Welcome to the Casinos Austria Group Annual Report 2003,
this year with a new structure and design. The report begins
with a detailed section on the activities of the Group’s international subsidiary, Casinos Austria International, and its global
network of casino operations. The second section reports on the
other companies in the Group, detailing their main fields of
business and highlighting their key facts and figures for the
year. The third section presents the Group's consolidated facts
and figures for 2003 and is followed by a list of contact details
for the individual casino operations, regional offices, and
Group companies.

Board of Directors Report
From a global perspective, 2003 was a year of continued growth for the international
gaming industry. New products, services, and gaming opportunities were launched in
all sectors of the market: lotteries, sports betting, online gaming, casinos, slot parlors,
and electronic gaming. One trend in particular continued to affect the whole casino
industry: the developments in electronic gaming. New types of slot machines
appeared on the market, transforming classic table games into electronic formats and
increasing the already strong competition between traditional casinos and slot parlors.
Furthermore, the worldwide economic situation continued to affect the tourism and
leisure industries in general, and the casino sector in particular.
Despite these challenging times, 2003 proved to be a very successful year for Casinos
Austria International (CAI), and we are proud to be able to report sustained corporate
growth, an increase in total revenues, and a further rise in visitor numbers at our casino
operations around the globe. We also continued our international expansion program
with significant new investments and the opening of four new casinos in 2003.
Group Results
For the Casinos Austria Group as a whole, 2003 was also a very successful year. The
Group companies posted record revenues of e 2.32 billion, an increase of 12.5%
over 2002, and a net income of e 38.2 million, an increase of 14.4% over the previous year. In the casino sector, Casinos Austria AG and Casinos Austria International
together posted record revenues (win, tips, entrance) of e 922 million, welcomed
15.5 million visitors to their 65 casino operations in 16 countries around the
globe, and offered guests entertainment at a total of 1,085 live gaming tables and
9,338 slot machines.
CAI Results
In 2003, revenues for casinos operated by Casinos Austria International grew by
8.2% to e 422 million (2002: e 390 million). This figure does not include revenues
generated from CAI's investment in Club Hotel Casino Loutraki, one of the largest
casinos in Europe. In 2003, Club Hotel Casino Loutraki posted revenues of e 190
million, an increase of 9.8% (2002: e 173 million). Both these results represent
extremely positive achievements and are further proof of the success of CAI's international investment and expansion policies. Revenues for CAI's operations including
Club Hotel Casino Loutraki amounted to e 612 million in 2003.
Visitors
Casinos Austria International operated a total of 53 casinos in 15 countries and on
board eleven international cruise liners in 2003. Visitor numbers rose by 7.1%, with CAI
casinos (excluding Club Hotel Casino Loutraki) recording a total of 12.1 million visitors
(2002: 11.3 million). Club Hotel Casino Loutraki welcomed 900,000 visitors, an increase
of 12.5% (2002: 800,000). CAI operations including Club Hotel Casino Loutraki welcomed a total of 13 million visitors in 2003.

Investment in Club Hotel
Casino Loutraki
In June 2003, negotiations were finalized with the owners of Club Hotel Casino Loutraki
in Greece, whereby CAI acquired a 10% share in the Greek casino resort. This exciting
acquisition represents a further milestone in CAI's expansion strategy and gives it a significant stake in one of the largest casino operations in Europe, with 70 gaming tables
and 700 slot machines.
Opening of Grand
Casino St. Gallen
In November 2003, CAI and its partners completed and opened their latest casino in
Switzerland, Grand Casino St. Gallen, bringing the total number of casinos operated by
CAI in conjunction with its Swiss partners to six, more than any other casino operator.
Fifth casino in South Africa
CAI continued to strengthen its position in South Africa, opening its fifth operation,
Goldfields Casino, in Welkom, Free State Province in December 2003.
Two new shipboard casinos
The Maritime Division also maintained its expansion course in 2003, opening new
casinos on board another two ultra-luxury cruise liners: the Radisson Seven Seas
Voyager in March and the Radisson Seven Seas Navigator in September.
Marketing
In September 2003, CAI exhibited for the first time at the Global Gaming Expo (G2E) in
Las Vegas, the world's largest international gaming entertainment trade show and conference. Other key exhibitions in the CAI marketing calendar for the year included the
International Tourism Exchange (ITB) in Berlin, the world's largest fair for the tourism
and leisure industries and the International Casino Exhibition (ICE) in London,
Europe's premier event for the gaming and casino industries.
Manager Meeting
This year, CAI’s Annual Manager Meeting was held in September in Las Vegas in conjunction with the G2E, giving its casino managers from around the world the opportunity to
attend this prestigious industry event following their traditional week of training, strategy
discussions, and knowledge exchange with corporate management and industry experts.
Outlook 2004
2004 has already got off to a promising start for CAI, with two new shipboard casinos
opening in March and the relaunch of Grand Casino Luzern in April, following an extensive refurbishment. In April, Casinos Austria International Holding GmbH, the holding
company for the Group’s international interests, announced an off-market takeover bid
for all the ordinary shares in Casinos Austria International Ltd. (CAIL) that it does not
already own. Based in Brisbane, Australia, CAIL is the holding company for the Group’s
non-European interests. CAI will also continue to optimize results in its existing markets and is actively investigating investment opportunities in other regions and sectors,
including the European and Asian gaming markets.

Responsibility for the Casinos Austria Group’s international operations and interests
is consolidated in a holding company, Casinos Austria International Holding GmbH,
based in Vienna, Austria (referred to throughout this report as Casinos Austria
International or CAI). The four members of the Board of Directors - Leo Wallner,
Emil L. Mezgolits, Paul Herzfeld, and Josef Leutgeb - all have extensive experience
in the casino and gaming markets and are highly respected throughout the industry
for their professional expertise and know-how.

Leo Wallner, born 1935, has
been Chairman of the Board
of Casinos Austria International since its founding
in 1977. He has also been
Chairman of the Board of
Austrian Lotteries since
1986. Prior to joining Casinos
Austria AG as Chairman in
1968, Mr. Wallner served as
Economic Advisor to the
Austrian Federal Chancellor
Dr. Josef Klaus from 1964
to 1967. He became President of the Austrian Olympic
Committee in 1990 and has
been Member of the International Olympic Committee since 1998. Mr. Wallner
holds a PhD in Commercial
Studies from Vienna University of Economics and
Business Administration.
Emil L. Mezgolits, born 1953,
has been Vice-Chairman of
the Board of Casinos Austria
International since 1998.
Mr. Mezgolits has also been
Vice-Chairman of the Board
of Casinos Austria AG since
1998. Prior to joining the
Board of Austrian Lotteries
in 1986, he worked as Secretary to the Governor of
the Österreichische Postsparkasse. Mr. Mezgolits
holds a PhD in Commercial
Studies from Vienna University of Economics and
Business Administration and
a Master of Arts in Management from Vienna’s Webster
University. Since 2003 he
has also been President of
the private Sigmund Freud
Foundation in Vienna.
Paul Herzfeld, born 1955,
has been Chief Executive
Officer and Member of the
Board of Casinos Austria
International since 1997. He
joined Casinos Austria AG in
1975 and was appointed
Member of the Board in
2001. In his current position
as CEO of Casinos Austria
International, Mr. Herzfeld
manages the Group's extensive international activities.
He is also responsible for
marketing and operational
activities at the parent company, Casinos Austria AG,
including its twelve casinos

CAI’s international casino operations are divided into three geographical regions.
Operations in the “Europe • Middle East • Africa” region are managed from head office
in Vienna, in “The Americas” from the regional office in Boca Raton, Florida, and in
“Australia • Asia • Pacific” from the regional office in Brisbane, Australia. Shipboard
operations are managed by two offices: Casinos Austria Maritime Corp. in Boca Raton
and Shipboard Casino Services in Piraeus, Greece. Overall responsibility for these
operations lies with the Chief Operating Officer, Frank McFadden.

