Registration
When a fee is required, payment must be made at time of
registration. Separate payments for PSP programs/services
and MFRC programs/services are required. Registration is
on a first-come, first-served basis.
When paying for MFRC and PSP programs/services: cash,
debit or credit card accepted (during normal business hours).
Cancellation Policy
If you cancel
granted. MFRC payments made by credit card are credited to your account. All other refunds are made by cheque
(please allow two weeks for processing).
If we cancel
Full refunds are issued when the MFRC/PSP cancels a
program. Every effort is made to cancel courses in a timely
manner (3 days prior to start date).
Full refunds will be processed by contacting the MFRC at
250-363-2640 and PSP at 250-363-1009 a minimum of
three days prior to program start date for MFRC and five
days prior to start date for PSP. Under medical or emergency
circumstances, prorated refunds for workshop series may be

Facilities
The Albert Head Confidence Course is
available for training by DND units and
groups. Confidence Course training serves
several purposes such as: exposure to challenges service personnel may encounter
under operational conditions; improve
cardio-respiratory efficiency; muscular
strength and endurance; as well as develop
speed, agility, self confidence, will-power,
determination, initiative and team work,
all of which are important morale building qualities. Requesting units must have a
qualified supervisor attend an orientation
in order to request access to and conduct training on the Confidence Course.
Orientations are conducted by PSP fitness
staff covering course protocol, procedures,
and obstacle demonstrations focusing on
technique and safety. Orientations are
held in the Fall and Spring each year, or
as required. Requirements for supervisors
include a minimum rank of MS/MCpl
and nomination by the Unit Training Officer/NCO. User groups must request an
orientation and the use of the Confidence
Course through Range Control by calling

our military and civilian communities.
Our centralized location allows us to offer
a large range of rental opportunities, from
structured birthday parties to large conferences and weddings.

All birthday parties take place Saturdays
and Sundays from noon to 2pm or 2:304:30pm and require a minimum of 2
weeks notice. Should you wish to organize
your party outside of these days/times
please contact CPAC at 250-363-1009 as
some other party days/times may be accommodated.
Please note: Your 2-hour party time
includes your own setting up, decorations,
party, and clean up. If you require more
time, additional fees will be charged.
Prices will increase $35 for parties of 11 or
more children (maximum of 20 children).
Dodgeball Party
(ages 7-12yrs)
Dodge, duck, dip, dive, and dodge! This
two hour Dodgeball party will have you
running around until it’s time to eat cake
and open presents! Perfect for parents who’d
like their kids to fall asleep at night! We
promise they’ll be tired – no matter how
much cake they’ve had! The leader will go
over rules and officiate. Bring your team
name suggestions and get ready for fun!

Laser Tag Party
Bouncy Castle Party
Two hours of bouncy fun! This party
includes the use of the bouncy castle, 2
facilitators, use of a large kitchen and our
multipurpose room for cake and presents.
This party can accommodate 20 partiers.

Tag your friends and bring them along for an
energetic, fast-paced game of high tech Laser
Tag. Enter the battlefield for a variety of
team games such as Survivor, Base Defender,
or Team Elimination. Both boys and girls
encouraged. All games are supervised by
Games2u Victoria. Book early to secure your
group. Price includes PSP Staff Member to
facilitate, full use of our kitchen, Laser Tag
Battlefield (1 hour), and a room to eat and
open presents afterwards. Prices will increase
$35 for parties of 11 or more children (maximum of 20 children, 16 participating at

decorations if you desire. All parties must
register by calling 250-363-1009. Note: The party may be joined by others
registered to allow maximum participation.

You rent the DVD (age appropriate), bring
the popcorn/food and decorations and
we’ll set up our big screen projector and
mats on the floor for your own private
movie theatre! Partiers are encouraged to
wear pajamas and bring their own blankets
too! This party is 2.5 hours so that you can
watch the movie (roughly 1.5 hours) and
then have time to open present and eat.

