The following documentary evidence is the result of the actual
documentation legworks of the above mentioned organizations,
which our voluntary and official conduct are integral part of our
journalistic investigation legworks, which the gathered documents
together with the undersigned “main affidavit” and “supplementary
affidavit” are already submitted to the National Bureau of
Investigation-Environmental Crime Division (NBI-EnCD), thru
Special Investigator Marvin Matamis and Atty. Reynaldo Remo (NBIEnCD/Ex-O) and members of the formed Special Investigation
Team ‘SCULPTED PEPPER”, as per Memorandum Order dated
March 3, 2015 of former DOJ Secretary Liela De Lima.
THE FRUIT OF CORRUPTION WE HAVE UNMASKED ARE FROM
THE THREE (3) IDENTIFIED MAJOR SOURCES OF ILL-GOTTEN
GAINS:
(1) FROM THE BILLIONS WORTH OF CAMARINES NORTE’S
MINERAL WEALTH WHICH WAS SMUGGLED AND STOLEN
FROM THE PROVINCE OF CAMARINES NORTE;
(2) MONOPOLY OF INFRASTRACTURE PROJECTS AND;
(3) (3) FROM THE ILLEGAL GAMBLING OPERATION (VIRTUAL
GAME – “JUETENG”).
“THE FOLLOWING COMMERCIAL QUARRY STOCK YARD AREAS,
RESIDENTIAL BUILDING, HEAVY EQUIPMENT, AND MACHINERIES, VARIOUS
REAL PROPERTIES, LUXURY VEHICLES ARE MATERIAL EVIDENCE OF THE
PROCEEDS OF UNLAWFUL ACTIVITIES, WHICH DID NOT APPEAR TO THE
DECLARED PERSONAL, REAL PROPERTIES AND BUSINESS INTERESTS OF
GOVERNOR EDGARDO TALLADO IN HIS SUBMITTED STATEMENT OF ASSETS
LIABILITIES AND NET WORTH (SALN) FROM 2010-2014.
THESE ARE CONCEALED TO THE PUBLIC AND TO THE GOVERNMENT BY
MEANS OF USING RELATIVES, CRONIES, AND FRIENDS AS FRONT OWNERS,
CONTRACTORS, QUARRY & MINING OPERATORS AND AS FAR AS DUMMY
MINING OPERATORS AND DUMMY EXPORTERS WHICH ARE ALL
GOVERNMENT ISSUED PERMITS THAT TEMPORARY IN NATURE ARE ALL
ISSUED BY GOV. EDGARDO TALLADO THIS WAS DESCRIBES WITH THE
MENTIONED AFFIDAVITS; AND THE FOLLOWING DEMONSTRATED LIST OF
IDENTIFIED LOCATION OF PROPERTIES ARE NOT INCLUDED TO THE

COMPLAINT FILED BY THE NATIONAL BUREAU OF INVESTIGATION (NBI)
AGAINST GOV. TALLADO TO THE OFFICE OF THE OMBUDSMAN:
RESIDENTIAL BUILDING CONSTRUCTED FOR HIS ALLEDGED MISTRESS
(Estimated Value P8 million pesos):
1. The below picture of residential building with more or less 1,ooo
square meters, located at Brgy. Borabod, Daet, Camarines Norte. It
was constructed by Efren Sale @ka EUS, a wellknown dummy
contractor of Gov. Tallado. Accordingly it was built intended for his
alleged mistress a certain Katrina (Kaye) De Jesus. She is the person
mentioned by Gov. Tallado when his public apology was rendered,
after the viral incident of sex photo scandal which the governor self
confessed wife Josefina Tallado, whom he earlier thought was
kidnapped surfaced last October 17, 2014, and revealed that she ran
away from their home. She said fear of her husband prompted her to
disappear after he blamed her for the leak of the compromising
photos.
This property is formerly in bank position (DBP). Estimated Value of
Php 8,000,000.00.