Frank McFadden, born 1956,
has been Chief Operating

Representative since 2003.
He joined CAI in 1999 following an extensive career
in the international gaming
industry, with Ladbrokes
and then with PricewaterhouseCoopers. He is Chief
Executive Officer of Casinos
Austria's two publicly listed
companies in Australia,
Casinos Austria International
Ltd. and Reef Casino Trust,
and sits on the board of its
publicly listed South African
subsidiary, Gold Reef Casino
Resorts. He is profit responsible for all casinos in CAI's
international portfolio.
Robert Vierziger, born
1953, joined CAI in 1984
and has over 20 years of
experience in the international casino industry.
Prior to joining Casinos
Austria International,
Mr. Vierziger was a Member of the Management
Board of the international advertising agency,
Young & Rubicam Austria,
and Managing Director
of DDB Needham in

position he is responsible for land-based and

Richard Lehrner, born
1943, has over 25 years
of experience in the
casino industry. He
joined CAI in 1981 from
Casinos Austria AG and
has since held a number
of positions, including
Head of Finance and
Administration at the
Oasis Hotel Casino in
Jericho. In his current
position he is responsible
for financial and operational controlling at all
casinos in the region.
Mr. Lehrner holds a PhD
in Psychology from the
Universities of Vienna
and Salzburg.
Arnold Block, born 1951,
joined CAI in 1997. As
Regional Controller, he is
responsible for land-based
and shipboard casinos
operating from or in The
Americas, including the
flagship Great Blue Heron
Charity Casino near Toronto. He is also Managing Director of Casinos
Austria Maritime Corp.,
whose operations include
the casinos on board four
luxury vessels in the
Radisson Seven Seas
Cruises fleet and the
Discovery Sun, a Florida

Allan Tan, born 1960,
joined CAI in 1995 as CFO
and Company Secretary of
CAIL. In 1999 he was also
appointed CFO and Company Secretary of Reef
Casino Trust. In 2001 he

Regional Controller and in
this capacity is responsible for steering, budget
planning, operations management, and new business development in the
region. Mr. Tan holds a
Bachelors Degree in Commerce (Accounting) with
Honours from the University of Birmingham,
and is a member of the

Harald Baku, born 1962,
joined Casinos Austria AG
in 1984 as a croupier,
transferring to a financial
management role at
Casinos Austria International in 1995. He is
responsible for the worldwide auditing of CAI
company standards relating to casino and backoffice issues and the identification of best practices leading to knowhow exchange between
CAI operations. Mr. Baku
is a Certified Accountant
with extensive knowledge of international audit
requirements and legislation and holds a Masters Degree in Business
Administration from the
Johannes Kepler University in Linz.

Ber nkopSchnürch, born 1967,
joined CAI in 1991. He is
responsible for the identification and evaluation

benchmarking macroeconomic and demographic trends, pilot

1999 after a seven-year
career in accounting and
taxation for an Austrianbased multinational
group. He is responsible

Group's Consolidated Financial Statements and

Ian Napier, born 1955,
has 27 years experience
in the security industry
and joined CAI in 1990
as Head of Security and
Surveillance. In 2001,
Mr. Napier was appointed Head of Quality Management & Compliance.
He is responsible for total
quality management (organizational learning
through continuous improvement), casino compliance (to best practice
frameworks), and security and surveillance
(maintaining public trust
that all gaming is conducted honestly) throughout CAI. Mr. Napier
holds a Diploma in
Project Management and
a Master of Business
Administration (MBA).
Gudrun Ott, born 1975,
represents Casinos Austria's legal advisors on
the Casinos Austria International Management
Team. Ms. Ott specializes in national and

born 1964, joined CAI in
1991 and was appointed
Head of Corporate Relations in 2001 and Customer Care in 2003. His
responsibilities include
international marketing,
public relations, branding activities, compliance management, customer service initiatives,
and coordination of
inter-casino activities.
Mr. Pamminger holds a
Masters Degree in Business Administration from
the Johannes Kepler
University in Linz and a
Master of Advanced Studies in Knowledge Management from the Danube
University in Krems.

1978, where he was initially employed as Casino
Manager in a number of
land-based and shipboard casinos around
the globe. Following an
extensive international
career, he returned to
head office and was
appointed Senior Vice
President Human Resources in 2002. In his
current position Mr. Tucek
is responsible for global
staff management and
human resource development programs at CAI.
International Operations
The following section provides an overview of the organizational and operational structure used by CAI to manage its international interests and casino operations. It
includes a brief review of political, economic, or gaming industry related developments
for countries in which CAI is active, as well as a summary of the year's highlights and
activities at each of its casinos. All revenue figures and statistics quoted refer to an
operation's total gaming revenues (win, tips, entrance). Any specific references to gross
gaming revenues (“GGR” or “win”) for a particular operation are clearly indicated. The
figures quoted for the individual casinos are given in their actual gaming currency
(indicated throughout). All consolidated corporate and Group figures are given in euro.
Corporate Structure
Casinos Austria International Holding GmbH (referred to throughout this report
simply as “Casinos Austria International” or “CAI”) is a wholly owned subsidiary
of the Casinos Austria Group's parent company, Casinos Austria AG, and was
established to consolidate, develop, and manage the Group's international activities and operations.
In 1994, as Austria prepared to join the European Union and Casinos Austria
International continued to expand its activities worldwide, the company decided to
divide financial and management responsibility for its extensive network of international casino operations between two further subsidiaries: Casinos Austria International
GmbH (CAIG) and Casinos Austria International Ltd. (CAIL). CAIG is based in
Vienna, Austria and manages the company's European interests and casino operations, while CAIL is based in Brisbane, Australia and heads its non-European and
shipboard interests and casino operations.
CAIL
CAIL is listed on the Australian Stock Exchange (ASX) under the symbol “CAI”. The
company posted a consolidated net profit of AU$ 10 million for the financial year
that ended December 31, 2003, a 28% increase compared to the previous year. The
CAIL share price also performed well throughout the year, increasing in value from
AU$ 0.57 on the year’s first day of trading to AU$ 0.67 on the final trading day in
2003, a rise of 17.5%.

In 2003, Casinos Austria International operated a total of 42 land-based casinos in
15 countries: Argentina, Australia, Canada, Croatia, Czech Republic, Denmark,
Egypt, Greece, Hungary, India, Palestinian Authority, Romania, South Africa,
Switzerland, and Venezuela. In the same period, CAI also operated eleven shipboard
casinos on board vessels in the following fleets: Discovery Cruises, Louis Cruise
Lines, Radisson Seven Seas Cruises, Sea Dream Yacht Club, Seetours, and Sun
Cruises (MyTravel Group). Management of these operations is handled by the company’s three geographical regions and its shipboard division.

Croatia
Pupp Casino Club
Croatia continued to face political and economic problems and high unemployment
in 2003. However, the tourism industry showed healthy growth, and the return to
power of the Croatian Democratic Union in the parliamentary elections in November
would seem to indicate that the country has completed its transition to democratic
government and is eager to achieve its aim of attaining European Union candidate
status in 2004. Croatia’s gaming industry remained competitive, with casinos benefiting from a reduction in taxation levels following legislative changes in July 2002,
yet also affected by the weak economy, a decline in live gaming revenues, and
increased competition from slot arcades.

