Board of Supervisors
The Board of Supervisors is the main legislative body for the County of Charles City. Supervisors are elected on four-year terms. The Board is responsible for planning, developing and regulating growth and for maintaining current county operations and services. Additionally, the
board appoints members to the various advisory boards and commissions associated with the
county's government and management.
The Board of Supervisors meets on the fourth Tuesday in each month at 7:30 p.m.
All meetings are held in the Government/School Administration Building Auditorium
at 10900 Courthouse Road, Charles City, VA 23030.

The 2015 Charles City County Fair is dedicated to
Richard M. Bowman
Richard M. Bowman, a true gentlemen, patriarch of the county, civic
leader and walking encyclopedia of family history, local history and
Virginia’s past are just a few titles bestowed upon a true community
leader. Born Richard Manuel Bowman on February 12, 1928 to Joseph
and Carrie Lewis Bowman in Charles City County.
He graduated from Ruthville High School June 1945 and served honorably in the United States Army from June 1945 to February 1947. He
retired from the U.S. Naval Weapons Station, Yorktown, VA after 35
years of service.
He joined Little Elam Baptist Church in September 1949 and served as Deacon, Trustee,
Treasurer, Moderator, and Adult Sunday School Teacher, as well as a member of the
Christian Board of Education and Budget & Finance Ministries.
He worked tirelessly in the community having served as member and Chairman of the
Board of Supervisors of Charles City County; Golden Heritage Member of the NAACP; as
well as a member of: Charles City County Civic League, American Legion Post #61,
Charles City Progressive Lodge #297 Free and Accepted Masons, Ruthville High School
Alumni Association and the Charles City Center for Local History Advisory Commission.
He also has served as Moderator of the Dover Baptist Association, member of the Board of
Trustees, Dover Association and member of the Virginia Baptist Historical Society.
His real passion was history and genealogy, which earned him the unofficial title of “Local
Historian.” He spent many hours poring over court records and other documents to find
the ancestors of anyone who asked him and then shared his personal memories of people
and events long forgotten by others. His personal family history was recited to all on a
regular basis.
He was married for 68 years to Marian Wallace Bowman and they had seven children:
Daryl B. Robertson, Sandra B. Johnson, Richard M. Bowman, Jr., Mildred B. Adkins,
Rhonda B. Gardner, Shirlette B. Squire and Rowena M. Bowman.
Mr. Bowman quoted, “It’s still good to have hope,” he said. Change has come and change
will still evolve into a better situation. Remember that you can do things to cause positives
to things that happen. “Even as time changes and things come and go, remember that God
is always there with you.”

GENERAL RULES FOR EXHIBITS
1. The County Fair will be held at the Charles City Social Center in Ruthville, Virginia Saturday, September 12, 2015.
2. Farm, home, and special exhibits, as described within, will be accepted Thursday, September 10 from 3-8 p.m., Friday, September 11 between 8 a.m. - noon. Fresh cut flowers and
items requiring refrigeration will be accepted Saturday, September 12 between 7:30-8:45
a.m. ONLY. All other items to be entered into the fair must be entered on Thursday or
Friday to be judged on Friday afternoon. No exhibits will be accepted after 8:45 a.m. on
Saturday. All exhibits should be brought to the Charles City Social Center.
3. All farm and garden exhibits must be grown or produced by the exhibitor since the last
County Fair.
4. All art must have been completed since the last County Fair, and artwork must be exhibited
by artist (not owner of artwork).
5. All handiwork, clothing, crafts and food items must be completed by the exhibitor within the
last year.
6. An exhibitor may enter any and all categories; however, an individual may not enter two of
the same items in the same category number unless the rules specify otherwise.
7. Each exhibitor shall be a resident or employee of Charles City County.
8. All exhibits should be judged in three groups - Adult, Handicapped, and Youth (age 19 and
under). Youth will be divided into three age groups: ages 5-8, 9-13, and 14-19.
9. All miscellaneous items shall be entered under the category of Exhibitor’s Choice or placed
on display.
10. “Biggest” Home Produce will be judged on size with quality being secondary.
11. Educational exhibits from the schools must be pre-registered by calling 652-4743 before
September 1, 2015. All exhibits should be bought to the Social Center on Thursday, September 10 between 3-8 p.m., Friday, September 11 between 8 a.m. - noon or September
12 between 7:30-8:45 a.m. and should be picked up, Saturday, September 12 between 4-6
p.m.
12. All clubs, organizations and businesses must apply at the Extension Office for a booth.
Concession booths are available for a fee and should be requested by August 26, 2015.
No fee is charged for Educational booths, which should be requested no later than August
30.
13. Care will be taken to protect exhibits, but the Committee will assume no responsibility for
loss or damage either to person or property.
14. Exhibits must be picked up between 4-6 p.m. on Saturday, September 12, 2015.
15. Judging will begin at 2 p.m. on Friday, September 11, 2015 and on Saturday, September
12 at 9:00 a.m. No spectators will be allowed in the exhibit area during judging, nor during
the registration and at set-up time. Fair volunteers and staff will assist with recordkeeping.
16. Awards for prizes will be First-Blue, Second-Red, and Third-White ribbons.
17. Special recognition will be given to top individuals in each group with the most quality
points blue, red, and white.
18. If any item is outstanding in its Department, a “Best-in-Show” ribbon will be awarded.
***Only under these conditions are exhibits accepted.

