them clean enough to function
at peak efficiency.

Hillary Clinton plans to
kick off her long-expected
2016 presidential campaign on Sunday, according to
Fox News. The sources told the
news company that the former
secretary of state is expected to
first reveal her decision to voters
via social media. The sources
added that, as has been widely
expected, Clinton will then head
to key early voting states like
Iowa and New Hampshire next
week.

Horner's has its corner back!
By Scotty Cameron
[email protected]
A family business with roots
dating back to 1933 has moved
back to the heart of town, and
the owner hopes to breathe life
into the area.
Sam Horner of Horner
Automotive explained that the
move from 231 North back to
the corner of North Green and
East Spring Streets was initially
unexpected. “We got a call out
of the blue about a party from
Indianapolis who was interested
in maybe opening a Chevrolet
store back in the community,”
Horner said. “I didn’t hesitate,
I said absolutely. I figured that
that would be a win for all
parties.”
The business has gone through
a series of changes over the
years, including changing from
selling new cars to used and a series of moves. Besides the recent
change in location, Horner’s will
no longer be providing servicing.
Horner explained that the focus
of the business will be used automotive sales.
The Paper photo by Scotty Cameron
Horner’s Automotive has returned to its location on the corner of North Green and East Spring Streets.
The building that Horner’s
now occupies used to belong
to the Horners, but it has been
empty for years. “This building
hasn’t been used for probably
seven years, and we kind of
stored a lot of things in here so
it has kind of gone through a
renaissance. We cleaned it out,
put fresh paint in, new floors,
new carpet, Wi-Fi’ed, computerized everything,” Horner
said. “We’re ready to go, we’re
really excited about energizing
this north end of the downtown
district.”
Horner’s on the Corner opened
for business as of April 9, Horner said. “We’re going to offer a
wide variety of cars, some with
a lot of miles, some with low
miles, late model cars,” he said.
Horner plans to show some
less common cars as well. “Another thing that we’re excited
about, and I think hopefully it
will generate some traffic, we
are going to show some antique
cars and some unique muscle
cars,” he said. “This building
was designed as basically a big
showroom, and I want to utilize
all that window space to show
things that would draw people to
want to come in and see us.”
“We’re going to have the
lights on and hopefully draw
some populace down to see us,”
Horner said.
In case of emergency, just follow the plan

We all know the saying “in
case of fire, use stairs.” But
how about “in case of anthrax
outbreak?”
Friday afternoon, the Montgomery County Health Department and volunteers from the
Montgomery County Medical
Reserve Corps held a drill at
Crawfordsville High School to
show what should be done in
the event of such an outbreak.
It is called a Point of Dispensing (POD) drill. “People are
going to come in here to receive
medications based on whatever
bacteria they came into contact
or were exposed to,” Montgomery County Health Department
Administrator Amber Reed said.
“This allows us to practice our
layout in order to bring individuals in, fill out forms and
we dispense medications in an
orderly fashion.”
At the drill, instructions were
handed out to attendees. The scenario, which detailed a hypothetical anthrax breakout at Milligan
Park on Independence Day, was
described at the top. Two sets of
instructions, one for the public
and one for volunteers, followed.
The public and volunteers had
two separate entrances to the
school. Patients were to be prescreened to determine whether
they were to be directed to triage
or intake for medicine. Afterwards, forms would be filled
out to help volunteers figure out
which types of medicine each
patient should receive.
The school was set up with a
series of cones and other implements directing where everyone
should walk. Reed explained that
the high school is a very convenient location for such an event
since natural barriers such as
lockers make safety easier.
Reed explained that on average

it takes one hour to get 500 people through such a process. Also,
it takes 42 people to run a POD
properly, nine of whom would
be medical experts.
“What we really want to do
is try to help educate the people
on what takes place. I think this
is one of those things you don’t
really think about happening, and
you always kind of hope there’s
a plan,” Reed said. “These are
the kinds of things that have been
preplanned and prepared for so
that if we need to do something
like a tetanus drill or tetanus
vaccine clinic, we already have
the layout and design set up to
do that.”
The next POD drill is scheduled to be sometime around June
of 2016, Reed said.