Casino City Zagreb
CAI has operated a casino in the Croatian capital since May 2000. Casino City Zagreb
is located in the 5-star Art Deco Hotel Esplanade, which has been undergoing extensive
refurbishment since November 2002. The casino remained operational in the initial
phase of renovations and closed in early June 2003 for its relocation to new premises
within the hotel. The reopening of Casino City Zagreb is planned for mid-2004, when it
it looks forward to regaining its previously strong position in the upper end of Zagreb's
competitive casino market.
Czech Republic
In 2003, CAI operated a total of 13 casinos in the Czech Republic. For historical reasons, management of these casinos is split between two subsidiaries: Balnex a.s.,
which operates the 777 Casinos, and Czech Casinos a.s. The casino market in the
Czech Republic is considered to be one of the most competitive in Europe, with casino
licenses freely available and over 150 licenses already issued for a population of
around 10 million. Almost all of these casinos are currently in operation and competition in the country’s border regions and the capital, Prague, is particularly fierce,
with nearly 40 casinos operational in the city in 2003.
Balnex. a.s.
CAI purchased Balnex in 2002, after 15 years of cooperation between the two companies, and decided to continue marketing the Balnex casinos under their wellestablished 777 brand. Despite the intense competition in the Czech casino market, Balnex managed to raise the number of visitors to its casinos by 9.6% in 2003
and posted an increase in revenues of 4.1% (in CZK). Results at Casino 777 Brno
were particularly noteworthy, with the casino posting a 40.6% increase in revenues (in CZK) and an 11.9% increase in visitor numbers. Other Balnex developments in 2003 included the decision to sell Casino 777 Znojmo at the end of
October, due to the operation’s declining results and the lack of opportunity for
development in this competitive region near the border with Austria.

Czech Casinos a.s.
Czech Casinos was founded by CAI in 1989 to establish its own presence in the Czech
market and was one of the country's first casino operators. The company operated eight
casinos in 2003, making it one of the largest and most professional casino enterprises in
the Czech Republic. 2003 was a year of mixed results for Czech Casinos with revenues
down slightly by 3.9% (in CZK), despite an 8% increase in visitor numbers. The company's
flagship operation, Casino Palais Savarin, remained one of the most successful casinos
in Prague, opening a new slot room with eleven hi-tech slots and reporting a 2.5%
increase in revenues (in CZK) and a significant rise in visitation. City Casino Plzen also
reported good growth, with revenues up by 16.4% (in CZK) and a 4.8% increase in visitors.
Denmark
CAI began its activities in Denmark in 1990 and is the leading casino operator in the country, with its three casinos generating almost 75% of Danish casino gaming revenues. In
2003, the Danish casino market felt the effects of the economic situation in the country as
a whole, with the reduction in disposable income leading to a 4.4% drop in total visitor
numbers at its six casinos. This trend is, however, expected to reverse in 2004. The chain
of slot parlors opened by Dansk Tipstjeneste (Danish Lotteries) following changes to slot
machine legislation in 2002 had spread to most major cities by 2003 but does not seem to
have had any significant direct impact on the casino industry.
Casino Copenhagen
Casino Copenhagen is an equal joint venture between CAI and SAS International
Hotels Selection A/S and the only casino in the Danish capital. In 2003, Casino
Copenhagen posted a 4.7% drop in visitor numbers and an 8.7% reduction in revenues
(in DKK). Nonetheless, figures for the fourth quarter indicate a turnaround in this
trend, and the operation managed to maintain its position as Denmark’s leading casino,
realizing over 50% of the country's casino gaming revenues. Overall performance at
Casino Copenhagen remained satisfactory, with the cost cutting measures introduced
in 2003 reducing running costs and improving operational efficiency.
Casino Munkebjerg Vejle
Casino Munkebjerg Vejle is an equal joint venture between CAI and the proprietors of
the Hotel Munkebjerg. In 2003, the casino exceeded expectations in many critical areas,
including achieving its highest ever total gross gaming revenues (DKK 40.5 million).
Casino Odense
A wholly owned subsidiary of CAI, Casino Odense posted a 7.5% reduction in visitation
in 2003 yet only a slight reduction in revenues of 2.2% (in DKK), indicating an increased
spend per guest. Casino Odense launched a new marketing offensive in 2003 and introduced major cost cutting measures, including a reduction in staffing levels. One of the
highlights of the year came in the autumn, when Casino Odense hosted the preliminary round of the Danish Open Poker Tournament for the first time.
Greece

Club Hotel Casino Loutraki
In 2003, there were nine casinos in operation in Greece, set up after legislation was
passed in 1993 and 1994 to privatize the Greek casino industry and allow the Greek
government to issue up to 12 casino licenses across the country. Club Hotel Casino
Loutraki is the largest and most successful of the nine Greek casinos, accounting for
around one third of the country’s total casino market. Responsibility for casinos in
Greece is shared by the Ministry of Finance (economic issues) and the Ministry of
Development (administrative control). 2004 promises to be an exciting year for the
Greek casino industry as visitors flock to the country in August, when Athens, birthplace of the modern Olympic Games, hosts the Games of the XXVIII Olympiad.
Club Hotel Casino Loutraki
As one of CAI’s highlights in 2003, negotiations were finalized in June with the owners of Club Hotel Casino Loutraki regarding CAI’s acquisition of a 10% stake in this
establishment. This strategic investment represents a further milestone in CAI's
expansion strategy, giving the company access to the exciting Greek casino market
and a share in the country's largest and most expansive casino project. CAI's
Chairman, Leo Wallner, joined the Board of Directors of Club Hotel Casino Loutraki
at the beginning of 2004.
With 70 gaming tables and 700 slot machines, Club Hotel Casino Loutraki is one of
the largest casino operations in Europe. 2003 was a highly successful year for Club
Hotel Casino Loutraki, with the casino posting revenues in excess of e 190 million,
an increase of 9.8% over the previous year (2002: e 173 million). In the same period,
Club Hotel Casino Loutraki welcomed almost 900,000 visitors, an increase of 12.5%
(2002: 800,000).
Hungary
CAI was the first international company to operate casinos in Hungary, with its first
venture in the country dating back to 1981. Since then, the Hungarian casino industry
has undergone extensive regulatory changes, and there are currently six casinos
operational in the country, three of which are operated by CAI: Casino Sopron,
Casino Gyó´r, and Casino Kecskemét.
The casino industry in Hungary remains very competitive, with a large number of
slot parlors competing with the casinos for business, but it also appeared to have
stabilized, with no new licenses awarded in 2003. The Ministry of Finance and the
Gaming Board issued new money laundering guidelines in 2003, requiring casino
operators to record details of all guests, and not only those who cashed out monies
above a certain level. Appropriate measures were taken in all three CAI casinos to
implement these guidelines.

