Eng., PE Harry is the Program Coordinator for the Power Engineering Department at SAIT and will have a slide presentation that was part of a $600,000,000 twinning project in the Rogers Pass area between Golden and Revelstoke, BC. The project took four years. January Meeting & Tour: Extreme cold sub-zero weather and an abundance of snow could not stop the meeting and tour held at the Molson Canada brewery, 10449-121 Street, Edmonton, AB., on Wednesday, January 22, 2003. members and guests were treated to an evening where we gathered for the tour of the power house and facility consisting of 2-100 psig B&W boilers, approx. 1,600T ammonia refrigeration system, the engine room, brewhouse and bottling plant. Following the tour Molson Canada provided refreshments, snacks and T-shirts to all that attended. Our special thanks to our Edmonton Branch AIPE members Chief Engineer, Ron Pawliuk, Ernie Plese, as well as Michelle McNaughton (hostess) for all of the time making the meeting and tour a success. Mike Poehlmann, ABSA Manager of Education and Certification outlined the highlights of the upcoming changes to the Engineers’ Regulations that should be finalized by March 2003. These highlights are shown on Page 4 & 5. Winner of the 50/50 draw was John Melnyk who received $50.00. Childs Award by Lorne Shewfelt consisting of an engraved 10k gold lapel pin and Award Certificate. Ed was the recipient of this award this past September at the AGM, in Toronto, ON, and was unable to attend the meeting and tour this past November where other awards were given out. Congratulations, Ed! The W. G. Childs Award can be awarded after a Service Crest Award with seven additional years of outstanding membership. Only one award can be given per person in their career. This award is administered differently in that there is only one recipient each year in Canada. Nominations must be made by a National Officer, and selection of the successful nominee is made by a National Committee comprised of past recipients of this award. The award has only been received three times since its inception in 1955. It was received by Ray Kjenner in 2001, Frank Kapuscinski, in 1992 and K.R. Nixon in 1982. At the meeting, Ed volunteered to be the AIPE representative for the Edmonton Association of Technical Societies (EATS). Edmonton Branch President, Sam Seepersad nominated Ed and the motion seconded by Ray Kjenner. Area Director, Lorne Shewfelt was on hand and gave an update on the Annual General Meeting that will be held at the Ramada Inn, Thursday to Saturday, September 25-27, 2003, in Edmonton, AB. Everything is proceeding as scheduled and Committee Chairpersons have everything in perspective. The February Seminar and Tour, Tuesday, February 18, 2003 was held at the U of A Heating Plant. Phiroz Abbany, P.Eng and Edmonton Branch member, Tony Eckert of Spirax Sarco Canada Ltd., gave a video demonstration with the theme “Improving Plant Performance” showing the latest developments in steam trap technology that included demonstrations of the three types of steam straps: thermostatic, thermodynamic and float type. Thank you, Phiroz and Tony for your continued support to the AIPE. Thank you, U of A Utilities for providing the refreshments, snacks, meeting room, tour operators and continued support. Following the presentation the members and guests divided into groups and toured the power plant consisting of: 3-2800 kPag and 2-6300 kPag, gas and oil fired power boilers, 1-13.3 MW steam turbo-generator and 126 MW condensing turbo-generator with a 100% air-cooled condenser, 3-1.5 MW diesel generators , air compressors and desiccant air dryers, demineralizer and new polisher plant. There are closed loop chilled water systems and related plant auxiliaries, UCMS network of Fisher Provox process control and UPS systems, etc. The Power Plant upgraded to the Fisher Provox system. In addition, the U of A is adding another 6300 kPag boiler and stack that is scheduled to go into service later this summer. Time-table - The Joint Venture will supply the Colleges with the New Third Class Course books and CDs on February 1st, 2003. Colleges and Training Providers may start using the New Third Class Course books and CDs from February 1st, 2003. - All colleges and training providers will use the New Third Class courseware by September 2003. Examinations. - SOPEEC examinations for the New Third Class will be available in all SOPEEC Jurisdictions from February 1st, 2003. - Existing Third Class examinations will be offered until Jan. 31st, 2005. - Following January 31st, 2005 only the New Third Class examinations will be available. - No upgrade examinations will be offered. - Candidates who have not completed the existing Third Class examinations by January 31st, 2005 will be required to continue with the New Third Class examinations. 3. Understanding Relative Humidity -by Peter Sievers Humidity is the amount of water vapor in the air and can be described in different ways, including "relative humidity," which is the term used most often in weather information. Relative humidity is the amount of water vapor in the air compared with the amount of vapor it can hold. The humidity level, as indicated in the table give a clear indication of the benefits derived. The U.S. Geological Survey estimates that the Earth has about 326 million cubic miles of water. This includes all of the water in the oceans, underground and locked up as ice. Only about 3,100 cubic miles of this water is in the air, mostly as water vapor, but also as clouds or precipitation, at any one time, they estimate. Dewpoint: the temperature air would have to be cooled to in order for saturation to occur. The dewpoint temperature assumes there is no change in air pressure or moisture content of the air. Dry bulb temperature: The actual air temperature. Wet bulb temperature: The lowest temperature that can be obtained by evaporating water into the air at constant pressure. The name comes from the technique of putting a wet cloth over the bulb of a