by AGMAN, the DAAD supported Arabian German Medical Alumni Network.
Eight high-level Egyptian endoscopists attended the Erlanger Autumn Course, which involves a ‘hands-on’ training course in modern
endoscopy, including live demonstrations, EASIE model courses and
state-of-the-art lectures in the field of gastroenterology, hepatology and ultrasound. As in previous years, several invited guests from
the Middle East, particularly from Syria and Egypt, participated in a

combination of hands-on training sessions, high level lectures and
EASIE model courses. The 2007 course heralded the participation by
a gastroenterological physician from the Bugando Teaching Hospital
in Tanzania, Dr. Kessy Obed Mheta Koy, who attended courses in haemostasis and coloscopy.
Prof. Esam Neizamy, GIT Professor at Cairo University, Kasr al-Aini
Medical Faculty, Dr. Khaled Attallah (from the National Liver Institute,
Shebeen el-Koom, Menoufiya), Dr. Asem Elfert from Tanta University,
Prof. Mona Abu-Zekry, paediatrician from Cairo University and Dr. Nabil Elnahas (Cairo), plus Prof. Nezam Alhaj and Prof. Ayman Ali, both
from Damascus University Hospital, all attended courses in double
balloon enteroscopy, EASIE ERCP (advanced level) as well as chromoendoscopy, stricture treatment, coloscopy and intensive training
courses in EMR and ESD, DBE intervention and ultrasound puncturing.
All the courses and lectures were very well received by the guests from
abroad.
Coming Events
Prof. Abdel Meguid Kassem from the Egyptian and Dr. Grauer from
the German side are organising a two-day conference, Gastro 2008, in
Cairo on 15 and 16 February that will include the latest developments
in gastroenterology, hepatology and infectious GI diseases. Key-note

speeches, state-of-the-art lectures on aspects such as the development of liver fibrosis and a satellite ERCP workshop at the LRC will
complete the event to be held at the Kasr-Al Aini University from 15 to
16 February 2008 and will round off the AGMAN activities performed
under the umbrella of the German-Egyptian Year of Science and Technology. The Second International Postgraduate Course on Hepatology
is scheduled for 19 to 20 January 2008 and will be organised in collaboration with the National Liver Institute, Menoufiya, Cairo, Egypt.
Conclusion
Although only some of the planned workshops have been held to this
day, their positive effects are already plainly visible. Existing partnerships between several German and Egyptian scientists were reinforced
and augmented by forming new ties and contacts with colleagues,
exploring previously uncharted territory. It would appear especially
valuable to strengthen the links between Cairo University, the German
University in Cairo and the German partners. The ongoing projects
promise to have a very real scientific, social and economic impact. In
summary, the German-Egyptian Year of Science and Technology has
been and will continue to be a great success for all involved.

Solar Energy: Egypt is one of the Sunbelt countries and so enjoys high
intensity direct solar irradiance ranging from 2400 to 3200 kWh / m² /
year (DNI) from North to South. The sun shines from 9 to 11 hours per
day with only a few cloudy days across the whole year. The German
Aerospace Center (DLR) has calculated the economic solar energy potential for electricity production in Egypt as 73,656 TWh/year, about
20 times greater than Europe’s consumption. The utilisation of solar
energy can be achieved with various technologies, such as flat plate
collectors for residential/industrial solar water heating, photovoltaics
for remote applications or concentrating solar power systems with
thermal storage for large grid-connected electricity generation. Sea
water desalination can be achieved as a by-product of solar thermal
power stations that use the waste heat for this process, thus boosting the economies and producing water that is needed for the rapidly
growing demand.
Wind Energy: The area west of the Suez Gulf south of Sokhna down
to Hurghada, and especially Elzait Gulf, has an excellent wind regime
exceeding 10 m/sec for most parts of the area. This area is considered
to be one of the best uninhabited desert regions for hosting a wind
generation capacity of up to 20,000 MW. Other areas, such as Owaynat, Sinai and the north coast, exhibit moderate potential with wind
speeds in the range of 5 to 7 m/sec.
Biomass: The resources suitable for energy production in Egypt may
be classified as: plantation and non-plantation biomass and municipal waste; fuel crops were excluded because of undesired competition with food plants. The estimated total amount of biomass is in the
order of 60 million tonnes/year, with a gross calorific value of about
855 million GJ, which is equivalent to about 20 million tonnes of oil
equivalent/year.