Casino Gyó´r
Casino Gyó´r was founded in October 2001 and opened for business on January 16, 2002.
Of CAI's three casinos in Hungary, Casino Gyó́r was most affected by economic factors in
2003, its first full year of operations, yet still posted satisfactory results for the year. This
was attributed primarily to the introduction of new slot machines and the resulting
increase in slot revenues.
Casino Kecskemét
Casino Kecskemét was founded in October 2001 and commenced operations on
February 1, 2002. The casino enjoyed a successful year in 2003, its first full year of
operations, with results for the fourth quarter in particular exceeding expectations.
This was due primarily to the introduction of new slot machines, with the casino also
paying out a record slot jackpot win of HUF 15 million in October. Increased marketing measures are planned in 2004 to expand the casino’s player base.
Casino Sopron
2003 was a very successful year for Casino Sopron, with the casino surpassing performance expectations both in terms of GGR and net profit. Revenues were up significantly
by 26.7% (in HUF), attributed mainly to a large increase in slot revenues, while live game
revenues remained constant compared to the previous year. Guest numbers were on a
par with 2002, an achievement in itself, since Casino Sopron is heavily reliant on tourists
from nearby Austria, and the strong Forint in the middle of the year saw tourist numbers in the region drop by 25%. The casino continued to attract new guests in 2003, with
first time visitors accounting for 9% of total guests.
Romania
CAI has been active in Romania since the early 1990’s, opening its casino in Bucharest
in 1991. Although new US and EU Country Reports still highlight several areas of
continuing concern, particularly in light of Romania's plans for accession to the
European Union, 2003 was a stable year in Romanian politics, with economic statistics for the country also relatively favorable. Nevertheless, it was another testing year
for the Romanian casino industry, with increased customer taxes, new laws on the
issuing of receipts and recording of player transactions, and the new Labor Code all
affecting casino operations in Romania.
Casino Bucharest
2003 was a year of sharp contrasts for Casino Bucharest, which again faced very strong
competition throughout the year from an average of eleven casinos operating within a
5 km radius in the Romanian capital. Numerous legal changes, including stricter customer taxation laws and new working practices legislation, also had a negative impact
on the market and the casino's ability to operate competitively. Nonetheless, the casino
performed well, posting a healthy 14.8% increase in visitation and a slight rise in revenues of 0.6% (in US$, its gaming currency).
Switzerland
The opening of Grand Casino St. Gallen in November brought the total number of casinos operated by CAI and its cooperation partners in the Swiss casino market to six, more
than any other casino operator. CAI’s equity participations in Switzerland are managed
by a wholly owned subsidiary, Casinos Austria (Swiss) AG, which also acts as know-how
provider to the cooperation partners. As 2003 was the first full year of business for most
of the casinos in Switzerland, no trading comparison can be made to the previous year.
The Swiss casino market is highly competitive, with the highest density of casinos per
capita in Western Europe and another ten casinos in the surrounding border regions.

Although all the new Swiss casino licenses were operational by the end of 2003, the economic situation proved particularly difficult for type B casinos, with Casino Arosa and
Casino Zermatt forced to close again by the end of year. To address this situation, the
Federal Government reduced the base rate of gaming tax for type B casinos, backdating
this reduction to 2002 and 2003. A revision of the Gaming Act is planned for 2004.
Casino Schaffhausen
CAI assumes a purely investment role in Casino Schaffhausen and has no major operational influence. The casino had to be restructured following operational problems shortly after its opening in September 2002. In spring 2003, CAI opted not to participate in
the casino's capital increase, thereby reducing its share participation from 30% to 15%.
Casino St. Moritz
2003 was a difficult year for Casino St. Moritz, which was greatly affected by the general slump in tourism in the region. The casino underwent an extensive reorganization
and downsizing process in the summer months, intensifying its marketing activities to
attract further new visitors from the surrounding areas and nearby Italy.
Casino Zürichsee
Casino Zürichsee opened in November 2002 and was one of the best performing type B
casinos in the whole of Switzerland in 2003, its first full year of operation. Revenues for
the period significantly exceeded expectations at over CHF 30 million, with the casino welcoming a total of 177,340 visitors throughout the year.
Grand Casino Bern
The first full year of business at Grand Casino Bern was a success in every respect. The
casino posted revenues in excess of CHF 48 million and welcomed a total of 219,097
guests, making it CAI's most successful casino in Switzerland. In March, Grand Casino
Bern formed an alliance with two other Swiss casinos, Grand Casino Luzern and Grand
Casino Baden, to found the Swiss Jackpot, which links slot machines in all three operations.

This was followed by a comprehensive restructuring program, a complete redesign of the
casino and entertainment areas, and a relaunch of the casino in April 2004.
Grand Casino St. Gallen
In one of the highlights of the year, CAI and its Swiss cooperation partners opened their
sixth casino in Switzerland, Grand Casino St. Gallen, at the end of November 2003. The
casino posted extremely good results in its first month of business, with revenues and
visitor numbers for the period easily exceeding expectations. Grand Casino St. Gallen
also joined the Swiss Jackpot alliance following its opening.

CAI has a long history in the Egyptian casino market, operating two casinos in the
country in 2003: Casino Royale in Sharm El Sheikh and Casino Semiramis in Cairo.
2003 proved to be a very challenging year for the Egyptian gaming market. The
country's casinos are heavily dependent on the tourist industry, as gaming laws only
permit casinos to be located on the premises of five-star hotels and restrict casino
gaming to foreign passport holders and Egyptian nationals with dual citizenship.
Consequently, the casino market was greatly affected by the drop in tourist visitors
to Egypt at the beginning of the year as a result of the war in Iraq and the continued fear of terrorist threats in the region, with hotel occupancy rates and casino
visitor numbers falling to an all-time low in March and April.
Casino Royale
Despite the generally difficult situation in the Egyptian casino market, Casino Royale
performed extremely well overall in 2003, posting a 27% increase in visitor numbers
and a 25.3% rise in revenues (in US$). Following a slow start to the year, business
picked up considerably from June onwards, when tourists began returning to Sharm
El Sheikh in large numbers. Slot machine revenues also increased in 2003, reversing
the decline in slot revenues seen in the previous two years.
Casino Semiramis
Casino Semiramis is situated in the Egyptian capital, Cairo, and felt the full effects
of the situation in the country's casino market in 2003. Revenues were down on the
previous year, due primarily to the conflict in Iraq, increased competition from other
casinos in the city, and the drop in play by premium visitors from neighboring Arab
countries. A major improvement in performance is not expected until the political
tension in the Middle East eases.
Palestinian Authority
The Oasis Hotel Casino Resort remained closed throughout 2003 due to the ongoing
situation in the Middle East, with the area surrounding Jericho still out of bounds
for Israeli citizens and tourists. The casino remains fully equipped and ready to
reopen as soon as political circumstances in the region permit.

Casinos Austria International has been active in the South African casino market
since the 1990’s, opening its first casino in the country, Gold Reef City Casino near
Johannesburg, in 1998. Gold Reef City Casino welcomes almost 11,000 visitors
every day and is one of CAI’s most successful operations worldwide. CAI and its
South African partners, Gold Reef City Resorts, continued to strengthen their position in the country’s casino industry in 2003, opening their fifth operation,
Goldfields Casino in Welkom, Free State Province, in December. All CAI's casino
operations in South Africa continued to perform extremely well in 2003, contributing
significantly to the company's results.
Garden Route Casino
New government policy after 1996 has established a highly regulated casino
industry in South Africa. With 31 casinos operational across the country in 2003,
the casino market is extremely competitive, contributes substantially to the public
purse, funds important public infrastructure and tourist facilities, and has created
almost 100,000 direct and indirect jobs since 1996. Casinos in South Africa are subject to tight controls on player protection, exclusion of minors, probity standards,
and other compliance measures.
Gold Reef City Resorts
CAI holds a 30% economic interest in Gold Reef City Resorts Limited, a public company listed on the JSE Securities Exchange in Johannesburg and holding company
for the five casinos operated by CAI in South Africa. The casino and resorts operator reported excellent trading in 2003, driven partly by the positive effects of reduced
inflation and interest rates on disposable income. Group revenue for Gold Reef City
Resorts Limited grew by 14.8% to ZAR 903.9 million, with all its casinos trading at
healthy margins. The group's confidence in its future prospects is reflected in the
80% increase in the dividend to 27c per share. Gold Reef City Resorts Limited stock
is traded on the JSE under the symbol “GDF”. The company’s share price more than
doubled in value in 2003 from ZAR 2.70 on the year’s first day of trading to ZAR 6.01
on the final trading day, a rise of 122.6%.
Casino Mykonos
The Greek-themed Casino Mykonos is part of the beautiful Mykonos Resort and is
only a one hour drive away from Cape Town. Since its opening in December 2000,
the casino has gained international fame as host to numerous sailing regattas, fishing derbies, and windsurfing competitions. 2003 was another year of excellent trading at Casino Mykonos, with the operation posting an increase in revenues of 20.6%
(in ZAR) and a rise in visitor numbers of 28.1%.

