Meeting Between CIPH-Québec and the Government
Provoke change to move forward. It is with that thought in mind that the CIPH-Québec
team got involved in the issue of water damages in condo buildings. Our goal is to find
solutions and ensure the highest quality standards in our buildings.
We have coordinated our actions in order to be heard at the highest level. On March 10th,

STÉPHANE LABRIE CONFERENCE
Seventy members were on hand on March 10th at the Cercle de la Garnison in Quebec City
to hear Régie du bâtiment (RBQ) CEO Stéphane Labrie. Our speaker explained upcoming
modifications to the Building Code. Prior to making these changes, the RBQ is circulating a
consultation document entitled « Document de consultation en vue d’améliorer la qualité
de la construction et la sécurité du public dans les bâtiments ». Our association has been
asked for its recommendations, which we will be supplying in the coming weeks. We will let
you know when they are available on our website.
Still on the conference, Stéphane Labrie indicated that the new code is meant to further
empower all stakeholders in the construction industry. When it comes to inspections,
municipalities should respect both the building and safety codes. Cities across Québec will
have to officially sign off on the conformity of construction work. Eighty municipalities have
already agreed to the process, with 1,000 more to be added in the coming months.
Our association is very sensitive to the lack of inspections in Québec and we hope that the
proposed changes will help avoid damages caused by water in condo building.

Taking the opportunity of our conference in Quebec City, council members met with Labour
Minister chief of staff, Mr. Pierre Milette. The goal of the meeting was to make the minister
aware of the lack of plumbing inspectors. We mentioned that in British Columbia, builders
can’t close the walls before an inspector has checked the installation.
I take this opportunity to congratulate and thank our colleagues Pierre Houle, Luc Meunier,
Denis Montour and our regional coordinator Claude Robitaille for their involvement in this
matter.
EDUCATION

Our division has decided to solicit education establishments to become members of our association
and participate in different activities such as those held on March 11th every year. This would also
promote our sector to the students. By becoming members and participating in our events, schools can
receive bursaries of up to $2,500. Let’s not forget that the graduates of these same schools may
become your future clients or employees. Should you wish to get involved in recruitment at certain

The Waterworks Committee has invited Jean Rousseau of BNQ to give us an update on the
revision of standard 1809-300. The conference will be held in Victoriaville on June 16th. You
should receive an invitation shortly.

You have recently received an invitation for our event to be held at Château Laurier in
Ottawa. Our speaker will be Senator Don Plett. With all that is going on at the Senate, no
doubt he will have lots to say. See you there!

At our supper, Guy Migneault (EMCO) took the opportunity to honour 40 years of service of

Roland Lajoie and his spouse marked the company’s 35 years of existence in a special way
by inviting all their employees to a weekend in New York.

THE DESCHÊNES-LESAGE AND MOLSON FAMILIES PARTNER
WITH HEC MONTRÉAL
HEC Montréal, a school of management whose reputation transcends Québec and Canada,
recently announced the creation of the Centre des familles en affaires
Deschênes—Lesage—Molson. The goal of the Centre is to raise awareness, accompany,
train and help families in business in the planning and transition process as well as with
governance and development of the family business.
Family businesses strongly contribute to our prosperity and are represented in all sectors of
the economy. Jacques Deschênes, honorary president of the board of Groupe Deschênes, a
third-generation family business, has been volunteering for many years to help family
businesses meet the challenges they face in managing and transferring a family business.
Our association is pleased with the involvement of the Deschênes (Deschênes et Fils Ltéé)
and Lesage (Usines Giant) families along with the Molson family in helping families faced
with these situations.