Imagination Library
The Imagination Library, funded through
donations, is offered as a way to enhance
literacy and develop resilience in children as
they experience the challenges of the military lifestyle, and to show community support to parents in caring for their children.
Families with babies born in 2015 (and
until January 31st for babies born in 2014)
to serving regular force members and class
B/C reservists at CFB Esquimalt are eligible
to register. Children will receive one book
per month by mail until their fifth birthday
(depending on continued funding). Please

MFRC staff members are ready to take
your call - 24 hours a day, 7 days a week.
They can answer your questions, provide
assistance in an emergency or do the

Military Family ID Card
It takes just 15 minutes to get this valuable
ID card. The card is available to all regular
and reserve military family members
age 13 years and up. Use this nationally recognized ID here and at your next
posting. Use it to access base services and
to receive discounts from local businesses.
The CAF member must be present to
sign the card at the time of issue. If your
military spouse/partner is deployed or on
course, contact the MFRC to make special
arrangements. The MFID is available at
Signal Hill MFRC and CPAC MFRC.

access counselling sessions at the MFRC
in a confidential atmosphere of support.
Registered social workers and clinical
counsellors provide support with stress,
relationship issues, parenting challenges,

Adult Deployment Workshops
The MFRC has a variety of programs designed to help military members and their
family cope with the significant challenges
of deployment. Workshops take place in
accordance with expressed demand. Deployment workshops are free, and in most
cases, child care may be arranged. Visit

Casual Child Care
Casual Child Care is available for
infants to school age Tuesday to Friday
giving the “at home” parent a break
from the challenges of parenting while
a military member is deployed. Families
must follow established child care regulations and guidelines. Casual child care
sessions are available at a rate of $9 per
session per child.
FREE deployment respite child care is
available through the MFRC for one
continuous 3-hour period per week up
to a maximum of 4 sessions per month
when a military parent is deployed (or
away for work-related reasons) for 28
consecutive days or more (21 days for
MCDV and Submarine members).
Punch cards (available at the MFRC)
keep track of the period during which
each family can access the program.

parents need a break! Try the MFRC Casual Child Care Program for a few hours
of respite or to get things done without
your “little helper.” Take the time to
de-stress yourself! A few hours of respite
can be a reality. Book up to 1 week in advance, maximum 2 times per week, Casual
Child Care is available for $9 per 3-hour
session per child. Punch cards are available!

Babies and caregivers are introduced to moving in the water, front and back floats and rhythmic breathing while
playing games and singing songs.

Toddlers and their caregivers learn about submersion, front / back floats and glides, kicking and swimming on
their fronts and jumping with assistance into chest-deep water.

object. A one meter swim is the distance goal.

This level provides an orientation to the water and the pool area. Activities are based in shallow water. Children
will be introduced to floats, glides and kick.

This level helps the child build skills in front and back swims. Children are introduced to deep water activities and
proper use of a Personal Flotation Device (PFD). Endurance is built on flutter kicking with assisted glides.
Swim Kids Level 3 (W15AQU311)
Flutter kick is built upon to increase endurance while front swim is improved upon, recovering the arms above
water and swimming 15 metres continuously.
Swim Kids Level 4 (W15AQU312)
Front craw is further developed, back glides have shoulder rolls and breathing comfortably to the side is worked
on to help the child swim 25 metres. A better understanding of self-safety is developed.
Swim Kids Level 5 (W15AQU313)
Back crawl, sculling, and whip kick on the back are introduced. Your child will learn stride dives and receive an
introduction to safe boating skills. Endurance is increased to a 50 metre continuous swim.

cool down for fitness. An endurance swim of 500 metres will help prepare them for advanced lifesaving courses