Thanks to robust trading and a particularly strong festive season, the Garden
Route Casino performed extremely well in 2003. The casino, which was opened in
December 2002 and is situated in the picturesque town of Mossel Bay, welcomed
a total of 566,457 guests throughout 2003 and posted strong revenues in its first
full year of trading. Environmental approvals have also been obtained for a new
international championship level golf course to be built adjacent to the casino. The
construction work for this project has already begun, and 80 new golf lodges are
expected to be completed by the end of 2004, which should also have a positive
impact on the casino.

Gold Reef City Casino is CAI's flagship operation in South Africa and continued to
perform extremely well in 2003. Revenues for the period were up by 12.4% (in ZAR)
and the casino welcomed a total of almost 4 million visitors throughout the year.
Successful marketing initiatives and superior service levels assisted the casino in
increasing its market share in Gauteng, where it competes with five other casinos.
A new 500-seat conference facility at Gold Reef City Casino, which will broaden the
casino's customer profile, is currently under development and is expected to open in
the third quarter of 2004.
Golden Horse
The Golden Horse casino also enjoyed a successful year in 2003, with the operation posting an increase in revenues of 1.1% (in ZAR) and an 18.1% rise in visitor
numbers, very satisfactory results in light of the increased competition from other
operations in the area. With its unique combination of casino gaming and topclass horse racing, the Golden Horse thoroughly deserves its reputation as CAI's
first “racino”.
Goldfields Casino
CAI's fifth and latest operation in South Africa, Goldfields Casino, opened in
December 2003 in Welkom, Free State Province and has already traded well ahead
of budget. The casino reported better than expected revenues and strong visitor
numbers for its first 28 days of business. Based on these early positive indications,
management is confident of the growth prospects for the casino in 2004.

Australia
CAI has had a long and successful history in the Australian casino market, opening
its first operation, Casino Canberra in the nation’s capital, in November 1992, and
its second casino, The Reef Hotel Casino in Cairns, Queensland, in January 1996.
Although in the first half of 2003, the casino industry in Australia was affected by
the drop in tourist numbers as a result of the outbreak of the SARS virus and the
threat of global terrorism, the second half of the year saw the return of the international visitors, in particular from the important Southeast Asian markets. CAI's two
casinos in Australia continued to perform strongly, with The Reef Hotel Casino
remaining one of Casinos Austria's strongest operations worldwide.
Reef Casino Trust
CAI holds indirect and direct interests of approximately 40% in the Reef Casino
Trust, the holding company that owns and operates The Reef Hotel Casino complex
in Cairns. The Reef Casino Trust is listed on the Australian Stock Exchange (ASX)
under the symbol “RCT”. Its share price performed extremely well in 2003, increasing
in value from AU$ 1.35 on the year’s first day of trading to AU$ 2.01 on the final
trading day, a rise of 48.9%.
Casino Canberra
Despite a difficult start to the year, with the devastating bushfires that hit the region
around the Australian capital at the beginning of 2003 causing a severe drop in
local visitors and tourist revenues, Casino Canberra recovered as the year went on
to post a turnaround in financial performance in 2003 and reach a breakeven position. The introduction of a new 22 station Rapid Roulette table in February heralded the start of a return in confidence, and the casino's revenue stream improved as
the year progressed. Eight new TouchBet Roulette terminals were also introduced in
December. The operation posted an increase in revenues of 7.4% (in AU$) in 2003,
despite the fact that Casino Canberra remains the only casino in Australia not permitted to install slot machines.
The Reef Hotel Casino
With its enviable location close to the Great Barrier Reef and the oldest existing
rainforest in Northern Australia, The Reef Hotel Casino in Cairns remained one of
CAI's most successful operations worldwide in 2003, with visitation to the casino
reaching its highest levels since 1997. The casino posted an increase in revenues
of 8.8% (in AU$) over the previous year and a rise in visitor numbers of 4.7%, bringing the total number of visitors in 2003 to well over 1.1 million. A total of 41 new
slot machines were also installed during the year. In November, The Reef Hotel
Casino received a special “Encouragement Award” from Tourism Tropical North
Queensland for its role as a “Significant Regional Attraction”. Continuing this trend,
the new Cairns Rainforest Dome, a rainforest wildlife experience located on the
rooftop of the Reef Hotel Casino complex, opened its doors for the first time in
December 2003.

CAI began planning its expansion into the previously untapped Indian casino market in 1999, when gaming legislation was established in the state of Goa allowing
the operation of slot machines and live table games on board offshore vessels. CAI
was the only company to be granted such a license, securing its status as the first
casino operator in the entire subcontinent. Recent changes to the country's gaming
laws have seen Goa attracting an ever increasing number of domestic players, who
previously had to travel abroad to play in a casino. Other Indian states are also considering awarding casino licenses, including the state of Sikkim in the northeast of
the country, which connects the subcontinent with China.

2001 on board the 270-passenger M.S. Caravela, which sails in territorial waters
off the coast of Goa. 2003 was a very successful year for Casino Goa, with the operation posting an increase in revenues of 22.6% (in INR), despite a decrease of 6.3%
in visitor numbers for the same period as a result of the drop in foreign tourists to
the region due to the war in Iraq. Casino Goa also featured in a documentary about
the region for European television, which was filmed partly on board the M.S.
Caravela in March.

Argentina has a long tradition of casino gaming, with the first casinos in the country
dating as far back as the colonial days of the 18th and 19th centuries. CAI began its
operations in Argentina in 1987, when gaming restrictions that had placed all gaming operations under government control since 1944 were eased, allowing private
casino operators and foreign investors to participate in the country's emerging casino
market. Argentina is still feeling the effects of the economic crisis of the last few
years and, although the country is now showing definite signs of recovery, consumer
confidence has yet to return to its previous levels and continues to have an effect on
the country's casino industry.

Casino Las Leñas was CAI's first casino in The Americas, with the company taking
over operations in 1987. The casino is situated in the exclusive Valle de Las Leñas
ski resort in the Argentinean province of Mendoza, known to ski enthusiasts as the
“St. Moritz of South America”. At an elevation of 2,200 meters above sea level,
Casino Las Leñas is also the highest casino in the world. As a seasonal operation,
the casino is only open during the skiing season from June to October.
Golden Dreams Casino
Golden Dreams Casino is located in Salta City in the Argentinean province of Salta.
This modern Las Vegas-style casino was initially opened in 2001 as a slot machine
establishment and extended its gaming mix in 2003 to include a total of 16 live gaming tables: six American Roulette, six Black Jack, one Punto y Banca, one Craps,
and two Caribbean Poker tables. Consequently, 2003 was an extremely successful
year for the Golden Dreams Casino, with the operation posting a 120% increase in
revenues (in ARS) and welcoming over 590,000 visitors, a rise of 43.4% over the previous year.
Canada
CAI began its operations in Canada in January 1997, when the Great Blue Heron
Charity Casino near Toronto, Ontario opened its doors to the public for the first time.
The casino market in Canada is extremely competitive with over 70 permanent casinos,
approximately 40,000 slot machines, and almost 40,000 video lottery terminals operational across the country. The border provinces with the USA have seen particularly
large growth, attracting large numbers of tourists and guests from the neighboring
US states. The province of Ontario has the largest number of casinos in the country
with three commercial casinos, six charity casinos, and 16 racetracks with slot operations all operating in 2003. Six of these casinos are located close to the province's
border with the United States, while the other three – including CAI’s Great Blue Heron
Charity Casino – target primarily the local market in and around Toronto.

