Fireworks safety, law stressed
With the Independence Day holiday
rapidly approaching, CAL FIRE is reminding residents of Lassen, Modoc and
Plumas Counties and visitors to these
areas about the legal and illegal use of
fireworks.
All fireworks are prohibited in Plumas County. Within Lassen and Modoc
Counties, “Safe and Sane” fireworks are
permitted only within the city limits of
Susanville and Alturas. With this in
mind, CALFIRE will be increasing their
law enforcement presence throughout
these areas over the 4th of July weekend.
California has a zero tolerance for the
sale and use of illegal fireworks. Illegal
fireworks include sky rockets, bottle
rockets, roman candles, aerial shells,
firecrackers and other types that ex

City cuts dispatch rate to SO
The Alturas City Council voted Tuesday
to cut the payment for Modoc County Sheriff Dispatch from $375 to $200 monthly because of budget constraints.
A Memorandum of Understanding has
been in effect with the Modoc Sheriff’s
Office for 911 dispatch services for a few
years. It was instituted by Sheriff Mike
Poindexter and the Council generally approves the MOU under protest.
Also on Tuesday, City Treasurer Sara
Peet administered the oath of office to
Council people Bobby Ray, Jim Irvin,
Cheryl Nelson and City Clerk Cary
Baker. The four were incumbents and
were not challenged to another fouryear term.
The Council hired Eric Hunter, of Alturas, as the new City Fire Marshal,
effective July 1. He was hired at a
$41,216 annual salary and starts July
1.
On June 14, 2016 the Modoc Record
sent a certified letter to Surprise Valley
Hospital District Administrator Richard Cornwell as a public information
request for documents that could prove
the District actually paid on some of the
over $500,000 Internal Revenue Service
lien against the District.
That letter, which is a legal and actionable request, was available for pickup in
Cedarville on June 15. On June 16, the
District refused acceptance of the letter
and it was returned to the Record unopened.
The full letter is printed below.

“Mr. Cornwell,
Consider this letter a legal request
for public records of the Surprise Valley
Healthcare District.
You have stated in public meetings,
March and April, that you have made
payments to the Internal Revenue Service of approximately $252,000 to pay
down the $406,836.96 lien filed by that
agency against the District.
The records I seek, as Publisher and Editor of the Modoc County Record, are proof
that those payments were made. I request
a dated receipt to your District from the
IRS validating your payment and copies of
the checks or warrants sent to the IRS.
In addition, please provide documentation that you have made the subsequent
payments to IRS of employer withholding
for income taxes, Social Security tax, or
Medicare tax from employee’s paychecks.
None of my requests include protected
documents and all fall under the Public
Records Act. You have 10 days to respond.
If you choose not to release the records,
please cite applicable law that would exempt disclosure.”
The intent of the Public Record request,
which will be delivered in a different manner, is simple and if Cornwell has been
telling the truth about the IRS payments,
would have shown that to be the case and

Assistant DA likes being home
Modoc Assistant District Attorney Stacey
Todd, a 2006 graduate
of Modoc High School, is
pleased to be back in Modoc after seeing a large
part of the nation and the
world.
Todd earned a Bachelor’s Degree from Benedictine College in Atchison, Kansas and her law
degree from Quinnipiac
University School of Law
in Hamden, Connecticut.
During her student
years, she made several
cross-country trips by car,
seeing a large swath of
United States. When she
chose Quinnipiac University in Connecticut,
at least part of the reason was that it made for
a closer flight to visit her
fiancé, Raymond Todd, in
Northern Ireland. He was
a student at the Universi-

Sports Expo beat the weather
and rocked the Alturas park

The 2016 Annual Modoc Sportsman’s and Outdoor Expo, which
took place Saturday and Sunday,
June 18-19 at Veteran’s Memorial
Park in Alturas, totally rocked this
year and the turnout was awesome.
Although it was questionable
whether or not the event would even
take place, due to the cold temperatures and downpour of rain received
Friday through Saturday morning,
the M.O.R.T. crew remained vigilante, optimistic and hopeful that
the weather would change for the
better.
“Thank goodness the powers that
be, stopped the rain, the sun came
out and
it got really nice outside,” said the
organizers.
Because of the rain the night be-
fore and the morning of the show, it made
it difficult to set up prior to the Expo as
the group had intended to do. However,
they persevered -- it was a bit chaotic but
nonetheless everything came together as
anticipated.
To start the day off on a positive note
Ruben Martinez of Alturas opened the
show with a Native prayer and offering
followed by a song, this would ensure a
great day would be had by all.
Immediately following Ruben’s invocation, Harry Boulade of Alturas and MC
for Golden Rose Productions got folks
movin’ and groovin” with his great selection of tunes, and set the tone for the day.
There were so many things to do and so
many activities going on throughout each
day, including: Lasso golf, crazy beads,
tule and cat tail doll making, rock art provided by the Surprise Valley BLM, kids
enjoyed crawling through the Lava Beds

