The month of June
is typically viewed
as the beginning of
summer, the school
year but a recent
memory. This spring
however, marked the high school graduation
of our youngest child, Marissa, and, as an
added bonus, my wife, Sheri, in her role as
President of the Ladue School District’s Board
of Education, had the privilege of delivering the
commencement address to the graduating class
of 2016. As I listened to the words that she
wrote, I realized they were quite poignant, and
that her message could resonate with all of us as
we reach that pivotal point where we end one
journey and begin another:
Be the change you want to
see. Don’t hesitate to give.
Strive to make this world
become a better place to live.
Take a stand. Give up your seat. Either way,
you’re right. It may not be life altering, but then
again, it might.
Just because you can, doesn’t mean you should. Make
certain, if you do, the outcome’s something good.

While Marissa recently reached the end of
her compulsory education, she will also be
embarking on a whole new chapter as she
prepares for college at Butler University in the
fall. Similarly, as we celebrate the achievement
of numerous lofty goals, we should also remain
cognizant of so many additional opportunities
that still await... have we realized the end of one
journey or the beginning of the next?
Work hard. Dream big. Meet each obligation.
Think before you speak. Always show appreciation.

With this, our first council corner since the April election, we
would like to acknowledge A.J. Wang’s dedication and service to the
city and the residents of our ward. A.J. served 10 years as a Ward 2
council member. Thank you, A.J., for all you have done.
One of the things that makes Creve Coeur such an exceptional place
to live is something that many residents may not be aware of. Our
city is fortunate to have a stable, diversified tax base. This allows
us to fund programs and infrastructure maintenance throughout
Creve Coeur. Take a look at the Popular Financial Report, which is
available at www.creve-coeur.org/PAFR. However, like most cities,
we do not have enough revenue to do everything we would like.
This is where our committed, competent, and enthusiastic staff goes
that extra mile by applying for and receiving a variety of federal,
state and local grants. These grants allow us to leverage our budget
to a significant degree. As a frequent recipient of grants totaling over
$500,000 annually, Creve Coeur must then submit what is referred to
as a “single audit,” in addition to our annual audit. This is definitely
something to be proud of.
Grants may be obtained for a variety of uses by the city. Most often,
they are obtained by public works for street or sidewalk projects.
However, we also receive grants to cover uses by our parks, police and
other departments. Our Police Department garnered grants totally
$149,578 in Fiscal Years 2016 and 2017. These seven grants included
a variety of programs including funds for our Breath Alcohol Testing
van and a Highway Safety Program Grant. As most of you read in last
month’s newsletter, Creve Coeur is a part of a group (along with other
St. Louis county entities) that recently received a $500,000 grant
from the U.S. Department of Commerce to develop a Master Plan
for our Plant Science and Technology Area in Ward 1. Federal grants
will cover part of the cost for sidewalk reconstruction along Coeur
de Ville Drive ($419,533) and a new sidewalk on Emerson Road
($233,600). The northern portion of Coeur de Ville Drive will be
resurfaced funded in large part via a separate federal grant. Many of
the recent renovations at the Dielmann Complex were subsidized by
a $458,137 grant from the Municipal Parks Grant Commission of St.
Louis County. The city has received Community Development Block
grants ($45,543 in Fiscal Year 2015) for ADA improvements.
City staff keeps grant funding front and center in future plans.
Already a grant application for $475,000 has been submitted for
Emerson Road to cover road resurfacing and improvements as well
as drainage culvert headwall rehab. More road work applications are
planned for each year in our five-year Capital Improvement Plan. The
same is true for our Parks Department, which has grant applications
planned for golf cart path replacement and the irrigation system
replacement. We are fortunate to have a staff that understands the
value in planning and then follows through on those plans.
Please note, we have a Ward 2 Town Hall meeting scheduled for
Wednesday, June 15 at 7:00 p.m. in the Council Chamber at
City Hall. Snacks will be served. Hope to see you there with your
questions and comments. This will be a great opportunity to meet
our new council member, Ted Ruzicka, if you haven’t already done so.

Creve Coeur Mayor Elected Municipal League President
The Municipal League of Metro St. Louis elected Creve Coeur
Mayor Barry Glantz as president at their meeting on April 28, 2016.
Mayor Glantz will serve a one-year term.
Prior to his recent election, Mayor Glantz served on the Municipal
League’s 11-member Board since 2014, most recently serving as
finance chairman.
“I am honored and privileged to serve as the President of the
Municipal League of Metro St. Louis,” said Glantz. “The League has
a long history of advocacy on behalf of local governments in Metro
St. Louis. I look forward to working with the Board to continue
advocating at the local, state and federal level to improve the welfare
of our citizens and allow for more effective local government.”
The Municipal League is a nonprofit association of cities, villages and
county government representing over 90 percent of the population of
Metro St. Louis. They coordinate economic, transportation and other
matters of mutual interest to the region’s cities, towns and villages.