Need for Research and Development: The commercial implementation of technically-mature Renewable Energy Technologies (RETs)
needs financial, economic, social, marketing, institutional and policy
barriers to be removed. International cooperation in Research and
Development (R&D) is essential for developing technologies, such as
photovoltaics and concentrated solar power, and for achieving price
competitiveness with conventional power generation schemes. In
fact, some of the RETs are technically mature and will be approaching
commercialisation in the near future, such as wind energy, solar water
heating and biomass energy. The large scale utilisation of renewable
energy sources will result in fossil fuel savings and in reductions to
environmental pollution from greenhouse gas emissions and other
pollutants caused by fossil fuel burning.
An ambitious goal of the renewable energy group is to support the
Egyptian government in its planning for a shift of electricity production to nearly 100% renewables in the course of this century. The
news that the Egyptian council of ministers decided early this year to
increase the renewable share of electricity production to 20% by the
year 2020 was very encouraging. Accordingly the option of solar thermal power generation will play a vital role in research and educational
activities.
Workshop on Cooperation Potentials and Visit
by German Experts to Egyptian Universities
in Cairo, 21 to 23 May 2007
To coordinate activities in the Year of Science, German delegates representing the German expert group on renewable energies, headed
by Prof. Dr.-Ing. Jürgen Schmid (ISET e.V.), visited universities in Cairo
and discussed cooperation potentials. The meetings aimed to identify
the relevant research and educational activities related to energy efficiency and renewable energies.
The participants discussed the cooperation options with the SolarInstitut Jülich (SIJ) with respect to the annual summer school on Renewable Energy that the SIJ offers. As a concrete case, a PhD student
from the GUC would be interested in doing research on triple junction cells there. At least one or two Masters and PhD students should
attend the summer school every year at German research platforms.
Therefore, good German language skills are a prerequisite. Further
cooperation agreements and projects could emanate in the future,
since construction work on the first German solar thermal power station started in Jülich in August 2007. Furthermore, the participants
spoke about cooperation options with respect to solar desalination,
solar cooking and low-energy building technologies.
During the meeting at the German University Cairo the possibilities
of building outdoor testing systems for solar modules were discussed
as the geographical situation is favourable for many reasons. A programme will be designed to check the stability behaviour of solar
modules in the field compared with the same in the laboratory at the
Research Centre Jülich under standardised conditions, for example,
accelerated degradation. Furthermore, the scientists will compare the
stability of thin-film silicon solar modules with other types of modules. Both parties are interested in such cooperation.

The vast solar resources and the large potential for using concentrating
solar thermal power plants means that the DLR has a specific interest
in strengthening contacts with research organisations and industry in
Egypt. The meetings with representatives from the German University Cairo and from the Faculty of Engineering at Cairo University were
very helpful in establishing personal contacts and in gaining a better
understanding of the institutional background to energy-related research activities in Egypt. In spite of the large solar resources, research
on concentrating solar power (CSP) technologies is not a priority, and
CSP does not yet play a major role in Egypt’s present energy policy
strategies. As there are no current research infrastructures or research
programmes in Egypt in the field of CSP, further exchange of information is required in order to establish a basis for specific cooperation
and joint projects. Plans for organising a conference dedicated to CSP
technologies in Cairo during the German-Egyptian Year of Science and
Technology underlined the interest of the Egyptian counterpart in the
topic. Such a conference would provide an ideal platform for bringing
the leading German representatives of research and industry and the
relevant Egyptian stakeholders from politics, industry and research
together and to facilitate the dissemination of information.
Dr.-Ing. Hani El Nokraschy, a member of the German delegation,
presented a scenario for starting a gradual transition to renewable resources. In the first decade of this century hydropower will be
used to its full availability and wind power resources will be built up
to reach 15% to 20% of the installed capacity in the Egyptian grid.
Subsequently, Concentrating Solar Power (CSP) plants will be built
on a large scale to replace fuel-fired power stations that are soon to
be decommissioned and cover the increasing demand, especially the
growing potential for desalination and for producing surpluses for export to Europe at the start of a large scale “Mediterranean Renewable
Energy Partnership”.
The concern that a high percentage of wind energy may destabilise
the grid has been taken into account by limiting its share to 15% to
20% and by installing a compensating capacity of conventional power
stations and CSP with thermal storage enabling night-time operation
and supply on demand. After 2050, the share of conventional power
stations will be reduced by replacing them successively with CSP
plants that by then will produce electricity at considerably lower costs
than from oil and gas. In fact, it will be the least-cost option for electricity on demand.
The online monitoring of wind turbines and communication technologies for grid-management was discussed as a possible field of
research cooperation with the Institute for Solar Energy Technology
ISET. As far as a more structured exchange of information material in
research and education is concerned, the German delegates presented
the RenKnow.net system and offered its intensive use to the Egyptian
partners. Downloading material is free of charge and there is no limit
to any language. Registration is needed (free of charge) for uploading
material and each resource is fed into a full scientific peer review process in order to guarantee high quality content.
The year of Science and Technology offered an excellent opportunity
for future cooperation between German and Egyptian experts to establish a master plan for transferring electricity generation in Egypt
to 100% renewable resources in the course of this century and for
enabling electricity exchange with Europe within a Mediterranean
Renewable Energy Partnership.

