At the Federation’s Annual General Meeting on January 14, 2013, a majority of apple growers voted to establish a
fair marketing mechanism, to compensate producers who store apples in controlled atmosphere rooms, when the
market price is not comparable to the price of either apples sold at the time of harvesting or refrigerated apples.
Several growers asked me why the Federation was submitting this issue to a vote for the second time. Your Board
of Directors decided to hold the second vote after receiving a notice of public hearing from the Régie des marchés
agricoles et alimentaires du Québec (Régie). This hearing was supposed to have been held on December 12, 2012.
Its purpose was to receive comments and to define the nature of the monetary compensation in the form of
marketing fees or contributions.
On June 12, 2012, a majority of growers present at our Special General Meeting (SGM) voted, by secret ballot, in
favour of a new marketing fee. Given the Régie’s notice of public hearings, we would have been obliged to call
another SGM, with the associated costs, if the Régie hearings had resulted in a decision that the new fee was in
fact a special contribution. This is why a second vote was held on this issue at the 2013 AGM, to provide full
transparency for our members.
At this General Meeting, a majority of Quebec apple growers voted, for the second time, to establish a new
marketing fee or a special contribution of $0.35 per bushel on all late-variety apples for the fresh apple market sold
at the time of harvesting, or refrigerated before grading. The purpose of this fee is to compensate growers who store
apples in controlled atmosphere rooms before grading, if applicable. The AGM also asked for the inventory report to
be a mandatory condition for entitlement to compensation and redistribution of this new marketing fee. This vote
was in response to a mandate given at the January 2011 Annual General Meeting. After receiving this mandate, the
Federation consulted all its members several times. They included the expanded Board of Directors meeting
(determination of orientation) during the fall 2011 regional tour, at the 2012 Annual General Meeting (through a
discussion workshop), during the tour of the regions at the end of May and the beginning of June, during the SGM
of June 18, 2012 (first vote) and during the most recent annual tour of affiliated syndicates in December 2012.
The Federation of Quebec Apple Growers will ask the Régie to resume processing of the file requesting approval of
the Regulation to amend the Règlement sur la mise en marché des pommes du Québec (Regulation respecting the
marketing of Quebec apples). Regardless of the solution adopted by the Régie, and as explained at the time of the
vote on the resolution, we want the balance of this separate fund to be redistributed annually to growers who have

completed their inventory reports, in proportion to the number of bushels of apples on which the fees or
contributions were paid.
This clear signal by growers will support prices and allow year-round apple sales, ensuring orderly marketing.
We look forward to discussing the future of our industry with you. Policies implemented must ensure a dynamic
apple industry in Quebec and encourage young entrants into the business.

AGRICULTURE AND AGRI-FOOD CANADA’S DISENGAGEMENT FROM RESEARCH
Request that the Federation and the UPA put pressure on AAFC to:
 Maintain agricultural research funding to foster innovation in the industry and ensure its
competitiveness and sustainability;
 Ensure that the government provides material and financial support to organizations in
the community that wish to reactivate research facilities;
 Maintain the positions of scientists who work directly with agricultural producers and
who conduct research on issues related to primary production and the improvement of
the industry’s competitiveness.

REPEAL OF REGULATORY MEASURES CONCERNING PACKAGING STANDARDS
Request that the Federation and the UPA exert pressure on the Canadian government,
AAFC and the Canadian Food Inspection Agency to:
 Immediately suspend the repeal of the regulatory measures concerning packaging
standards until a detailed study of its impact on the entire Canadian agri-food chain has
been conducted;
 Consult the players of the Canadian agri-food commodity chain after a comprehensive
impact study has been conducted to discuss the study’s findings and the sector’s
concerns;
 Implement transition measures for a period of at least 5 years, along with assistance
programs for the various affected sectors in the event the results of the consultations
are favourable to a repeal of this regulation.

FIRE BLIGHT
Request that the Federation intervene with the FADQ to:
 Abolish section 43.1 of the Crop Insurance Program that was introduced on February
17, 2011;
 Stress the importance of covering streptomycin, or any other approved product, under

Plan B of the Crop Insurance Program, regardless of the level of protection taken out
by the producer to reduce a loss caused by a risk covered by the Crop Insurance
Program.
Intervene with the MAPAQ to:
 Ensure rigorous follow-up by the Plant Protection Division so that all phases are carried
out in apple tree orchards and any other host plant within 3 months, and that MAPAQ
perform the work should the owner of the apple trees or any other host plant, neglect to
carry out the work ;
 Ensure that rigorous follow-up be taken rapidly following complaints by apple growers
concerning private fruit trees or any other host plants;
 Make fire blight in producers’ orchards, in the immediate neighbours’ orchards and in
surrounding areas a notifiable disease.

PRESENCE OF AGRONOMISTS IN ORCHARDS FOR ATTENTIVE FOLLOW-UP WITH
PRODUCERS
Request that the Federation:
 Intervene with government authorities to ensure that a permanent apple-growing expert
is available in each apple-growing region of Quebec, in particular in the Laurentians,
where the lack of such an expert is being strongly felt.

