The external assessment was carried out in accordance with the program of IQAA and coordinated with the management of KEUK. All the necessary materials (assessment program, institution self-assessment report, guidelines on organization and conduct of external assessment for the procedures of institutional accreditation) were provided to the members of the expert group before the assessment of the institution, which ensured the timely preparation for the procedures of external assessment. Meeting the management of KEUK gave opportunity to the team of experts to meet officially the rector Aimagambetov Е.А., who gave the summary of main features of the institution, pointed out its achievements in the last years and the perspectives of its development. The planned activities of external assessment contributed to a more detailed introduction to the structure of the university, its material and technical basis, teaching staff, students, alumni, employers of the university, and allowed external experts to conduct an independent assessment of compliance with the selfassessment report data on the actual state of affairs at the university. Self-assessment report of the university contains a lot of information, which analyzes spheres of university activities and structural unites in accordance with the standards of institutional accreditation, and defines weak and strong sides, threats and opportunities for further development. Visual inspection was carried out to get an overview of the educational process, the material and technical base, determine its compliance with standards, as well as contact with the students and staff at their workplaces. The experts conducted overview of study buildings of faculties and departments, departments of planning of study process and registration, centers of distance learning, international programs and projects, graduate and additional education, scientific centers, libraries and others. In the process of external assessment, experts examined documentation of the departments and selective visits of educational buildings in the areas of review in order to familiarize with documents flow, study and methodical supply and material and technical support. Main characteristics of the higher education institution The full name of educational institution is “Karaganda Economic University of Kazpotrebsoyuz” of the Ministry of Education and Science of the Republic of Kazakhstan. In accordance with the state license, the university provides 21 study programs of higher education and 16 graduate programs. The student contingent is 4598 people, including 154 masters and 13 PhD students. Currently there are four faculties in KEUK: Accounting and Finance, Economics and Management, Business and Law, Information and Technology. The functioning departments and centers are: planning, organization, monitoring and study process control, personnel management, graduate and additional education; centers of international programs and projects, professional self-determination and support for young people, study television and computer center; committee on youth affairs, etc. The organizational structure of the university consists of Academic Council, Rector, Vice-Rector for educational and methodical work, Vice-Rector for scientific work, Vice-Rector for Social Affairs, vice-rector for administrative work. The teaching staff of the university is 323 people. During the reporting period the number of full-time faculty changed slightly, which denotes the stability of the university. The number of teachers with scientific degrees rose from 45% to 52, 6%. Availability of teaching staff is 100%. The average age of teaching staff with scientific degrees is 48 years old. 7 IQAA external review report CHAPTER 2 REPORT ON THE EXTERNAL REVIEW BY THE EXPERT GROUP Compliance with the standards of institutional accreditation STANDARD 1. MISSION AND STRATEGIC PLANNING Expert group after studying the state of business in university in terms of compliance with the demands and criteria of institutional standard 1, states that mission and strategic planning of KEUK in general corresponds to the demands of labor market, contemporary requirements of science and practices of the region and country, policy of quality of the university. KEUK is innovative university of economic profile. It provides its services taking into account aims and objectives of Strategic plan of development of the republic of Kazakhstan until 2020 (Presidential Decree No. 922 dated February 1, 2010), State program of development of education of the republic of Kazakhstan for 2011–2020, Strategies «Kazakhstan -2050: new political course of the established state». University developed Strategy of development of Karaganda economic University of Kazakhstani Consumers’ Union until 2020, including mission, vision, priorities, target indicators and indicators of development. Strategy of development of university is tightly connected with the mission, according to which institution positions itself as «innovative university, which realizes educational and scientific policies as basis for professional growth and personal development of specialists for Kazakhstani economy; which strives to achieve a competitive position in the world educational space". The mission of KEUK was discussed collegially, at the faculty councils, and approved by the decision of Scientific Council of university (protocol No.10 dated June 30, 2009). Mission and certain priorities of development of the university are provided by the appropriate investment of resources that ultimately aim at the modernization of the educational process, the effectiveness of research, improvement of study programs and improving the quality of training. Priorities of development of university until 2020 are: 1. Modernization of the educational activities of the university - the improvement of the educational process in accordance with the requirements of the Bologna process. 