Formation Sports
Formation Esquimalt Sports organizes
sports teams, leagues, and tournaments
from the community level to international
competition. The programs offered are:
• Intersection Sports
• Formation Teams (Pacific Regional and
CF National Championships)
• CISM
Intersection Sports
A variety of sports are included as options
in the intersection league. Beach Volleyball and Slo-pitch usually occur between
May and August while Ice Hockey runs
from September to April. These leagues
are made up of various formation units or
sections. Those eligible to participate are
military members (Regular Force, Class B
or C Reservists), DND civilian employees, full and part-time NPF employees of
CFB Esquimalt and integral/lodger units.
Military personnel undergoing or awaiting
training must be posted to CFB Esquimalt
and have authorization from the unit CO
to be eligible to participate in a league.
Formation Teams
(Esquimalt Tritons)
Formation Esquimalt sports teams are a
combination of Base and Fleet athletes.
The Tritons represent Formation Esquimalt at the Pacific Regional Championships, and if successful represent the Pacific
Region at the National Championships.

meet specific qualifying times available at
the Formation Sports office within one
year of Nationals. The Canadian Forces
National Running Championship takes
place in Ottawa in May 2015.

Aqua-Fit: Get moving with a 45 minute,
moderate level aquatic workout to improve
strength, flexibility, and stamina. Work
on core stability while getting an excellent
cardio and strength workout. This class
uses aqua-jogger belts, foam dumbbells
and pool noodles for a low-impact, highenergy workout.
Battle-Fit: It’s back to basics with full
body functional movements, body weight
exercises and hard work! Come prepared to
be pushed in a high intensity & demanding workout!
Bootcamp: A combination of cardiovascular, core, and muscular strength /endurance work are mixed for a high intensity
class. These classes change each week with
emphasis on different components of fitness. All levels welcome. Come prepared to
work indoors or outdoors.
Fleet Fitness Hour: This is your units
chance to get fit and have fun while building morale. Choose from a variety of class
structures from group runs, bootcamp,
to flexibility, we have it all! Please call to

welcome to come together, but there is a
maximum of 25 members per class.
Flexibility Fusion: Come and explore
varied stretching techniques, focusing on
increasing full body strength and flexibility. A great complement to any fitness

and receive feedback on training methods,
evaluation protocols, and techniques for
different components of the FORCE test.

drop-in test will run you through an
unofficial FORCE test where you are able

Swimming lessons: my son the starfish

Early Saturday morning, the pool at the
Naden Athletic Centre is filled with laughing, crying, sleeping and smiling children
who are learning how to swim. My fourmonth-old son, Oliver, is one of them.
At first, he was a little unsure. Then he
decided it was awful. Fortunately, daddy
was able to prevail and soon enough Oliver settled down. Although he looked very
concerned for the remainder of the lesson,
he didn’t cry anymore.
Despite his expression, sometime between
crying and the end of the lesson, Oliver decided that swimming was not so bad after
all. He let us know he changed his mind
during his next bath time by giggling and
splashing water all over the floor instead
of looking up at us with big tear-filled eyes
while he tried to decide if we’ll heed his
whimpers and end bath-time sooner. Now
he starts smiling when we put his swimsuit
on and he doesn’t stop until after the lessons are over.
As a former lifeguard and swim instructor, it’s important to me that my son knows
how to swim and how to stay safe in and
around the water. Especially because according to the Lifesaving Society’s 2014
Annual Drowning Report, eight out of
10 drowning victims are male, and I don’t
want my son to be a part of that statistic.
The report also covers how the drowning
rate in British Columbia is still higher than
the national average. Between the years of
2007 and 2011, there were 389 drownings
in British Columbia, and while that is a 14
per cent decrease from the previous five-
year period, it is still a higher number than
I would hope for.
While the high number of water-related
fatalities can be explained in part by the
coastal nature of the province as well as the
large amounts of other natural bodies of
water in the province, it is still something I
would like to prepare my son for and protect him from if at all possible.
And that brings us back to swimming lessons. While he is in the Starfish level, Oliver will learn how to float and blow bubbles
with Daddy’s help. As he gets older, he will
learn how to swim by himself and about
water and boat safety. When he engages in
recreational activities on or near the water
he’ll be better able to protect himself and,
with his knowledge, help his friends stay
safe too.