Poor choice. . .
The amount of misinformation or lack of information
coming out of the Surprise Valley Hospital District to
the public is alarming.
First off, there is a strange belief among some supporters of the hospital that I am out to get it closed.
That’s just absurd – what we’re trying to do is keep it
open and insure it is a place centered on quality health
care. That is not the case at this time, regardless of
what some people believe. I’m sure it has its good moments and good results, but there are serious problems
in the facility and in the financial stability of the facility. There is no financial stability.
We are trying to ferret out the actual financial picture
and it’s pretty near impossible with the current state of
bookkeeping records. They look more like a jumble of
numbers arranged to support someone’s theory. I don’t
believe there will be an accurate picture of the hospital
district’s finances until an outside, independent audit
is done, and that’s not even in the picture. That should
be cause of worry.
When we sent a public records request last week to
the Administrator Richard Cornwell, it was to find out
if some of the IRS lien of over $400,000 had actually
been paid. We, and the people in the District, need
some proof, because taking him at his word without it,
is folly. There was an additional lien filed as well, so it
would lead some logical people to believe none it if has
been paid, but that’s what he had a chance to prove.
Instead, he chose to refuse a certified letter and it was
returned. What he and the Board need to understand
is that was a legal request for public documents, not a
casual “How ya’ doing” note. The information requested
is public information and not protected from release.
The request will also not go away . . . it will be delivered
again. Public entities don’t get to operate in the dark.
What’s sad is they could have simply released the information, if it exists, and put an end to the distrust
on that issue. What do you think they’re hiding? They
have the ability to shut me and others up if they can
prove $252,000 of the lien had indeed been paid when
Cornwell said it was. But when another lien was added,
it also increases the distrust.
What we’re talking about here, by the way, is nonpayment to IRS of employer withholding for income taxes,
social security tax, or Medicare tax. It’s a big deal.
Regardless of the excuses, it shows that facility is not
able to meet its commitments. You can run a business
for a while cherry picking what bills you pay and don’t
pay, but it will generally come back and bite you in the
end.
What supporters of the SV Hospital should remember
is that we charted the debt level at Modoc Medical Center on a monthly basis, leading finally to an accounting
and change. But in that case we had numbers from the
Modoc County Auditor’s Office. They couldn’t manipulate the numbers to suit a certain theory.

Guest comment-Modoc timber important for
local mill; County supports

I would like to thank Sean Curtis and
the Modoc County Board of Supervisors
for taking the stand they did to oppose
the request of the Collins Pine sawmill
located in Lakeview, Oregon, to import
federal logs from Modoc County to their
facility.
The Collins Pine sawmill, with
no competition, has enjoyed a large
amount of federal timber designated
solely to them from the Fremont-Winema National Forest under the Federal
Sustained Yield Unit that the US Congress formed in the 1040s. These rules
and regulations were put in place by
the government to protect the rural
communities from takeover and control
of the timber supply by large corporations.
At one time there were three sawmills
in Lakeview that operated off of the sustained yield unit and now there is only
one. At the same time there were numerous smaller sawmills operating off
of the Modoc timber supply. It is typical
of big corporations to attempt to con-

which I sometimes get
from tenants that leave
things behind, because
they leach into our water
and it is very hard to get
it out.
I called around and
found out that you are
supposed to drop the
pills at the police.
Then, I was told that
batteries do the same
thing to our water.
Waste Management said
to label them and dispose
of them and they will see
that they get properly
disposed.
I’m hoping that everyone will do these things.

Dear Editor:
As a former resident
of Modoc County (Lake
City)and current “out of
area” subscriber I appreciate and enjoy reading
the Record.
As an “out of area” subscriber and reader I have
noticed on several occasions simple information
lacking from articles in
the paper that current
Modoc residents likely
would not be concerned
about or even notice as
they live in the area
from day to day and see
or likely hear of events
mentioned in the Record
from other sources.
However, those of us
(or at least me anyway)
reading the paper in
some faraway place are
at times left wondering
about a few missing spe-
trol all of the timber, even though they
have sufficient supply from which they
can operate. There would be very little
benefit, if any, for Alturas and Modoc
County if logs from the Modoc timber
supply were shipped to Oregon in order
to increase the timber base for Collins
Pine Corporation.
When initially calculating the pros
and cons of establishing a sawmill in
Alturas, the projection of the timber
supply was one of the important factors that entered into our decision. The
knowledge that we would not need to
compete for logs with the sawmill in
Lakeview, Oregon had a major impact
on our final assessment.
At this time, Warner Mountain Lumber employs approximately 15 Modoc
County residents. Furthermore, by extension we also provide employment for
those in the logging and trucking industries. I hope the existing rules currently
in force will stay intact so that Warner
Mountain Lumber can remain a part of
Modoc County and the City of Alturas
and continue contributing to the economic health of this community.

future would appreciate a
little more clarity in your
articles such as this one
for those of us remembering and still interested
in a place we once called

rifle in Orlando. This
is one mass shooting of
100’s of mass shootings
happening in America so
far this year.
Mass shooting is defined as four or more
killed,
including
the
shooter, in one incident.
The NRA is on record as
proclaiming the only answer to this problem is
more guns. This absurd
solution would eventually evolve into anarchy.
Every gun would be its
own judge and jury, much
like our cowboy justice of
our recent past. Citizens
during this era were elated when they were finally
civilized and protected by
a system of laws and a judicial system.
Do we really need to
relearn this lesson of anarchy? Do we need to relive groups like the KKK
maiming and killing at
will?

June 7, 2016 Sentencing
Cynthia Bowie pleaded guilty to a felony violation of Health and Safety Code section 11351,
possession of a controlled substance for sale, a
felony violation of Health and Safety Code section 11378, possession of a controlled substance
for sale, a felony violation of Health and Safety
Code section 11379(a), possession of marijuana
for sale, and a felony violation of Penal Code section 182(a)(1), conspiracy to commit a crime. She
was sentenced to one year county jail with credit
for 26 days served, three years formal probation
and ordered to pay fines in the amount of $6,385.
June 16, 2016 Arraignments
Richard Mendez Jr. was arraigned on a violation of Probation.
Rachelle Duckett was arraigned a misdemeanor
violation of Penal Code section 602(1), trespassing and a misdemeanor violation of Health and
Safety Code section 11550(a), under the influence
of a controlled substance.
Rachelle Duckett was arraigned on a misdemeanor violation of Penal Code Section 647(f),
public intoxication
Ruben Williams was arraigned on a felony violation of Penal Code section 245(a)(1), assault
with a deadly weapon, a felony violation of Penal