2. Improving the efficiency of research and development - sustainable development of the research activities of the university by providing effective integration of education and science. 3. The integration of the university in the international scientific and educational space - to produce graduates with higher education at the level of international requirements, increasing international authority of KEUK among businesses, students, and international partners. 4. Organization of effective management and implementation of the principles of corporate governance - institutional and university management system. 8 IQAA external review report 5. Development of the resource potential of the university - strengthening the material-technical base and financial support, human resources 6. Improving the educational work and social development - the formation of the youth active citizenship, social responsibility, patriotism, high moral and leadership qualities. During interviews with faculty and students, it was found that all teachers and students were familiar with the mission, strategic goals and objectives. Mission is placed in electronic booth, on electronic displays, and information stands. Mission of university is placed also on the site of university www.keu.kz. According to experts, the mission, vision, goals and strategic objectives of the University as a whole are consistent with national goals and objectives of the development of higher education and science. Experts during the work established that the degree of achievement of the objectives of the university is subject to ongoing management review, which acts as a tool to increase institutional effectiveness and image of the university. The management and staff of the University consistently and systematically solve the problem in the strategy, as evidenced by the results achieved: Educational process is being modernized: credit technology of learning, module study programs; International cooperation is being developed, the program of doublediploma education in the framework of partnership agreements is being realized; The model of graduate of each specialty, which is expressed through competencies and projected based on Dublin descriptors, is being formed; Material and technical base and information base is being developed, computer park is being increased; Scientific developments of researchers of university are being promoted. Expert group made conclusion according this standard, that KEUK has enough resources and potential to achieve set objective, mission, and goals of strategic development. The university has a clear understanding of the current state, resources, competitive advantages of its university, the risks in its development and ways of overcoming them. Thus, the description of the mission, goals and objectives of the strategic planning, ways to achieve them, presented in the report on self-assessment, in general, comply with standard "Mission and strategic planning". At the same time, external experts consider appropriate to recommend: It is necessary to arrange the mission of the University in the form of billboards in educational buildings and hostels of the University for the Public Acquaintance with studentship. In order to improve the efficiency of the planning and evaluation of the results achieved, the academic processes of the university needs to develop an operational plan and Academic strategy. 9 IQAA external review report STANDARD 2. ADMINISTRATION AND MANAGEMENT KEUK in its activities is guided by Constitution of the Republic of Kazakhstan, Civil Code of the Republic of Kazakhstan, the Law "On Education", the Law "On Noncommercial Organizations", regulatory legal acts of the MES, the Charter of the University. The system of management of university contributes to the achievement of its mission, goals and objectives. University management has a clearly defined hierarchy, which is balanced by transferring many powers to lower levels of management. The structure has a classic filling and covering as training, research and support units. The highest collegial body of management is Scientific Council, which reviews current, perspective and strategic issues of development and functioning of university. The scientific council consists of scientists, heads of structural units, highly qualified teachers, leading employers and representatives of students. Academic affairs of the university are the responsibility of educationalmethodical council. Coordinating council for science is engaged in research issues. To achieve the strategic objectives, KEUK made some restructuring in October 2014: created a number of new departments, such as the department of strategic development. KEUK has functioning internal audit system, which analyzes the activities of structural units. The discussion of the monitoring data is carried out at meetings of educational and methodical council, scientific and methodical council and council of tutors. Faculties work on the basis of annual plans. All heads of structural units of the university have corresponding to qualification requirements higher or vocational education. The study of financial flows showed that the formation of the university's budget includes the determination of income and expenditure framework. The university is an independent financial organization, sources of funding are both budget financing of the state educational order, and income from the provision of paid educational services, performing research, the interest of the bank for storage of deposits in deposit accounts and other operations that do not contradict the legislation. The main purpose of financial-economic activity of the university is to develop and strengthen the equity. Its founder approves the budget of the university. The experts also noted as strengths the existence of guidelines for the management of teaching, research and extracurricular activities. In total, university has 82 Regulations and 40 Methodological instructions governing its activities. The expert group considers that the criteria of the standard «Guidance and management» of KEUK are met. At the same time, the expert group recommends: It is necessary to review the governance structure of the university to determine its structural divisions, which manage scientific issues and educational process. 