Energy
Statements from the Symposium Leaders
One of the highlights for the German delegation was a meeting with
the Egyptian Minister for Electricity and Energy. The minister gave an
overview of the current electricity situation. He confirmed the target
of having 20% of electricity produced by renewable energies by 2020.
He also highlighted the importance of wind in the future power portfolio. The wind atlas, produced jointly by Egyptian and Danish scientists, was presented to the delegation.
Presentation at the “Environment” Conference
2007, Cairo
From 21 to 23 May, 2007 the 5th International Conference and Exhibition for Environmental Technologies, Management and Funding was
held at the Cairo Conference Center. Following the idea of German
cooperation, the KfW group, the Hanns Seidel Stiftung, InWEnt, the
GTZ and the DAAD presented their organisations at a shared information booth. Several national and international speakers were invited
to participate in various workshops and to present various concepts,
views and projects focusing either on Renewable Energies or Water,
two of the main subjects during the German-Egyptian Year of Science
2007. The lively participation of an interested audience led to fruitful
discussions in the workshops and plenary sessions.
In the presence of the German Ambassador, H.E. Bernd Erbel, and the
Egyptian Minister of State for Environmental Affairs, H.E. Magued
George, a reception was held at the German booth on the first day,
also attended by the DAAD guests.

Symposium on “Wind Energy and
Integration”, 16 to 17 October 2007, Kassel
A future-oriented symposium on wind energy integration in Egypt
produced concrete ideas for joint initiatives towards innovative energy systems. Almost 100 scientists and manufacturers of plants and
components met for two days to discuss potentials for cooperation.
The symposium aimed to focus attention on the opportunities of and
limitations to the use of wind energy in Egypt, with its good wind
energy potential. The wind park Zafarena on the Red Sea coast is being developed over a number of years as a German-Danish-Egyptian
joint-venture; its installed capacity will reach 430 MW by the end of
this year.
The symposium highlighted current research activities in the field of
the large scale integration of wind parks. Similarities were found between the German off-shore parks in the North Sea and the Egyptian
parks on the Suez Gulf, thus suggesting strong cooperation. Also the

will gain in importance. This means that universities and research institutes have to lead the way in new technologies on a large-scale.
Besides strategy and action plans, it was agreed to tackle projects for
the grid integration of wind energy and training.”
Symposium on “Solar Thermal Power Plants
and Desalination”, 11 to 12 November 2007,
Cairo
The symposium aims to highlight the importance of solar thermal
power stations for Egypt and Germany, namely to secure reliable electricity supplies, including export to Germany and technical-industrial
cooperation in establishing the essential power stations. Two leading
scientists from the German Aerospace Center (DLR) will present the
studies “Renewable Energies around the Mediterranean”, explain next
generation technologies for solar thermal electricity production and
introduce an innovative process for producing hydrogen by concentrating the sun’s rays. Solar desalination, a very important issue for the
upcoming future water scarcity in Egypt, will also be covered during

the symposium. Further topics are the new legislation for a Renewable Energy Feed-in-Law in Egypt and the potential of the local manufacturing of renewable energy components in Egypt.
Partners in the Renewable Energies Group
ISET, the Institute for Solar Energy Technology, was founded in 1988
as an “associated institute” of the University of Kassel and performs
applications oriented research on electrical engineering and systems
technology for the use of renewable energies. With some 150 staff and
students, it has been established as one of the leading international
research institutions in the field of systems technology for renewable