June 21, 2016 Arraignments
Paul Meysing was arraigned on a violation of
probation.
Michelle Ramirez was arraigned on a felony
violation of Penal Code section 422(a), criminal
threats, a felony violation of Penal Code section
594(a), vandalism over $400 damage/destroy,
and a misdemeanor violation of Penal Code section 240, assault.
Billy Curry was arraigned on a misdemeanor
violation of Penal Code section 647(f), public intoxication, and a misdemeanor violation of Penal
Code section 166(a)(4), disobeying a Court order.
Jose Mojica was arraigned on two misdemeanor
violations of Penal Code section 273.5(a), willful
infliction of corporal injury on spouse/cohabitant,
a misdemeanor violation of Penal Code section
240, assault, three misdemeanor violations of Penal Code section 273a(b), endangering the person
or health of a child, and a misdemeanor violation
of Penal Code section 594(a), vandalism.
Cody Stomski failed to appear for his hearings.
Bench warrants were issued in an amount totaling $10,000.
Raymond Miner III failed to appear for his hearings. Bench warrants were issued in an amount
totaling $18,500.
Richard Mendez failed to appear for his hearing. A bench warrant was issued in the amount
of $10,000.
June 21, 2016 Sentencing
Jersael Arroyo-Monje pleaded guilty to a misdemeanor violation of Vehicle Code section
23152(b), driving with .08 percent or more of alcohol in his blood and admitted to a prior conviction. He was sentenced to 10 days county jail,
four years summary probation, ordered to enroll
in and complete a level II DUI offender program
and to pay fines in the amount of $2,374.
Rosaleen Wilson pleaded guilty to a misdemeanor violation of Penal Code section 647(f),
public intoxication. She was sentenced to 10
days county jail, 18 months summary probation
and ordered to pay fines in the amount of $680.
Lynn Hartman pleaded no contest to an infraction violation of Vehicle Code section 22350, unsafe speed. She was ordered to pay a fine in the
amount of $192 and to attend traffic school.
Terry Hand admitted two violations of probation. He was sentenced to 10 days county jail.

Only minor to moderate injuries were reported in a
three-car accident June 17, 4:35 p.m. at a construction
site on State Route 139 south of County Road 91.
According to the California Highway Patrol, Justin
Christiansen, 31, of Bothwell, WA., was driving a 2015
Ford F-150 northbound at about 70 m.p.h. and did not
slow for the construction zone traffic control where other cars were stopped.
Kevin Kaufman, Sr., 55, of Reno, was northbound in
a 2000 Toyota Celica and had come to s stop behind
another vehicle at a flagger-controlled stop sign for a
construction zone. Birant Ramazan, 51, of Reno was
also northbound and had stopped his 2015 Volkswagen
sedan behind the Kaufman vehicle.
The CHP reports that Christiansen’s Ford pickup collided with the rear of the Volkswagen, which was sent
forward and collided with the rear of the Toyota. All
three vehicles sustained moderate to major damage.
Two passengers in the Ramazan car sustained minor
injures and a third moderate, injuries including concussion, cuts and contusion to the right knee and hand.
The driver was not hurt.
Kaufman sustained minor injuries and Christiansen complained of pain to his chest but did not require
transportation.

came to order at 7:10pm
on June 16th, at the Adin
Community Hall. Modoc
County Supervisor, Geri
Byrne called the meeting
to order, then officially
swore in the Board.

Neufeld, is a national litigation and public policy organization dedicated to exonerating wrongfully convicted individuals through DNA testing and reforming
the criminal justice system to prevent future injustice.
She said working with the Innocence Project was
good experience and gave her insights on both the
prosecution and defense sides of cases.
Todd knew she wanted to be a lawyer when she was
young. She chose the prosecution side for this position
under the belief that defendants deserve quality lawyers on both the defensive and the prosecution sides
of each case.
While she grew up here, her husband was raised in a
small town in Northern Ireland. The decision to come
back to Modoc when the position opened, fit into the
more rural lifestyle they desired. Neither has any re-
grets about living in this area. Additionally, she said
it is good to be close to family.
Todd said she likes her work and feels the County
is seeing some positive aspects in growth. While there
are drug issues increasing in many places, she said
Modoc seems to have less of a problem, especially with
methamphetamine, than did Atchison, Kansas.
Still a number of the cases she handles deal with
drug use and many are repetitive. She said it’s frustrating to see the repeat offenders several times, but
changes in the law allow those people to stay here,
rather than head to state prison.
DA Jordan Funk said he is very pleased to have Stacey on board and is happy with her work ethic, effort
and quality.
Stacey is the daughter of Tom and Lisa Parnow, of
Alturas.
Lassen LAFCO, with certificates filed by the counties for the formation of
the District.
The Board proceeded
to approve Rosenberg’s
Rules of Order as Policy
for the newly formed District, establishing the
first chapter in their Policy Book.
The Board accepted
Campbell’s
resignation, moving to follow
the rules laid out in the
California Code. Vacancy
Notices will be posted in
the following locations;
Adin, Lookout, Bieber,
Madeline and Ravendale Post Offices, no later than June 22. These
notices will remain up
until July 5 when the application period will end.
The vacancy will be filled
during the meeting of the
District set for July 7.
Regular meetings of
the Board will occur the
first Thursday in Bieber
at the Memorial Hall and
the third Thursday in
Adin at the Community
Center. Posting of Board
meetings date, time, location and agenda will
follow rules set forth by
the Brown Act.
The Board proceeded

Finance with Davis as
Chair, Personnel with
Fisher as Chair and Ludwigsen as Vice Chair,

set up.
Albaugh spoke during
public comment. He suggested Public Comment

Sandra Ford Mock
Sandra Ford Mock, beloved wife, mother and
grandmother,
passed
away at Renown Hospital, Reno, NV, on June 11,
2016, after a one-month
illness. Born January 12,
1944 in Maryland, Sandy
grew up traveling around
the world with her parents, William and Lydia
Ford. William served in
the U.S. Army. As a teenager, she was a professional ballet dancer with
the Louisville Ballet Company, later married and
had two children.
Sandy graduated from
SANDRA MOCK
college and worked in
marketing for many years. She returned to school and
in 1986 graduated from John F. Kennedy University
College of Law, Walnut Creek, CA. Sandy worked in
Modoc County and at the Lassen County District Attorney’s Office “putting away the bad guys” where she
retired in 2014 as Senior Deputy District Attorney after
10 years of service.
In 1989, Sandy married the love of her life, Darryl
Mock and they shared 27 years together. Always very
active, she loved spending time with friends and family,
traveling, gourmet cooking, caring for her beloved cats
at “the ranch” she shared with Darryl in Adin, CA, and
of course her much-awaited annual trip to Disneyland
to “cavort with Mickey Mouse” with her daughter and
grandson.
Sandy is survived by husband Darryl Mock, son Robert Blasofsel, daughter Traci Ford and grandsons Robert Blasofsel and Nicholas Ford. Such a beautiful soul,
Sandy’s love, generosity, integrity, compassion and
wonderful sense of humor will be greatly missed by all
who knew her. Services were private.

