Police Department earns prestigious accreditation
Chief of Police Glenn Eidman announced at
a City Council meeting on April 9, that the
Police Department had successfully earned
full accreditation through the Commission on
Accreditation for Law Enforcement Agencies
(CALEA).
The Creve Coeur Police Department began
the in-depth process in March 2009. To earn
accreditation, the Police Department was required
to be in compliance with 189 accreditation
standards. CALEA’s standards are based on best
practices from around the country. The standards
are subject to ongoing review, interpretation and
comment from the law enforcement community.
Chief Eidman said, “The Police Department
conducted a review over the last three years of all
police policies and procedures and produced 128
new or revised editions.”
The CALEA standards call for a comprehensive
review of these policies along with an on-site
visit by CALEA assessors. Once the three year
cycle is complete, two CALEA assessors from
another state, certified through CALEA, conduct a
thorough review of policies, procedures, files and
practices of the agency.
Once the assessors complete their review and
submit a report to the CALEA commission,
the accreditation manager and the Chief of
Police are required to appear before the CALEA
commissioners for review of the on-site and
best practices. The Commission then decides
whether or not the agency has complied with their
standards and is awarded accreditation.
The accreditation is a management tool, allowing
for resources and a path for consistency through
best practices and policies. Accreditation means an
improvement of the delivery of law enforcement
services, greater accountability within the agency,
controlled liability of insurance costs and a
stronger defense against civil lawsuits.
Chief Eidman said, “The Police Department will
continue to deliver the very best law enforcement
services to everyone we serve.”
City bids farewell to Capt. Kayser after 33 years of service

position as a police captain from the
Creve Coeur Police Department on
March 30, following 33 years of public
service.
During his career, he earned
achievements and honors including a
Bachelor of Science in Criminal Justice,
graduation from the FBI National
Academy and recognition for Police
Officer of the Year on three occasions.
Capt. Kayser participated in policy
changing programs for the Police
Department including the transition to

Global Record Management from ITI
and was the CALEA Manager who
steered the department to accreditation.
In addition, he served as Chairman of
the Board of Directors for the St. Louis
Regional Traffic Safety Council and
as Regional Representative to the Law
Enforcement Traffic Safety Advisory
Council (LETSAC).
Chief Glenn Eidman said, “Capt. Kayser
has provided exemplary and invaluable
service to our community with his many
roles in the Police Department as he rose
through the ranks. He has earned the
admiration of those with whom he has

Let’s talk about
shoes...
I recently
took two
pairs of shoes to be repaired by my
neighborhood cobbler (a local Creve
Coeur business). They were all but
worn out from walking neighborhoods
in our wonderful city during the past
year. What an incredible journey to the
mayor’s office!
I can only imagine how many pairs
of shoes our former mayor must have
worn out through the years. Mayor
Harold Dielmann should be recognized
and commended for his lifelong
dedication to the betterment of our
community, and I am honored to be
following in his footsteps. I understand
that those will be very big shoes to fill,
and I look forward to jumping in with
both feet.
I feel so fortunate to have the help
of a dedicated City Council, a most
professional City staff, and many other
appointed City officials, who will work
together to make Creve Coeur an even
better place to live, work, play and
retire.
It is with heartfelt thanks and sincere
appreciation that I have the opportunity
to continue this journey with all of you.
There is something comfortable about
putting on shoes that we know fit so
well. Mine will be the same ones that
I’ve always worn, but with new soles
and heels. I’m looking forward to
getting my shoes back, readjusting them
to my stride and beginning to wear
them out all over again!