mercury thermometer and then blowing air over the cloth until the water evaporates. Since evaporation takes up heat, the thermometer will cool to a lower temperature than a thermometer with a dry bulb at the same time and place. Review of Previous Action Items • Tom Arisman has a meeting with Keyano College Steering Committee on March 5, 2003. • SAIT field trips for students organized with AIPE tours. - Ray Shupac (complete) • Medicine Hat College Power Engineering Open House - They are seeking AIPE attendance on March 19, 2003, for this event. • The MHC Advisory Committee is another issue; April 29, 2003. Gerald Borgel may still be available. Harry Maekelburger can also offer his support. Lorne Shewfelt will follow up. • Wil Amundson attended the meeting at APECC and was well received. There is a need to follow up with individual colleges regarding our participation on the Advisory Committees. • The AIPE is now represented at the SAIT Advisory Committee by Ray Shupac. - Lorne Shewfelt can provide a link between IPECC and AIPE to build a program evaluation and endorsement standard. Tom Arisman will be on the committee. We need to have some way to evaluate the courses at each level to approach the standards that we would set. - Harry Maekelburger will set up an official invitation for the AIPE to attend the SAIT advisory committee. Suggestion to strike the committee and deal with these issues. Define roles of Committee members. Peter Sievers - Fourth Class, Ray Shupac - Fifth Class, and Sam Seepersad, Lorne Shewfelt, Tom Arisman will participate. - Lorne Shewfelt discussed the endorsement issue with the National Board of Directors and it was approved. The Endorsement will cover standardized material recognized by SOPEEC. Applies to the 1st, 2nd, 3rd, 4th, and 5th as approved by SOPEEC. - Ray Shupac will continue to be our liaison and have ongoing meetings with Mike Poehlmann at ABSA. Mike will make a presentation at the next Edmonton Branch meeting (January 22, 2002). - We will still offer to contribute to development of a CTAB Power Engineering Standard. - SAIT is in the middle of an accreditation process. At present there is a standard being presented for accreditation. The Advisory Committee will have input on the accreditation standard. The AIPE is invited to take part. CTHRB standard is being used as a stepping stone for the new standard for CTAB. The Accreditation process is expensive and is seen as having dubious value. - The National Board of Directors will create an Operations Memo describing our status regarding income tax, charitable number, external audits, etc. See memo dated December 11, 2003. The Future of Steam Lines: - Calgary Branch has a volunteer for editing - Doug McCauley New actions - We will need a separate meeting to deal with this issue. Request that John Melnyk set up a meeting at NAIT on Sunday, February 23, 2003 at the U of A Heating Plant. New Topics: • The future of Power Engineering education and the AIPE’s role in it. • Power Engineering Applied Degree • Separate courses made available for different topics • Athabasca University credit for Power Engineering certification • ASET credit for Power Engineering certification • Discussion deferred until the February 23 meeting. - Update on potential Lac La Biche / Cold Lake Sub-Branch. We need to change our presentation to reflect the work done by the AIPE and appear as less of a social club. We consider the chance to produce our own brochure in Alberta. Ray Shupac will work with Bob Clark to produce the brochure. Ray will develop the text for the school brochure. Start electronically and look at formatting later. Role and Significance of Student Members. - Other branches do not pursue student members. Alberta has over half of the total student membership. We normally keep only 7% of our students. We need to target a higher percentage of students to continue their memberships. Membership Growth and Unpaid Members. - Over 50% of new membership in Canada is contributed by Alberta. We are doing well. Next Steps: - May 4, 2003 - Area meeting in Red Deer. Breakfast at eight, then meeting at nine (9 a.m.) - Review action items that have been agreed to. - We need to investigate the insurance issue regarding NAIT rooms. Rooms are available at “no charge”, however a liability waiver must be signed by the person requesting the room. Liability Insurance is available from M.B.S. BE IT RESOLVED that the per capita schedule for cash advances to Branches be revised to eliminate the amounts currently used for “next 100 members” and “additional members,” so that the schedule will read as follows: - For first 40 members: $18.00 / member - For additional members: $14.00 /member RATIONALE: 1. The current per capita schedule, in Operational Memo # FM/2/JUN/02, is counter-productive to Institute growth. This is evident in that large Branches derive more financial benefit when their recruiting efforts are focused on student membership rather than on regular membership. The $10.00 dues collected from student members remains with the Branch with a minimum of administrative effort, while the extra effort expended in recruiting a regular member yields only an additional $1.00 or $2.00. 2. Membership growth can be enhanced by accepting credit cards for dues payments, but the cost of this is currently financially prohibitive for larger Branches. This is because the credit card merchant’s fee is 4% – 6% of the total dues paid, even though the Branch only receives 12.9% – 16% of the amount collected, for members in excess of 100. 3. Membership growth can be enhanced by the formation of Sub-Branches, but a larger Branch will currently pay $6.00 or $7.00 for each member who joins a Sub-Branch, in addition to what is received as a per capita payment. Thus, the loss of money for the parent Branch compounds the loss of membership, and makes the formation of a Sub-Branch financially prohibitive. 