During the German-Egyptian Year of Science 2007, the Goethe-Institut
Ägypten and Cairo University took on lead responsibility for projects in
the field of humanities and social sciences that primarily aimed to address and bring together young generation academics and researchers
from both countries. Developments and topics of current interest were
taken up in two conferences and in a smaller research project.
Conference “Identity and Globalisation”
May 2007 saw a conference on “Identity and Globalisation” held on the
campus of Cairo University. Well-known and distinguished academics
from both countries discussed and argued questions of cultural memory, identity and disintegration, secularism and religion, urban development and migration. Each topic area started with an introductory
speech by an Egyptian and a German academic, respectively. The conference had deliberately not been planned as a closed scientific event,
in order to address as many people as possible – above all students
– across the broadest possible range. Hence, the guests of the conference also included many interested people from outside academia.
Besides project-related academic exchange, the expressly declared
goal for all the events held during the Science Year was to create a basis for future cooperation, to strengthen Egyptian-German networks,
and to offer space for mutual exchange in the sense of intercultural
dialogue. This metalevel was demonstrated particularly clearly in the
field of humanities and social sciences, where reflection on one’s ‘own‘
specific ideological and cultural localisation and situatedness is of key
importance. Sensitive topics cannot be avoided in such events. On the
contrary, only by dealing with them can the yardstick be formed by
which such encounters can be assessed.

The topics listed in the context of ‘globalisation‘ and ‘identity‘ already
promised controversial discussions. At the same time, the conference opened up a view on system ‘academia‘ itself. The differences
in thought traditions and discussion cultures could hardly have been
any greater. And this certainly resulted in divergences appearing for
academic exchange, although these were openly discussed by all the
participants of the conference, thereby forming an essential aspect of
this meeting and encounter. At the same time, it became clear that
this was exactly where the great potential of such an event lies. So, it
provided an opportunity for both sides to release their own academic
culture from the nimbus of the apparently ‘objective‘ and to reflect on
their own respective cultural localisation. This in turn made it clear that
future research projects could also benefit from the diversity of academic traditions and from the various methodological approaches.
Conference “Educational Development –
Academic Monitoring of Current School
Practice”
A second conference on “Educational Development – Academic Monitoring of Current School Practice” will be held on 10 and 11 November
as part of the Science Year. It will examine the question of education in
times of globalisation and new localisation processes. Education is a
topic of the highest priority in both Germany and Egypt. Studies like the
Pisa Report or the Arab Human Development Report have made this
quite clear. Among other aspects, the two-day conference will show
how schools and teachers can raise pupil and student awareness for
global contexts and can prepare them for the challenges of a globalised
world. The role of the teacher in society will also preoccupy the participants. At the same time, the conference will be held in the knowledge
that school has a key role to play in communicating cultural identities.
In a globalised world, school is or can pave the way to tolerance for
and understanding of others, when they reflect on each other’s own
respective traditions and the ‘other‘ is included in their respective focus.
Twelve speakers will take up this challenge in November.
Project “Digital Consumer Culture”
The third project during the Science Year covers “Digital Consumer
Culture” and aims to take up and discuss the social changes that have
initiated the development and spread of new media from various