The Great Blue Heron Charity Casino is one of Ontario's finest casino properties and
was one of CAI's most successful casinos worldwide in 2003, posting revenues of
CA$ 143 million (€ 91 million), an increase of 7.4% over the previous year. 2003 was a
pivotal year for the Great Blue Heron Charity Casino, operated by CAI for the
Mississaugas of Scugog Island First Nation since 1997, with the casino extending its
opening hours to 24/7 in May. Visitation was at record highs, with an average of 25,000
guests visiting the casino every week, despite it having to close its slot operations for
one week in August during the wide area power blackout that affected large portions of
the Midwest and Northeast United States and Ontario, Canada.
Venezuela
2003 was a turbulent year for Venezuela, with the country facing a difficult political
and economic situation. However, the fall in the value of the bolivar against the
major international currencies led to a significant increase in domestic tourism, with
many Venezuelans opting to vacation at home instead of traveling abroad, and
casinos on the country's main tourist island, Isla Margarita, posting record results
in their local currency and a major increase in visitor numbers. CAI began its
operations in Venezuela in June 2000, with the opening of Casino Laguna Mar, the
second casino on Isla Margarita, located in the five-star Margarita Laguna Mar Hotel
and Resort complex.
Casino Laguna Mar
Casino Laguna Mar is a themed casino depicting colonial Cuba in the 1940’s. In
local currency terms, 2003 was a very successful year for Casino Laguna Mar,
which posted a 71.4% increase in revenues (in VEB) and a 30.5% increase in visitor numbers. However, given the weakness of the bolivar against the euro, this
unfortunately translates into a decrease in euro revenues of 12.5%.
Shipboard Casinos
CAI began its shipboard activities in 1981 and has since opened over 95 casinos on
board some of the most prestigious cruise liners afloat. As is common in the cruising
casino industry, CAI no longer operates the majority of these casinos. When cruise line
companies decide to install an onboard casino on one of their vessels, they often select
an industry expert as partner in the design, installation, and initial operational phases.
The casino operator is awarded a fixed term concession agreement to operate the casino and, in many cases, transfers operations to the cruise line's in-house staff at the end
of this contract. Other cruise companies elect to extend the concession agreements or
leave operation of the casino permanently in the hands of the casino experts.
Radisson Seven Seas Navigator
Radisson Seven Seas Mariner
2003 proved a challenging year for the cruise industry, which felt the effects both of the
war in Iraq and the increased fears of terrorist threats. Many cruise lines reported
reduced passenger counts, shortened their itineraries, and even pulled some ships from
service. Nonetheless, CAI continued to expand its already strong position in the industry in 2003, gaining new contracts and extending others.
In 2003, CAI operated casinos on board a total of eleven vessels in the following
fleets: Discovery Cruises, Louis Cruise Lines, Radisson Seven Seas Cruises (RSSC),
Sea Dream Yacht Club, Seetours, and Sun Cruises (MyTravel Group). The Maritime
Division’s highlights for the year included the opening of the casinos on board the
new Radisson Seven Seas Voyager and the Radisson Seven Seas Navigator. Revenues
for CAI’s shipboard operations in 2003 (including the two new RSSC casinos) were
up by almost 20% (in US$).
2004 has also got off to a promising start, with two further cruising casinos already
opening in March on board two vessels in the Royal Olympia Cruises' fleet, the MTS
Triton and the World Renaissance.
Discovery Cruises
In November, CAI extended its casino management contract with Discovery Cruises for
the third time. Under the terms of the new agreement, CAI will operate the casino on
board the cruise line's day cruise vessel, the Discovery Sun, for another four years and
made extensive renovations to the onboard casino. The 1,400-passenger Discovery Sun
makes daily trips from Fort Lauderdale, Florida to Freeport, Grand Bahamas.
Louis Cruise Lines
CAI has operated the casinos on various vessels in the Louis Cruise Lines fleet since
the start of cooperation between the two companies in 1998. In the 2003 season,
only the casino on board the 739-passenger Serenade was operational, with Louis
Cruise Lines withdrawing the Princess Cypria and Princess Victoria from service due
to low passenger bookings.

CAI has a long history of cooperation with Radisson Seven Seas Cruises and has operated the casinos on board the 200-passenger Song of Flower since 1989 (which closed
in October 2003 following a change in ownership) and the 350-guest Radisson Diamond
since 1996. In 2002, CAI was awarded a five-year casino concession for the 700-guest
Radisson Seven Seas Mariner, the world's first all-suite, all-balcony ship, voted “Ship of
the Year” in 2003 by the prestigious World Ocean & Cruise Liner Society. In 2003, CAI
again extended its cooperation with RSSC to include new four-year casino concession
agreements for another two ultra-luxury vessels: the 490-passenger Radisson Seven
Seas Navigator and the 700-guest Radisson Seven Seas Voyager.
Radisson Diamond
The Navigator was RSSC’s first all-suite vessel and the first to homeport in New York for
Bermuda, New England, and Canada sailings. The new all-suite, all-balcony Voyager set
sail on her maiden voyage in the Western Mediterranean and Baltic seas in April 2003
and spent the rest of the year sailing to destinations in the Caribbean from its home
port in Fort Lauderdale, Florida. In January 2004, she embarked on a 94-day roundtrip
Grand Asia Pacific voyage from Los Angeles.
Sea Dream Yacht Club
CAI has operated the casinos on board the Sea Dream Yacht Club's twin, ultra-luxury
yachts since 2001. Each of these vessels, the Sea Dream I and the Sea Dream II,
caters to only 116 passengers, offering guests a relaxed atmosphere, first-class service,
and absolute privacy. Itineraries include Mediterranean ports of call in the summer
and exotic Caribbean destinations in the winter.
Seetours
CAI has operated the casino on the 1,590-guest A’Rosa Blu, one of the newest vessels
in the German Seetours fleet, since the luxury ship's maiden voyage in June 2002.
Recent statistics show that cruises are becoming an increasingly popular form of
vacation among German tourists, and Seetours predicts significant growth in the
German cruising market in the next few years. In April 2004, the A’Rosa Blu was
renamed AIDAblu.
Sun Cruises
CAI has operated the casinos on board three of the vessels in the Sun Cruises’ fleet
since February 2002: the 1,202-guest Carousel, the 1,595-guest Sunbird, and the
1,257-guest Sundream. In 2003, the Carousel operated seven-day cruises in the
Mediterranean, while the Sunbird and Sundream sailed to popular destinations in
the Mediterranean in the summer and the Caribbean in the winter months.