QUARRY MATERIALS STOCK YARD AND MOTORPOOL OF HEAVY
EQUIPMENTS – ARNOLD ZAMORA (Valued more than P150 Million Pesos)
2. The pictures of heavy equipments and machineries, located inside of
this compound, with perimeter fenced are estimated to more than
1,000 square meters. They are used this area as MOTORPOOL of
HEAVY EQUIPMENT, GARAGE and SHOP. Also this area is adjascent to
the sourced of quarry materials for sand and gravel supplies, which
permits are issued by Gov. Tallado to his dummy contractors to
operate sand and gravel quarry operations, using his dummy
contractor Arnold Zamora for this below describes location at
Barangay, Daculang Bolo, Municipality of San Lorenzo Ruiz,
Camarines Norte.
All heavy equipments inside this motorpool and the quarry materials
stock piled to this area is owned by Gov. Tallado; using his hired
project engineer as front owner.
This area including the building, dump trucks, heavy equipment and
sand & gravel quarry materials are valued of more than Php150

3. This area is more than one (1) hectare which is also a maintained
MOTOR POOL, HEAVY EQUIPMENT MACHINERIES AND LUXURY
VEHICLES GARAGE AND STOCK PILING AREA OF QUARRY
Mancamagong Road, Basud, Camarines Norte.
The front owner of this motorpool is the most favored dummy
contractor of Gov. Tallado, Engr. Efren and permit benificiary of sand
and gravel quarry permit issued by Gov. Tallado. (Pictures below are
bigger than compare to Engr. Zamora’s maintained area).
ENGR. EFREN U. SALE @ka EUS, used by Tallado in all
monopolization activities of the Governor in all big infrastructure
projects of the Provincial Government of Camarines Norte; especialy
the proceeds of almost P800 Million Pesos loaned transaction at
LandBank.
Engr. Sale’s team with Benito Ochoa @ka “B2K”. They are the front
contractors of the Governor using his controlled supplies of quarry

materials with the active participation of Governors Task Force in
conducting check-point at the exit of various quarry areas, with
matching order to all quarry operators and suppliers, to do not
delivered any construction materials in several projects of contractors
that did not follow to caprices of Gov. Tallado. Not only in Provincial
Government, but up to national funded projects, being implemented by
the DPWH, DOT, DA, DAR, NIA, PAMANA and other sources of funds.

Tallado Beach House Mansion at San Jose Beach Section of Cory
Aquino Boulevard, Talisay, Camarines Norte – 1.5 Hectares of Public
Land taken from the LandLess Farmers thru “Handog Titulo Program
Para Sa Mamamayan”.
4. The below documentation picture of SAN JOSE BEACH MANSION
WORTH OF P500 MILLION PESOS including all improvements to the
public land with an area of 1.5 hectares (15,000 square meters) which
was aquaired by Gov. Tallado, thru the “HANDOG TITULO PROGRAM
PARA SA MAMAMAYAN” being implemented by DENR.
That this malfeasance act of Gov. Tallado shows the blatant manipulation of
how the program of the national government to give land to the landless
farmers, but the primary beneficiary in the province of camarines Norte is
Governor Tallado. (Attached herewith a copy of the Title registered to Spouses
Edgardo and Josefina Tallado). This property is located at San Jose, Talisay,
Camarines Norte.
This area is along with the ongoing construction of the longest Boulevard in
the country and it was named CORY AQUINO BOULEVARD. This project is
included with the DPWH-DOT Convergence Program for Enhancing Tourism
Access for the PRESIDENT CORY AQUINO BOULEVARD inclusive of the
construction of two bridges, in Camarines Norte amounting to P450 Million.
The contractors of this projects is Efren Sale (EUS Construction a Category B
contruction company) and Benito Ochoa (B2K Construction also a category B
construction firm). These two dummy contractors of Gov. Tallado are the
winners of almost Five (5) contracts worth P50 million each contracts being
undertaken by DPWH Region 5 along the Pres. Cory Aquino Blvd., which will
be the longest boulevard in the country when completed at approximately 8.7
kilometers, stretching the towns of Daet, Mercedes to Talisay in Camarines
Norte.
“TO PROVIDE LAND FOR THE LANDLESS: DOCUMENTS REVEALED
CAMARINES NORTE SUSPENDED GOVERNOR IS THE PRIME
BENEFICIARY OF DENR ‘HANDOG TITULO PROGRAM PARA SA
MAMAMAYAN”
The following documents revealed that the Provincial Environment and
Natural Resources Office (PENRO) thru Elpidio Z. Orata, OIC PENR Officer
of Camarines Norte was awarded to Edgardo A. Tallado married to Josefina
Tallado of Labo, Camarines Norte the parcel of public land with Title No.
2013000103, containing an area of FIFTEEN THOSAND FIVE HUNDRED
FIFTY SIX (15,556) SQUARE METERS, on June 20, 2013.

The construction and improvement of Pres. Cory Aquino Blvd., when completed,
would further lead local and international visitors to: Calaguas Island in the
town of Vinzons, the number one beach destination in Camarines Norte;
Bagasbas Beach in Daet, the province’s surfing and kite spot; and to the town of
Mercedes, dubbed as the “Fish Bowl Capital” of Bicol.

