The Many Paths to Wellness
T
he field of mental health has advanced the notion that a mental illness or a psychiatric
condition is no different than any other biologically-based disease. It is widely heldand correctly so-that we are all genetically predisposed to certain ailments or maladies, the
origins of which can be traced to our ancestors. Because of that destigmatization, behavioral
health is now included in the broad definition of wellness, and millions of people who once
denied symptoms are now seeking treatment for mental illness.
But progress comes with unintended costs. As we’ve categorized the human physical
condition along a continuum of healthy to unhealthy, we’ve attempted to categorize the
human emotional experience as either normal or abnormal. That division leaves many
people thinking their pain and affliction are atypical, but the truth is we have no definitive metric to calculate emotional well-being. While science uses math to measure physical health, mental health professionals employ a psychiatric diagnostic manual to help
them determine the presence of treatable disorder. Much of what we have come to accept
as normal is not rooted in science but in culture and varies from country to country and
even from neighborhood to neighborhood.
The bottom line is there is no agreed-upon state of psychological normalcy. My reaction and your reaction to pain or tension will
never be the same, but that does not mean one of us is normal and the other is not or one of us has health and well-being and
the other does not. Our experiences, our upbringing, our tolerance, and our subculture all define how much we can tolerate and
how we manage our emotions. There is no absolute normal, and therefore, normal does not define wellness.
With that, we may benefit from spending less time and energy comparing ourselves to our neighbors, friends and colleagues.
They are no more or less normal, no more or less well than we are. Instead, let us recognize that some emotional struggles originate in biology and can be treated with medication and therapy. Many more of those struggles aid in our wisdom and maturation, cultivate our sense of self, deepen our sense of purpose, and equip us to play a meaningful role in the human narrative.
With this in mind, Stairways Behavioral Health employs a multi-faceted approach to wellness. Just as there’s no one definition
of normalcy, there’s no single path to wellness. Using the best practices, we provide comprehensive rehabilitation, treatment and
support for all persons with mental health care needs at any stage in life. Every number on the next page represents an individual
story-and a Stairways-supported journey toward recovery.

Stairways Behavioral Health for its 50 years of
service to individuals in need of rehabilitation
and support.

Stairways is the only adult mental health
provider in Erie County to achieve accreditation by the Joint Commission for Healthcare Organizations (JCAHO), the gold seal
of the health care industry in the USA.
In addition, Stairways has the only duallylicensed outpatient clinic in Northwestern
PA for co-occurring mental health and
drug and alcohol treatment.
Opportunities Unlimited of Erie (OU), a
Stairways affiliate, was awarded the 2010 Rehabilitation Agency Recognition Award from
the Pennsylvania Association of Rehabilitation Facilities (PARF) in recognition of outstanding achievement and the development
of an exemplary program for individuals with
disabilities. In addition, OU was recognized
as 2010 Employer of the Year by the Meadvillebased Journey Center. Journey Center provides individuals who have been socially and
vocationally disabled by mental illness help
to build the confidence and skills necessary to
lead productive and satisfying lives by offering
them a variety of opportunities and support.

our programs
PROGRAM HIGHLIGHTS
Stairways Behavioral Health operates 27 comprehensive programs in Erie and Crawford Counties, which together serve almost 9,000 clients annually. This past year, in response to community
and client needs, we’ve added some programs and enhanced, relocated or restructured others.
Following are a few highlights.
OUR FORENSICS PROGRAM, licensed in
November 2009, provides a seamless bridge
in therapy and medication management between prison and the community. This program—the only one in the state to provide
continuity of care and coordination of services—served over 700 clients during the last
fiscal year. After receiving Stairways mental
health care in prison, clients receive ongoing outpatient treatment and rehabilitation
upon their release, as well as referrals to other
valuable programs (education, arts, vocational rehabilitation, dual diagnosis, residential)
and help in building self-esteem and a sense
of purpose. Much like the original Stairways
founders, forensic staff welcome individuals
back into the community and provide structure, friendship and hope.
INDEPENDENT LIVING SERVICES initiated a mobile medication monitoring program
to foster growth and increased client responsibility. As a result of our nurses’ one-on-one,
in-home visits and education, clients have assumed an active role in their treatment, better
understand the medications they are taking
and why, and have developed an increased
sense of empowerment and self-esteem.
OUR FINANCIAL EDUCATION AND
SAVINGS PROGRAM, a component of our
Education program, helped clients learn how
to manage their money thanks to a $15,000
grant from GECAC. Our “Money Works
For You” financial literacy class for those diagnosed with a mental illness teaches clients
how to manage a household budget, avoid
bad credit, save for a special goal and more.
This program supports recovery, independence and self-empowerment.
OUR COMMUNITY EDUCATION AND
OUTREACH PROGRAM received a generous $15,000 Highmark grant for our 2010
Campaign to Reduce Teen Violence, which
addressed the link between mental health and
youth violence. Julie Warren, Stairways professional development instructor, trained and
certified eight Strong Vincent High School
students in Mental Health First Aid. The
group then traveled with Julie to an international conference in Houston and gave a
presentation on its anti-violence program. In
addition to these students, Julie trained more
than 60 teachers, parents and community
members in Mental Health First Aid.