In times of economic uncertainty consumers tend to reduce their expenditure on
leisure and recreation activities, a tendency that, of course, also has a negative effect
on the casino and gaming industries. As a result, in 2003 revenues and visitor numbers at the Austrian casinos were down slightly over the previous year. The twelve
Austrian casinos posted revenues (win, tips, entrance) of e 310 million and welcomed a total of 2,452,541 guests in 2003, including 1,607,120 national and
845,421 international visitors. Casino Wien in Vienna was the largest contributor
with revenues of e 71 million and 374,752 visitors, followed by Casino Baden and
Casino Bregenz.
In keeping with international trends, the popularity of slot machine gaming – and in
particular video slot machines – continued to grow in the Austrian casinos, with low
stakes, fast games, and average payout rates of up to 97% just some of the factors
contributing to their attraction. In 2003, the twelve Austrian casinos operated a total
of 1,834 slot machines, offering players a choice of over 200 different slot machine
games. Slot revenues for the period accounted for 67% of gross gaming revenues at
e 146 million. A total of 210 slot machines across Austria are linked to form the
highly popular Casinos Austria mega jackpots, such as “Mega Austria”, “Austria”,
and “Magic Fifty”, and news of high jackpot payouts regularly hit the headlines
throughout the year.
Casinos Austria AG continued to expand its already successful Jackpot Casino concept in 2003. The six Jackpot Casinos in Casino Baden, Casino Bregenz, Casino
Graz, Casino Linz, Casino Innsbruck, and Casino Wien offer primarily slot machine
gaming, open earlier, and have a more casual dress code than the traditional casinos
in which they are housed. Jackpot Casino Linz opened its new, extended gaming
area in March 2003 with 108 slot machines and five gaming tables, while Jackpot
Casino Wien was extended in September to accommodate an additional 31 slot
machines and three new gaming tables as part of the extensive renovation and refurbishment work carried out at Casino Wien during the year.

Live Gaming
Nonetheless, live table gaming continues to remain a crucial part of the entertainment
in all Austrian casinos. It is the thrill of the live game that creates the extraordinary
atmosphere and emotional excitement that form such an essential part of the whole
casino experience. In 2003, the twelve Austrian casinos offered a choice of twelve live
games at a total of 226 tables. In addition to classic casino favorites, such as Roulette
and Black Jack, these also include new games like Easy Poker and Easy Black Jack.
The opening of American Roulette and Black Jack tables in the Jackpot Casinos also
offers slot machine players a chance to try their luck at the live gaming tables and further reflects the importance Casinos Austria attaches to the live game.
New TV Commercial
The fun of the live game and the fascination of the casino world also plays a central role
in CASAG's new TV commercial, launched on Austrian and German television at the
beginning of 2004. Based on the fairy tale by the Brothers Grimm, Cinderella, the film
transports the casino into the mystical and mysterious world of fantasy, beautifully portraying the emotional side of gaming in a union of idealistic and materialistic luck.
Cooperation Activities
To further strengthen their position in the Austrian gaming market, Casinos Austria AG
and Austrian Lotteries continued to intensify their cooperation activities in 2003. New
“Synergies” departments were set up in both companies to create the necessary organizational infrastructure and promote joint project and information management. CASAG
and Austrian Lotteries may have different owners and different interests, but they also
have many key goals that can better be achieved together. One good example is
win2day.at, the multi-channel gaming platform run jointly by the two companies.
Video Lottery Terminals
Casinos Austria AG constantly strives to introduce new, innovative products to its
already extensive gaming mix, products that reflect current trends in lifestyle and the
entertainment industry. The first outlet for its newest product, Video Lottery Terminals
(VLTs), will open in summer 2004 in Mayrhofen, Tyrol. Optically, VLTs are similar to
classic slot machines, but differ in their gaming mechanism. While each slot machine
calculates wins and losses independently via a random generator, these factors are
decided for VLTs on a central computer. The Video Lottery Terminals are a further cooperation between Casinos Austria AG and Austrian Lotteries and will be managed by a
new subsidiary, Glücks- und Unterhaltungsspiel Betriebsges.m.b.H., founded in 2002.
The partners have set the minimum gaming age for VLT outlets at 18, in line with their
strict player protection policies.
Outlook 2004
2004 has already got off to an exciting start for Casinos Austria AG, with planning well
under way for a new casino in Leobendorf, Lower Austria that plans to open at the end
of 2005.

CARD was founded in 1987 as a wholly owned subsidiary of Casinos Austria AG, and
has since gained an excellent reputation both at home and abroad as a developer, manufacturer, and supplier of premium technical equipment for the casino market. CARD's
product range includes automatic card shufflers, chip sorters, gaming tables, roulette
wheels, gaming layouts, and a range of gaming accessories. The company also offers full
after sales service, including on-site technical training. CARD is headquartered in
Vienna, with subsidiaries in New Zealand and the USA, and distribution partners and
agents in a number of other countries.
Highlights 2004
2003 was a very successful year for CARD, with the company reporting increased revenues and product sales. 440 units of its one2six™ multi- and single-deck shuffler
alone were sold in 2003. To cope with this increased demand, CARD underwent an
internal restructuring process during 2003, adding two new divisions – Marketing &
Sales and Research & Development – and six new members of staff (including one in
New Zealand), bringing its team to a total of eighteen at the end of the year. CARD also
began or completed licensing negotiations for its products in numerous international
jurisdictions in 2003.
New Distribution Network
In 2003, CARD extensively reorganized and expanded its own international sales
network. In Europe, new distribution agreements were signed for France (Caro) and
Russia, Kazakhstan, and Ukraine (AGS), adding to the existing agreement for
Portugal (Tradegame). Two subsidiaries were founded to manage non-European
commitments: in Auckland, New Zealand (for Australia and New Zealand) and Reno,
Nevada, USA. CARD signed an agent agreement for Canada and added coverage for
further new markets with new distribution agreements for South Africa (Omega) and
South East Asia (RGB).
Product Developments
Developments to CARD's one2six™ multi- and single-deck shuffler platform in 2003
included a prototype pre-shuffler (“one2six™ Pre-8”) that can shuffle up to eight decks
of cards. The new shuffler was demonstrated at five international exhibitions in
Australia, France, Russia, the UK, and the USA, along with CARD's new Easy Chipper™
chip sorter. The latest Easy Chipper™ developments, including increased sorting
speeds of up to 500+ chips per minute, were presented at the International Casino
Exhibition (ICE) in London in January 2004. The company also extended its table layout product range to include new high-resolution, photo-quality synthetic layouts.

CAST was founded in 1994 and is a wholly owned subsidiary of Casinos Austria AG.
The company provides operations throughout the Casinos Austria Group with technical and organizational security services and has rapidly gained a strong reputation in the international casino industry for its expertise in this field. Its portfolio of
services includes the analysis, planning, and implementation of all organizational
and technical security measures and equipment required to ensure personal safety
and protect investments. CAST became a certified “Technical Consulting Agency” in
1997 and a licensed “Security Consultancy” in 1998.

In providing these services, CAST calls upon a vast network of local and international
resources and experts. Constant industry observation enables CAST experts to identify
organizational and technical requirements right from the preliminary planning stage
and implement appropriate solutions in a highly efficient, cost-effective manner. CAST
prides itself on its high quality, full service and provides consulting on all aspects of
security and surveillance not only to companies within the Casinos Austria Group, but
also to other casino operators and companies outside the casino sector, including
undercover surveillance services in cases of suspected misdemeanors.
Handling Counterfeit
Banknotes
In 2003, CAST's security and surveillance experts handled a total of 3,087 security incidents in the twelve Austrian casinos alone, including a number of incidents related to
the use of counterfeit notes. Since the introduction of the euro, 46 cases of counterfeit
notes have been reported with a cumulated face value of e 3,030. In addition, two counterfeit US dollar bills were identified, each with a face value of US$ 100.
CAST not only provided extensive training in the detection and handling of counterfeit
notes, it also introduced measures to prevent their use in slot machines, based on forgeries taken from live gaming and counterfeits provided by the Nationale Analysecenter
(“National Analysis Center”), a subsidiary of the Oesterreichische Nationalbank (the
Austrian central bank). CAST continued to test new equipment both in this field and in
other areas of casino operations, with the results of these tests supporting purchasing
decisions and the selection of new equipment across the Casinos Austria Group.
Year in Review
Other main issues addressed by CAST in 2003 included the drafting of a new crisis
management handbook and implementation of new security and surveillance measures following the extension work to Casino Wien and the Jackpot Casino in Casino
Linz. Planning was also begun for the extension to the conference center at Casino
Velden and for the Video Lottery Terminals project in Mayrhofen. In 2003, the number of staff employed by CAST in its operative division remained unchanged over the
previous year at nineteen.
Austrian Lotteries
Austrian Lotteries was founded in 1986 and is a joint venture between Casinos
Austria AG (34%), PSK Beteiligungsverwaltung Gesellschaft m.b.H. (34%), Lotto
Toto Holding Gesellschaft m.b.H. (26%), and Österreichischer Rundfunk (6%).
Casinos Austria AG's share in Austrian Lotteries further confirms its role as the determining force in the Austrian gaming market. Strong personal links and combined roles
in both companies by key members of top management ensure optimal product design