Hope (Eades) Yeager
On Tuesday, June 14, 2016 Hope Athalie Yeager
passed away at 94, peacefully in her sleep in her home
in Lookout, CA.
Hope was born in Lookout on January 6, 1922 to parents Arch and Gertrude Eades. She grew up on her
parent’s farm and loved riding horses. She graduated
from Adin High School in 1940. While in high school
she played many different sports and participated in
various school clubs. She married Howard Yeager in
1940 in Reno, Nevada. She was a member of the Red
Hat Ladies and enjoyed playing cards and games with
her friends in Big Valley and McArthur. She was on the
Lookout Cemetery Board and was part of the Lookout
Election Committee for many years before mail-in ballots replaced the polling places. She volunteered as a
clerk for the Big Valley Medical Clinic. Her life’s passions were her family, friends, and her home in Lookout.
Her husband of 40 years, Howard Yeager, passed
away in 1980. Hope was a loving mother of four sons:
William (Irma) Yeager (ex-wife Sheran) of Dunnellon,
Florida; Bob (Susan) Yeager of Sacramento, CA; Dan
(Sharen) Yeager, Central Point, Oregon and Matt (Danni) Yeager of San Bernardino, CA. She was the cherished grandmother of Tammi Yeager, William (Jamie)
Yeager Jr., Melanie Pena, Ben (Agnieszka) Yeager,
Amanda (Nick) Rinehart, Brittany Muller and Justin
Yeager. She is also preceded in death by her granddaughter Melissa Yeager. She was also a wonderful
great grandmother of 14 great-grandchildren. She is
also survived by her sister Fern Morse of Lookout, CA.
Friends are invited to attend the Memorial Graveside
Service to celebrate her life at the Lookout Cemetery
in Lookout at 10:00 a.m. on Saturday, June 25, 2016
with a reception to follow at the Lookout Fire Hall. The
family requests that memorial donations may be made
in Hope’s name to the Lookout Volunteer Fire Department, PO Box #174, Lookout, CA 96054.

Tracy Wayne Clark
passed away the afternoon of June 15,2016 at
Trinity Hospital in Minto,
ND.
Born in Norfolk, VA
February 20, 1970, Tracy
was 46 years old. Raised
in Modoc County, a 1988
graduate of Modoc High
School, he was a track
and football star, still
holding track records for
the school with banner
hanging in the school gym
to show for it. Most of his
working career was with
Alturas Ranches. As a

foreman, he was with the
ranch for 21 years until he and his family relocated to
Minot, North Dakota in August of 2010.
He and his wife Liana David were married March 3,
2001. Their families grew up next door to each other;
who would’ve thought the love of his life was right next
door all along. Together, Tracy and Liana had two boys,
Brian Martin and Tristan Hunter who were the light of
his life.
Tracy was a social little butterfly, just like his mom. A
very popular man, he was loved by many. A good husband and father, Tracy was always working hard to
provide and be there for his children as best he could.
He loved the outdoors; he lived for hunting, fishing and
camping. Tracy was a member of the Elks Lodge.
He is survived by his wife Liana; two sons Brian and
Tristan; father Robert Clark of Alturas; brother Kevin and wife Amy of Alturas; niece Jordan Marquardt;
nephews Kyle Clark; grandmother Alfreda Clark of Alturas, uncles and aunts.
His mother Susan Marie Jordan preceded his death on
May 30, 2013.
He will never be forgotten. Services will be announced
at a later date.
Obituary
Hazel J. “Sammy”
Williams
Longtime Alturas resident Hazel J. “Sammy” Williams passed away on Tuesday, June 7, 2016 at her
home in Red Bluff, California. As was her wish, she was
able to stay in her home until the end, surrounded by
her family and friends.
Just one month short of her 85th birthday, Sammy
lived a long, active life. Not only did she raise four sons
and a daughter, she loved and cared for two wonderful
men who preceded her in death. One of Sammy’s greatest joys was her babies, so her 12 grandchildren and 16
great-grandchildren kept her busy and happy.
Norman W. “Lucky” Rupe, the father of Sammy’s
sons: Doug, Randy, Daniel and Michael, passed away
on March 9, 1969. A few years later, Sammy met and
married native Modoc resident Arthur W. Williams,
whose daughter Marlene became one of her cherished
kids. Mr. Williams, whose railroad job took him and
Sammy first to Klamath Falls, OR, and later to Sparks,
NV, before retiring to Red Bluff where he passed away
in the spring of 2003.
Sammy was a very avid and skilled bowler her whole
life. She was inducted into the Red Bluff Women’s Bowling Association Hall of Fame in March of 2003. She continued to bowl up to January of this year, when a hand
injury forced her to stop. In the final checkup with her
doctor to be cleared to resume bowling, a routine X-ray
discovered that Sammy had a large mass in her lung.
She then fought a short but courageous battle with the
dreaded disease.
Close friends and family gathered to pay tribute to
the woman who made a positive impact on all their
lives, during a memorial and barbecue held at the Elks
Lodge in Alturas June 11. Her celebration of life will be
held on Saturday, June 25, at the Red Bluff Elks Lodge
#1250, at 1:00 p.m.
Alturas is where she will forever rest near the men in
her life. In lieu of flowers, the family humbly requests
that all donations go toward fighting cancer.