CENTER CITY ARTS relocated to Old Main
in the former Rose Koehler-Curtze home on
East 26th Street. Thanks to a generous grant
from the Erie Community Foundation, the
mansion’s former carriage house loft was
renovated, creating a spacious, light-filled art
studio (above) that now welcomes up to 40
clients at a time and served more than 300
this year. New classes in printmaking, computer graphics and fiber arts will be added
to the current schedule of painting, drawing,
fused glass, digital photography, jewelry and
weaving.
STAIRWAYS COUNSELING CENTER OF
CRAWFORD COUNTY, which served
2,807 individuals this year, moved to a more
centralized location in the heart of Meadville.

F
or nearly 50 years, Stairways has helped
persons with mental illness recover and return
to work, school and social activities in community.
Last year, more than 450 mental health professionals at Stairways provided services to 8,914 adults
and youth in Erie and Crawford Counties. Our
mental health services include outpatient evaluation and treatment, mobile medication and rehabilitation, housing and housing support, education
and vocational training, employee assistance programs for business, crisis services, and programs for
youth with behavioral disorders. Within these programs, our people are among the best in the state.
OUTSTANDING ADULT
EDUCATOR OF THE YEAR
Bootsie Barbour, Stairways’ coordinator of the
Northwest Professional Development Center,
received the 2010 Outstanding Adult Educator
Award from the Pennsylvania Association of Adult
Basic Literacy Education.
OUTSTANDING RETIRED ART
EDUCATOR AWARD
Patricia Smith, one of our Center City Arts instructors, received the statewide Outstanding Retired Art Educator Award for her work with clients
at Center City Arts. Pat, who is retired from the
General McLane School District, has been helping
at the studio for five years.
PARTNERSHIP AWARD
Kim Stucke, director of Housing Consultation
Services, was selected by the Housing Alliance of
Pennsylvania to receive the Partnership Award at
the 2010 Homes Within Reach Conference awards
luncheon in Harrisburg. Stucke was nominated
and selected for her lifetime achievement in developing housing and related services for persons with
mental illness and others who are homeless. Her
work has brought millions of housing dollars to
Erie County and has made a difference at regional,
state and national levels.
Once again, Stairways has been named among the top 50 of the Best Places to
Work in PA. This year Stairways ranked 18th and was the only employer in the
western Pennsylvania to place in the top 20. Since 2005, Stairways has earned
this award five times.

Center City Arts 7th Annual Holiday Art Show and Sale celebrated several “firsts” this year. This
was this the first show in its new studio and the first to be part of Erie Art Museum’s Gallery
Night, it also generated the most sales, the highest earnings, the largest attendance on record,
the most checks issued to client-artists (118), the best media coverage, and the quickest turnaround for getting checks to clients in time for the holidays. This event raised $9,610, of which
70% goes to our client-artists and 30% goes back into programming for supplies and overhead.

Stairways collaborated with Davy Sturtevant (far left),
SoMar Dance (left) and Mercyhurst College to feature an
event to a standing-room-only crowd that brought the
house down at Walker Recital Hall. This choreographic
setting of 13 songs about Sturtevant’s immersion in and
emergence from a place of personal darkness provided an
opportunity for reflection and discussion about mental illness and the stigma that keeps people from getting help.

A “ServErie” team of volunteers
from Grace Church provided
landscaping and outdoor work
in March and June on the
grounds of Stairways Old Main.
Following their “Community of
Caring Awareness Ministries”
campaign, this group of adults
and children raked, weeded,
swept and opened the fountain,
as well as repaired the parking
lot and reinforced the retaining
wall. Stairways is ever grateful
to these and the many other
volunteers who give hundreds
of volunteer hours every year.
All financial and in-kind contributions listed

between July 1, 2009, and June 30, 2010. Although we have taken great care to make sure
names are spelled correctly, sometimes errors or
omissions do occur. We sincerely apologize for

Volunteers (left) assist as youngsters do crafts
and prepare to ascend a rock climbing wall at
our annual Client Picnic. Each year dozens of
staff and others work to give clients a festive,
fun-filled day. This year 12 Community Service
workers and their parole officers helped set up,
direct traffic , break down and more. In addition,
local businesses donated food and supplies. We
thank you for your generosity!