10 IQAA external review report STANDARD 3. STUDENTS Students (graduate, doctoral students) are the main actors in the implementation of professional study programs. At present, the university trains bachelors in 21 study programs, 13 master's programs for scientific and pedagogical and profile directions and doctoral students in 3 specialties. The content of study programs corresponds to the state compulsory educational standards and provides training for students in accordance with the program title. To assist students studying according credit technology of training, in the choice of learning path, the formation of individual curriculum and the development of study programs at the departments annually by order of the rector on the proposal of deans from experienced teachers are assigned advisors. Individual study plan (ISP) is formed for each academic year by student himself with help of advisors on the basis of the curriculum of the specialty and the catalog of elective disciplines (CED), and determines the individual educational path of each student. Students of each study program are provided with information materials: individual curriculum; syllabus; guidelines on the organization of independent work; EMCD materials. The CED of specialty is the list of disciplines included in the elective component for the creation of opportunities for flexible, independent and comprehensive definition of the trajectory of student learning. Student uses CED under the supervision of advisor and dean’s office in the preparation of ISP of student taking into account his individual ability, prospects for growth, the needs of society and production. For organization of educational process, the university created a model of electronic innovative university: - educational portal of distance learning; - virtual enterprise; - educational and innovative complex "Electronic Tax Committee"; - digital library. At the disposal of students, there are 28 multimedia classrooms, 1100 personal computers, video conferencing, interactive whiteboards, and the internal alert system via television monitors. The library funds of university include about 1 million units of literature, s3everal electronic catalogues and databases. All learning resources are available and meet the interests of students. Guide, catalog of elective disciplines, which includes a goal of courses, a summary of the main sections of acquired competences, prerequisites, post requisites are developed for students. The guide of student includes: Code of honor of a university student, a summary of the university, peculiarities of credit technology training, registration of discipline, procedures for monitoring students' knowledge, the order of transfer and 11 IQAA external review report restore, contact details of the university management and support services for students. The guide of student also includes academic calendar, which is also available at the site of the university. The guide of student is distributed to each student of first year of study before the beginning of academic year. All the contact information (tel., e-mail) of teachers including their position is given in syllabus and on the page of department of the university site. Students who do not cope with academic demands are provided with full academic support (additional consulting or additional lessons). University has innovative infrastructure, which contains network of services supporting educational activity. The quality of development of study programs is evaluated in accordance with established criteria: - focus on consumers of educational services; - leadership (responsibility) of management; - involvement of personnel; - process-based approach; - system-based approach to management; - gradual improvement of activities of KEUK (in general is seen as its constant aim); - making decisions based on facts; - mutual relations with partners. In the quality management system of training specialists at the university, special role belongs to monitoring and evaluation of quality of development by students of professional study programs. Registration of educational achievements of students enrolled in credit technology of training, is provided by structural division of the Department of planning, organization, monitoring and control of educational process (hereinafter - DPOMC EP) - Registration Service. In order to automate the activities of DPOMC EP was developed program "Electronic University". The procedure for the organization of all forms of control of the university is governed by the Regulation on the organization of educational process in terms of credit technology of training in KEUK "KEUK-П-80-2014, methodological instructions on organizing and conducting monitoring of students' knowledge, procedural instructions for the organization of educational process in summer semester. At the same time, the expert group recommends: It is necessary to expand the scope of master's and doctoral theses commissioned by economic entities (companies and organizations), to increase the number of students participating in funded research projects. STANDARD 4. STUDY PROGRAMMES AND THEIR EFFECTIVENESS Study programs of KEUK provide training of specialists in state and Russian languages with higher and post-graduate education, including bachelor’s degree – in 12 IQAA external review report 7 directions (21 specialties), master’s degree – in 4 directions (13 specialties); PhD – in 3 specialties. The content of study programs of bachelor’s and master’s degrees corresponds