1. Form refers to the shape of a specimen. The form should be the characteristic of
the best type of variety grown in the area.
2. Size should be somewhat above average for the variety. Extra large specimens may be
inferior in quality and deteriorate rapidly after they are harvested.
3. Color should be uniform, bright and attractive, and the finish should be smooth. The red
over color of fruits should form an attractive combination with the yellow or green under
color. The development of an excessively dark or dull finish is undesirable. The presence
of red blush on green or yellow apple varieties is acceptable. The color of vegetables
should be attractive and typical for the variety. All dullness due to wilting or overmaturity should be penalized, as well as imperfections in color caused by disease or injury
of any sort. The uniformity of the form, size, and color of the several specimens of a particular entry is very important. All specimens in each entry should be similar in form, size
and color.
4. Condition refers to the degree of maturity of the fruit or vegetable. The specimen should
be form and free from any apparent toughness, woodiness, withering, mealiness or other
type of breakdown. Quality refers to the characteristics which relate to the edibility of the
product and include flavor, crispness, juiciness and aroma. These usually are associated
with condition and may be determined by external appearance and firmness of the fruit or
vegetable. In some cases, the product may need to be cut or tasted to determine its quality. A small plug or section may be cut from melons to measure the depth and maturity of
the flesh. A few grapes or berries may be eaten to evaluate their quality.
5. Exhibitors may enter more than 1 variety in categories 100-399.

1. The flowers, foliage, container and accessories must have good size relationships with
other.
2. Vases for the container add a finished look to the arrangement, but must be of proportion.
3. Miniature arrangements: No larger than six inches in its dimension.
4. Potted plants must be well groomed, free of dead leaves, cobwebs and dust.

Centerpiece for a dining table should always be below eye level and small enough not to
obstruct the table setting.
6. Single flowers should be free of buds and the foliage should not be in water.

Notes on Cookies: Cookies should be uniform in shape and not too thin to bake evenly. The
cookie should be tender or crisp, depending on the type, but it should not be gritty nor tend to crumble too easily. The flavor should be agreeable and not carry any taste of the shortening used.

These exhibits allow exhibitors to show off outstanding growing conditions where very large produce is grown. These exhibits are judged on size with quality secondary.
At-Home
Youth & Adult
Three special exhibits: Live-at-Home, Sew-at-Home, and Eat-at-Home are described within this
booklet. The purpose of these exhibits is to encourage the production of at home items which usually are purchased, thus leaving more of the cash income for things that cannot be produced at home.
These exhibits will be judged 75% on the variety of the items exhibited and 25% on quality. Please
request special entry form and entry tags for Sew-at-Home.
Antiques
Adult
These exhibits are to encourage preservation and passing on of our heritage and will be judged on
variety, label description completeness, present quality of item(s) and uniqueness. Items should be
labeled with Item Name, Item Use and Estimated Time Period of use whenever it is known.
“Best in Charles City County”
Adult
This exhibit changes each year. Exhibitors enter the baked item designated. Special awards and/or
recognition is provided for the top exhibitors. Details and judging criteria are provided in the department section.
Livestock
Youth & Adult
These exhibits may be any type of livestock. Animals should be properly caged or contained in an
appropriate manner to be comfortable and unable to harm fair visitors. Exhibitors must furnish secured coop, portable pen, or cage, water, and feed for all animals. Entry information is detailed in
the designed area.

harm anyone. Water and feed must also be provided by exhibitor. Animals will not be in the building, but exhibitor must come in the Social Center and follow all General Rules to register livestock. Place appropriate entry tag on cage/pen. Animals must be attended at all times.

1. Must be a resident of Charles City County and over 18 years of age.
2. Provide recipe with exact listing of ingredients including all preparation steps, on an
8x11 paper to include your name, address, telephone number, and exhibitor number
on back of recipe.
3. The “Best Applesauce Cake” in Charles City County” must be made from scratch.
4. Decision of the judges is final.

Bring the Applesauce Cake and recipe to the Charles City Social Center on Saturday, September 12, 2015 between 7:30-8:45 a.m. to be judged for the 2015 County
Fair.
No late entries (after 8:45 a.m.) will be accepted. The “Best Applesauce
Cake in Charles City County” will be judged on Saturday morning. All fair entries should be picked up between 4-6 p.m. Saturday.

Rules:
 Open to any individual who is a Virginia resident; one entry per person. Participant does not have to reside in
county where fair is held. Local fairs are asked to waive any residency requirements. Participants are eligible to win
in ONE contest one time. They may compete in other contests until they win.
 Entrant must prepare a recipe that would be considered to be a dessert although presentations may vary (trifles,
cakes, pies, egg-rich pastries, ice cream, etc.)
 A minimum of 6 large eggs must be cracked for use in the entered recipe.
 Entry may be presented in/on any type of container for judging. Safe food handling is the responsibility of the
contestant. Contest organizers may find a contestant in-eligible should a dessert be entered at room temperature that
should have been kept cold.
Recipe must: list ingredients in order of use; include preparation instructions, cooking time and temperatures, and
yield. Written recipe must be legibly printed on one side of page and must be submitted with prepared entry. Back
side of page must include contestant’s name, address, phone and email address and the name of the item. Contestants
must fill in a Participant Release Form, to be attached to recipe.
Notes
Your fair accepts any liability if desserts are served to the public.
Fairs are in charge of safe food handling procedures (accept items that should be kept cold from coolers, and judge
hot items promptly or keep cold and reheat samples to appropriate tasting temperature).
A sample judging form is available on www.virginiaeggcouncil.org. Modifications may be made.
Fairs will determine whether or not to share judges’ forms with participants.
This is an adult competition – contestants under age 18 will be judged as adults.
Recipes will become the property of the Virginia Egg Council.