The Paper of Montgomery County
Republican Party Chair takes mayor, candidate to task
“One of the greatest
mistakes is to judge policies
and programs by their
intentions rather than their
results.” – Economist
Milton Friedman (recipient
of the 1976 Nobel Prize for
economics)
Since 2011 Todd Barton
has been claiming that
we’re not a great community anymore, painting a grim
picture that we will lose our
industry and lose our jobs,
and suggesting that we
are dying. He claims that
without his plan of centralized economic planning
by local government we
will slip backward into an
abyss and become some
sort of backwater community. I disagree with his
pessimistic opinion of our
community. I think it shows
his lack of appreciation in
the everyday people of this
community to come together and do great things.
And I especially disagree
with his plan to drastically
expand government projects
to fix his exaggerated crisis. This community does
have several problems to
fix, but they’re not the ones
he’s addressing.
Mr. Barton’s economic plan is based on the
false assumption that “If
You Build It They Will
Come,” that if we merely
make things look pretty
that outside businesses
will suddenly move into
John Pickerill
County Republican Party Chair
Crawfordsville: Commerce
parks, economic development corporations, bike
trails, Amtrak, convention
centers, downtown beautification projects, all at
taxpayer expense of course.
This plan actually started
back in 2004 when Les
Hearson, Jacob Hurt and
John Zumer pitched the
ill-fated Commerce Park
and Accelplus government
projects as silver bullets
for economic growth.
They spent $4,500,000
on a Commerce Park that
couldn’t attract any tenants
on its own. They heralded
Polyglot Press as its first
tenant, but even after the
city loaned it $350,000,
Polyglot went bankrupt.
On Accelplus, Hearson and
these others decided to go
$16,000,000 in debt to install a fiber-optic network.
Ten years later the city
defaulted on $13,700,000
of that debt. And now Les
Hearson is asking the vot-
ers for his old job back on
city council.
After his election in
2011, Mayor Barton continued these mistakes by
allowing $5,200,000 to be
spent on a building in the
Commerce Park to entice
Ivy Tech to relocate there
from across town. To this
day we still have no other
tenants in the Commerce
Park. He drastically increased spending on Montgomery County Economic
Development Corporation,
putting city taxpayers on
the hook for $75,000 a
year. It should be noted
that MCED, after spending
$1 million over the last 20
years, hasn’t proven that
its actions created any jobs.
In other words, as far as
we know the jobs created
in the last 20 years would
have been created with or
without MCED. Barton
also subsidized Amtrak
service to Crawfordsville
at the rate of $120,000 per
year with the hopes that “if
you provide train service,
new businesses will come.”
He spent thousands on a
consultant to apply for the
Stellar grant that we didn’t
get. He has also suggested
building a bike trail system
and even a convention
center. How much taxpayer money is he willing to
spend before he admits his
“If You Build It They Will
Come” strategy has failed?

I’m not sure why Todd
Barton and Les Hearson
have chosen to run as
Republicans. Both of their
track records mirror the big
government, big spending
approach of the Democratic Party. But since they
have, and in light of their
past policy failures, I hope
they will come back to the
sound economic plan of
the Republican Party. We
shouldn’t be spending so
much of our community’s
limited resources merely
putting on a pretty appearance. We need to fix
the fundamental business
climate. Government’s
role is to reduce taxes and
regulations on our existing businesses, especially
small businesses, and then
get out of their way. If 80
percent of job creation is
by businesses employing
less than 10 people, isn’t it
obvious our focus should
be there? Our mayor and
city council should urge the
county council to eliminate
Business Personal Property
Tax for those businesses
with less than $20,000 of
personal property. They
could also reform or repeal
the city’s zoning ordinance
to make it much easier to
start up new businesses
(e.g., starting up a business
in one’s residence). They
should stop enticing outside
businesses with subsidies
especially if they compete
with our existing local
businesses. And if they stop
the ill-advised spending
on non-essential projects
(e.g., not making the same

could lower taxes and let