perspectives. Theoretically, the World Wide Web makes transnational
information exchange possible. However, current developments show
that this does not automatically lead to global understanding. In addition, and particularly as far as access to the new media is concerned,
selection mechanisms are becoming increasingly visible. Regardless
of this, it is still not yet clear as to what extent virtual engagement
and commitment can be translated into social participation. These
and other questions will preoccupy the young academics when they
meet in Cairo in mid-November.
Conclusion
The projects initiated by the Goethe-Institut and Cairo University during the Science Year serve as exemplary models in various respects.
On the one hand, they mark a new step for academic collaboration
between Egypt and Germany in the field of the humanities and social sciences. These events are the first projects to have been carried
out by the Goethe-Institut and an Egyptian university through direct
collaboration. But they are also exemplary because this is about exploring how dialogue between ‘the West’ and ‘Islam’ can be pursued at
academic level. Dialogue must, if it wants to succeed, be understood
as a process, as slowly moving towards each other in a spirit of rapprochement. Initially, this calls for creating an awareness for and understanding of the position of the other academic culture. Academic
meetings of this kind can contribute valuably to this process. In this
sense, the future will also be about addressing the young generation
of academics and researchers and of inviting them to engage in transnational cooperation. Their importance as the knowledge producers
of the future for dealing with social topics of current interest can very
probably not be assessed highly enough. This is why discussion events
with young Egyptian and German social scientists and humanities
scholars have already been planned – in the form of interdisciplinary
lecture cycles – at various universities in Cairo.
The sustained success of the Science Year as a pathfinder for more
intensive academic exchange, including in the sense of greater intercultural encounter, will certainly only be able to be measured in the
context of the follow-up projects. If we succeed in extending this first
encounter to create medium-term cooperation that could then, perhaps, be expressed in collaborative research projects, then we would
have taken a very important step indeed.

Water is one of the most critical natural resources in Egypt. A survey
of world renewable fresh water ranks Egypt among the countries that
will have to face the prospect of water resource shortages by 2025.
More than 90% of the fresh water used in Egypt comes from the River
Nile, which has a fixed annual yield, while the remainder comes from
renewable and non-renewable aquifers in the Eastern and Western
Egyptian deserts as well as in the Sinai region, besides some negligible rainwater precipitation. Water demand and water usage are the
most sensitive factors in regional and local development.
Therefore, a major focus has to be put on monitoring strategies of water availability and quality, as well as on developing analytical investigations and model-based prognoses. The scarcity of ground water
and surface water availability under arid climate conditions means
that improved strategies for the extended, integrated management
of the available water resources are needed.
Besides the water needed for municipal and industrial usage, more
than 85% of the water is used in irrigation for agricultural production. To supplement the irrigation demands, a re-use policy on drainage water is being adopted and is becoming an important part of
the water resources management strategy. Therefore, new efficient
low-cost technologies in the treatment of agricultural and municipal
wastewater have to be enhanced and implemented. New and innovative technology based improvements are also needed to maximise
and increase the efficiency of irrigation to reduce the water losses in
the irrigation process, e.g. to make the most out of the water holding
capacity of sandy soils. New technical solutions and improvements to
the supply, infrastructure and centralised or de-centralised delivery
and re-use of water in urban and rural areas will provide a more efficient strategy on integrated water management.

During the Year of Science and Technology 2007, the German and
Egyptian members of the Water Group organised or supported 10
scientific events in Egypt and Germany to foster scientific discussion
and cooperation between the two sides. The activities attached great
importance to developing new applied scientific solutions in the field
of IWRM “Integrated Water Resources Management” and to enhancing the personal and institutional ‘infrastructure‘ for future cooperative research work. Some of the highlights are reported in this paper.
Since the future scientific cooperation will be founded on an institutional basis as well as on intensive personal relationships, the growing
networking activities in scientific and technical training and start-up
events for young scientists are of increasing importance.
Conference “Water Resources in Egypt –
Challenges and Management”
This conference was held in Cairo on 23 June as part of the 14th International Conference for Building & Construction (INTERBUILD)
organised at the Cairo International Conference Centre (CICC). The
coordinators from the water sector, Prof. Dr. Sameh Abdel Gawad and
Prof. Dr. Peter Wycisk, managed to gain one of the four full days at the
Interbuild Conference for presenting 12 scientific papers that address
important issues in the water sector of interest to both the Egyptian
and German scientists.
The conference theme was organised with the following sessions:

