Foreword
The Catholic school is at the heart of the Church and
shares with all Church ministries the mission of building
the Kingdom of God here on earth. The Catholic school
system in Australia is a ‘jewel in the crown’ of the Catholic
community.
In 2013, the Sydney Archdiocesan system of Catholic
schools continues to build upon the legacy and vision of St
Mary of the Cross MacKillop. The Strategic Improvement
Plan ‘Building on Strength: Future Directions for Sydney
Catholic Schools’ sets out strategic improvement priorities
for the period 2011 to 2015. The Sydney Archdiocesan
Catholic Schools (SACS) Board and the Catholic Education
Office (CEO) Sydney provide leadership, services and
support within the context of this Strategic Improvement
Plan.
The activities listed in the ‘Guide to Educational Services
2013’ focus on the needs and aspirations of the students in
our schools.

administered by the sydney archdiocesan catholic
schools (sacs) board and the catholic education
office (ceo) sydney.
the sacs board and the ceo sydney also
have representation on the catholic education
commission (cec), nsW and the catholic
commission for employment relations (ccer),
which liaise with the nsW state government on
education, school and employment issues. the
sacs board and the ceo sydney are also linked
through the cec, nsW with the national catholic
education commission (ncec) and the australian
catholic commission for employment relations
(accer), which are responsible for liaison at the
Federal government level.

Parents, priests, school Principals, other educators and the
CEO Sydney Leadership Team are represented on the Sydney
Archdiocesan Catholic Schools (SACS) Board.
the sacs board has been established by the archbishop
of sydney to advise and assist him in educational
matters pertaining to the catholic schools of the sydney
archdiocese.
on behalf of the archbishop, the board provides
leadership and overall direction for these catholic
schools to ensure the existence of “an effective system
of education at all levels which contributes to the total
educational needs of young people in catholic schools.”

the sacs board takes major policy decisions, approves
the income and expenditure budget, and holds the ceo
accountable for the management of the school system as
outlined in the strategic improvement plan ‘building on
strength’. it is assisted by a Finance committee.

appointed by the archbishop of sydney, and are drawn from
all sections of the catholic community.

role of the catholic education office
the catholic education office (ceo) sydney is
responsible for the leadership, efficient operation and
management of the systemic schools which educate
over 68,500 students in 149 parish primary and regional
secondary schools in the archdiocese of sydney.
the ceo is charged with the implementation and
management of the policies determined by the
sacs board.
the allocation and administration of the funds provided
by government and private sources for the operation of
catholic schools is a further responsibility of the ceo.
its financial responsibilities extend to the administration
of salaries for approximately 9,000 staff members
(permanent, temporary and casual) employed in
archdiocesan schools and offices during the course of
the year.

the ceo, through its central and three regional offices,
provides to schools a wide range of services and
resources, which have been developed in consultation
with principals and teachers.
it works with schools in implementing the current
strategic improvement plan ‘building on strength’.
the ceo’s main focus is providing support for schools
and helping to ensure that every student receives
a high-quality catholic education.
the executive director of catholic schools is the chief
executive of the ceo sydney. he is assisted by a
leadership team consisting of the regional directors,

The Communications Team works directly with the Executive
Director of Catholic Schools to facilitate effective communication
on issues concerning Catholic education and Catholic schools.

the ceo sydney’s three regional offices – eastern, inner
Western and southern – provide services directly to their local
catholic school communities.
each of the regional teams assists in the implementation of
the archdiocesan Vision and Mission for catholic schools by
providing leadership and professional support to members of the
catholic school communities within its boundaries.
assistance is provided in the implementation of policies and
programs which reflect the spirit of the Gospels, the Vision
and Mission statements, and the content of the strategic
improvement plan ‘building on strength’s expressed in the
‘annual improvement plan.’
the regional office is the first point of contact for schools for
information and assistance related to all aspects of education
within systemic schools: for example religious education,
teaching and learning, resource management, legal and
industrial issues, personnel, and staff development.

education. parents are the “first and decisive educators”.
the charter of the rights of the Family prepared by the holy
see maintains, “the primary right of parents to educate
their children must be upheld in all forms of collaboration
between parents, teachers and school authorities, and
particularly in forms of participation designed to give citizens
a voice in the functioning of schools and in the formation
and implementation of school policies.”
the ceo sydney is committed to increasing the effective
involvement of parents in their children’s education. it
supports schools in their efforts to strengthen the culture
of partnership with parents for the benefit of students’
development and learning. the ceo strives to facilitate
experiences of partnership that encourage improved
educational outcomes for students, and to develop a strong
group of parents who are informed and involved in policy
development and political debate at archdiocesan, state and
Federal levels.
the ceo sydney encourages all schools to establish and
support a formal parent body. Fundraising for the school will
continue to be of great value; but many parents have other
skills that can be of assistance to their local school, and
indeed in the larger arena of the archdiocesan and state
parent organisations.

The Sydney Federation of Catholic School Parents (SFCSP) is the
official Archdiocesan parent organisation. For 2012 and 2013, the
SFCSP will operate as the Regional-based parent forums. Meetings
will be held in each Region each term and will focus on the four
pillars of the SFCSP:
+ Feedback: parents who are prepared to provide insights into
the lives of families.
The CEO will host a number of forums for parents and school staff
on significant education and parenting issues throughout the year.
Schools are encouraged to support parents in attending these

the eileen o’connor centre
catholic schools in sydney have a long tradition of
commitment to supporting students with diverse learning
needs, particularly those with a disability or sensory
impairment and those who are newly arrived in australia.
the mission of the church calls for justice and equity, and
this is a core value for our schools. the establishment of the
eileen o’connor centre at lewisham in 2012 has become
a crucial element of the implementation of this mission in
sydney catholic schools.
the eileen o’connor centre supports students with diverse
learning needs in sydney catholic schools through onsite,

government will continue to provide significant financial support
for the education of students in our school system.

SCHooL FeeS
the sources of funds for catholic systemic schools are
government grants, school fees, and other private income
such as subject levies, parish grants and fundraising by
parent bodies.
and families who have children attending rosebank college, Five
dock are eligible for second and third child discounts. Families with
four or more children attending rosebank college will not be charged
tuition fees for their fourth child and subsequent children.
the tuition fees for 2013 for children attending catholic
systemic schools are as follows:
the tuition fee includes emergency ambulance transport via the
ceo’s group policy with the nsW ambulance service and student
accident insurance cover through catholic church insurances
limited (conditions apply). this 24-hour cover is for school activities
during school hours and other approved school activities outside
school hours such as school camps, school sports, work experience,
and travelling to and from school. this policy provides payments in
the event of particular injuries to help offset some medical costs.

however, because cci is not a registered health Fund, it is not
permitted to cover any gap between Medicare funding and actual
medical costs. parents should be made aware of this at the
commencement of the school year.
the financing of capital works and repairs and maintenance of
school facilities, and the need to provide for annual debt servicing
requirements, have led to an archdiocesan policy to establish a
building levy for all systemic schools. in 2013 the annual levy will be
between $270–$660 per family, based on the ses of the school.
building levies for families whose children attend more than one
participating school will be billed proportionately by the respective
schools. parents should enquire about discounts at the individual
schools.
Families with two or three children attending archdiocesan
systemic catholic schools or systemic schools in other dioceses
Families who have a genuine inability to pay tuition fees or other
charges are invited to speak with the school principal.