There is much going on in Ward 3 and throughout the city
this spring. We would first like to congratulate Mayor Barry
Glantz on his recent election as well as the four returning
council members. We look forward to a strong working
relationship to better the fine city in which we reside.
Those who live along the Conway
Road corridor are already aware of
the improvements to the sidewalks.
This project should be completed
by Memorial Day and the street
improvements will follow. Conway
Road will be resurfaced in its entirety
through Creve Coeur this spring.
Notices will go out to affected trustees
and residents. Pay attention to the
message boards for accurate and up-todate information.
For the golfers and duffers of Creve Coeur, the City
has formalized our reciprocal agreement with the City
of Ballwin. We also have a reciprocal agreement with
University City, whereby residents of each city can play
at the other’s course for resident rates. Just be sure to have
your Creve Coeur ID card.

Speaking of trustees, there is a new document explaining
the role of trustees and differentiating subdivision
responsibilities from City responsibilities. You can view
this newly written document at the City’s web site: www.
creve-coeur.org.
Our congratulations go out to Chief
Eidman and our fine police force for
their recent certification by CALEA.
Only 2 percent of departments in the
nation reach this goal and we should
be proud of our department for doing
so.
The City is seeking a grant to resurface
the City-maintained portion of Coeur
de Ville, as well as planting trees at
Coeur de Ville and Ladue Road.
This year’s Creve Coeur Days is June 14 through June 17
and will take place at De Smet. The Heart to Heart 5K, 10K
and 1.5 Mile Fun Run/Walk will be held Saturday, June 16.
We hope to see you at both of these community events.
If you haven’t had a chance to visit Conway Park recently,
you should do so. The new playground is fantastic. The dog
park is going strong and the setting remains beautiful.

Building Permit Escrows
For most construction projects that occur within the city
limits of Creve Coeur, the contractor or the homeowner (if
they are acting as the contractor) are required to establish
a refundable cash escrow upon the issuance of a building
permit.
The building permit escrow has proven to be an effective
method of ensuring that the contractor will request and
obtain approval for all applicable inspections, including the
final inspection. Also, deductions from this escrow may be
necessary to pay for repairing any damage to the public rightof-way (street or sidewalk) caused by the contractor during
the course of a construction project. It has also proven to be
a contractor-friendly method of collecting penalty fees for
disapproved building inspections and payment for expired
temporary certificates of occupancy.

Creve Coeur Night Out
Save the Date: June 19, 6:30-10:00 p.m.
Last year’s “Night Out Against Crime” was held in June
instead of the traditional National Night Out in August.
Creve Coeur citizen participation increased and helped
make the event a success, due in part, to slightly cooler
temperatures.
Residents are encouraged to plan block parties and
cookouts in their neighborhoods and subdivisions
between 6:30 and 10:00 p.m. on June 19.
The mission of Creve Coeur Night Out remains the
same—provide an opportunity to meet your neighbors,
public officials and city staff while sending a message
to criminals that illegal activities are not welcome in
Creve Coeur.
“We hope to continue last year’s success by holding
Creve Coeur Night Out in June,” stated Chief
Glenn Eidman. “I encourage all of our residents to
participate.”
The Creve Coeur Police Department, Creve Coeur Fire
Protection District, Neighborhood Watch Association
and Joint Crime Prevention Partnership will be visiting
block parties throughout the city. Caravans will include
police officers, firefighters, City officials and McGruff
the Crime Dog.

Once the contractor has obtained final approval from the City
building inspector, the Building Division requests release
of the escrow from the Finance Department. The escrow is
usually released to the contractor within two to three weeks
of the final approval date.

Notice of proposed sewer field investigation work
The Metropolitan St. Louis Sewer District (MSD) will be
studying proposed improvements to the sanitary sewer system
in the Creve Coeur area. MSD has contracted with Parsons
Water and Infrastructure Inc., to study and design the proposed
improvements. The title of this project is CD-06 Deer Creek
Sanitary Relief Phase II and I/I Reduction (Project # 10576).
A Geotechnical Investigation will also take place within the
next six months in your neighborhood. This work will be
performed by Reitz & Jens.
This project is located in an area south of Olive Boulevard and
east of New Ballas Road in Creve Coeur. Field surveys began
in neighborhoods beginning the first week of March and will
last for about six months. The field investigations and surveys
will be performed by Crawford, Murphy and Tilly, Inc., Civic
Design, Inc., David Mason & Associates and Engineering
Design Source, Inc. The surveying will primarily occur along
the route of the existing sewers.

