BACKGROUND:
A development application for a two storey Single House on the site was approved by the
Council at its meeting held on 5 April 2011. Given that the site was originally occupied by a
character weatherboard dwelling Council’s Urban Planning Business Unit required the
applicant to amend their original design of the development such that it replicated some
traditional features and materials of the original dwelling, including a Zincalume roof. The

original proposal involved a v ariation to the average front setback Acceptable
Development standard, which was supported by the Council.
DETAILS:
The subject application proposes minor modifications to the design of the original approval
and a modification to the roof colour/material. The area of the ground floor is proposed to
be increased by 4.68 square metres by pushing the kitchen wall to the boundary shared
with No. 101 Teague Street. The area of the first floor is proposed to be increased by 8.85
square metres which will result in a cantilevered first floor over the entrance and removal
of the porch as originally proposed. These design modifications are considered acceptable
by the Council’s Urban Planning Business Unit.
The application also proposes to modify the previously approved roof colour and material
from Zincalume to Jasper Colorbond which is a light brown colour (refer tabled Colorbond
Swatches).
The applicant submitted the following supporting statement on 26 April 2012 justifying the
proposed roof colour and material:
“The Jasper colour is similar to the roof tiles of some of the surrounding houses and
therefore we believe that it will not have any major effect on the streetscape.”

Community Consultation:
In accordance with Council’s GEN3 ‘Community Consultation’ Policy and t he Residential
Design Codes, the proposal was the subject of consultation for a 14 day period in relation
to the front setback and boundary setback variations, with letters being sent to the owners
and occupiers of surrounding properties. The consultation period concluded on 16 April
2012, with no responses being received.
COMMENT:
Roof Colour
Clause 3.2.11 A4 c) (i) of Council’s Local Planning Policy – Streetscape requires new
development to incorporate colours and materials to match those predominant in the street
block.
In this case the street block is comprised of the properties fronting Miller Street bounded
by Teague Street and Shepperton Road. There are three dwellings within this street block
fronting Miller Street and each one has a Zincalume Roof. In addition to the above it is

considered particularly important that the proposed dwelling incorporate a Zincalume roof
as the original dwelling on the site was a typical “Victoria Park” character dwelling which
also had a Zincalume roof.
Zincalume and orange/red tiled roofs are a k ey feature of development within the
Residential Character Study Area and it is the use of uniform materials that contributes to
a cohesive streetscape with a hi gh degree of visual amenity. It is considered that any
alternative roof colour and material would be unsympathetic with the streetscape and have
a detrimental impact on the character and appearance of the area.
Overall it is considered the proposed roof colour and material fails to meet the relevant
Performance Criteria and it is therefore recommended that Development Approval be
granted subject to a condition requiring the Colorbond Jasper roof material to be amended
to Custom Orb Zincalume roof sheeting or red/orange tiles.
CONCLUSION:
In view of the above it is considered that the application for Modification to Planning
Approval at No. 103 Teague Street, Victoria Park would not meet the Performance Criteria
of Clause 3.2.11 of Council’s Local Planning Policy – Streetscape and is therefore
recommended for approval subject to conditions, including a condition for the amendment
of the roof material to either Zincalume roof sheeting or red/orange tiles.
RESPONSIBLE OFFICER RECOMMENDATION:
In accordance with the provisions of the Town of Victoria Park Town Planning
Scheme No. 1 and the Metropolitan Region Scheme, the application submitted
by J Corp T/AS Perceptions on behalf of N Hemelaar (DA Ref: 12/0119) for
Modification to Planning Approval at 103 (Lot 39, Strata Lot 1) Teague Street,
Victoria Park as indicated on the plans dated received 21 February 2012 be
Approved subject to the following conditions:

In order to confirm compliance with this planning approval and all
relevant Council requirements, approval is to be obtained from the
following Council Business Units prior to the submission of a certified
application for a building permit:
•
Urban Planning; and
•
Environmental Health.
Failure to do so may result in refusal of the application for a building
permit (refer related Advice Note).

The roof of the dwelling hereby approved shall be constructed of either
Custom Orb Zincalume roof sheeting or red/orange tiles with
confirmation of the roof material selection being provided to the
satisfaction of the Manager Urban Planning prior to submission of an
application for a building permit.

This approval is valid until 5 April 2013 only. If development is not
substantially commenced within this period, a fresh approval must be
obtained before commencing or continuing the development.

In regards to Condition No. 1, where a Council Building Surveyor is

obtained by the Council Building Surveyor. Where a private certifier is
engaged to issue the Certificate of Design Compliance, then it is the
responsibility of the owner/builder/certifier to submit separate
applications (Form TVP2 and Form TVP3) for the approval of Council
Business Units. These forms are available on the Town’s website and
at the front counter of Council’s Offices.

Any modifications to the approved drawings forming part of this
planning approval may require the submission of an application for
modification to planning approval and reassessment of the proposal.

Should the applicant be aggrieved by this decision a right of appeal
may exist under the provisions of the Town Planning Scheme or the
Metropolitan Region Scheme and the applicant may apply for a review
of the determination of Council by the State Administrative Tribunal
within 28 days of the date of this decision.