HOSPITAL EMERGENCY RESPONSE TRAINING in Alturas brought team members and “victims”
together from Modoc Medical and Enloe Med Center of Chico.

Modoc Med hosts emergency preparedness
Modoc Medical Center (MMC) staff was joined June
10 and 11 by Enloe Medical Center personnel for a twoday course in Hospital Emergency Response Training
(HERT).
The class was presented by Larry Masterman, a specialist in multi-casualty incident management and
emergency response in rural communities. The HERT
training included response to multi-casualty incidents
and emergency decontamination of persons exposed
to hazardous substances, two of the emergencies most
likely to occur in this area.
Emergencies happen in rural communities every day.
When emergencies exceed the capabilities of local response agencies and healthcare facilities, they become
disasters. Disasters can be natural or man-made and
can occur with or without warning. The remoteness of
rural communities, compounded by fewer financial and
personnel resources, often results in less-favorable outcomes for rural residents who experience fire and medical emergencies. Because of these challenges, training
for multi-casualty events is a vital part of the response
effort in a rural community.
The classroom sessions took place at the Office of
Emergency Services (OES) at the Sheriff’s Department
Annex. The participants moved to MMC on Saturday
afternoon for the practical session where they were
joined by several local Boy and Girl Scouts who served
as “victims.”
Victims were covered in cocoa powder, strawberry
syrup, and colored shampoos to mimic exposure to unknown toxic substances. They were then assessed and
“treated” by our recently trained HERT students.
“We can increase our ability to be effective in largescale emergencies by preparing and planning for emergencies before they happen. MMC is working to build
strong emergency preparedness and response systems
through the use of training and educational programs,
and coordination and collaboration with local response
agencies,” hospital officials said.

Annex; OES Deputy Director AJ McQuarrie for helping to coordinate the event; troop leaders Levi Bateman
and Andy Camacho for the assistance of their troop;

Scouts Elora, Haley, and Phoenix.
And a special shout out to Levi who, during slow parts
in the action, took it upon himself to remove the 3 foot
high Scotch Thistles from the area. Thank you so much

The Alturas Lions Club has been very
busy supporting the community with a
number of projects.
The Lions annual Easter egg hunt in
the park is a tradition that is enjoyed
by hundreds of children:
“We have club members trained in
the operation of the new computerized
mobile cameras that we use for free eye
testing for local school children,” notes
local Lion Skip Kelly. “This is an amazing technology that alerts the parents
of children who may have a previously unknown eye condition; and as we
know, the sooner these conditions are
diagnosed and addressed, the better
chance the child has for early corrective
measures.”
The Lions are proud to have been able
to again provide numerous scholarships
to graduating Modoc seniors.
They have adopted and provide highway cleanup on a two-mile stretch of
US 395 just south of Alturas.
The Lions just finished grilling three
cases of hamburgers for “much-deserving senior citizens and joined them for
the Fathers Day luncheon at the Modoc
Senior Center and what a fun event that
was!” says Kelly.
The public’s support at Lions’ fundraisers such as the upcoming Fandango
Days beer booth on July 2, helps provide
the funding for the above, as well as other club projects.
Alturas Lions Club is always seeking
new members. Individuals who are willing to give some much needed help on Lions’ numerous projects. Lions currently
meet on the first and third Wednesdays
of each month at 6 p.m. at the Brass Rail.
There will be no meeting July 6.
“While our members try to make as
many of our events as possible, we realize everyone cannot be at all events. If
you are interested in becoming a member of this worldwide service organization and have a little spare time and
dedication to invest, please attend one of
our meetings or call one of our members.

student, played rugby, cello and guitar. Her life was filled with promise. She
graduated from college with a successful career path before her. Then tragedy

over Fandango Days
Fifty years after their high school graduation, Modoc High School’s Class of ’66
will gather over Fandango Days for a reunion. Approximately 25 of the original 69
graduates are expected to attend.
The reunion starts with a social hour at 4 p.m. Sunday, July 3, at the pavilion behind the Elks Lodge on
Main St. Dinner is $15; a cash bar will be open.
A buffet breakfast will be served Monday, July 4, at 9
a.m. at the Niles Hotel. Classmates plan to gather informally Friday at 5:30 p.m. at the Niles Bar. Saturday is
open; allowing everyone to attend the parade and park
activities.

Shery was born and
raised in Alturas for the
first thirteen years of her
life, which explains her
preference for small town
living. Both her father
and grandfather were
Southern Pacific railroad
engineers (Alfred Thomas Coffman and Alfred
Thomas Coffman, Jr.). “I
can remember my Mom
driving me and my two
sisters out to the yards in
Alturas to pick up my father,” Shery says. “Then
he transferred to Dunsmuir and we girls spent
many summers there,
developing a fondness for
the little town, where I
currently reside.”
Shery’s painting group
in Mt. Shasta is called Art
Roster. The group paints
under the guidance of
Polish born artist Aleksander Balos, who studied in Chicago and whose
works have been shown
in New York, Paris and
Barcelona. “Balos utilizes
techniques from the old
masters’ ‘atelier’ system
of the great European ac-

18th and 19th centuries,”
Shery explains. “Such luminaries as Jacques-Louis David, Caravaggio, and
Paul Delaroche.” Atelier
roughly translates to a
‘house’ or ‘studio’, under
whose roof a group of artisans practice a particular
style. Shery’s style may
be called figural and representational – dramatic
depictions of the human
condition throughout history.
A fun event that the
Art Roster group puts on
every year is their popular ‘Forgery’ show. Each
painter copies a famous
work of art, and the collection is exhibited to a large
and enthusiastic audience
at Snow Creek Studios
in Mt. Shasta on April
Fool’s Day. The show has
been so popular that this
fall it will travel to Davis for an encore event.