to the state compulsory standard of education of the republic of Kazakhstan 5.04.019 – 2011«Higher education. Bachelor’s degree. Basic provisions» and the state compulsory standard of education of the republic of Kazakhstan 5.04.033-2011 «Graduate education. Master’s degree. Basic provisions». Development of study programs is regulated by "Methodical instructions for the formation of modular educational programs (KEUK-MИ-104-2014)", developed by the university, which established procedure for the creation and design of study programs. Teaching staff of the departments develop syllabi including mandatory and elective disciplines for each study program (specialty) based on state compulsory standards. These syllabi take into account the requirements of potential employers in accordance with requirements of the level of training of graduates. The number of elective disciplines for all SP of university in 2010-2011 academic year included 578 units, in 2011-2012 academic year – 639, in 2012-2013 academic year – 704, in 2013-2014 academic year – 822, in 2014-2015 academic year - 904. Expert group notes that study programs of university are updated structurally and content- based in accordance with introduction of new state standards and typical syllabi (2012, 2013), legal regulations of MES RK taking into account the requirements of potential employers. The automated control system of training and the official website of the university contains the annually updated list of elective courses for each SP. To give students information on the content of the discipline there are also published work training programs, syllabuses and EMCD on the portal. Quality control of the proposed by university academic disciplines is carried out not only by employers. Since September 2012, was improved quality control system of teaching and learning materials, were developed questionnairies for students, providing feedback after studying the discipline in which training materials and applied innovative teaching methods were improved. University actively conducts work on development and implementation of innovative technologies in study process. Each department in particular develops and implements innovative methods of teaching and documents it in annual plan of department. University implements distance learning technologies for part-time students, in realization of programs of academic mobility of students and teaching staff, implementation of joint educational programs with foreign universities. University has agreements of programs of bi- and three- diplomas education with online university of Shanghai organization of cooperation, Astrakhan state university, Novosibirsk state university, and Saint Petersburg state university of information technologies, mechanics and optics, RUFP (Russian Federation), university of Pech (Hungary). 13 IQAA external review report Strategy of formation of study program aims to create opportunities for academic mobility, education according international standards and convertible certificates. For realization of innovative methods of teaching, the university has scientific specialized classrooms, laboratories, educational field laboratories: educational and innovational complex “Virtual enterprise», electronic Tax Committee, the venue for online lectures on the program Adobe Connekt; language laboratories, teaching and research laboratory of chemistry, analytical chemistry, microbiology, identification of the goods, examination of the quality of goods, physics, metrology, testing of food products and conformity assessment, cooking technology, legal clinic, environmental, psychological training; Scientific-methodical offices of tourism, business and law, standardization, management and service, criminalistics and forensic expertology, study "evaluator" office "Banker". At the same time, the expert group recommends: It is necessary to attract university graduates to develop study programs and expand the range of specialties, introducing multilingual education. STANDARD 5. TEACHING STAFF AND TEACHING EFFECTIVENESS In KEUK procedures for recruitment, promotion, benefits and dismissal of employees of the university, staff familiarization with the rights and duties are carried out by the Department of Personnel Management. The compliance of qualifications of teaching staff is set by the Tender Committee for selection of candidates for the posts of scientific and pedagogical staff on the basis of the Regulations on the tender committee KEUK-П-17-2008. Procedures for hiring, promotion, benefits, dismissal of teachers and staff of the University are described in the QMS process maps "Personnel Management", also reflected in the internal regulations. When hired, teaching staff sign labor agreements and get acquainted with job descriptions which distinctly define responsibilities of employee in educational and methodical, research work and his rights, rigts and duties of employer. The department and structural units have set of job descriptions in free access. The full-time teaching staff of university comprises 323 people. During the reporting period, the number of full-time faculty was changed slightly, which says for stability of university. The percentage of teachers having scientific degree rose from 45% to 52.6%. Staffing of faculty is 100%. The average age of teaching staff with graduate degrees is 48 years. In recent years, the composition of teaching staff is rejuvenated, but still not enough. However, in the period of five years 72 Masters were recruited. University created electronic base of teaching staff and employers for the operational work of the Department of Personnel Management. A lot of attention is paid to work with reserve in preparation of young staff. Young teachers are chosen from the graduates of university, excellent students. In 2014, 9 student graduated from PhD, they were destributed to the corresponding 14 IQAA external review