Subject site was former location of an original weatherboard and iron roo dwelling.
Its demolition was necessitated by the WAPC’s approval for the subdivision of the
original lot into three lots, despite the Council’s recommendation to refuse the
subdivision application

BACKGROUND:
In January this year the subject property owners approached Council’s Urban Planning
Business Unit for advice regarding a pr oposed design for a s ingle storey dwelling at the
subject site. The owners were advised that the proposal would be supported subject to
provision of eaves to the garage. The owners stated they were not willing to amend the
proposal and required a gap of 3.0 metres between the garage and boundary in order to
accommodate a c aravan and boat. An application was subsequently submitted without
eaves to the garage as originally proposed.

DETAILS:
The application proposes a s ingle storey dwelling involving demolition of the existing
dwelling which was constructed after 1945. The subject site is located outside a specified
area and the streetscape is characterised by dwellings constructed during the 1970’s with
varied designs, however, they all incorporate eaves.
The proposal largely complies with the Residential Design Codes and Council’s Local
Planning Policy – Streetscape which requires development of a somewhat traditional
character in this area. However, the proposal does not include eaves to the garage or
bath/powder room. The garage will be a pr ominent feature in the streetscape as it sits
forward of the adjacent dwellings.
It should be noted that owner has agreed to some amendments during the course of the
application involving articulating the side elevation of the garage through provision of two
full height windows and a decorative string course of bricks.
The applicant submitted a number of supporting statements which are summarised below:
“We have already amended the proposal to improve the appearance of the
garage;
Lack of eaves to a garage behind gates will not be a streetscape issue;
Majority of nearby owners have signed non-objection statements;
There are a number of recent examples with no eaves in the locality;
Eaves to the side of garage will restrict boat/caravan access to the side and
rear of dwelling and may inhibit future subdivision potential;
Considered an eave to front of garage would have no additional value to the
streetscape
Small family with limited funds; and
Already compromised a tight budget at councils suggestion to the items we
feel
will
add
to
the
streetscape.”

COMMENT:
Council’s Local Planning Policy – Streetscape requires new development to incorporate
eaves to a width of 450mm around the entire dwelling to improve the appearance of the
streetscape. The proposed dwelling does not incorporate eaves to the garage which would
be prominent in the streetscape as the proposed dwelling sits well forward of the adjacent
dwellings. Although the dwellings of Ashburton Street have varied designs they all have
eaves and the proposal would be out of keeping with the streetscape in this regard.
The owners have stated that a gate and fence are to be installed in between the dwelling
and side lot boundaries. However, the fence and gate would not obscure views to the
garage. Given the prominence of the garage and t he character of the streetscape it is
considered that this aspect of the proposal would fail to meet the relevant Performance
Criteria. Council’s Urban Planning Business Unit have tried to negotiate with the owners
and only require an eave to the front of the garage, however, the owners have stated they
do not want to provide this amendment.
The owners have cited a number of new dwellings in the locality which do not incorporate
eaves around the entire dwelling. Most of these were approved prior to 31 May 2005 when
Council’s Local Planning Policy – Streetscape was adopted. The dwelling at No. 12
Devenish Street was approved in 2007 and does have a portion without eaves, however,
there is a verandah in front of this portion and the overall design maintains a traditional
design. No. 14 Devenish Street incorporates a boundary wall and there is no requirement

to provide eaves to a boundary wall under the policy. The dwelling at No. 105 Basinghall
Street was approved with a condition that eaves be provided to the garage.
It is appreciated that the provision of eaves to the side of the garage may prevent large
vehicles, boats or caravans from being parked to the side of the house or in the rear
garden. Council’s Urban Planning Unit have advised the owners that a proposal with
eaves to the front of the garage only would be s upported, which would not inhibit side
access.
CONCLUSION:
In view of the existing streetscape character and the visual prominence of the proposed
garage it is considered that the application for a Single House at No. 85 Ashburton Street,
East Victoria Park would not meet the relevant Performance Criteria of Clause 3.2.11
‘Building Design’ of Council’s Local Planning Policy – Streetscape. It is recommended that
the application be approved subject to a condition requiring the provision of an eave to the
front of the proposed garage.
RESPONSIBLE OFFICER RECOMMENDATION:
In accordance with the provisions of the Town of Victoria Park Town Planning
Scheme No. 1 and the Metropolitan Region Scheme, the application submitted
by Tangent Nominees Pty Ltd on behalf of G & S Duke-Young (DA Ref: 12/0268)
for a Single House at 85 (Lot 203) Ashburton Street, East Victoria Park as
indicated on the plans dated received 1 May 2012 be Approved subject to the
following conditions:

Eaves to a depth of 450mm to be provided to the front elevation of the
garage as marked in red on the approved plans.

In order to confirm compliance with this planning approval and all
relevant Council requirements, approval is to be obtained from the
following Council Business Units prior to the submission of a certified
application for a building permit:

Urban Planning; and
•
Street Life.
Failure to do so may result in refusal of the application for a building
permit (refer related Advice Note).

Any fill and associated retaining walls are not to exceed a height of
500mm above the corresponding natural ground level within 1.0 metre
of any common boundary, unless further planning approval has been
obtained.

All fencing to be provided in accordance with the Dividing Fences Act

of 1.8 metres and a maximum of 2.4 metres in height (or such other
height agreed to in writing by the relevant adjoining land owners) at any
point along the boundary, measured from the highest retained ground
level.

Any letterbox, structure, wall or fence located within a 1.5 metre x 1.5
metre visual truncation at the intersection of any driveway and the front
property boundary, is not to exceed a height of 750mm with the
exception of:
(i)
one brick pier (maximum dimensions 350mm by 350mm); and/or
(ii)
wrought iron or similar metal tubing style infill fencing.

