Opening:
President Vincent delayed the start of the meeting
until 6.50 pm in the hope that the guest speaker
would turn up. PE Kusuma toasted RCJ, D3410, PDG
Tjoet Rachman and visitors PP Peter Duncan and
PDG Mustain Sjadzali.

President Vincent reiterated the importance of this
aim declaring that the objective of the Global Grant
was to make the clinic sustainable. We still need to
nominate a Jakarta-based representative, preferably
a young member of the club to follow up from Jakarta,
and assist PDG Tjoet. President Vincent reminded
members of the planned visit to the complex in Aceh
from 13 to 15 March 2015 inclusive, with the
intention of coming back with a better explanation of
the workings of the project. Kusuma stressed the
importance of talking to the Rector of Syiah Kuala
University in Banda Aceh during the visit.
CLUB’s next meetings and Guest Speakers:
Members Floor
President Vincent opened Members Floor while
waiting for the guest speaker.
PDG Tjoet took up the opportunity to speak but
apologised for not standing as at 91 years old and
suffering from vertigo getting to his feet was a
challenge. The Rotary International Health Clinic in
Banda Aceh and the Kampong Anak orphanage have
both been neglected over recent years. Pak Tjoet is
now living in Aceh with visits to Jakarta to get this
project going.
PDG Tjoet reported the good news that the Clinic has
now been accepted by Badan Penyelenggara
Jaminan Sosial (BPJS) - otherwise known as
Jamkesmas and being a government-financed health
insurance program for the poor and near-poor.
Inclusion in Indonesia’s largest insurance program is
critical for the successful operation of the clinic as it
will attract patients from the local area and provide a
source of income and the opportunity that may allow
us to bring project to a sustainable level.

PDG Tjoet observed that the Club is very much
involved now whereas Tjoet had wanted to keep the
project at District level but was unable to generate the
level of interest necessary to make it happen.

be a branch of Yayasan but for legal purposes PDG
Mustain prefers that in due course we have own tax
number as nowadays the Club is potentially liable to
pay tax on the Grant funds. However in the short term
RC Jakarta can use the bank accounts of the
Foundation who will partition the funds for
accountability. PDG Mustain jokingly reassured
Rotarians that the Foundation will not take a cut.
PDG Tjoet reported on the current status. RC Dundas
want to transfer Global Grant funds to RC Jakarta but
President Vincent still needs to sign Letter of
Agreement for the Global Grant in the name of the
Club but has held off as there is some legalese to deal
with. We still need to advise the Bank account
Number. RCJ has a Bank account but it is not
compliant because we have no tax number. In the
recent past this has prevented the Club receiving the
funds necessary to enable potential projects (notably
those proposed and funded by PT Total E&P
Indonesié) from proceeding. It must be separate
account and we also need two members as cosignatories.
After some discussion it was generally accepted that
RC Jakarta proceed to develop a corporate structure
with NPWP registration and a compliant bank
account. In the meantime PE Kusuma suggests we
use the Foundation account for time being as it gives
us central foundation credibility; we don't know how
long it will take to set up the structure; and we need
officers and board which will likely take some time to
accomplish. Treasurer Solomon Batubara will be the
contact in Rotary Club Jakarta in relation to the
incorporation.
At this point PDG Mustain Sjadzali took the
opportunity to update members on developments
with ‘Yayasan Rotary Indonesia Bersatu’ as it affects
RCJ and the requirement to have a compliant bank

2. Surprise Visitor
Members of Rotary Club Jakarta
were surprised by a visit from
former member PP Peter
Duncan who was ‘pulong
kampong’ to his hometown in
New Zealand’s North Island.
Already then an octogenarian,
PP Peter left Jakarta and the
Club circa 2008 to start a new
life managing a hotel Windloft
Retreat north of Kandy in Sri
Lanka.

A Development Economist by
profession, PP Peter was in
Jakarta for less than a week to
catch up with former colleagues
at his old employer Castle Asia
and with friends at Rotary Club
Jakarta.
It was indeed fortunate that PDG
Tjoet was still in Jakarta for the
meeting (PDG Tjoet had planned
to return to Aceh on 11
February) but PP Peter
expressed disappointment that
he did not get to catch up with
PDG Willy Wiguna.

OBJECT of ROTARY
The object of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in
particular, to encourage and foster:
First.
The development of acquaintances as an opportunity for service.
Second.
High ethical standards in business and professions; the recognition of the worthiness of all useful
occupations; and the dignifying of each Rotarian’s occupation as an opportunity to serve society;
Third.
The application of the ideal of service in each Rotarian’s personal, business and community life.
Fourth.
The advancement of international understanding, goodwill and peace through a world fellowship
of business and professional persons united in the ideal of service.

