Harrison County Community Foundation
Mission Statement
We are a public foundation established for the receipt of donations and the distribution of income from
permanent endowment funds for the philanthropic purposes of Harrison County, Indiana.
CF National Standards
HCCF has been confirmed in compliance with National Standards for U.S. Community Foundations. National
Standards mark an individual and collective commitment that community foundations take their responsibility
very seriously. National Standards establish legal, ethical, and effective practices that withstand the scrutiny of
donors, government, and media. Community Foundations use National Standards to promote self-regulation in a
manner viewed positively by the Internal Revenue Service. These standards set consistent expectations among
Community Foundation boards and provide a framework for documenting,
communicating and providing training and technical assistance to advance
best practices. It affirms our commitment to financial security,
transparency and accountability.

Matching Gift Programs
In December 2014 the Board of Directors voted to continue the dollar for dollar match up to $50,000 per
household, per year.
Contributions to new or existing endowment funds may be eligible for the dollar for dollar match during 2015.
The Foundation continues to offer a two for one match for contributions to three special funds:

Indiana University Southeast Scholarship Fund
CFSI Harrison County Youth Philanthropy Fund
In addition, the Foundation is conducting special two for one match initiatives for select organizations
throughout 2015.
Establishing a New Fund
The Foundation offers a variety of funds designed to be responsive to donor needs. Scholarship and designated
endowment funds are permanent funds in which the assets are owned by the Foundation and managed according
to its charitable purposes. Since one of the goals of endowed funds is to preserve the principal, only the
spendable amount (currently 5% of the fund’s balance) is available for distribution. The current minimum gift
to establish a scholarship or designated endowment fund is $5,000.
The Foundation offers Endowed Donor Advised Funds. A minimum gift of $25,000 is required to establish one
of these permanent funds which allows the founding contributor to recommend grants from the spendable
amount.
Charitable Gift Annuities, a guarantee of income for the donor with the remainder benefiting a specific fund or
purpose, along with various other current gift and estate gift planning options, are available through the
Foundation.
Gifts of Agricultural Products such as grain, livestock, or timber may be donated to the Foundation. Directly
donating these assets or stocks and securities may provide the donor with tax benefits. Proceeds from the sale of
these items are deposited in the endowment fund of the donor’s choice.

Jump Start Program
Armed with the knowledge of how vital early childhood
education is to the success of an individual student and
the community as a whole, the Harrison County
Community Foundation embarked on an ambitious
project to address kindergarten readiness and the need for
quality preschool in the community. HCCF began a 5
year pilot program to fund preschool for low-income
children at several locations throughout the county.
HCCF made funding available for up to 220 slots of full
day preschool. Local public and faith based schools as
well as private providers were invited to participate.
Harrison County Community Services (HCCS) was
engaged to verify income eligibility of families and
children. A total of 112 children participated beginning
with the 2014-15 school year.
Pre-school student of Morgan Elementary School
The State of Indiana utilizes the Paths to Quality early
childhood certification program which is administered
locally by the Southern Indiana Economic Opportunity
Corporation, Inc. (SIEOC). Through SIEOC, HCCF also
made funding available to preschool providers to
purchase needed equipment, send staff members to
required training, and obtain Paths to Quality
certification.
Healthy Families is a state-funded program designed to assist in parenting skills and promote early childhood
development. To expand the number of families receiving this vital support, HCCF is funding an additional
Healthy Families caseworker in Harrison County.
A final component of Jump Start is evaluation of program
effectiveness. Indiana University Southeast Applied Research
and Education Center (AREC) has been contracted to perform
third-party pre and post preschool student assessments.

Once a week a Healthy Families caseworker meets with
Shanon and Colton to discuss Colton’s development, to
give ideas on how to continue his progress, as well as
discuss other parenting skills and tips.

Imagination Library
Dolly Parton’s Imagination
Library is available at no
cost to all children under
the age of five who live in
Harrison County. Each
month a carefully selected
book is mailed in the
child’s name to their home. Reading regularly
to young children provides a boost toward a
successful education.

ways I know to improve the education
opportunities for children in your
community!” says Dolly Parton.