Crossing the Alps” by
Jacques-Louis David.
Shery received her BA
in Arts and Letters from
Portland State University and began working
as a fashion artist for
the Weinstock’s department store group. “It was
the luck of the draw,” remembers Shery. “I was
paid to do ink-wash fashion drawings five days
a week for a decade - a
dream come true for me!”
She then worked for a
time at a major ad agency in Sacramento, before
landing the position she
calls “perhaps the most
rewarding job I ever had,”
that of Editorial Artist at
the Sacramento Bee.
What are the guiding
principles of Shery’s art?
“It may sound a bit lofty,”
she says, “but to me my
art is about beauty and
truth. I strive to show
people at their best –
even in trying situations.

my art comes through me
rather than from me.”

Fire prevention takes center stage
Tule Lake Commemorative
Pilgrimage offers special events
The public is encouraged to attend
July 2 and 3 as part of the Tule Lake
Committee’s Pilgrimage, which is held
every other year in Tule Lake, CA and
Klamath Falls, OR. Events are in commemoration of the people and events
associated with the west coast removal
of 120,000 Japanese Americans during
World War II.
Saturday, July 2, 1:30 to 3 p.m.:
Learn about life in an American concentration camp, a rare opportunity to
hear Japanese American survivors who
were young adults 70 years ago, plus
Oregon’s former poet laureate, Lawson
Inada. All are welcome and admission
is free.
The program takes place at the Tulelake-Butte Valley Fairgrounds, Home
Economics Bldg., West Wing.

an evening of taiko drumming, song and
poetry at the Ross Ragland Theater in
downtown Klamath Falls with guest

May jobless rate improves to 6.7%
Modoc’s May 2016 unemployment rate took a pretty big dip, from April’s 7.8 percent
to 6.7 percent, according to the state Employment Development Department.
That’s also a major improvement from May 2015 when unemployment was at 8.3
percent. The civilian labor force in May 2016 was 3,250, with 3,030 employed and 220
unemployed. Last May the labor force was at 3,310 with 270 unemployed. In April
2016, Modoc’s labor force numbered 3,270 with 260 unemployed.
Government employment in May 2016 was 1,230 and that’s exactly what it was in
May 2015. Federal government employment from April 2016 at 210 increased in May
to 240. Total farm employment was 380 and total non-farm was 2,310.
Modoc’s 6.7 percent jobless rate ranks it 41st out of the state’s 58 counties for highest unemployment. Lassen County ranks 35th at 6.0 percent and Siskiyou is 42nd at
6.9 percent. The highest jobless rate is in Imperial at 19.4 percent and the lowest is
San Mateo at 2.6 percent.

fire prevention and safety messaging around town? We hope so! CALFIRE, the U.S. Forest Service, the
Bureau of Land Management and
the Modoc County Health Department have been working together
to remind residents that “One Less
Spark means One Less Wildfire.”
In April, students from Tulelake,
Cedarville, Alturas and Bieber participated in a poster contest with a
fire prevention theme. Winners of
the contest had their artwork made
into placemats and placed in local
restaurants in Adin, Bieber, Tulelake, Cedarville and Alturas.
If you haven’t seen them, we encourage you to visit a restaurant in
your area and check them out. We
have to say, our students created
some pretty phenomenal artwork.

Last Call for Blue Lake Camp! Youths looking for a
fun week of camping adventures take note: Space is
available for 2 boys going into 7th, 8th, or 9th grade and
1 boy and 2 girls going into 4th, 5th, or 6th grade. There
is also one place left for a boy counselor going into at
least 11th grade at both camps.
If those who have requested forms for a child, please
return them to the mailing address on the form as soon
as possible. A child is not fully registered for camp until
application forms have been processed.
The camp for 4-5-6 grade kids is July 11-15, the 7-8-9
grade camp is July 18-22. Both camps are $95 per child.
Some financial assistance is available. Please call (530)

questions. The Blue Lake Youth Camp is operated by
the Federated Church in Alturas. The camp is non-denominational and is open to all youth. Camp activities

If you haven’t noticed, a new fire prevention billboard is located at the south
end of Alturas reminding residents and
travelers that one spark is all it takes to
start a wildfire. This same message is being delivered by Betty White in a short
video clip at the Niles Theater.
CALFIRE has installed new prevention
messaging signs at each entrance to town
letting folks know when burn permits are
required and when they have been suspended. Additional safety messages will
appear throughout the year.
Don’t be surprised if you see additional
reminders over the next few months as
temperatures rise, activities increase and
the chance of fires intensifies. Keeping
our communities fire safe is a team effort and we’re hoping you’ll join the team.
Whether it’s ensuring a campfire is completely extinguished or keeping a vehicle
well maintained to prevent sparks, following a few simple steps can help prevent wildfires.

Race Saturday
Get ready for some rodeo fun this Saturday as the
annual Super Bull kicks off with the Modoc Horsemans Association 4D Barrel Race at the Modoc District Fairgrounds in Cedarville.
Barrel racers will gather at 9 a.m. to sign up for the
Run-2-Win Primary co-sanctioned by the North State
Barrel Racing Association. Entry is $45 and there will
be $1,000 up for grabs. Admission to watch is free and
the main race will begin at 12 p.m.
At 5 p.m. the grandstands gates will open for the annual Super Bull & Bronc Riding. Catch all the action
including the wild and wooly Mutton Bustin’ featuring local kids ages four to eight.
The opening ceremony will also include the crowing
of the Modoc Heritage Foundations J¬unior Rodeo
court. Vying for the queen crown is Charly Simpson of
Lake City and Miranda Linker of Cedarville.
Tickets for the Super Bull are available for $12 at
Seab’s True Value, Alturas Auto Parts-NAPA, Page’s
Market and Woody’s Saloon. Tickets are also available at the gate.
Rockin ‘ER Bucking Bulls is the rough stock contractor and afterwards the Cedarville Volunteer Fire
Department will hold a live barn dance.

of youngsters found the target.