WATER SUPPLY SECURITY
Request that the Federation put pressure on the government to:
 Ensure that the funding is an integral part of the new programs to be implemented
following the Canada-Quebec agreement concluded in the framework of the Growing
Forward II program to assist horticultural producers with excavation work for ponds
and artesian wells.

QUEBEC FRUIT TREE ORCHARDS MODERNIZATION PROGRAM
Request that the Federation:
 Step up pressure on MAPAQ to extend the Quebec fruit tree orchards modernization
program for optimal use of the sums of money allocated to this program by postponing
the projects submission deadline to January 1, 2015 and extending the program to
December 31, 2016;
 Allow a producer to register more than 25% of the acreages in the program in order to
better respond to new consumer trends;

TESTING OF FIRE-BLIGHT RESISTANT ROOTSTOCKS - THE GENEVA SERIES
Request that the Federation:
 Ask the MAPAQ and the CRAAQ to test these rootstocks to determine their
performance in Quebec soil, before recommending them to Quebec apple growers.

FAIR MARKETING MECHANISM
Amend the Règlement sur la mise en marché des pommes du Québec and/or the
Règlement sur les contributions des producteurs de pommes du Québec to add the
following:
 Implementation of a new marketing fee or special contribution of $ 0.35 per bushel on
all late-variety apples for the fresh market, either sold at the time of harvesting or
refrigerated, before grading. The purpose of this fee is to compensate growers who
store fresh apples in controlled atmosphere rooms before grading, if applicable.
 The accounting for the new marketing fee or special contribution must be done

separately from the existing funds;
 Whatever the solution adopted, the balance of this separate fund must be redistributed
annually to producers, in proportion to the number of bushels of apples on which the
fees or contributions were paid;

Change to Next Inspection in Packaging Stations
Authorized dealers sometimes have another authorized dealer package apples for them. The Management Committee
has decided that, in this context, if a lot is inspected, the inspection report will be given to the dealer where the
inspection took place, but a copy will also be given to all other packers whose name appears on the products. For
example, packer A packages apples in bags and boxes of packer B. The inspection report will be given to A and a copy
sent to B by Gestion Qualiterra inc.

The processors request that apples sold for processing not be apples that have fallen to the ground but quality picked
apples.
The processors mention that in the case of apple scab, the tolerance will be 5%. Beyond 5%, it will be case by case and
the apples will be inspected by the processors before purchasing.
** For administrative and logistic questions, A. Lassonde Inc will pay tgrowers $0.085 a pound for the Paulared and Lobo
variety until September. 6.
***Last year the Federation and the Conseil de la transformation agroalimentaire et des produits de consommation (CTAC)
signed an agreement valid for fall 2011 and 2012. The fixed price was $0.0575/pound or $115.00/ton ($2.42/ bushel).
A. LASSONDE INC. PRESS RELEASE - On October 11, 2012, A. Lassonde announced that the price of standard juice
apples will remain at $0.10/lb FOB grower until further notice. The very low volume received to date and the volume anticipated
in the next few weeks are the reasons for this decision. In the event of a change in these conditions, the company reserves the right
to change this decision.
Effective from the next notice to the end of the fallen apple harvesting season (no later than December 15), the price will be
$0.07/lb FOB grower.
**** The Committee held a meeting and no new agreement was reached concerning the price of standard
juice.

Radio-Canada Télé, ARTV, RDI, Explora, the radio Canada Web site
radio-canada.ca and tout.tv. Here is an example of the TV
commercial.  
Between November 2012 and March 2013 our spots will appear on
Radio-Canada television on the following shows: L’épicerie, l’Union fait
la force, Découverte, Tout le Monde en parle, En direct de l’Univers, Les
enfants de la télé, le Téléjournal, Infoman, Pour le plaisir, Et Dieu créa Laflaque, 30 vies, Trauma, C’est ça la vie, Les
coulisses du pouvoir, La semaine verte and les Docteurs. They will also appear on various shows carried by Artv,
Explora and RDI.
Ads broadcast on Wednesday evening
In addition to the commercials (small apples) that run on various TV shows, as part of our contract Radio-Canada
offered us a new 15-second ad on Wednesday, January 30, and on February 6 and 13.
The 15-second spots show part of an apple that has been bitten into along with the name of the show. At the start of
each show on Wednesday evening a commercial was carried on the following programs: 30 vies, l'Épicerie, Les enfants
de la télé, Trauma and the Téléjournal. A voice spoke to the viewers saying: « Les Pommes Qualité Québec vous
invitent à croquer à belles dents dans cette savoureuse soirée télé et vous présentent les variétés de pommes
Cortland, Empire, McIntosh et Spartan, bonnes à croquer toute l’année ». (Pommes Qualité Québec invites you to
enjoy a nice evening of TV viewing and introduces you to Cortland, Empire, McIntosh and Spartan apples that are
delightful to eat year-round)
WEB CAMPAIGN AND SOCIAL NETWORKS - November 12, 2012 to March
25, 2013
This year, to increase the number of Facebook friends even further, we are
organizing a contest called Amoureux de la pomme. The winner will receive
one year of free groceries valued at $5,200. To enter, consumers will have to
answer three questions with visual support. Nine secondary prizes will be
drawn throughout the campaign (value of $1,800) to reward Facebook fans.