Thanks to HCCF, an average of 1,487
Harrison County children received books
monthly in 2014. Parents may register online
at imaginationlibrary.com or stop by the
Foundation’s office to pick up a
brochure/registration form.
Dictionary Project
The Dictionary Project is a nonprofit organization with the
goal of assisting all students in becoming good writers, active
readers, creative thinkers, and resourceful learners by
providing them with their own personal dictionary. HCCF
began partnering with The Dictionary Project in 2008 to
provide a dictionary as a gift to each third grade student,
classroom teachers, and the school library throughout every
elementary school in Harrison County. The dictionaries are a
gift to use at school and at home for years to come. Third
graders are targeted because this is the age where children
transition from “learning to read” to “reading to learn”. A total
of 496 dictionaries were delivered at the beginning of the
school year.

Youth Philanthropy Council
The Harrison County Youth Philanthropy Council (YPC) is designed to encourage youth, grades 7th thru 12th, to give and
serve in their communities and to make philanthropy a “habit of the heart” for future generations.

Gift VI: A New Opportunity
Builder’s Funds – unrestricted funds that Help Build Our Future.
In July 2014, Lilly Endowment, Inc. announced a statewide challenge grant to community foundations in Indiana. This is
the first time HCCF has been invited to participate in a Lilly Endowment Challenge Initiative and it put the Foundation in
a position to leverage money into Harrison County. One of the criteria for receiving the match requires the Foundation to
raise $250,000 from the community in unrestricted funds.
Unrestricted funds are not designated for a specific organization or purpose. Instead these funds provide the flexibility that
allows them to be used to meet the ever-changing needs of the community. Unrestricted funds enable the HCCF Board of
Directors to undertake proactive grant making and support large scale community initiatives. By raising $250,000 in
unrestricted funds, HCCF will receive a $250,000 match in unrestricted funds from the Lilly Endowment, Inc.
In response to this opportunity, HCCF is now offering named “Builder’s Funds.” These funds are structured very similar
to designated funds and may be used to carry on the name of a loved one or reflect a family’s tradition of giving. The
income from these funds will be pooled together and used for various programs and projects that help build the future of
our community. The minimum gift required to create a named Builder’s Fund is $2,500.

2014 Awarded Scholarships
Lilly Endowment Community Scholarship
Maddie Johnson was named the Harrison County 2014 Lilly
Endowment Community Scholarship recipient. She received full
tuition to the Indiana college of her choice and a $900 yearly stipend
for required books and equipment. Maddie is currently enrolled at
Indiana University in the Kelly School of Business.
Maddie graduated from Lanesville High School where she was on
the Academic Honor Roll for four years, a member of the National
Honor Society, Spanish Club, FCA, band, and played varsity tennis.
She was Captain of the English Academic Bowl Team and an
English Academic Bowl State Finalist. Maddie found time to work,
serve as a peer tutor, and was active in the Pfrimmer’s Chapel United
Methodist Youth Group. In addition Maddie volunteered for Habitat
for Humanity, the ELF Project, American Red Cross blood drives,
and the Salvation Army as a bell ringer.

Earning the College Success
County Award
The Indiana College Success County award is presented to counties who
establish a College Success Coalition of community organizations that work
together to increase college access and success. To earn the Indiana College
Success County award, member organizations created a data-driven strategic
plan and documented locally implemented activities designed to increase the
percentage of the community’s recent high school graduates and returning adults
who earn a postsecondary credential including one-year workforce certificates,
two and four year college degrees, apprenticeships and military training. The
county also received a small startup grant and on-going technical assistance from
the state to support the coalition’s development.
The award comes in the form of a road sign proclaiming Harrison County as an
Indiana College Success County. The coalition plans to display the sign on one
of the major entrance roads to the county.

Central High School on September
10th. Over 800, students from five
high schools and one middle school,
were in attendance along with 25
different colleges and companies who

the geographic area from Evansville,
Indianapolis, and northern Kentucky. Over 500
volunteers have actively worked to assist in the
completion of this project.

Individual Builder’s Fund donations and
proceeds earned from named Builder’s Funds,
are examples of unrestricted gifts that are
pooled together to make various programs and
projects happen.
One of the many projects HCCF has made
possible by using unrestricted funds is the
renovation of the old Elizabeth School into the
South Harrison Community Development
Center. After initial rehab HCCF granted an
additional $95,000 in 2014 to repair
deteriorating masonry work.