Roger Jackson’s Hang gliding simulator was a big hit and Kimberly Anderson
showed kids how to synchronize their fly
fishing cast and use the rods properly.
The Sheriff’s Department gave a canine
unit demonstration, Coleman fish hatchery fascinated the children with their cool
salmon fish cycle display. Modoc National
Wildlife Refuge and Modoc National Forest provided kid art activities and lots of
schwag (free goody bags).
The Annual Duck Calling Contest is
always lots of fun. Junior duck hunters or green wings got to show off their
duck calling skills by competing against
one another. There were fourteen participants and a whole lot of quackn’ going on.
The first place winners for each age group
were Sam Hadwick, Grady Battram and a
little guy by the name of Caelon Hueckstaedt who blew and quacked with so much
heart, it captivated the audience. All were
from Alturas.
The Youth Archery Shoot, also had sixteen contenders who participated. The
winners were: Cody Sphar, Copper Gallagher, Anabel Farnum, Shayne Maypin,
and Blake Sargent of Alturas. The 3D Archery Competition, adult division weekend winners were Pat Rees of Alturas,
Jeff Cook from Cedarville and Tom Gilles
of Alturas.
The Best of Modoc photo contest focused
on the beauty of Modoc and how Modoc’ers
visualize the place they call home. The
winners were: 1st - Jean Bilodeaux; 2nd
- Lyn Travertini; and 3rd - Pete DuBois.
The first place winner’s photo will be displayed at the California Visitor Center
in Anderson as part of the Modoc County Display. All the photos entered were
beautiful and truly showed what makes
Modoc such a beautiful place to live. Every photo submitted will be considered for

Special Guest Perry Chocktoot of Chiloquin Oregon (Cultural and Heritage
Director for the Klamath Tribes) and
Ken Sandusky of Canby and representative for the Modoc National Forest, gave
a great demonstration on the art of flint
knapping, utilizing different types of
rocks, they created arrowheads in various
shapes and sizes. The most popular and
favorite rock used was rainbow obsidian.
PERRY CHILCOOT had fun and was a
popular part of the day.
Liz Burton of Keno, Oregon and
president of Badger Run Wildlife Rehab debuted her animal ambassadors;
Ewok, the Great Horned Owl; Dexter,
the Turkey Vulture; and Sonia the
Red Tail Hawk. The birds were very
cool and had lots of personality; it was
obvious they were taking the opportunity to show off for the kids.
Sportsman’s Warehouse, one of the
Expo sponsors, provided knife sharpening and gave away gift certificates.
They also donated the Grand prize for
the MORT raffle, a Bear Compound
bow. Sam Hadwick of Alturas, ended
up being the recipient of that bow.
Sam is a top shot archer in the 4-H
shooting sports.
Of course, Chipper and Smokey Bear
made an appearance and as usual
they were smothered with hugs from
adoring fans.
One of the most popular activities
at the Expo was the Children’s Trout
Fishing pond and this year it was a
big success. The fish stayed lively and
ready to be hooked and had for dinner.
Nearly three hundred kids visited the
fishpond. For some of these kids, it
would be the very first time they had
ever caught a fish.
A newly added attraction to the Expo
and the highlight of the whole weekend was the Rock Climbing wall. Both
kids and adults enjoyed climbing up
and down the three-story structure.
The Mobile Rock Team was awesome,
they were scheduled to be at the event
on Saturday only, but apparently they
had so much fun they decided to stay
another day. “These kids were so great
and we had so much fun,” commented
Zach Green, an employee of Mobile
Rock. They plan to come back again
next year.
There were many other displays; Native Culture, Geology and the “Pride of
Modoc,” Big Buck Display.
There were vendors, the food was
great, cool raffles and many prizes, so
much to do.
“It was so great to see so many families spending the day with their kids
outdoors having a fun filled day at the
Park!” said organizers. “Thanks to all
who sponsored, made donations and
volunteered, all contributing to the
success of this wonderful community
event.”
SAM HADWICK of Alturas, ended up
with the Grand Prize, a new bow.
THIS YOUNGSTER was serious about launching the Atladl, while the
adult was cautious. The Lava Beds portable cave, below, was a hit.

2016 Milano Scholarships total $30,000
Six Modoc, Siskiyou and Lassen County Seniors will
receive Milano Family Scholarships totaling $30,000. “I
am pleased to announce scholarship awards to Jonathan
Langston, Emily Egan, Megan Banwarth, Mackenzie
Hayden-Criss, Dawn Waterman and Lindsay Noggles,”
said Heather Hadwick, Modoc County 4-H Coordinator.
Each award winner will receive a $5,000 scholarship
this year.
“Each of our 2016 recipients are decorated 4-H members as well as involved in a number of other extracurricular activities,” said Hadwick. “Each winner has actively demonstrated the life skills they have learned in
4-H throughout their daily lives. The competition was
tough this year. We have members that have truly excelled not only in 4-H but in their education, sports,
leadership and community.”
Mackenzie Hayden-Criss is a 2016 graduate of
Butte Valley High School in Dorris, CA. Mackenzie is
the daughter of Ron and Heather Criss. She served as
Butte Valley 4-H Club President this year and will be
attending Oregon State University and studying Agriculture. As Valedictorian of her class, she was MVP
several years in Basketball, Student council, FFA, Jr.
Shorthorn Association, Tulelake-BV Jr. Fair Board,
CSF. Mackenzie is an “excellent showman” and has won
numerous Jackpot shows and fairs showing her cattle.
Dawn Waterman is now alumni of Modoc High
School. She is the daughter of Doug and Shawna Waterman. Dawn is in the New Pioneer 4-H Club. She will be
attending College of the Redwoods in the fall, majoring
in Art & Film. Dawn has earned her platinum star, is
a Modoc County All-Star 4-H member and has served
as Chairman of Home Ec Day, Modoc County 4-H Elite
President, Teen & Jr. Leaders in Rabbit and has been
on the Junior Livestock Show board. Dawn played softball, basketball and volleyball and works as a lifeguard
in the summers.
Megan Banwarth hails from Big Valley High School.
She is the daughter of Kevin and Katherine Banwarth.
Megan is a member of the Providence 4-H Club and
will attend CSU, Chico this year. She would like to be
a veterinarian. Megan has served as an officer in her
club for many years as well as a teen leader in her beef
project. She is currently the vice-president of her club,
FFA secretary, played volleyball and softball and was
on the Parli Pro team and Livestock Judging team. Megan works at the Oney Frosty in her hometown of Adin
and is very active in her community.
Emily Egan is from Lassen High School and will be
attending Point Loma Nazarene University in San Diego, CA. Emily is the daughter of Joe and Dawn Egan.
She has been a 4-H All-star for three years and is in
the Richmond 4-H Club. Emily has shown grand champion steers, served as 4-H president, CSF, served as Future Business Leaders President, Miss Lassen County,
played Field Hockey and works on her family’s ranch.
Lindsay Noggles is also from Lassen High School
and is the daughter of Richard and Rhonda Noggles.
She will be attending UC Davis, majoring in Veterinary
Science. Lindsay has earned her Platinum star in 4-H
and has won many awards showing her dogs. She has
participated in Horse Judging, gymkhanas and riding
events, earning ribbons all over the state. Lindsay is a
Teen leader for their rabbit project, a member of CSF,
FFA, Lassen High Band, Lassen High Gold Team and
has volunteered as a teaching assistant at the local
Youth Nature Camp.
Jonathan Langston of Lassen High School will also
receive a $5000 award. Jonathan is the son of Tessa and
Wayne Langston. He is a Lassen County 4-H All-Star,
received grand Champion steer and is Thompson Peak
4-H Club President. Jonathan is a CSF member, plays
soccer and baseball and works at Twin Creek Ranch. He
is currently a platoon leader in the high school Cadet
Core Program. Jonathan will be attending Lassen Community College to major in Range Management.
“We want to wish each Milano Family Scholarship
recipient every future success and are proud to have
the opportunity to help them achieve their educational
goals,” said Bonnie Bunyard, Milano Family Scholarship Committee Member.