During excavations, all necessary precautions to be taken to prevent
damage or collapse of any adjacent streets, right-of-way or adjoining
properties. It is the responsibility of the builder to liaise with adjoining
owners and if necessary obtain consent prior to carrying out work.

All driveways and car parking bays to be constructed of brick paving,
liquid limestone, exposed aggregate or any alternative material
approved by the Manager Urban Planning.

External colours, finishes and materials to be used in the construction of
the building are to be in accordance with the colour schedule date
stamped approved 6 June 2012, attached with the approved plans.

With regards to Condition No. 9 the following are minimum requirements

Should the applicant be aggrieved by this decision a right of appeal
may exist under the provisions of the Town Planning Scheme or the
Metropolitan Region Scheme and the applicant may apply for a review

Discussion:
•
Examples of dwellings with garages without eaves exist within streetscape, as well
as at each end of the street block on Devenish and E twell Streets that face
Ashburton Street
•
Existing streetscape is characterised by a wide variety of dwellings of varying
architecture, age and quality, which are likely to be redeveloped in future. Many of
the surrounding properties feature carport and verandah structures visible from the
street that are inconsistent with the roof form of the main dwelling
•
Eaves would not be required to the garage if it was built up to the side boundary of
the property, although a g reater street setback would apply to the structure if this
were to occur
•
Proposed development is considered to enhance and improve the visual amenity of
the existing streetscape
•
Side wall of the garage has been improved through the incorporation of windows
and decorative string brickwork as per Council’s request
•
Provision of an eave may increase visual prominence of garage due to increased
height and/or width of garage roof.
•
Applicant has stated access and cost factors as reasons for not providing an eave
to the garage

Thank you for presenting today at the seminar. We were really pleased with the turn-out

people commented to me that is was good to actually hear about some outcomes as they
are so often involved in only the design stage of projects.
I thought drilling down to some practical detail was a really useful way to conclude the
session.

Due to Andrew Stumpfel of Stusha Studio withdrawing his
involvement in the Town’s Public Art projects to create the ‘Walking
Legs’ artwork on Albany Highway (between Hillview Terrace and
Shepperton Road) an alternative needs to be selected.
Options for selecting an alternative artwork include:
1. Reviewing past submissions for artworks along Albany Highway.
A PowerPoint presentation at the meeting will give the Working
Group the opportunity to consider Concept Designs from six
artists.
Action
2. Change the location to 830 Albany Highway (corner of Mint
Street) to reflect the history of the Savoy Theatre. If this is the
recommended outcome a r eport will need t o be pr epared for
Council’s consideration as all locations for the 2011/12 projects
were endorsed by Council. No changes to location can be made
without approval.
The Official launch of the ten artworks is scheduled for Thursday 28
June 2012. It is unlikely that the final artwork will be completed by
that time; however it is anticipated that it will be close to completion
and the plaque delivered.

Meeting Outcomes ACTIONS:
Apryl Longford to contact Peter Farmer with regard to
providing his concept design artwork for Albany Highway,
between Hillveiw Terrace and Shepperton Road.
Should Peter Farmer be unable to provide the chosen piece,
Apryl Longford will approach Jennifer Cochrane to provide the
artwork.
The Working Group will liaise with Toogarr Morrison to create
guidelines as to what is and what is not deemed Indigenous
Art.
The Working Group to provide Apryl Longford with Agenda
items for the meeting scheduled for Monday 14 May 2012.

Background:
At the Town’s Ordinary Council Meeting on 8 November 2011,
Council resolved to abolish the Arts and Culture Advisory
Committee (ACAC) and to establish the Arts Working Group (AWG).
At the Town’s Ordinary Council Meeting on 13 December 2011
Council resolved to endorse the terms of reference and aims and
objectives of the AWG, which are included in this AWG meeting
Agenda.
At the Town’s Ordinary Council Meeting on 14 February 2012
Council resolved to appoint members of the AWG, with an ex piry
date of 19 October 2013. Details of membership of the AWG are
included in this meeting Agenda.
Details:
As per the AWG terms of reference, the Council is to endorse an
annual work plan for the AWG. This report seeks to commence the
process of establishing said AWG annual work plan.

The annual exhibition of The Banners in the Terrace Competition along
St Georges Terrace and Adelaide Terrace will be displayed from Sunday
29 July to Saturday 11 August 2012.
Perth Montessori School, has agreed to produce the Town of Victoria
Park’s banner this year. The concept sketch has been approved by
WALGA, and painting has commenced.
The design features the Morton Bay Fig tree that is covered in individual
hand designs that the students have designed from their own hands.

Artist Ian Dowling has been commissioned to design and install
artwork for this location, on the pavement of the Balmoral Hotel, on
the corner of Westminster Street.

Artist Peter Farmer has signed the contract to complete public art at
this location. The design of the gecko and the banksias are
prevalent to that area with Hillview Bushland on Hillview Terrace.