The construction and improvement of Pres. Cory Aquino Blvd. is under the
DOT-DPWH Convergence Program for Enhancing Tourism Access, which aims
to establish mutual cooperation to jointly undertake the identification,
evaluation, prioritization and implementation of tourism infrastructures in
declared tourism destinations.
The projects include the rehabilitation/improvement/construction of San Jose
Section in the municipality of Talisay, the Bagasbas Section in Daet, the
Mercedes-Bagasbas Road, and the construction of two (2) other bridges.
“But in connection with this infrastructure tourism development
project the beach shoreline fronting said breakwater or seawall, a 1.5
hectares of public land suited for Beach Development Purposes is now
owned by Gov. Tallado, which he aquired thru the HANDOG TITULO
PROGRAM PARA SA MAMAMAYAN being process by the DENR to the
qualified applicant. (Some of documentary evedinces gathered in
connection with this questionable process of DENR and Governor Tallado will
be discussed in other documentary presentation).
“Gov. Tallado was the prime beneficiary of the public land due
for the benefits of the Landless Farmers in Camarines Norte, but
again like the monopoly of government infrastructure contracts,
illegal mining and fradaulent export shipments of mineral ores,
in this situation Governor tallado’s personal interests was
prevailed.”

describes his questionable acquisitions of Ill-Gotten Gains which is
disproportionate to his lawful income.

The clamor of the people are again correct, of evaluating the
very purpose of Tallado’s exerted effort to control the Cory
Aquino Boulevard Project. First, is for the benefits of his
construction business with the free acces to his issued Quarry
Permits. Secondly, he will be the primary beneficiary of the
development impact of the project, aside from he is the 70%
owner of the contracts and only 30% for Efren Sale and Benito
Ochoa (Base on the affidavit executed by Jariel Pentescostes,
former business partner of Efren sale); and ultimately, because of
his crafty character, from Tallado’s acquired 1.5 hectares public
land will occur now the “TALLADO’S BEACH HOUSE MANSION”,
which was valued about P500 million pesos.

ORE from various illegal SMALL SCALE MINING OPERATORS in several gold
rush mining area in Camarines Norte, such as: Sitio Bulaay, Brgy. Palanas;
Sitio Maning, Brgy. Casalugan; Brgy. Gumaos and other gold rush Brgy at
Paracale, Camarines Norte. Brgy. Malaya, Napaod and Benit in Labo,
Camarines Norte, and Brgy. Sta. Barbara at Jose Panganiban, Camarines norte.

of San Vicente town, owned JCO Construction license.

In connection with the above documentations and stipulation of the amassed,
accumulated or acquired ill-gotten wealth through a combination or series of
overt or criminal acts undersigned is hereby respectfully requests for an urgent
continuation of the investigation in support to the complaint filed by the NBI
relation to the violations of the laws committed by Camarines Norte Governor
Edgardo A. Tallado, on September 28, 2015, before the Honorable Office of the
Ombudsman for Violations of R.A 3019, R.A.6713, R.A. 7942 and P.D.1856 all
related to the Illegal Mining and Smuggling of Mineral Ores.
However, the involvement of Governor Edgardo Tallado in the secondly
identified areas or sources of corruption, money with the governor personal
involvement in various government infrastructure projects are not fully
accomplished, by the National Bureau of Investigation (NBI) as mentioned in

the second Memorandum Order issued by former DOJ Secretary Liela De Lima,
based in our request for investigation and prosecution of Governor Tallado,
dated January 15, 2015. Our previous request that already acted upon by the
NBI is our previous request dated May 3, 2014 (Mining, Export and Jueteng).
The foregoing Statement is a formal complaint against Governor Edgardo A.
Tallado, that may be liable for the violations and omissions contained in this
document for the crime of Plunder and other applicable laws that the
identification of corresponding charges is left to the determination of the
investigating authority.
I PRESENT ALL THESE, TO ASSERT CIVILIAN SUPREMACY OVER ALL
ELECTED OFFICIALS IN THE PROVINCE AND CONCERNED GOVERNMENT
AGENCIES, TO INVESTIGATE THIS MATTERS AND TAKE NECESSARY
ACTIONS FOR THE SAKE OF TRUTH AND ACCOUNTABILITY.
After having been duly sworn to, in accordance with law, do hereby depose and
signed this instrument having personal knowledge of the above discussed facts.