–• Innovative Solutions in Water Supply

projects. In Egypt, the GTZ Programme “Water Supply and Wastewater
Management” (WWM) supports the water and wastewater sector and
works closely with its Egyptian counterpart, the Holding Company for
Water and Wastewater (HCWW).
During the German-Egyptian Year of Science and Technology, the
WWM and HCWW organised a two-day conference on “Sustainable
Wastewater and Management” in Cairo, under the patronage of HE
the Minister of Housing, Utilities and Urban Development. During the
conference, from 10 to 11 September 2007, technical, organisational
and institutional topics were presented and discussed with some 120
participants representing the Egyptian wastewater management sector. The invited guests included a mix of managers and directors of
water companies, representatives of various ministries, specialised
consultants, engineering offices and universities.
The organisers were able to recruit distinguished representatives from
the Egyptian and German water sector as well as representatives from
other countries as lecturers to speak on wastewater topics including:
–• Decentralised and Centralised Wastewater Management Approaches
–• Water Quality Status in Egypt
Causes / Impact and Vision for the Future
–• Wastewater Re-use
and Appropriate Sanitation Technologies
–• A Condominium System for the Wastewater Network
–• Franchising and Economic Aspects of Wastewater
and Sludge Management
–• Cleaner Production & Modernisation Programme
and Water Quality
Twelve scientists and researchers contributed to this conference, five
from Egypt and seven from Germany. Discussion and special one-toone meetings of the 140 participants added lots of benefits and enriched the conference. It also showed the research gaps in Egypt and
the shared interest between both Egyptian and German scientists. On
the one hand, the water workshop at this conference aimed to bridge
the fields of application, science and technology, and, on the other, to
make use of the regional impact of the INTERBUILD conference and exhibition inside Egypt. More than 300 companies joined the exhibition
this year; some of them from Germany. The four-day conference forms
the backbone of the event and attracted more than 500 participants. It
is envisaged that this conference and its exhibition can be used as a future forum for exchanging knowledge and new innovations in science
and technology between Egypt and Germany in the field of water.
Conference “Sustainable Wastewater
Management”
The Federal Republic of Germany supports the improvement of water
and sanitary supplies worldwide through numerous projects within
the scope of development cooperation. Even if the water supply for
the population is of first priority, wastewater management is still con-

of special interest. Experts from both sides, Egyptian and German,
agreed to intensify the exchange of knowledge on these new approaches within the context of scientific or development cooperation
programmes.
Regional Approaches in Integrated Water
Resources Management
Based on the joint research initiative “OWARA-Optimising Water Allocation in Rural Areas of Lake Nasser”, a wider cooperation network was
established between the ITT, Cologne University of Applied Sciences and
the Lake Nasser Development Authority, the South Valley University and
the World Food programme. Considering the complexity of water management and regional development problems, it was jointly decided to
host an international symposium at Aswan from 17 to 21 November,
organised by Prof. Dr. Gaese and Prof. Dr. Schlüter, University of Applied
Sciences Cologne, to draw the attention of national and international
experts to the research and development challenges of Upper Egypt.
Joining forces with GENYS in this endeavour offers an opportunity to
establish long-lasting cooperation networks for regional benefit, since
this network explicitly envisages the promotion and development engagement of young German and Egyptian scientists.
Experts invited to the Symposium “Water for Growth” were explicitly
also invited to attend the DAAD expert seminar and the excursion programme. Therefore, the alumni seminar provided the invited alumni,
international experts and local decision-makers with an introduction
to the topic of IWRM and a hands-on demonstration of the local requirements during the excursion programme. The specific opportunity that this combined event provided was to be seen in the close
interaction that it encouraged between decision-makers, young local
and international scientists, and renowned international experts on
the related multidisciplinary topic of responsible water use for the
growth of a sensitive region.
Workshop “Common Future, Cooperation and
Research”
Germany is actively taking part in the International Hydrological
Programme (IHP) of UNESCO as well as in the Hydrology and Water
Resources Programme (HWRP) of the WMO. The National Committee
as well as the Scientific Advisory Board of the German IHP/HWRP decided at their joint session in spring 2007 to participate in the German-Egyptian Year of Science and Technology by organising a special
workshop on water-related research. This event aims to provide the
opportunity for face-to-face contacts between German and Egyptian
scientists.
As a result the German-Egyptian Workshop “Common Future, Cooperation and Research” was organised by Prof. Dr.-Ing. Nacken and Dr.
Strigl in Koblenz on 31 July. The main topics of this workshop aimed
to present an overview of existing German-Egyptian cooperative
projects, highlighting the possible ways of financing future research
collaboration and especially of bringing people and ideas together.
Altogether 45 people - of which 18 were invited Egyptian scientists attended the workshop and many new contacts were established.