Artist Andrew Kay has installed the artwork ‘Gateaux and Spoon’ on
4 April on Albany Highway near the intersection of Canterbury

history of the original site of the Broadway theatre, located outside
the Barber Shop on Albany Highway, replacing the existing seat (on

Representatives from the Town and Victoria Park Centre for the Arts
met on 2 April 2012 to nominate a new venue for the Victoria Park
Art Awards.
From the previous meeting held on 24 February 2012, six preferred
venues were considered as follows: Burswood Entertainment
Complex, Oats Street Gallery, Monodelphous, Victoria Park Bowling
Club, Empty shops and shopfront windows along Albany Highway.
Other options explored after the February 24 meeting by the Victoria
Park Centre for the Arts and Administration were, 8 Kent Street
(near VP Centre for the Arts), Leisurelife Centre – Drama Room and
Harold Hawthorne - Function Hall.
To date, it was agreed at the meeting that the Victoria Park Art
Awards would be held at two locations, Leisurelife Centre (Drama
Room) and the Victoria Park Centre for the Arts.
For further development, an Art Walk will be developed.
The proposed date for the Victoria Park Art Awards is during
October, after the school holidays and the Perth Royal Show.
Although the Victoria Park Art Awards are well established on the
Art Calendar, the group believed that extensive marketing was
required to promote the new format; this would be an opportune
time to consider a new time of year
The benefits of changing the date are:
• Good weather (especially for transporting artwork to/from)
• Extended time to consider sponsorship
• No other LGA Art Awards at that time
• Better lead in time for promotion
• Opportunity to develop a comprehensive program
• Promote with a well-established family event (Moreton Bay
Fig Festival)
With the new venue and date, it was suggested to keep the Art
Awards open for two weekends, and only have the display for one
week.
The new dates for the Victoria Park Art Awards are:

description of the public art. A photo of the artwork and signed letter
from the Mayor will be presented to each of the artists.
The cast bronze plaques have been ordered for each artwork, which

At is meeting on 14 March 2012 the Culture and Local History
Working Group referred the ‘Projected Images’ initiative to the to the
Arts Working Group to progress, preferably with a historical theme.
In the 2011/12 Budget, the Town allocated $49,200 from the
Community Art Reserve to progress improvements at the Isaia
Corner, located on the corner of Albany Highway and Miller
Street. The funds were to prioritise lighting the Norfolk Pine tree with
the remaining amount for an initiative to improve the green wall.
The Norfolk Pine Tree has become a showcase for the Town
through the installation of colourful up-lighting display which was
operational from 24 December 2011. The lighting will be on
permanent display (not just for the festive season) and it is intended
for the lights to be themed to promote particular celebrations (such
as an orange-coloured tree for Harmony Week). The project has
not yet been fully acquitted, but it is expected to total around
$34,000.
The initial option for improving the green wall at the site was the
installation of a projector to cast historical (and other) images onto
the wall. Some concerns have been raised regarding the suitability
of this initiative for the Isaia Corner, given that it is a small space at
a very busy intersection.
An alternative may be to engage a professional artist to undertake a
mural project on the wall at a future date, potentially with a historical
theme.

Renew Life have provided costs for upgrading the current 80w MH to a
125W MH. The most recent upgrade cost slightly over $3000. In some
cases the cost can be up to $4000. It is dependent on what is required for
Western Power to do the upgrading.
9.5 – Lighting on Camberwell Street 21 March 2012

On 20 April 2012 tree pruning works were carried out on Camberwell
Street between Albany Highway and Carson Street. A site visit of the
street after the works were carried out confirmed that the lights outside of
12, 17, 19 and 20a Camberwell Street were clear of vegetation.
There are 4 lights in Camberwell street and 1 additional light on the ends
for a total of 6 lights.

Road speed is a Street Life sub-program matter and the proposal of
illuminated 40km speed limit signage on Albany Highway was submitted
to Executive Manage Street Life, John Wong for investigation.
Mr Wong liaised with Main Roads WA for opinion. Main Roads WA do not
support the introduction of illuminated signage on Albany Highway.
The rationale is as follows:

“Flashing variable speed signs are used in areas where variable speeds
operate (i.e. Beaufort Street, Mt Lawley) not in an area where a static
speed limit applies. The hours of operation are variable to match times
when large numbers of pedestrians are present. The section on Beaufort
Street where the variable speeds signs are located is predominantly
restaurant / nightclub / hotel and café type businesses and is only over a
length of less than one kilometre. The electronic variable speed signs
operate a 40 km/h limit during peak pedestrian periods. Outside these
times, the existing 60km/h limit is displayed on the signs.
The 40 km/h speed zone applying to Albany Highway (i.e. Columbo St to
Shepperton Rd / Welshpool Rd) is a significant length (3.2 km) therefore
permanent speed signage is more appropriate.” – Dave Clark, Traffic
Services Officer, Main Roads Western Australia.

Registrations from residents to be involved in the Street Meet ‘n’ Greet
program concluded on 14 March 2012. This year the Town received
nineteen (19) registrations, sixteen (16) of which successfully held their
Street Meet ‘n’ Greet. Based on feedback from the hosts, the program
was a success in strengthening neighbourhood connectedness.
The Neighbour Day Celebration was held on 25 March 2012. Ten (10)
resident hosts of a Street Meet ‘n’ Greet attended. The celebration
acknowledging efforts of residents that hosted a get-together was well
received
Information packages containing community safety information was made
available with nineteen (19) packages taken.
The program is currently being reviewed for opportunities for continuous
improvement to initiate the Street Meet ‘n’ Greet program again in
October 2012.

WA Police have donated 30 scooter alarms via the City of Belmont to the
Town of Victoria Park. They are to be distributed to residents of the
Town. After a 3 month trial period the recipients will be contacted by WA
Police for an evaluation of the alarm.
To date, six (6) motorised scooter alarms have been distributed to
residents of the Town. The trial program has been advertised in the
Southern Gazette on 20 March 2012 by the City of Belmont.
Action taken
The Town has included articles for promotion in the Safer Community
Connections (April edition) and the Life in the Park (May edition).
The details of all recipients of an alarm will be forwarded to Megan
Lehaney from the Crime Prevention and Community Liaison Unit. WA
Police will evaluate the effectiveness of the program to determine
whether continued supply of alarms is desirable.