report departments. This will increase the percentage of teachers having scientific degree and research potential of specialties and university in general. At present, the university has eight doctoral PhD students (deadlines - 2015 - 5, 2016 - 3). In graduate school of Russian universities are trained 6 employees of university (Lomonosov Moscow State University, Peoples' Friendship University, and Novosibirsk State University). Analysis of data shows that qualitative and quantitative composition of university teaching staff corresponds to regulative requirements and is enough for implementation of strategic objectives of development of university. University provides attestation of teaching staff based on results of work of teachers for academic year in order to define qualifications of teachers based on Regulations of attestation of pedagogical employers, approved by MES RK. Administration of university systematically assesses quality of teaching university disciplines. In addition to this, university annually holds events on control of level of knowledge, pedagogical mastership and questionnaires of students «Teacher with students’ eyes». Quality of teaching is analyzed by Commission on quality of education, founded by decree of rector of university and acting according to «Methodical instruction on quality control of training. Credit technology. Undergraduate studies КЭУК-МИ-96-2014». University uses practice of exchange of teaching experience by conducting model lessons, thus ensuring horizontal information exchange. Commission provides vertical information exchange in the course of review of quality of classes on education quality control. Teaching staff of department plans educational work according workload and staff schedule based on instruction on planning of educational work and second half of working day of teaching staff (approved by decision of scientific council № 9dated May 28, 2013 г.). The actual workload of teachers working full-time ranges from 600 hours to 800 hours per year. All activities of teaching staff are respective to missions, goals and objectives of the university as a whole. Interviews with teaching staff revealed opportunities of professional training and development. The administration of the University composes annual training plan of teaching staff. Training and retraining of teaching staff is mainly carried out through postgraduate, doctoral, short courses and internships at leading universities and enterprises in Kazakhstan and abroad. Each year, more than 100 teachers improve their skills. University has institutional policy and procedures of ensuring professional norms and ethics. Compliance with professional standards and ethics are prescribed by code of honor for teachers and staff (2011), work rules. Disciplinary Board considering treatment of students and teachers functions in university. Expert group made conclusion according this standard that teaching staff of KEUK corresponds to qualification requirements and possesses full knowledge of modern methods of teaching which enables efficient organization of educational process. KEUK has enough resources and potential to achieve set mission, goals and objectives of strategic development. 15 IQAA external review report Experts estimate the level of faculty and effectiveness of teaching meet the criteria of the standard evaluated in the course of attendance of classes, according to the approved program. STANDARD 6. SCIENTIFIC RESEARCH WORK Policy in choosing directions of research work is oriented at stable development of research activity of university by ensuring effective integration of education and science, which, in its turn, implies increasing the research capacity of the university, the creation of a multi-channel system of financing of scientific research, the integration of scientific research and education process. Vice-rector of science provides general guidance of research work. The research activity of university is provided with following infrastructure: research institute of new economics and system analysis and research institute of economical and legal researches, student research society, dean’s offices, and departments. Carrying out fundamental, applied research and innovation activities at the university shall be in accordance with the Model Rules of the organization of higher and postgraduate education, approved by the Government Resolution №499 of May 17, 2013. The university made two research projects through grant funding Committee of Science of MES for Priority: The intellectual potential of the country. Implementation of research results in the educational process is conducted through the development and implementation of the action research topics in the departments of general studies, by use in the teaching of basic and elective courses and the development of teaching materials on the subjects; through the development and publication of scientific, industrial and educational literature. The university issues scientific journal "Bulletin of KEUK: economics, philosophy, pedagogy, law" for publishing main results of scientific activities in economic, legal and social sciences. The university has two research institutes representing scientific schools in the field of economic and legal research: Research Institute of New Economics and Systems Analysis (RI NESA), including: "The department of basic research and innovative development", "Marketing and formations business communications "Science and Office" Technology Business Incubator "; Research Institute of Economic and Legal Research (RI ELR), which includes two research departments: "Department of Economics and expert research" and "Department of lawmaking and legal research" and research office "commercialization and technology transfer." Financing of university research is conducted both by internal resources of the university, and from external sources. In general, the overall funding of scientific research at the university for 2010-2014 amounted to 169271, 7 thousand tenge. The total amount of external funding of scientific research at the university for 20102014 amounted to 34,258.7 thousand tenge. Over the past 5 years, funding for university research increased by 6.4, for 1 full-time faculty increased by 6 times. The volume of financing of science has annual tendency for growth. In the last years, we can observe positive dinamics of growth of research. In general, the volume of external financing of research increased by 192, 6 times. 