The agreement stipulates that active community participation is vital to make this program a success and to achieve its goal of mitigating the effects of any calamities that would occur. In 2010, Tzu Chi founder Master Cheng Yen again asked the people to be more cautious against any calamities. She said people should continue caring for the environment to avoid a repeat of the ruinous effects of Typhoon Ondoy in 2009. The organization’s cash-for-work scheme that began in Marikina has set a higher ground for people to develop environmental awareness, aside from the fact that it provided livelihood to many Marikeños. Witnessing the impact of the cash-for-work program, Master Cheng Yen resolved to maintain and even augment the number of recycling volunteers in the country to 10,000. “The partnership will be able to help our local government units to comply with the provisions of Republic Act 9003,” said Governor Ynares. Ynares said that although the provincial government is trying to comply with the provisions of the law, some municipalities in the province lack the means to address environmental issues particularly on waste segregation and recycling. Knowing the crucial role of every family in the reduction of garbage, Tzu Chi volunteers promote cleanliness and help the people know about waste segregation. Through this, the foundation hoped that they would develop the sense of responsibility among people to turn garbage into gold and gold into loving hearts. From the funds obtained from the collected recyclables, Tzu Chi implements humanitarian projects to spread the goodness to those in need. Continued to page 2 The Tzu Chi Foundation has mobilized in Marikina alone around 300 recycling volunteers who are regularly v i s i t i n g schools and communities in the city. Secondary to the projected result of the agreement is the compliance of the Rizal Provincial Government with Republic Act 9003, otherwise known as Solid Waste Management Act. Witnessed by 14 Rizal mayors, Governor Casimiro Ynares III (seated, second from left), first district Representative Joel Duavit, Tzu Chi chief executive officer (CEO) Alfredo Li and Mrs. Linda Chua, ink a memorandum of agreement that would push for the environmental awareness campaign in the province. After learning about Tzu Chi Foundation’s recycling program, participants in the September 16 meeting are amazed at how a shirt was made using a plastic bottle. Tzu Chi Express Edition 18, November 2011 Helping Disaster Victims of Typhoon Pedring From September 28 to October 3, 2011, volunteers from the international humanitarian group Tzu Chi Foundation visit and give out relief packages to thousands of typhoon victims in Metro Manila and nearby areas. Each relief package contained breads, biscuits, clothes, thermal blankets and other things that they could use when they stayed at evacuation centers. Typhoon Pedring (international codename: Nesat) battered Luzon and left several areas particularly in Manila, Navotas and Cainta and San Mateo in Rizal flooded. This forced the affected families to leave their places and stay at evacuation centers. Floods also hit Calumpit, Bulacan and a large part of Pampanga and affected thousands of families there. The foundation again distributed relief packages 2,296 typhoonstricken families from Barangays San Miguel and Meysulao also in Calumpit on October 18. Reports said that flooding in Bulacan and Pampanga was aggravated when authorities released water from the dams due to threats posed by the typhoon. The same activity was also held on October 22 and 24 for the typhoon victims in Barangays San Miguel and Gatbuca in the town. On October 13, 2011, Tzu Chi held another relief activity for more than 4,000 families from Calumpit, Bulacan who were victims of floodwaters. The foundation gave a free cataract operation to at least 160 Rizaleños during the 110th anniversary of Rizal in June this year. Also present in the MOA signing were Rizal first district Representative Joel Roy Duavite and the 14 mayors in the province. Prior to the province of Rizal, Tzu Chi also forged partnership with the Marikina City Government and Barangay Soccoro in Quezon City regarding the campaign for environmental protection. About 40 participants, including government officials and local media practitioners, listen to Tzu Chi Philippines chief executive officer Alfredo Li as he introduces the foundation and its missions on September 16 during the Rizal Mayors’ League meeting. Tzu Chi’s partnership with various local government units (LGUs) is aimed at widening the scope of its environmental protection program. The LGUs initiated the partnership after seeing Tzu Chi volunteers’ dedication in collecting recyclables around their community and propagating the knowledge on environmental protection.