9.4 – 2012 – 2013 Constable Care Partnership Agreement

Research into alternative drug and alcohol service providers has been
undertaken as a result of an Action from the Community Safety Working
Group on 21 March 2012. A Service Provider Survey is currently being
distributed to schools to seek their current utilisation and awareness of
service providers listed below:
livALIVE
A mobile version of the PCYC that creates youth spaces. Operates out of
a 3.5 ton truck that creates youth spaces in identified hot spot areas.
Currently in partnership with the City of Belmont and City of Swan. Uses
SDERA to run its drug and alcohol program.

SDERA
A teachers’ resource that is supplied to schools to train teachers to
educated children about Drugs and Road Awareness. Teachers attend a
professional learning conference to be trained in SDERA. Conference
booklets and information packages can be purchased through the
SDERA website. Professional learning days are free. Resources range
from $7.70 to $233.
Drug Arm WA
Year 12 for leavers. Operate during leavers celebrations. Possibility of
running program pre leavers at high schools. $160 per presentation.
Local Drug Action Group (LDAG)
Potential to establish an LDAG in the Town. City of South Perth is a
LDAG. 2 week intensive program for all year 7 in schools. Modelled off
Rockingham program ($30 000 for 22 schools).
Palmerston Association
General presentations or lectures at schools about Alcohol and Drugs.
Can provide a presentation on a specific substance.
Life Ed Van
Junior and senior school modules for Primary and High school. Operates
out of a van that parks on campus to deliver programs. Focuses on

The State Neighbourhood Watch Coordination Unit requested that all
LGA’s audit NHW pole signage on pre-existing poles in their area. The
State NHW Unit provided historical data on locations believed to have
signage installed, however acknowledged that there would be
discrepancies.
The State NHW Unit is seeking the replacement of all signage that
displays former business partners’ logos supporting the program.
It is proposed that new signage would be supplied by NHW with the
installation costs to be funded by the LGA.
There is no history or rationale available indicating why NHW pole
signage was erected at various sites. To this it is assumed that an adhoc
approach based on residents that may have joined the program may
have given rise to installation at various sites.
Action taken
It is suggested that rather than simply replacing out-dated NHW signage,
there is a need to analyse the strategic placement of NHW signage to
develop sound rationale. Attached is a map showing current locations in
black and proposed locations in red. The proposed locations are
targeting high pedestrian and motor vehicle traffic areas to increase the
visibility of the signage.
Currently there is little crime prevention benefits from the NHW signage
due to their haphazard placement. The signs do provide awareness that
NHW does operate in the area. If the signage was placed more
strategically its effects would be greater.
Street Life has offered to assist with the placement of the signage to
ensure it is compliant with relevant policy and legislation.

MALICIOUS OR TARGETED VANDALISM
Police statistics do not show a high incidence of malicious or targeted
property damage with the majority of damage being recorded as graffiti.
Anecdotal evidence provided by the Town’s Graffiti team show that
malicious or targeted vandalism is a very rare occurrence. A request for
more detailed information about property damage and vandalism in the
Town has been given to the statistics department of WAPOL.
FEAR OF RETALIATION FOR REPORTING TO POLICE
CrimeStoppers is completely anonymous and calls are not recorded at
all. All calls to 131 444 are recorded and used for quality assurance
purposes. They are not released to the public unless a Freedom of
Information request is successful. Calling 000 automatically records all
details of the phone in use. All calls are under strict privacy regulations
but may be subject to court proceedings or made available to the coroner
under the appropriate legislation. It is highly unlikely that an average
citizen could access the details of anyone who reported against them.
PROPOSED LIQUOR STORE CNR ORRONG RD AND ARCHER ST
A proposed Dan Murphy’s Liquor Store on the corner of Orrong Road and
Archer Street came before the Ordinary Council Meeting on 8 May 2012.
At the EMBS meeting prior to the OCM, concerns were raised about
increased anti-social behaviour due to the presence of a bottle shop.
Council did not support the proposed application.
Members of the public who expressed concern to the Town are
recommended to contact the Department of Racing, Gaming and Liquor
to inform the Department of the community opposition.

An item in regards to Local Government CCTV was included in the State
Council Agenda for the meeting on 3 May 2012 (attached).
The Town prepared a brief for our State Council representatives:
“Recommendations:
All recommendations in the WALGA report are supported by the Town;
however some of our comments may differ from that of the report.
In addition, the Town recommends that a framework for assessing
whether CCTV is the best possible solution to issues be developed.
Action taken
Comments:
• A CCTV Strategy for WA that addresses the issues of monitoring,
infrastructure and data management, training, policies, procedures
and resourcing is essential for CCTV to be a useful tool.
• The Town’s Community Safety Working Group’s position differs from
that the WALGA report in that they don’t see CCTV as an effective
crime prevention tool unless actively monitored (i.e. someone
dedicated to monitoring live footage) and acted upon immediately
(which none of the Town’s CCTV are); rather it is seen as an
information and data collection tool that assists the Police.
• The Town does not use CCTV as a c rime prevention strategy.
Initiatives such as Designing Out Crime, Street Meet ‘n’ Greet,
Security Incentive Schemes, community capacity building etc are
considered to be more effective crime prevention methods and should
be supported.
• Improved information sharing and s trategic use of CCTV between
Police, PTA and Local Government is essential if CCTV is to be a
useful data collection tool.
• The ways the data is stored differs greatly across different CCTV
models and software issues arise when attempting to transfer data.
Must be considered when developing Strategy.
• Local Governments should not bear the costs for a pr osecution
resource. Infrastructure and data management, training monitoring are
very costly. The Town would not be able to support Local Government
taking a larger role in the management and administration of CCTV.