16 IQAA external review report It is also marked by the growth of productivity of scientific research at the university, which confirms the patent registration documents; publication activity is confirmed by the growth of publications in international journals with high citation ratings. One of the main indicators of research activity of university is learners’ research work. Students, graduate students and postgraduate students of university take part in research activities; participate in scientific conferencies and research projects. The percentage of student participation in research in 2010 was 26,7%, in 2011 – 22,5%, in 2012 – 23,9%, in 2013 – 33,4%, in 2014 – 37,7%. Thus, this indicator from 2010 rose by 11%. University is the member of four international associations. On the basis of long-term contracts KEUK develops cooperation with more than 60 universities in 16 countries - Turkey, South Korea, China, Germany, Spain, Austria, Hungary, Czech Republic, Bulgaria, Poland, Russia, Ukraine, Belarus, Uzbekistan, Kyrgyzstan and Tajikistan. As part of the research activities of university, it develops external connections such as international research project funded by the European Commission. Innovative activity is confirmed by the presence of large number of patents and licenses, in the last 5 years, only 25 certificates of authorship for inventions, 16 patents and 13 international and national awards (patent is №25582, 26371, 26241, 26235, 26234, 26089, 27023, etc.). We can observe increase of indicators in production of monographs by 2.4 times (243.8%), textbooks and manuals by 1.6 times (160%). University developed international projects: project TEMPUS «Creation of useful for public universities based on the principle «Research- science-research» PERSEUS» (grant holder – University of Santiago de Compostela (Spain); project TEMPUS «central Asian network on ensuring quality and accreditation (CANQA)» (grant holder – university of Vrizhe, Belgium); research project, financed by European Commission, conducted in cooperation with Institute of perspective technological research (Spain) and University Saint Ishtvan (Hungary) «Perspectives of development of agriculture in Central Asia: on the example of producing wheat in Kazakhstan». Research institutes ensure coordination of activities of departments of university to enhance the academic achievement of the university faculty to produce concrete evidence of scientific results in the form of participation in the implementation of grant and contract by the publication of monographs, articles in scientific journals with impact factor. There has been an increase in the total number of publications of teaching staff including articles published in journals of near, far abroad and in the journals with non-zero impact factor. RESOURCES: FINANCIAL, MATERIAL AND TECHNICAL, INFORMATIONAL The expert group after examining the condition of the material-technical, informational and financial resources at the university states that the university conducted a set of measures for compliance of resources of development strategy, with mission statement, goals and objectives. The activities of the university can be traced with continuous improvement of resources through regular modernization and strengthening of material and technical base, which does not lag behind the development of the educational process. To do this, university is allocated necessary and sufficient resources. Analysis of financial activities of the university shows that the financial management provides management of financial resources of the university through the analysis of cash flows, the effectiveness and risks of financial investments and the use of appropriate methods. The University conducts ongoing planning and allocation of financial resources based on the university's mission and using the results of work on the development of the university. There has been an annual growth of allocated funds material financial assets for operational management to ensure conditions for the provision of educational services by the university. Financing and strengthening of materialtechnical base of the strategic plan of the university, approved on November 22, 2011 and revised on May 27, 2014 (priority "Development of resource potential," the task 5.2 "Provision of teaching and laboratory equipment") will always be in the positive dynamics. Dynamics of funding depending on the subjects or sources of financing shows that individual customers primarily fund the activity of the university. The amount of funding from the state budget is increasing annually. The expenditure budget of the university is determined according to the estimated number of employees in institution, the average wage, the prevailing average cost of current maintenance of the university, taking into account the level of inflation in prices of goods and services in Karaganda region. The excess of expenditure over revenue of the budget at the university is not observed. Thus, financial management is shown in the best possible allocation of funds. Analysis of the financial activities of the university shows that the Financial Management provides management of financial resources through the analysis of cash flows, the effectiveness and risks of financial investments and the use of appropriate methods. On the basis of reports it can be seen that the financial condition of the university is characterized as stable enough for educational activities. 