and Tribal Workforce Project
In a collaborative partnership, the Fort Bidwell
Indian Community Council (FBICC) has joined
with the Pit River Tribe,
Lomakatsi Restoration
Project, the Natural Resources
Conservation
Service (NRCS) and the
Bureau of Indian Affairs
to develop a sagebrush
steppe restoration program, and a tribal restoration workforce on the
Fort Bidwell Indian Reservation.
Located
in
remote
eastern Modoc County,
the Fort Bidwell Indian
reservation constitutes
3,750 acres and is surrounded by federal lands.
This initiative is designed to build toward a
long-term solution that
addresses the ecological
restoration needs of the
sagebrush steppe ecosystem, promoting the recovery of imperiled species,
and through mentoring
and on-the-job training
the development of a tribal ecological workforce.
“Restoring tribal lands
and creating local employment opportunities
for our community, and
members of other tribes
is a critical component
to this project,” said Fort
Bidwell Environmental
Protection Administration Director, Loyette
Meza.
The initial 50-acre project has been under development since September
2015, with multiple parties coordinating the logistics of program implementation.
The Fort Bidwell Tribal
Administration as well as
the Fort Bidwell Indian
Community Council have
been instrumental in
achieving this collaborative tribal training workforce opportunity and
sage steppe restoration
project, partnering with
the non-profit Lomakatsi
Restoration Project to develop the workforce training program, and ecological restoration goals and
treatment.
Pit River Tribal Council
and staff have assisted
in procuring workforce,
equipment and negotiat-
ing the fiscal authority
through the Pacific Regional Office of the Bureau of Indian Affairs
(BIA). Gerald Jones, Assistant Regional Forester
of the BIA has encouraged California Tribes
to create and administer
tribal stewardship opportunities for their ancestral territories.
“This project demonstrates how neighboring
tribes can support each
other by coming together
to implement ecosystem
restoration and tribal
workforce projects, in
partnership with nonprofit conservation partners and federal natural
resource agencies” said
Sonya Axelrod, from the
Pit River Tribal Council,
Kosealekte Band.
Project operations and
the associated training
program commenced on
May 31, 2016 and will
continue over the next
three weeks, until completed.
Through this partnership, Lomakatsi Restoration Project is mobilizing its technical staff for
project layout, design and
training, and employing
a twelve-person tribal
workforce which includes
eight members of the
Fort Bidwell Paiute, two
from Pit River Tribe and
three participants from
the Klamath Tribes.
“This has been a team
effort and provides an
opportunity and training ground for future
collaborative efforts for
tribal workforce development and ecosystem restoration activities,” said
Marko Bey, Lomakatsi’s
Executive Director.
The Ecological Restoration Need
Sagebrush steppe is
a dry environment and
plant community characterized by the dominance
of sagebrush shrubs and
short bunchgrasses.
During the last 140
years, western juniper
has been expanding its
range, encroaching dramatically into the sagebrush steppe, reducing
habitat for steppe dependent species. This
encroachment has largely
been fueled by the removal
of fire from the landscape.
Historically, fire was the
natural factor limiting juniper woodlands to rockier ridges.
As fire was removed,
through suppression efforts and cattle grazing,
a population and range
explosion began for western juniper. During this
time, juniper expanded
across the Modoc Plateau,
once occupying only five
percent, to now occupying
nearly half of the 6.5 million acres.

Morning and evening sessions of swim lessons, with
one and two week sessions are available throughout the
summer at the Alturas Pool. Cost of lessons is $25 for
one week and $50 for two-week sessions.
Aquacise will also begin on July 20, with class from
6 - 6:45 p.m. Monday - Thursday. Class cost, $50.

The pool is also available for private rentals at a cost
of $62.50 per hour. Large parties requiring more than
one lifeguard will be charged an additional $12 per

Modoc Joint Unified School District is now offering a
summer food service program at Modoc Middle School.
The program started June 13 and continues through
August 12. Free breakfasts will be offered from 8 a.m.
- 8:30 a.m. and free lunches from 12 noon until 12:30
p.m.
All school age children Kindergarten to age 18 are
welcome to eat free meals.

of Commerce is holding a Classic Car and Motorcycle
Poker Run open to all vehicles on Friday, July 1. First
through fifth place and worst hand prizes will be given