Policing resources must be increased to reduce crime and antisocial
behaviour.
For your information – the Town has recently entered a partnership with
PTA whereby the Town successfully applied for federal government grant
funding to install CCTV near the Burswood Train Station. PTA will be
installing the CCTV on their land, with one camera pointing towards Town
land. The PTA will be actively monitoring this camera”

Background
At the Town’s Ordinary Council Meeting on 8 November 2011, Council
resolved to abolish the Sport and Recreation Advisory Committee
(SARAC) and t o establish the Healthy Life Working Group (HLWG). At
the Town’s Ordinary Council Meeting on 13 December 2011 Council
resolved to endorse the terms of reference and aims and objectives of
the HLWG, which are included in this HLWG meeting Agenda.
At the Town’s Ordinary Council Meeting on 14 February 2012 C ouncil
resolved to appoint members of the HLWG, with an expiry date of 19
October 2013. Details of membership of the HLWG are included in this
meeting Agenda.
Details:
As per the HLWG terms of reference, the Council is to endorse an annual
Work Plan for the HLWG. This report seeks to commence the process of
establishing said HLWG annual work plan.
Strategic Plan Implications:
The strategic focus for the HLWG is aligned to the Plan for the Future
2011-2026 and was endorsed by Council at an Ordinary Council meeting
on 13 D ecember 2011. The purpose of the Healthy program is to
contribute to the vibrant lifestyle of the Town by:

The last two months have been busy with the launch of KidSport, the
completion of the Activate Harmony Event and the preparation of
workshops to be delivered to clubs within the town.
1. KidSport, a funding initiative from the Department of Sport and
Recreation was launched in the town and has been warmly
welcomed amongst local clubs and families.
The Town currently takes on average 6 vouchers a week since its
launch.
2. Activate Harmony Event was held in late March and saw 11 local
sporting clubs share in promoting their clubs and the active
lifestyle that sport creates through participation.
3. Two workshops are planned for the month of June to assist local
clubs and groups with their governance.

Background
The Town first delivered the Sporting Walk of Fame (SWOF) initiative in
2008 with nine inductees, followed in 2010 with another five inductees.
The selection panel met in April 2012 and assessed a total of eight
submissions of which six were successful.
The SWOF celebratory event to recognise the new inductees is
scheduled for 25 May 2012 at the Aqualife Centre. An invitation to this
event has been sent to all HLWG members.
An evaluation will be held after the event in an endeavour for continuous
improvement.

Background
The Town of Victoria Park’s Leisure facilities partake in The Centre for
Tourism & Leisure Management CERM Performance Indicators Project.
CERM has been providing performance indicators and national
benchmarks for operational performance and customer service
quality, for aquatic, sports and leisure centres, tennis facilities and golf
courses since the early 1990’s.
The results for 2010 – 2011 financial year were held back due to
challenges in extracting financial data from the Town’s new financial
system.
A summary of the results appear below:
Aqualife
86% of respondents indicated that they would recommend the
centre to others. Also 37% of customers have been attending the
centre for more between 2 to 5 years with 24% of customers loyal
for five (5) years or more.
• 25% of customers attend the centre approximately twice per week
up 7% from last year whilst 57% of customers attend three (3) or
more times per week, up 5% from last year. This is encouraging
as we move towards our goal of increasing participation in the
community and changing people’s lives.
• 64% of our customers live within a 5 km radius of the Aqualife
centre with 29% within five (5) to ten (10) km’s of the centre;
Which indicates we are appealing to the local community
members.
• The greatest satisfaction levels were associated with program
range and staff presentation . Encouraging improvements on last
year’s results were seen in ratings for activity range and c hild
minding facilities.

2009. 83% of respondents indicated that they would recommend
the centre to others. With 60% of customers attending the centre

Which indicates we are appealing to the local community
members.

This year was the first year that the Centre included questions on income

$399 pw (20,748pa)
• 47% of respondents have a weekly household income of $1,000$2,000pw ($52,000 – $104,000).
Aqualife –
• 26% of respondents have a weekly household income of less than
$399 pw (20,748pa)
• 37% of respondents have a weekly household income of $1,000$2,000pw ($52,000 – $104,000).
These results indicate a wide ranging variance in affluence of Leisure
Facilities customers. These statistics will be reviewed when developing
the Fees & Charges philosophy statement.
Areas identified for improvement across both centres indicated centre
cleanliness and maintenance. An action plan will be developed by the
Aqualife Business Unit Manager to address these shortcomings.
In summary the CERM survey produced positive results across both
facilities as well as identifying action areas to allow the centre to
continuously improve its performance in customer satisfaction levels.