The survey crews will be measuring the elevation of the
houses along the route and may need to enter some houses
to obtain accurate measurements of the basement elevations.

Limb & Leaf Collection
Limb Collection Program: City crews will
continuously cycle the city collecting limbs between 0.5
inches and 3 inches in diameter and more than 3 ft. long.
Limbs less than 3 ft. long will not be collected. Chipping
crews are limited to fifteen minutes per residence pick up in
order to serve all residents in a timely manner. Limb collection
continues through to fall.

AMC Theaters: In-Theater Dining
Location: 12657 Olive Boulevard at the northeast corner of
Olive Boulevard and Whispering Pines Drive and Mason
Road
Description: Tammy Korte, of ArcVision, on behalf of
Kevin M. Connor, American Multi-Cinema, Inc., has
submitted a request to amend the conditional use permit
to allow for in-theater dining service at the AMC Theater
located within the West Park Center.
Status: A public hearing before P&Z will be held on April
16. If P&Z votes on a recommendation that night, the
application could be reviewed by the City Council at their
April 23 meeting.
Text Amendment to Remove Restaurant
Limitations in the MX District
Location: All properties zoned “MX” Mixed Use (currently
confined to the south side of Olive Boulevard, between
Tempo Drive and Questover Road)
Description: Stanley J. Wallach, on behalf of Shoppes at
Westgate, LLC, has submitted an application to remove
the restriction in Section 405.340 in the “MX” Mixed Use
zoning district that limits restaurants in multi-tenant retail
centers to 25 percent of the total floor area of the center.
Status: A public hearing before P&Z is scheduled for May
21 for recommendation to the City Council. If P&Z votes
on a recommendation that night, the application could be
reviewed by the City Council at their May 29 meeting.
Bellerive Plaza Entrance Drive
Location: Bellerive Plaza at 12704 Olive Blvd.
Description: Joel Kerschen of Kuhlmann Design Group,
representing Desco Investment Company, has submitted
an application for approval of a new site development plan
that would allow a second left turn lane from the main
entrance to westbound Olive Boulevard. Also included is
the enlargement of some landscaped parking islands as
well as relocating the free-standing sign from the driveway
median to the west side of the drive.
Status: P&Z is tentatively scheduled to review the plan at
their meeting of May 21. If the Commission is satisfied that
all issues have been addressed, they could vote on a final
decision that night; no Council action is required.
AMC Theater has applied for a conditional use permit to allow for
in-house dining.
Goodcents Subs Restaurant
Location: 623 N. New Ballas Rd. in the Ballas Building
retail center
Description: Ted Thomas of DezignWorx, Inc., on behalf
of Brian Gambino, has submitted an application for
conditional use permit approval of a “Goodcents Delifresh
Subs” restaurant.
Status: A public hearing before P&Z is scheduled for May
21 for recommendation to the City Council. If P&Z votes
on a recommendation that night, the application could be
reviewed by the City Council at their May 29 meeting.
Enclave at Bellerive, Final Plat 6
Location: Lots 19, 30-33, 37 & 47-49 of Enclave at
Bellerive Subdivision, located north of Ladue Road on both
sides of Mason Road
Description: David Volz, of Volz Inc., on behalf of The
Enclave at Bellerive, LLC, has submitted an application
for approval of Final Plat 6 at the Enclave Bellerive
Subdivision. The proposal involves the creation of nine
residential lots in conformance with the preliminary plat of
Enclave Bellerive.
Status: P&Z recommended approval of the final plat on
March 19. The City Council read the item for the first time
on March 26 and approved it on April 9.