The ice slot is the perfect time to come out
and practice your stick handling skills on

Valuable respite for military families

Ashley Tulloch had experienced three to
four month deployments before but 2014
brought a longer challenge. Her husband,
Leading Seaman Max Tulloch, was away
for seven months with HMCS Regina before returning for a course in August. During that time apart, the casual child care
service at the MFRC had a real positive
impact in Ashley’s life.
“It’s such a valuable service,” says Ashley
of the respite care for her two-and-a-half
year old daughter Brianna. “It made the
deployment easier. I can’t imagine the
deployment without it.”
Ashley was able to figure out the shorter
deployments but this longer one put a lot
of pressure on her young family. It was a
large number of days straight of solo parenting. For her, this respite care was the
best way to deal with this deployment.
“I found it really tough this time,” says
Ashley. “You are the sole person taking
care of your child.”
From January to August, she brought
her little one to casual child care two
times a week for three hours per visit. It
gave Ashley a break from parenting and
“(It’s) six hours a week to think about
yourself,” says Ashley of the weekly mental
break. She has used those hours to connect
with friends, complete grocery shopping
in peace or take some time for herself.
Ashley was also pleased to see an improvement in the mood of her daughter from
socializing with other children.
She describes her experience with the
MFRC staff there as “just awesome” and
“very supportive.”
“With the respite child care, it kind of
normalizes you,” she continues. “They tell
you how well your toddler is doing, how
they are developing, and that you are doing a good job. (That) Brianna is doing
great and you’re doing fine.”

environment.

Model Railroad Club
The Model Railroad Club started as an N
Scale (1/160) NTRAK modular layout in
December 1997. Currently the NTRAK
layout is 30 feet by 36 feet. These modules are updated as new techniques and
experiences are gained including Digital
Command Control systems.
The HO Scale (1/87) modular layout is
also 30 feet by 36 feet featuring both Digital Command Control and Direct Current
Control systems. Some modules depict a
logging operation, mining operation and
a locomotive servicing facility. Both of
these layouts have been on public display
and have won multiple awards as “Best
Operating Layout”, “Favourite Operating
Layout”, and “Best Module” at train shows

Healthy active living
Are your children getting enough exercise?
The epidemic of childhood obesity is rising globally. Although the risk factors for
obesity are multifactorial, many are related
to lifestyle and may be amenable to intervention. These factors include sedentary
time and non-exercise activity thermogenesis, as well as the frequency, intensity,
amounts and types of physical activity.
All Canadians need a physically active,
healthy lifestyle, beginning in their early
years. Unfortunately, poor nutrition, inactivity, childhood obesity and declining
fitness are common. The prevalence of
obesity has nearly tripled over the last 25
years, with up to 26 per cent of young people (two to 17 years of age) overweight or
obese, and 41 per cent of their Aboriginal
peers. Health consequences of childhood
obesity include insulin resistance, type 2
diabetes, dyslipidemia, hypertension, obstructive sleep apnea, nonalcoholic steatohepatitis, poor self-esteem and a lower
health-related quality of life. The etiology
of obesity is multifactorial but key causes
include excessive caloric intake, sedentary
behaviour patterns, inadequate physical
activity and lack of exercise.
Youth are more sedentary than ever with
the widespread availability of television,
videos, video games, computers and multimedia phones. Social networking and
entertainment through newer technologies also play a role. Early childhood sedentary behaviour patterns worsen with
age. Children logging more than two
hours of screen time/day are twice more
likely to be overweight or obese than peers
watching fewer than one hour a day.
Inadequate physical activity
Canadian youth fitness has declined significantly and adiposity (fat) has increased
since 1981. The CHMS demonstrated
that only 7 per cent of Canadian youth accumulate at least 60 minutes of moderateto-vigorous physical activity six or more
days/week. Childhood moderate-to-vigorous physical activity decreases over time.
Although participating in organized sport
or recreation programs increases physical
activity, issues of cost, accessibility and
parental time commitment often reduce
participation. Local parks and recreational
facilities are often underutilized because of
maintenance or safety issues.
Sedentary behaviours and insufficient
unstructured free-play in the early years
have negative impacts on healthy growth
and development. Older children spend
most of their daytime hours in schools
where academic programming has gradually displaced physical activity, a trend
driven by the perceived negative effect of
non-academic time on scholarly performance. However, research suggests that
school-based physical activity and physical
education do not interfere with, and may
improve, student grades.
Only 24 per cent of young Canadians actively commute (example, bicycle or walk)
to school daily. All age groups have played
less outdoors after school over the past
decade.