PETS and SETS Training and DisCon
PDG Mustain Sjadzali asked for leave to inform
members about forthcoming District events.
PDG Mustain first addressed members about the
upcoming District Conference in Yogyakarta where RI
Districts 3410 & 3420 will recombine for a Reunion
District Conference 2015, from 21 – 23 May 2015.
PDG Mustain and the conference organisers seek to try
to get Rotarians to stop doing selfies by presenting an
interesting conference program. There will be public
speaking workshops where Rotarians can learn to speak
like Obama. Entrepreneur Tanadi Santoso will impart
some of his Business Wisdom. Attendees can learn
neuro linguistic programing to enable Rotarians to turn
conflict to cooperation. In short, Rotarians will learn a lot
about Rotary.
More imminent is the PETS and SETS Training when
D3410 will present its Training for Presidents and
Secretaries Elect and their "Cabinet" (Treasurer, Project
Directors, New Generation, Public Relations, Sergeant
at Arms, etc). The sessions will also be of interest for
new members as well as those seeking to refresh their
Rotary knowledge. 27 February - 1 March 2015 at
Rukun Senior Living - Sentul, Bogor.

Guest Speaker
PP Malcolm Ehrlich introduced the Guest Speaker.
Iwan Rosyadi was born in Sidoarjo on June 7 1969. He
graduated from STIBA Surabaya in 1995. Iwan joined
BASARNAS as a Rescuer in 1989-2001 and has risen
through the ranks to now hold the position of Deputy
Director for the Search and Rescue (SAR) Operation
Control – BASARNAS.
Pak Iwan has participated in a number of Search and
Rescue Courses including Rescuer Course in Jakarta
(1992); SAR Operations in Canberra (2004); Master
Instructor Workshop in the Philippines (2007); SAR
Administrator in Singapore (2008), Maritime SAR and
Disaster Prevention Course in Japan (2010); and the
International Maritime Officers Course (IMOC) in
Virginia (2012).
Iwan began by apologising because he had been
delayed leaving the office. Pak Iwan then showed a
video concerning Search and Rescue.
Key points from the video include: Badan SAR Nasional
(BASARNAS) was established in 1972. There are now
34 SAR (Search and Rescue) offices with more than
3,000 rescuers trained.

Indonesia is geographically vulnerable being located on
the Ring of Fire with many volcanoes as well as
frequent earthquakes and landslides. BASARNAS is
carrying out socialisation of disaster prevention
throughout the archipelago with programs such as
“Preventative SAR goes to School”.
Basarnas (Act 29/2014)
•
Basarnas is a non-ministerial organization that
is directly under and reports to the President;
•
Basarnas is tasked to coordinate and conduct
search and rescue operation for maritime and
aeronautical distresses, disasters, and other distresses
•
SAR potential organizations (Govt, NGO,
private sectors, individuals) assist Basarnas
BASARNAS cooperates with a number of Indonesian
Government Ministries and agencies including:
Unfortunately BASARNAS has limited operational
assets which are not really enough to cover whole of
Indonesia.
Ministry of Foreign Affairs to formalise clearance of
assets from other counties; Ministry of Transport; BMKG
support especially sea currents for Air Asia; Air
Navigation Indonesia advise if any problems with
aircraft through constant monitoring of air traffic; the
Armed Forces provide personal when necessary and
KNKT investigate incidents.
BASARNAS personnel are stretched to the limit
especially considering the size of the Indonesian
archipelago and its geographical vulnerability.

After the presentation PE Kusuma asked a number of
questions:
Who pays for the SAR costs for the Air Asia QZ8501
crash on 28 December 2014?
How does BASARNAS coordinate with BNBP?
BASARNAS has own budget and other Institutions
involved also have their own budget. Air Asia is not
charged for the SAR operations. Air Asia will have
insurance. When cannot recover more lives (or bodies)
BASARNAS stops its involvement. If Air Asia want to
recover the aircraft it is not BASARNAS responsibility.
Any lifesaving aspects of search and rescue are
BASARNAS responsibility. BASARNAS could be
considered the the first responder saving lives. BNPB is
the Indonesian National Board for Disaster
Management (Badan Nasional Penanggulangan
Bencana).
What is the BASARNAS Budget allocation?
The budget last year was Rp25 billion per annum,
Rp27 Billion this year. If BASARNAS needs more can
ask for more.
Kusuma moved a Vote of Thanks to Pak Iwan, noting
that the subject was very topical as BASARNAS has
been very much in the news lately. He noted that
Rotary shares the BASARNAS vision in saving lives
including Shelterbelt box tents delivered through
Rotary.
President Vincent closed the meeting at 8.10 pm.