The proposed budget is based on the five-year Capital Improvement
Plan adopted by the City Council on April 11. The half-cent capital
improvement sales tax is the major funding source, accounting for
approximately $2.075 million in projected FY17 revenues. The city
has been successful in obtaining over $823,764 in grant funding
for FY17 capital projects. Proposed Capital Improvement Fund
expenses include $4,118,149 for projects.

Where the Money Comes From (All Funds)
The Enterprise Fund includes operations and maintenance of
the golf course and ice arena. Overall, operating revenues are
projected to increase by 3.84 percent to $1,005,644. Operating
expenses for the Enterprise Fund are anticipated to increase by
3.26 percent to $1,023,679. The golf course has seen a decrease
in rounds played over the last decade—a trend consistent with
other golf courses in St. Louis and nationally. Efforts to encourage
play by offering discounted, online tee times during non-peak
times continue. The city has hired Walters Golf Management to
assist the city in improving the viability of the Golf Course. City
Council has also appointed a Golf Course Task Force to assist in
marketing and other efforts to improve the golf course’s financial
performance.

Police Department Providing Online Purchase Exchange Location
websites like Craigslist, rather than meeting with that stranger in an
unprotected location to make the exchange. The police department
parking lot, which is located at the rear entrance of the Government
Center, 300 N. New Ballas Road, is monitored by two cameras.
Transactions may be completed on the Police Department parking
lot or in the Police lobby between the hours of 8:00 a.m. and 6:00
p.m., seven days a week. The exchange location may not be used for
transactions involving large, cumbersome household items, appliances
or landscape care equipment; contraband, stolen property or other
illegal items; or firearms or explosive material. The police department
will not facilitate or otherwise be involved with transactions.
The Creve Coeur Police Department would like to remind residents
to be safe when making online person-to-person purchases. Sites like
Craigslist or apps such as LetGo, Wallapop, OfferUp and Close5
serve as convenient platforms for users to connect with other locals
who may be looking to buy or sell an item. But convenience can
sometimes come at a risk. These sites and apps have a low barrier of
entry making them an easy tool for criminals targeting people with
cash. Although the Creve Coeur Police Department has had very
few reports of incidents resulting from online purchase exchanges,
there have been many cases nationwide.
In addition to using the exchange location, the Creve Coeur Police
Department has several other suggestions for residents making
transactions locally:

Taught by local artist, Barbara McCormack, in this class, children
will be encouraged to experiment with watercolor paints. They
will learn basic techniques such as wet-on-wet painting, crayon
resist painting, and salt, sponge and saran wrap texturing.
Children will be inspired to paint from various themes such as
fantasy castles, field of butterflies, creatures under the ocean and

The Creve Coeur Figure Skating Academy is a Learn to Skate

Academy offers a chance to cool down this summer while learning

Challenger Sports British Soccer Camp is the most popular soccer

The following application is scheduled for review by the Planning and Zoning
Commission on Monday, June 20. First readings by City Council could take

PUBLIC HEARING: Pizza World - Conditional Use Permit
Location: 12305 Olive Blvd.
Description: Mary Gabriel of Maradian Inc., has submitted for a new
conditional use permit for a new restaurant, Pizza World, offering
dine-in, carryout, and delivery service, to be located at 12305 Olive
Blvd. within the Woodcrest Shopping Center.
All public hearings occur at the Government Center, 300 N. New
Ballas Road. The Planning and Zoning Commission meetings begin

Valet Trash Fees to Begin July 1
Beginning July 1, residents with valet (rear-yard) trash service will see a
$7.80 per month fee. Republic Services, the city’s solid waste contractor,
will mail the first quarterly bill on June 15.
As part of the new trash contract, which began on July 1, 2015, base service
for trash collection is curbside pickup, however upgrades are available for valet
trash service. The city paid the entire upgrade cost for valet service for the first
year of the contract. During the second year of service, which will begin July
1, 2016, the city will pay 50 percent of the upgrade fee. In the third year and
thereafter, residents will be responsible for the full cost of valet service.

Residents may change their service to curbside collection by contacting
Republic Services at (636) 947-5959 by June 30. A one-time cart delivery
fee of $15 will be charged, and carts are available in three sizes: 48-gallon,
65-gallon and 95-gallon. Special valet service for disabled residents is

50th Annual Creve Coeur Days
Festival June 23 - 26
Get ready for four days of family fun! The 50th Annual Creve
Coeur Days will take place from Thursday, June 23, through
Sunday, June 26, at De Smet Jesuit High School, 233 N. New
Ballas Road. This family-friendly event features a carnival
midway, a variety of refreshment options and live entertainment.
A parade is scheduled for June 26 at 1:00 p.m. along New Ballas
Road. This year we are pleased to welcome Fredbird, as our
Grand Marshall.
Carnival Midway Hours:
Thursday, June 23: 6:00-10:00 p.m.
Friday, June 24: 6:00-11:00 p.m.
Saturday, June 25: Noon-11:00 p.m.
Sunday, June 26: Noon-6:00 p.m.