Austrian Lotteries has enjoyed considerable success in the past few years, posting record
returns every year since 2000. This continued in 2003, with corporate sales increasing
by 4.6% and reaching almost e 1.35 billion for the year compared to e 1,29 billion in
2002. The company has paid more than e 5.34 billion in taxes since 1986.
This positive financial growth is attributed primarily to the ongoing success of its internet gaming platform, win2day.at (known until February 2003 as WebClub.at). More new
games were added to win2day.at in 2003, with the site continuing to enjoy rising
popularity. Sales for win2day.at increased by 37% from e 205.3 million in 2002 to
e 281.7 million in 2003. Austrian Lotteries' sales were also boosted by the introduction
of a new numbers lottery, “ToiToiToi” on March 3, 2003. “ToiToiToi” takes the form of a
fixed quota lottery, and posted sales of e 32.8 million in its first ten months of business.
Nonetheless, company figures for the year show that the generally weak economy and
related drop in consumer spending in Austria throughout the reporting period had an
effect on both the lottery and gaming sectors. Furthermore, consumer hesitancy in 2003
was not restricted to “impulse buy” products like “Brieflos” (an immediate payout lottery)
and “Rubbellos” (an immediate payout scratchcard lottery), but also affected some of the
traditionally more successful games such as the well-established “Lotto 6 aus 45” lottery,
“Joker”, and the “ Österreichische Klassenlotterie” (Austrian class lottery).
Austrian Lotteries began offering lottery games in 1986. The company's first two products
were the existing “Toto” lottery previously run by the Österreichische Glücksspielmonopolverwaltung and a new national lottery, “Lotto 6 aus 45”. These were complemented
in 1988 by two new lottery games, “Torwette” and “Joker”. In 1990, Austrian Lotteries
was granted further licenses from the Ministry of Finance to operate the “Brieflos”,
“Zahlenlotto 1-90” (a numbers lottery), and “Österreichische Klassenlotterie”. In 1995,
“Rubbellos” was introduced, followed by the Wednesday draw for “Lotto 6 aus 45” and
“Joker” in 1997, WebClub.at (now win2day.at) in 1998, “Bingo” in 1999, and another
new numbers lottery, “ToiToiToi” in 2003.

In 1998, Austrian Lotteries also moved into the internet gaming market with the
launch of its new games platform, WebClub.at (now win2day.at). Together with

the considerable potential for development in the electronic gaming market. Indeed,
in the relatively short period since it was launched, win2day.at has already become
one of the company's most successful products, second only to “Lotto 6 aus 45” in

As a result, Austrian Lotteries will focus strongly on expanding this gaming platform

win2day.at is the multi-channel gaming platform run by Austrian Lotteries and Casinos
Austria AG. Austrian Lotteries’ first online gaming site, WebClub.at, was launched in 1998
and expanded in 2001 in cooperation with Casinos Austria AG to include four casino
games. In February 2003, all existing services were consolidated under a new umbrella
brand: win2day.at. Currently accessible via PC or mobile phone, with plans to extend
access to interactive television and PDAs in the near future, win2day.at is the new name
in Austrian electronic gaming. With win2day.at Austrian Lotteries and Casinos Austria
have set new standards in the European electronic gaming sector and placed themselves
in an ideal position to address the future demands of this rapidly growing market.
Sales
2003 was a very successful year for win2day.at, with the site continuing to enjoy
increasing popularity throughout the year. By the end of 2003, win2day.at had over
123,000 registered users and around 900 new registrations every week. Sales for the
period increased by over 37.2% from e 205.3 million in 2002 to e 281.7 million in 2003.
The professionally managed site offers an enticing range of games, including a choice
of traditional Austrian lottery games, eleven gamesrooms, and seven popular casino
games: French Roulette, American Roulette, Black Jack, Seven Eleven, Chicken Slot,
Draw Poker, and Lucky Monsters.
New Casino Games
The introduction of a new casino classic, French Roulette, in July 2003 opened the
world of win2day.at to one of Casinos Austria's premium games. To differentiate from
the existing American Roulette, the variations were extended, the minimum bet raised
from e 0.2 to e 0.5, and the maximum stake from e 50 to e 100. The popularity of
the new game was evident from the start, with French Roulette already second only to
American Roulette in terms of sales and gross gaming revenues. The launch of
European Seven Eleven in December 2003, the first dice game on the win2day.at site,
complemented its casino portfolio, bringing the number of casino games offered to seven.
win2day.at also publishes details of winning numbers for traditional lottery games,
background information on its casino games, and a link to the Casinos Austria homepage for the latest casino Jackpot details. This makes win2day.at one of the prime
sources of Austrian gaming information on the internet.
Responsible Gaming
Austrian Lotteries and Casinos Austria take regulatory and socio-political requirements

Sales for 2001, tipp3's first year of business, far exceeded targets at e 28.3 million,
and this positive trend was continued in 2002, the company's first full year of business, with sales for the period reaching a total of e 57.6 million. tipp3 continued to
maintain a strong position in the Austrian sports betting market in 2003, with sales
for the period reaching e 52.1 million, despite the weak economic climate in the
country as a whole and the related drop in consumer spending on entertainment
and leisure activities.
Outlets & Program
tipp3 bets can be placed at 3,867 Austrian Lotteries outlets across the country. At
the time of its launch, tipp3 only offered betting on soccer matches, but has since
successively expanded its program to include ice hockey games, Formula 1 races,
and Alpine skiing fixtures. The betting program is published twice a week in the
Austrian press with up to 90 fixtures per issue.

Overall, 2003 was a very successful year for the Casinos Austria Group. Together,
the companies in the Group posted record revenues of € 2.32 billion, € 922 million of which were generated by its casino activities (win, tips, entrance). According
to its IFRS Financial Statements, the Casinos Austria Group posted a 2.4% increase
in sales to € 1.78 billion, with a consolidated net income of € 38.2 million in 2003,
an increase of 14.4% over the previous year. The Casinos Austria Group has produced financial statements according to the International Financial Reporting
Standards (IFRS) since the reporting year 2000.

In 2003, the Group’s international casinos posted record revenues of € 612 million, due
mainly to its investment in Casino Loutraki, the strong performance of its South African
casinos, and the first full year of business for its Swiss operations. The Austrian
casinos had a difficult year, with the drop in consumer spending on leisure and
entertainment activities in the country resulting in a 5.5% decrease in revenues.
Austrian Lotteries recorded an increase in revenues to € 1.4 billion, due mainly to
the continued success of its online gaming site, win2day.at, and the launch of a new