9.6 Vacation Care April Program

Background
The vacation care program has a target audience of children aged 6-14
years. The program is regulated within the National Childcare System
and meets the requirements for parents to obtain Centrelink CCB
funding.
The program offers a variety of activities including; arts, crafts, sports,
food and nutrition, science, culture and excursions to some of the most
popular activities in Perth. The program prides itself on its ability to cater
for children from a wide variety of backgrounds and with varied needs.
The April program proved to be the most successful program on record
by achieving an average daily attendance of 57.25 children. Two program
days saw enrolment numbers soar to 70 children. This is especially
impressive as the licensed capacity for the program is a maximum of 75
children on any one day.
Exceptionally popular excursions included visits to Supa Golf and Cuddly
Animal Farm, Darkzone, Reading Cinemas, the Beach House and a visit
to the Aqualife Centre. The popular in-centre activities included creating
arty umbrellas, Master Chef cooking, Chinese dragon dance, wire
sculpting and judo.
In accordance with the program’s commitment to constant improvement a
customer satisfaction survey was completed and produced positive
results. 83% of parents surveyed were interested in other junior activities
at the centre, 97% of parents surveyed were happy to recommend the
program to others and 100% of parents surveyed found the leaders to be
professional and knowledgeable. Additional comments included excellent
feedback from the WANSLEA Family Services team for showing
exceptional support to a number of their families.
In addition to these pleasing outcomes the program received high quality
standards in an audit completed by the Childcare Licensing and
Standards department. The Licensing representative went so far to say
that consideration should be given to expanding the program due to its
efficiency and effectiveness. Credit must go to the staff involved for this
inspirational review.

In closing the program is set for recommence in July where it is hoped
the daily average will exceed participation levels for July and continue its
high standards of delivery.

2012 Banners in the Terrace
The Banners in the Terrace Competition is an annual exhibition of banners along St
Georges Terrace and Adelaide Terraces in Perth, as part of the annual Local Government
Convention and Trade Exhibition.
This year Perth Montessori School has kindly offered to produce the Victoria Park 2012
Banner for the competition.
The design features this year’s theme ‘New Opportunities New Ground’. The Morton Bay
Fig tree is covered in individual hand designs that the students have designed from their
own hands.
Banners from Local Governments will be displayed on the Terrace from Sunday 29 July to
Saturday 11 August 2012.

4.9 eBooks
In an e ffort to keep up to date with changing technology and t o meet the demand by
members, the Library introduced ebook readers to stock in 2010. Ebook readers provide
an alternative format to hard copy and spoken word books. Loaning the ebook readers to
Library members provides an opportunity to evaluate the different products.
Two Kobo readers were purchased in August 2010. One Sony and one Kindle reader were
subsequently purchased in November 2011.
Interest by Library members in borrowing the ebook readers began immediately and usage
of the readers has remained popular.

In keeping with normal borrowing privileges, ebook readers can be loaned by Library
members for 3 weeks. Extensions of the loan period are not permitted at the moment as all
readers are still heavily requested.
New readers will be purchased in the 2012/13 financial year to meet the continued
demand of Library members for access to the readers.
The Library introduced an online subscription to NetLibrary in April 2011. This service
allows eaudiobooks to be downloaded to member’s home computer, iPhone or MP3
player. The service has had three name changes and is now known as OneClick.
There has been 901 downloads of eaudiobooks for 2011/12, up until 30 April.

4.10 2012 Victoria Park Art Awards – Date and Venue Change
The Hawaiian (Park Centre Shopping Centre) advised the Town on 31 January 2012 that
they are no longer in a position to host the Victoria Park Art Awards. The reasons behind
this decision include a combination of late night shopping, Sunday trading and the space
the display boards take up at the Shopping Centre.
The Victoria Park Centre for the Arts and representativeness from the Town has been
investigating several different options for new venues for the 2012 Victoria Park Art
Awards.

In joint consultation it was agreed that the Art Awards would be held at two locations, the
Leisurelife Centre Drama Room and the Victoria Park Centre for the Arts. The Victoria
Park Library will be included to have a display and an Art Walk developed.
With the changed location a new date is set for the Victoria Park Art Awards, in October,
placed after the school holidays and the Perth Royal Show. Although the Victoria Park Art
Awards are well established on the Art Calendar, the group believed that with extensive
marketing to promote the new format; it would be an o pportune time to consider a n ew
time of year.
The benefits of changing the date are:

Good weather (especially for transporting artwork to/from)
•
Extended time to consider sponsorship
•
No other LGA Art Awards at that time
•
Better lead in time for promotion
•

4.11 National Year of Reading 2012
The National Year of Reading 2012 is a collaborative project joining public libraries,
government, community groups, media and commercial partners, and the public. 46% of
the Australian population struggles without the literacy skills to meet the most basic
demands of everyday life and work.
Australian libraries and library associations are behind a campaign to turn 2012 into the
National Year of Reading, linking together all the great things that are already happening
around books, reading and literacy, and giving them an extra boost, with inspirational
programs and events taking place across the country.
The Town of Victoria Park Library will be joining in National Year of Reading celebrations
and have put together the following programme for the year.

Different aspects of reading are promoted with new displays in the Library each month. All
ongoing Library Calender of Events such as School Holiday activities, Page Turner
sessions, Local promotion, Baby Rhymetime, Storytime and Children’s Book Week will
continue as usual throughout the year.