School sports participation drops by an
estimated 14 per cent (for boys) and 26
per cent (for girls) between grades six and
12.
Benefits of aerobic physical activity
Regular aerobic physical activity can help
to reduce weight, visceral/subcutaneous
abdominal fat and systemic blood pressure
in obese youth. It can also improve early
markers of atherosclerosis (example, reduced arterial stiffness), insulin resistance,
type 2 diabetes, non-alcoholic fatty liver
disease, sleep disordered breathing and
cardiorespiratory fitness. Aerobic exercise
is associated with positive self-concept
and psychological well-being, as well as
reduced anxiety/depression.
Ten minutes of moderate-to-high impact
activities (such as running and jumping)
performed two to three days/week can
have a modest positive effect on bone mineral density.
Age-appropriate sedentary and physical
activity guidelines
Canadian guidelines recommend that
infants accumulate supervised physical activity several times a day, especially
through floor-based play: tummy time,
reaching, pushing, pulling and crawling.
Children one to four years old should have
both structured and unstructured activity
(free play) for at least 180 minutes/day at
any intensity. Activities should include
play, games, transportation, recreation
and physical education in a variety of
environments.
Exposure to screen-based activities in
children younger than two years should be
discouraged. Toddlers two to four years
old should be limited to educational programming of less than one hour/day.
Canadian guidelines recommend that
recreational screen time (TV, computer,
video games, multimedia phones) be limited to no more than two hours/day for
children aged five to nine. Children require daily activity through play, games,
sports, transportation, recreation, physical education, or by exercising with family, or in school and community settings.
Children should be accumulating more
than 60 minutes of moderate-to-vigorous
physical activity /day, including vigorousintensity activities more than three days/
week, and muscle/bone strengthening activities more than three days/week above
and beyond the incidental physical activity of daily living. More daily physical activity provides greater health benefits.
The “passport to health” program, a tool
created to promote five servings of fruit or
vegetables, two hours of screen time, one
hour of physical activity, and zero sugarsweetened drinks every day, can increase
in-office detection of childhood obesity
and engage families in behavioural change.
Healthy active living is the goal for all
youth. Reducing sedentary time and reinforcing individual, non-competitive and
life-long involvement with sports or recreational physical activity are essential steps
toward achieving this goal.

The power
of making
connections
Jon Chabun, MFRC
In 2006, Olga Minko made a short-term
move to Victoria from her home in the
Ukraine but fate extended her stay. Olga
was here for two months as a visiting researcher doing graduate work on distance
learning. Her work was her life. However,
during those two months, something life
changing happened – she met her future
husband at salsa dancing.
The big challenge came when she decided to immigrate to Canada. In the first
18 months, Olga couldn’t work until the
immigration process was complete. She
went from being very work-oriented to
doing nothing. Her husband Robert told
her about the Military Family Resource
Centre (MFRC) and encouraged her to
see what it had to offer.
“In my first two years, the MFRC was
my saviour,” says Olga Minko, thankful
that her husband referred her to the organization. “The MFRC helped me to get
through that (process) because it was really
hard.”
Olga would stay busy volunteering her
time at the centre in roles from child care
to special events. Those 18 months were
a huge adjustment for her. Volunteering helped Olga get through those tough
times.
When it came to the military lifestyle,
she had no military experience to draw
upon and didn’t know anyone else in the
military. Being connected to the MFRC,
gave her access to resources on the subject.
Olga understood the “ups” and “downs”
of the military lifestyle, and the changes,
transitions and emotions that come along
with it.
She was proactive in learning as much as
she could about it. Olga felt that it was
important to “know what you’re committing to” when she married into the
lifestyle. She absorbed all the knowledge
available at the MFRC – be it courses,
training or books. She talked with military
family members for their insights and she

