The General Bridge Act of 1946 requires approval of the location and plans for bridges over navigable waters of the United States, prior to commencing construction. A Coast Guard Bridge Permit will be required for this project. WATERWAY AND LOCATION: Petaluma River, mile 12.4 (19.96 km), near Petaluma, Sonoma County, California. CHARACTER OF PROPOSED WORK: Replace the existing Haystack Landing Swing Bridge with a Single Leaf Bascule Bridge. MINIMUM PROPOSED NAVIGATIONAL CLEARANCES: Existing Proposed Horizontal: 54 ft. (16.46 m.) measured normal to the axis of the channel. Horizontal: 87 ft (26.52 m.) measured normal to the axis of the channel. Vertical: 4.6 ft. (1.4 m.) above Mean High Water in the closed-to-navigation position. Unlimited in the open-to-navigation position. Vertical: 3.58 ft (1.09 m.) above Mean High Water in the closed-to-navigation position. Unlimited in the open-to-navigation position. ENVIRONMENTAL CONSIDERATIONS: The Coast Guard, Lead Federal agency for the purposes of implementing the National Environmental Policy Act, anticipates preparation of a Finding of No Significant Impact for the project. SMART has agreed to serve as joint lead agency for NEPA. The bridge is located in the floodplain. The 100-year flood elevation is 9.5 feet (2.9 meters) above datum, NAVD88. There is no fill below mean high water. A Water Quality Certification has been applied for from the San Francisco Bay Regional Water Quality Control Board. California SHPO has determined that removal of the existing swing span constitutes an adverse effect to historic properties and will require a Memorandum of Agreement to mitigate the impacts. Formal consultation, for sec 7 under the Endangered Species Act, was initiated with U.S. Fish and Wildlife Service on October 23, 2013. Formal consultation, for sec 7 under the Endangered Species Act, and consultation request, for potential adverse effects to Essential Fish Habitat, was initiated with the National Marine Fisheries Service on October 23, 2013. The proposed project will impact 1.4 acres of wetlands. No parklands or wildlife refuges will be affected by the project. Navigational lighting will be required for the proposed replacement bridge. SOLICITATION OF COMMENTS: Mariners are requested to comment on navigational safety issues, including the need for clearance gauges and extent of nighttime navigation through the bridge. Interested parties are requested to express their views, in writing, on the proposed bridge project including its possible impact on minority and/or low income population, if any, giving sufficient detail to establish a clear understanding of their reasons for support of or opposition to the proposed work.