4.12 Sporting Walk of Fame
Six new sports people were inducted into the Town’s Walk of Fame on Friday 25 May
2012. The inductees and their sports are:

Jack O’Dea - Football
Trevor Williams – Volleyball
Graeme Wishart – Lawn Bowls
New inductees join a total of 14 local heroes that were inducted into the Walk of Fame in
2008 and 2010.
The purpose of the Sporting Walk of Fame is to formally recognise and honour people
who have a strong connection to the Town of Victoria Park that have achieved sporting
success at an elite level or made significant contributions to the elite sporting arena. This
includes all people who have impacted positively in the realm of elite sport and were, for
example, an individual athlete, team player, administrator, official, coach or umpire.
Plaques for all inductees are displayed at the entrance to the Aqualife Centre, Somerset
Street, East Victoria Park.
4.13 Volunteers Morning Tea - Congratulations
The following email was received by the Town after the Volunteers Morning Tea held on
Wednesday 16 May 2012 at Burswood on Swan.
Nichola – to say a thank you to you, the Mayor and all the staff at the Town of Victoria
Park for an enjoyable morning tea shared with the other volunteers of our area.
It was very interesting to hear of the years of contribution that many volunteers have made
to their organisations.

4.14 NAIDOC Week 2012
NAIDOC stands for the National Aborigines and I slanders Day Observance Committee
which is a celebration of Aboriginal and Torres Strait Islander cultures and an op portunity
to recognise the contributions of Indigenous Australians in various fields.
National NAIDOC Week 2012 will be held from 1 – 8 July.
The Town has organized several events to recognise the Aboriginal Community through:
Monday 2 J uly 2012 a corporate event of Aboriginal flag raising at the Administration
Building, to signify the commencement of NAIDOC week.
Tuesday 3 J uly 2012, the Town has invited Aboriginal Elder, Trevor Wally, from Eco
Education, to talk on Aboriginal Culture, followed by an afternoon tea, and a tasting of
Aboriginal Bush fruits and nuts. The ‘Talk and Taste’ event will be held at Memorial Park
from 2.00-3.00pm for staff and community groups. A flyer has been distributed and
Councillors are welcome to attend this event.
Wednesday 4 July 2012 the Town has combined NAIDOC Week with National Tree Day to
invite schools to participate in one event. School children will plant trees with the ‘Friends
of Kensington Bushland’, and then enjoy an i nteractive talk by Aboriginal, Anthea
Dempster-East from Eco Education, to talk on Aboriginal Culture, followed by a sausage
sizzle lunch. The ‘Tree Talk and Taste’ event will be held at Harold Rossiter Reserve, at
the entrance of Kensington Bushland from 10.00am – 12 noon. We will also have
kangaroo sausages and bush fruits and nuts to try.
4.15 Public Art Installation – Penny and Pounder
Number eight of the Town Public Art has been installed as part of the 2011/2012 Ten
Public Art Commissions within the Town of Victoria Park.
The artwork was produced by artist Greg James and reflects the history of the Victoria
Park Post Office, located on Albany Highway, Corner of Duncan Street.
The building of the post Office in 1912-13 coincides with the final year of printing of the
Western Australian series of Black Swan stamps 1854-1912. From 1913 – 1946 it was the
introduction of the Kangaroo series of Australian stamps.
The artwork consists of life size sculptures of the swan and k angaroo, constructed from
discs of steel to form the sculpture. The discs will be r eminiscent of the currency of the
period.
The artist says “The use of the iconic Swan and Kangaroo reflect the stamps that
effectively date the building of the Post Office and carry through the historic theme. The
Swan will be i n a w alking stance, positioned near the kangaroo, as if it has become
redundant and is perhaps heading back to the river.”

4.16 Visual Art Acquisitions 1995 - 2011
The Visual Art Acquisition book has been completed. The Coffee Table Book promotes the
wonderful artwork that has been p urchased or commissioned by the Town from 1995 2011.
The 60 artworks are currently displayed around Council buildings and are a great source
of pride and value for our community. This book is a w ay of communicating pride by
producing a stylish book that the community can view at our customer service centres, or
borrow from the Victoria Park Library.
Only 30 book s have been produced and have been distributed to the Towns Customer
Service Centres, Executive Staff and one is available in the Council Chambers for your
viewing.

BUSINESS LIFE PROGRAM
5.1
Million Paws Walk
The Town once again hosted the turnaround point on McCallum Park for the RSPCA’s
Million Paws Walk. This was the Walks 16th year and funds raised assist with animal
shelter operations, community education and animal welfare. The Town’s Rangers
provided refreshing beverages for beagles, boxers, ferrets and foxhounds. A great time
was had by all.
Ranger Alise and Officers Kellie and Amanda on duty with the Town’s raffle prize for
registered dogs.
5.2
Investment, Reserves and Rates Debtors Report – 31 May 2012
Investment Summary:
Total investments at 31 May 2012 were $14,660,239.46 which is made up of
$6,155,957.19 in reserve investments (42% of funds invested) and $8, 504,282.27 of
municipal funds (58% of funds invested). This compares to total investments at 30 April
2012 of $14,563,386. Reserve funds have increased due to interest earnings whilst the
municipal fund has had drawdowns to fund operations. The split of investment is 100% in
term deposits.
Investment Spread:
The greatest proportion of investments is with Bankwest (26.57%). The investment spread
is in accordance with the investment policy.
Reserves:
As at 31 May 2012 there was $1,003,068 budgeted to be transferred from reserves that
did not occur due to funds not being expended. These items are itemised below:

From the Rates Debtors Report as at 31 May 2012 the total rates debtors were
$392,601.35 (1.3% of collectable rates). This compares to total rates debtors at 31 May
2011 of $246,207.64 (1.2% of collectable rates). The total rates collected for the year are
$30,075,081.24 compared to $26,723,929.85 at the same time last year. Total new rate
charges for the month totalled $22,739.49.