4. The current per capita schedule is biased against particular Branches. It penalizes them for their success in increasing membership. The reduced amounts that are used for “next 100 members” and “additional members” are currently applied to only one Branch (Edmonton), and yet the national Institute benefits financially from the Branch’s success. 5. The most fiscally responsible approach for Edmonton Branch under the current per capita schedule would be to refuse to accept any more new members, which would deprive the national organization of 38.5% of its new membership (based on the results of the 2002 calendar year.) This resolution will have the following benefits: • Encouraging recruiting efforts by the larger Branches, which have been most successful at attracting new members. • Correcting an inequitable distribution of Institute funds. Although the amount of money involved will be significant to the Branches affected, it will be relatively small for the Institute as a whole. The cost of this resolution is therefore minimal, and will be offset by continued growth in new membership. Update from the Edmonton & Calgary Branch Task Force Meeting - February 23, 2003. U of A Heating Plant 1. Obtaining a MasterCard or Visa - The Executive reviewed the cost of obtaining a credit card for accepting new memberships. At this time it would require 9 new members per month before breaking even. The Executive decided that this was not viable and will not pursue obtaining a credit card. 2. AGM Resolutions - Submissions must be sent to the IPE Head Office in Burlington, ON., before May 31. (See Pages 8 & 9) 3. Meeting Rooms and Liability Insurance - The Edmonton Branch will hold the Executive meetings at the U of A Heating plant and insurance is not necessary. When regular monthly meetings are held there the Branch Treasurer will obtain insurance ($25.00). 4. Embossing AIPE Seal - Award Certificates will have the following color of seals now that we have an embossing seal: Edmonton Branch Red; Calgary Branch - Blue; Alberta Area - Silver; National Office - Gold. 5. Membership Committee Update - The next meeting will be held before the end of May. Details later. 6. Lapel Pins - The Executive is willing to split the cost of lapel pins if they are of a good quality. We will obtain half of the 250 pins if they are acceptable and sell them at a reasonable cost to our members. 7. BE IT RESOLVED that Operational Memo # CM/3B/DEC/90 be revised to include marks assigned for the following criteria for President’s Cup Award assessments: • Branch new member growth rate (between 3 and 5 marks, at the discretion of the Board of Directors) • Proportion of Branch membership for which dues are paid, vs. proportion of unpaid membership (between 3 and 5 marks, at the discretion of the Board of Directors). RATIONALE: • The Institute’s continued success and survival is entirely dependent on continued growth in revenue, and thus in membership. The President’s Cup provides a tool for recognizing successful Branches, and for providing a benchmark against which success can be measured, and yet there are no marks awarded during President’s Cup assessments which are relevant to membership growth. Additionally, the Institute’s financial health is dependent on minimizing the number of members who are in arrears in paying their dues, and yet there are no marks awarded during President’s Cup assessments which are relevant to Branches who have worked to minimize this number. This resolution will serve to modify the criteria for President’s Cup mark awarding in such a way as to make the President’s Cup more relevant to the current reality of the Institute’s needs. • The intent of this resolution is to maintain President’s Cup marks at a maximum of 100, but to allocate a portion of the marks to the two new criteria. The number of marks awarded for these criteria will be at the discretion of the Board of Directors. Three marks for each criterion should be considered the minimum, since no existing criterion is allocated less than four marks. Five marks for each criterion should be considered the maximum, since no existing criterion, other than broad categories, is allocated more than five marks. • New member growth rate and proportion of paid membership have been selected for these criteria rather than absolute numbers of new members or paid-up members. This is to ensure that the new criteria will not be biased for or against any Branch because of its size. The attached matrix illustrates this principle, in that, in 2002, Branches’ performance against these criteria have not been dependent on their actual membership strength. The existing Operational Memo provides a starting point, and this has been expanded on in recent years by the issued reports of the National Auditors and National Awards Committee Chairman. Providing more detail about the criteria behind each mark which can be awarded will benefit the Institute, in that Branches will have more clarity about how successful operation is defined. This will enable Branches to direct their efforts in the directions in which the Institute will benefit the most. •The Subject: AIPE 2003 AGM Resolutions -Contribution by Lorne Shewfelt, Alberta Area Director Those of you who were at the Think Tank meeting earlier this month will recall that I showed a spreadsheet with some stats regarding membership growth in 2002, and that I made mention of three resolutions that I was developing for the 2003 AGM. I promised to distribute these in the near future, and so here they are. The "Membership Growth" shows some interesting information about our performance with regards to membership growth in 2002: - Calgary is by far the fastest growing Branch in Canada (of 20 total) and Edmonton is second. - Edmonton is by far the largest Branch in Canada. - Our two Branches together contributed about 55% of the new members in Canada. - Looking at the proportion of membership which is paid up, Calgary is #2 in Canada and Edmonton is #4. I consider these stats to be indicative of two very strong Branches, with top notch leadership and lots of hard work evident.