From Higher Education and Research to
Academic and Technical Training
During the Year of Science and Technology, several events in the field
of training, capacity building or curricular development were organised or supported by Egyptian and German group members. One of
the examples is the Nile Basin Capacity Building Network Seminar
which was organised in Cairo from 5 to 7 March 2007 and marked the
official announcement of the start of the network’s overall activities
in its new project phase that had been initiated at the beginning of
2006. During the event the international visions of many projects like
Energy, Climate Change projects and GENYS were presented. GENYS
(German-Egyptian Network of Young Scientists) aims to foster collaborations between German and Egyptian Young Scientists on integrative research activities, training and education. Besides the scientific
interests, the members of both countries must play an active role in
the team work and communication.
One of the major events on the topic was given with the TEMPUS Day
held in Cairo on 30 April, where the current projects of the EU-funded
TEMPUS-MEDA programme were presented. German and Egyptian
cooperative projects have been very successful over recent years, and
especially in the field of water sciences, where 5 projects were active.
The projects provide very intensive cooperation between the German
and Egyptian universities and research institutions in the field of curricular development and capacity building.
The International Training Course held at the Martin Luther University,
Halle, from 10 to 16 June provided “GIS Training in 3D Hydrogeology
and Environmental Geology”, with a focus on the development and
requirements of 3D models. A group of Egyptian young scientists from
six different universities and German participants attended the course
and benefited from the joint intensive training, exchange of ideas
and the special topics of this course, organised by the “Hydro- and
Environmental Geology” Working Group.
A special focus was placed on interpolation methods as are used in
the field of structural geological modelling and the distribution of hydrogeological and hydrochemical parameters. The connection to geological databases that are normally not GIS-compliant was also introduced to use datasets from highly sophisticated relational databases
in geological modelling. Special commercial 3D modelling tools used
in the Halle working group were presented and the participants were
impressed by the overwhelming visualisation capabilities which, compared to the functionality of GIS tools, allow additional data analysis
and interpretation. A visit to the 3D-Lab of the Technical University,
Berlin with high-tech 3D visualisation infrastructure, including a 3D
Cave, 3D plotters and a 3D scanner, rounded-off the training.
Workshop “Integrated Water Resources
Management for German-Egyptian Young
Scientists and Researchers”
From 24 to 26 October, an “Integrated Water Resources Management
Workshop for German-Egyptian Young Scientists” was held at the
RWTH Aachen University of Technology, organised by the Department
of Engineering Hydrology - Aachen University and the German-Egyptian Network of Young Scientists GENYS, with their representatives Dr.
Soussa and Dr.-Ing. Sewilam.
The main objectives of the workshop were to promote joint water
research between Egypt and Germany, to encourage exchange and
cooperation between young researchers from both countries and to
bring researchers together from different disciplines to contribute towards solving water management related problems. The participants

were encouraged to submit extended abstracts of their recent original
work or significant case studies and experiences on the following integrated water resources management topics:
–• Principles and theory of sustainable integrated water
resources management
–• Modelling and decision support systems
–• Water ecosystems and water quality
–• Advanced technological concepts and new technologies
–• Impacts of climate change on water resources
Prospects and Future Targets
A major target of the future joint research cooperation is to enhance
and foster institutional and personal relationships between Germany
and Egypt. During the Year of Science and Technology, a large number
of contacts were made, the first MOUs were agreed; intensive scientific dialogue and project-related concepts in the field of water resources management already started in the relevant focal groups. This
includes land-use and water and wastewater management, as well as
regional aspects of non-renewable and renewable water supplies in
rural and urban areas.
The increasing activities have to be fostered by encouraging continu-

ing mobility between the individual groups in 2008; resulting research
concepts will mark a start-up for continuing and sustainable development. Besides the upcoming research activities between German and
Egyptian universities and research institutions, attention must also be
paid to the fact that Egypt has been a very strong and competitive
player in the acquisition of EU TEMPUS funds and that since this programme will be extended in the future, it is up to both sides to enlarge
the number of university institutes participating in this success story.
To be successful in applying for national (e.g. Academy of Scientific
Research) as well as EU research funds (e.g. FP7), a strong, resilient
and well-rehearsed consortium is needed, so that, building on the
experience of a common scientific education, joint research activities
can be established long-term. Young scientist and student exchange
programmes need to be encouraged and maintained. The research
gaps and research needed for Egypt have now been recognised and
implemented through the extensive work of the Water Committee
carried out during this year. This will help in establishing any future
research proposals or common projects between both countries.