18 IQAA external review report Indicators of material and technical equipment of educational process are characteristics of potential of university and ensure its stability. University conducts implementation of new forms and methods of provision of educational services based on contemporary information technologies. University has: Building of educational purpose, address: Akademichesskaya street 9, total area of 40,614.1 square meters, useful training area of 29,156.2 square meters; 24 computer classes for 494 seats; 39 rooms with presentation equipment; Study laboratories; - Library: electronic digital library, 7reading rooms (Training and Education Centre, Education and Research Center, the center of multimedia technologies and legal information, the center of the world's information resources, information and educational center, the center of cultural and aesthetic and creative development, reading room and social and legal humanitarian literature); - library fund of educational, methodical and scientific literature in general, basic and majors professional education programs has 534 526 copies, including in the official language - 137,492 copies; printing base - center of educational television; 4 dormitories. Results of financial-economic activity of the university clearly show that each year the financial sustainability of the university grows, it is possible to strengthen the material and technical base, to raise wages and other forms of promotion and financial support of the staff and students. At the end of the reporting year, the financial statements, pursuant to the estimates of revenues and expenditures are reviewed and approved by the Academic Council of the university. Following the approval, the financial statements are submitted to the Kazpotrebsoyuz, the Internal Revenue Service and the RK Statistics Agency. The results of the university activities are considered by Kazpotrebsoyuz Board at least once a year at the end of the financial year and the management and control bodies of Kazpotrebsoyuz assess the ability of the university to continue their work. Interviews with leadership and staff who deal with financial issues approved realization of principles of financing system of university: efficiency, results, transparency, distinction and autonomy at all levels of the budget in accordance with the development strategy of the university. Expert group made conclusion according this standard that KEUK conducts effective policy of financial activity, realizes financial management, ensuring adequate and transparent distribution of financial resources. Indicators of financial and economic activity of university show steady increase in the volume of revenues and expenditures of university. INFORMATION MANAGEMENT The University is constantly working to ensure the collection, analysis and dissemination of basic information for the effective management of study programs and other activities. In accordance with the Regulations on subdivisions, maps processes was regulated the collection of information and its frequency in all major areas of the university. In order to ensure free access of staff to information concerning the decisions of the Academic Council, reports on the results of sociological surveys, reports on the results of internal audits and others, they are issued in the form of brochures and distributed by departments of university. Mechanisms for gathering information on specific areas of the university are automated based on information and communication technologies. At the stage of completion of the implementation of the mega-project "Electronic University", providing possibility of its synchronization with the applicable software products that operate at the university, with the aim of further approach to building a Smart University. Information portal of IS "Electronic University" serves as the management of all subsystems of the IC. The project "Electronic University KEUK" provides the software modules "Admissions Office", "DPOMK UP", "DUP", "Dean", "Department", "student", "Trial testing for college graduates", "Designer timetable". At the moment, there is the introduction of an information system "Quality Management", which allows analyzing the performance of the university's strengths and weaknesses. The system of collecting and monitoring data in the university is supported by information systems: for full-time education is the IS "Luka", for part-time, distance learning IS "Tamos." These systems allow you to monitor the level and quality of students' progress in all subjects studied in the educational program. Rector conducts meetings with staff of the university on personal matters one day a week, in strict accordance with the schedule of reception. The information received through all channels of feedback, is analyzed and used for the correction and improvement of policies, strategies and development plans of the university. Analysis of asked questions allows us to say that for the most part they relate to the Department of planning, organizing, monitoring, control of the educational process. Information on all activities of the university is reflected in the pages of national, regional and local newspapers, banners on the building of the university. In addition, there are information booths about the varied activities of the university in the university buildings: teaching, research, educational, artistic and other. In order to maintain its image and career-oriented activities university conducts the production and dissemination of booklets, brochures, books about the university, in important areas of its activities: educational and methodical, scientific research, social, cultural and educational. University conducts system work on operational information about results of monitoring in the directions of its activity.