talked with MFRC staff regularly to stay
up-to-date on what might be helpful for
her.
“It made my life so much easier,” says
Olga of the MFRC resources. She says the
lifestyle has a “constant uncertainty” and
“you have to adapt all the time.” A little

help went a long way for her.
Olga decided to take her experiences
adapting to Victoria and the military lifestyle as inspiration for her latest venture.
In 2013, she started the Newcomers Connect group to help people new to Victoria
that want to make new friends and learn
more about the community. The group
uses the Meetup.com website to organize
hikes, tours, picnic trips and other social
activities, and now boasts over 300 members after less than a year in operation.
“Getting out prevents isolation,” says
Olga, who believes that military families
can also benefit by networking. “The best
way to learn is to get information.”

Efforts to connect families paid off for HMCS Regina

In 2013, HMCS Regina families had to get
know each other. The ship had swapped out
100 percent of their crew. There were several
families brand new to the lifestyle. The ship
was headed for a busy Fall in preparation for
a lengthy 2014 deployment. When the ship’s
coxswain started in June of 2013, she knew
she needed to connect with the families. She
set up a meeting with staff at the MFRC.
“If we hadn’t established the relationship as
early as we did (with families), the deployment wouldn’t have been as successful as
it was,” says CPO1 Janet Graham-Smith,
who acted as ship’s coxswain until August of
2014.
One of the first things they did was communicate the ship’s plans months in advance
and give people an idea of what to expect.
With the support of the MFRC, the command team wrote a letter to families that
outlined expectations around the deployment.
Later that summer, the crew and the
families got together for a barbeque. Families starting going to MFRC coffee nights
and began to make connections. People
got to know each other before the actual
deployment.
During the deployment, families would
continue to connect at weekly or monthly
meet-ups. A popular part of the deployment
activities were the Commanding Officer’s
monthly presentations to families at the
MFRC’s Sunday Information Sessions.
“The C.O.’s briefings were awesome,” says
military spouse and Regina’s family network
representative Tina Weatherell. “They would
go out of their way to get photographs for
families attending.”
To keep the connection, family members
would work on crafts at these meet-ups and
the MFRC would send them to the ship.
For Valentine’s Day, the coxswain, with the
help of some of the other sailors, decorated
the canteen flats with hearts and the crew
searched the space to find their heart.
“The adult men loved it,” says the coxswain
of the gesture. They would return to search
for Easter egg crafts and father’s day kites in
the coming months.
The crew responded by creating fun videos and sending them back to the MFRC
to share with families. The “100 days” video
struck a chord with people by pairing pho-
tographs submitted by family members of
life at home with pictures of the crew on the
ship. The final product included hundreds
and hundreds of photographs, and a lot of
heartfelt messages. The ship reached out to
the families and that small interaction helped
open up communication lines even further.
“That little video gave people permission to
email me,” says Janet. Families and members
of the crew felt comfortable asking her for
small favours.
“Without that connection with the MFRC,
we wouldn’t have had a connection with families,” she says. “It was huge for the families
that there is the connection back and forth.
The relationship made everything easy.”
There were plenty of unknowns with the
deployment from when they were leaving,
when they were coming back, an unexpected
death, the change in mission and subsequent
changes to leave.
But according to Janet, that “as of August,
there was high morale on the ship.”
“People felt like they were part of the deployment from the beginning,” says Janet.
“You are only as successful as your families
are. If they are looked after, then I can do my
job.”
